Collection managers and library administrators have had no choice but to deal with
electronic publications in practical, immediate terms. Indeed they have encouraged the
development of electronic resources that are a natural fit for the web and offer library users
with Internet capability the freedom to access certain materials 24 hours a day, seven days
a week from anywhere in the world.
Publishers, unsure of the economics of electronic publishing, but not wanting
revenues and profit margins to decrease, have on the whole been flexible in their approaches,
in part because collection managers, believing that they see the light at the end of the tunnel,
have begun to demand relief from the incessant and often exorbitant price increases for
books and journals.
Collection managers have learned that, by banding together in consortia and
even in an international consortium of consortia, they can exercise some control or at least
influence over what they pay for electronic journals and electronic reference works indexes,
abstracts, encyclopedias, and dictionaries. The Encyclopedia Britannica and the Oxford English
Dictionary envision a bright electronic future with revenue sources that heretofore were
unimaginable. At the same time collection managers are learning to say no when a price or
a licensing agreement is unacceptable. But collection managers must exercise caution as
copyright laws become contractual agreements weighted heavily in favour of producers.
With the increasing pressure for distance education and the concomitant need
for library support from a distance, there is a strong push for electronic books and not just
textbooks. Collection managers are finding ways to measure the cost benefits of these
unproven e-books, and some libraries are developing projects designed to measure the
acceptance and utility of e-books and the ways they can be read. It will be important to have
impartial, carefully analysed results from these studies and not continue to rely on anecdotal
evidence and marketing hype. There is too much at stake to do otherwise.
