Non-Loitering Proclamation

Definition of Loitering (from the Merriam-Webster Collegian Dictionary) 1. To delay an activity with idle stops and pauses 2. (a) to remain in an area for no obvious reason; (b) to lag behind. 3. Definition of Obvious (a) Being in the way or in front (b) easily discovered, seen or understood Definition of Loitering (Freedictionary.com) 1. to linger or hang around in a public place or business where one has no particular or legal purpose. In many states, cities, and towns there are statutes or ordinances against loitering by which the police can arrest someone who refuses to "move along." There is a question as to whether such laws are constitutional. However, there is often another criminal statute or ordinance which can be applied specifically to control aggressive begging, soliciting prostitution, drug dealing, blocking entries to stores, public drunkenness, or being a public nuisance. Why we are not Loitering 1. We are not delaying an activity; our being here is an activity in and of it self. We are conversing with one another in a non threatening, non-hostile, non-intimidating manner, discussing issues of importance to ourselves, our families, our communities and our nation. 2. We have an obvious reason; if you read our signs, speak with the attendees and look over the general notes for our gathering youll quickly understand our motives.
