Chapter 1

BACKGROUND OF THE STUDY

Introduction

Camarines Norte State College or CNSC is the only tertiary school in the

province of Camarines Norte. It is composed of six (6) campuses: Main Campus, Labo

Campus, Jose Panganiban Campus, Entienza Campus and Mercedes Campus.

For the past years, student population of CNSC continuously increases yet

processes are still done manually. One is the process of faculty loading.

Faculty Loading is the distribution of workloads among faculty member which is

a task that requires planning. The preparation of class schedules and faculty loading are

done by every department manually which are subjected to human errors.

CNSC students are thus affected by the changes in schedules of classes. Such

changes result to the delay of classes. Given that scenario, the proponents believed that

the proposed computerization of faculty loading is helpful to the school as well as to the

students and instructors.

In College of Engineering and Industrial Technology, before the end of semester it

starts with the preparation of class schedules and request for additional instructors from

other Colleges who will handle other minor and/ or major subjects. The Department Head

is responsible in preparing faculty loads of every instructor under his/her department

wherein instructors submit a list of major subjects he prefers to handle for a particular

semester. The Department Chairman evaluates the subject and submits it to the College

Secretary for the consolidation process. The College Secretary is in-charge in making

class schedules. Before he prepares class schedule, he considers the response on the

request from other Colleges together with the class schedule of the instructors. When the

schedules are finalized, Individual Teaching Load Form is generated and distributed to

the faculty. The College Secretary is also responsible in generating the Teaching Load

Summary Report. Although schedules are finalized, there are instances wherein

adjustments and other changes take place.

Statement of the Problem

This research study aims to propose the CNSC Computerized Faculty Loading

System. The study sought to answer the following questions:

1. How does the Camarines Norte State College existing faculty loading system

works?

2. What are the problems encountered in faculty loading process?

3. What are the possible solutions to the problems identified?

4. What faculty loading system can be developed for CNSC?

Research Objectives

General Objective

To propose a computerized Faculty Loading System for Camarines Norte State

College.

Specific Objectives

1. To analyze the existing faculty loading system of CNSC;

2. To identify the problems encountered in the operation of the existing system;

3. To provide possible solutions to the identified problems; and

4. To create and develop a computerized faculty loading system for CNSC.

Assumptions

This study is premised on the assumption that an information system can be

developed to improve the process of faculty workload distribution of CNSC. Likewise,

the proponents considered the following assumptions.

1. The faculty loading process of CNSC is done manually.

2. Limited numbers of instructor is the main problem of the existing manual system

which results to conflicts on schedule.

3. A Computerized Faculty Loading System of CNSC may be presented as the

solution to the problems encountered under the existing system.

4. A computerized system can be developed for CNSC Faculty Loading process.

Scope and Delimitation

This study covers the faculty loading process in CNSC. Its main concern is to

develop a system to improve the manual process, provide a better solution to the

problems encountered during the process and make the process more efficient, fast,

accurate and beneficial to the respondents. The study was conducted from November 30,

2007 to March 1, 2008.

This focuses mainly on how the faculty loading process flows in two colleges of

CNSC, the College of Engineering and Industrial Technology or CEIT and the College of

Arts and Sciences or CAS. Due to time constraints, the proponents limit their study on

the CEIT while CAS still performs its manual process.

This study covers the distribution of workloads to the faculty as well as

scheduling process. Summer classes and classroom schedules are not included in the

study. It also discussed problems encountered on the existing manual faculty loading

system and proposed alternative solution to the identified problems.

Significance of the Study

In conducting this study, the proponents believed that the result will provide

advantages to the CNSC Administrators as well as the students, faculty, Dean and the

College secretary. Likewise, future researchers will be benefited.

The Students. Changes on schedules which cause the delay of regular classes could

be minimized with the proposed Computerized Faculty Loading System.

Instructors. Conflicts on class schedules of instructors can be minimized.

Dean/ College Secretary. The proposed Computerized Faculty Loading System can

assure the Dean and the College Secretary of a reliable faculty loading and class

scheduling system.

Camarines Norte State College Administrators. With this project, the

administrators of Camarines Norte State College would be benefited for it will be one of

the preparations of the school to become a university. It will help them provide quality

service.

The Future Researchers. This project will serve as reference materials and guide to

other researchers conducting similar studies and will give them ideas to develop a system

in the future.
