Poverty is not a hindrance to success.

To my teammates, to my worthy opponent and members of the Negative side, honorable moderator, esteemed judges, members of the audience, good afternoon. Poverty is not a hindrance to success. These words reassure the masses that success, or at least financial stability, is possible if one strives hard to finish school and land a job as a professional. Education, as they say, is the key to success. This prerogative is constitutionally recognized as is stated in the 1987 Philippine Constitution. Section 1 of Article XIV states that The State shall protect and promote the right of all citizens to quality education at all levels, and shall take appropriate steps to make such education accessible to all. To address this need, the government has established a system of free public education for the elementary and secondary levels. However, It is universally acknowledged that Tertiary Education is required for advancement in the job arena and that is where the problem comes in, for although the Constitution says that the state shall take steps to make education, to quote Kabataan party list Secretary General Raymond Palatino, Accessibility does not necessarily mean free, and students are often hindered by the No Permit No Exam policy imposed by several Higher Education institutions and Technical Vocational Schools. What is No Permit, No Exam policy? It prohibits students from taking their examinations upon failure to pay their tuition and other fees. On a greater extent, it can even prevent some students from graduating. To counter this, the Anti No Permit, No Exam Act of 2010 was introduced in the 15th Congress as House Bill 807. As its title suggests, it penalizes those who impose the No Permit No Exam policy. It failed to pass and is now reintroduced as House Bill 4791. It penalizes educational institutions imposing the No Permit No Exam policy. Based on the details we have accumulated, I, the 1st Speaker and Team Captain of the Affirmative side, strongly affirm that House Bill 4791 be legalized for the following reasons: First, that it is needed as a means of protecting students from the financial abuses of Educational Institutions, specifically from the No Permit, No Exam policy; Second, that And Lastly,
