TURNER Good housing like plentiful food is more common where it is locally produces thr ough network structures and decentralizing. The standard of living decides the t ype of housing people live in, the more the money the better is the living condi tion. A good housing depends on the availability of appropriate tools, materials , technology, land, finance and the resources that are available. In general the accessibility of these basic resources is a function of law and its administrat ion and these in turn are functions of the central authority, thus the governmen t plays a vital role in allocation of these basic resources. The resources available in the nature are finite. If the current rates of consum ption and pollution continue, the biosphere is likely to become incapable of sus taining life form before these resources get exhausted. The more the people do i t, the faster it happens. The society has been divided in classes and castes, wh ich are then further divided into sub categories, thus creating a hierarchy in i tself. This has lead to division of labour and segregation of classes on a world wide scale. The higher the order the more is the consumption. Thus it becomes n ecessary for the higher levels to reduce their levels of consumption so that the re is plenty available for the others. The local citizen s participation in housing depends on two factors: the effectiveness of centrally administered systems of housing provision the effects of local participation by the people. In the present context the users have access to all the modern facilities as wel l as fully serviced building land, construction materials and technology availab le. It is said that the resources for housing are controlled by large organizati ons, hence there is a struggle between the public and private interests, but the management and maintenance of the dwellings and their surroundings and therefor e their durability depends primarily on the care of the residents and the users. It is the government which has the power to decide and provide the facilities t hat are available. Practically it is the dependency of the user on the governmen t for its basic needs.
