For

a norm to be perpetuated, it is not necessary for the majority to believe it, but only for the majority to believe that the majority believes it(Berkowitz, 2003)

Individuals often adopt a bystander role by passively accepting (mis)perceptions of the status quo rather than actively intervening to change it( Berkowitz, 2003).
