Worship Facilities Worship facilities moved from current E01C class into 3 commercial classes with demand charges. Three charges (delivery, demand, and regulatory) to be assessed by a measurement of off-peak demand. $12 Customer Charge $10 Electric Delivery $22 Total fixed fees $7.3 million for low-income assistance (18,000 households?) $3 million currently for CAP (covers less than 10,000) AE will design the program after funding secured. Energy Efficiency Programs to be funded by a line item in the Community Benefit Charge. Roughly $27.7 million

Allows all worship facilities to participate in experimental Time of Use pilot program. Smallest commercial class (<10 kw) charges based on energy rather than demand. Still $22 in fixed charges. First 200 kWh now included fixed charge. No change

CM Spelmans Plan
Eliminates off-peak measurement of demand for all 3 charges based on a kw reading. Studies Time of Use to get accurate data so as not to experiment with worship facilities. $10 customer + $5 electric delivery = $15 total First 250 kWh would be included in fixed charges Fixed Fees waived for CAP participants. Enroll as many customers possible Work with our CAP partners to serving our community to the best of our current abilities. Silent, but wants to maximize efficiency

Texas Impact Recommendations


AE modifications address 41 of the 622 facilities. Important to those 41 tiny facilities, but less than $40,000 of a $4 million increase on all worship facilities. CM Spelmans plan fixes the worship facility issue.

Fixed Fees & CAP

Customer Assistance Program (CAP)

CM Spelmans plan important for low-income customers. Amount of fixed fees more important than # of kWh free. To achieve the goals of the Spelman plan, Council should design the CAP program. Coordinate nonprofit, faith and govt social service orgs. to maximize private/public dollars and efficiency of services. Ensure a percentage of the EE charge goes to programming for all ratepayers of all incomes. Create a program for all nonprofits.
