    You are the chief minister of the state of Hopeland. Tradi7onally, most of the states water is provided to support a rich agricultural industry (rice, fruits, vegetables). However, in the last 5 years, the state is undergoing a massive industrialisa7on drive. Huge amounts of water is required by the new biopharmaceu 7cal and wafer fabrica7on plants. The industrial plants can afford to pay 2050x for the water. The industrial output injects US$50 million into the economy. More water would be diverted from agricultural use to these industries. The agricultural produc7on is shrinking and the farmers are unhappy. What is your solu7on?
