Evoluii n domeniul proteciei persoanelor cu handicap,

la 30 septembrie 2010

La 30 septembrie 2010 numrul total de persoane cu handicap comunicat Direciei Generale

Protecia Persoanelor cu Handicap din cadrul Ministerului Muncii, Familiei i Proteciei Sociale, prin
direciile generale de asisten social i protecia copilului judeene, respectiv locale ale sectoarelor
municipiului Bucureti, a fost de 691.579 persoane. Dintre acestea, 97,5 % (674.602 persoane) se afl
n ngrijirea familiilor i/sau triesc independent (neinstituionalizate) i 2,5 % (16.977 persoane) se afl
n instituiile rezideniale de asisten social pentru persoanele adulte cu handicap coordonate de
Ministerul Muncii, Familiei i Proteciei Sociale prin Direcia General Protecia Persoanelor cu
Handicap.
La sfritul lunii septembrie 2010, rata persoanelor cu handicap la populaia Romniei a fost de
3,22%, difereniat pe regiuni astfel:

Calculat la populaia judeului la 1 ianuarie 2010, comunicat de Institutul Naional de Statistic

Fa de rata de 3,22 persoane cu handicap la 100 de locuitori, calculat la nivelul Romniei, regiunile
de Nord-Vest,Vest i Sud-Muntenia nregistreaz cele mai mari rate.
Conform Legii nr. 448/2006 privind protecia i promovarea drepturilor persoanelor cu handicap,
republicat, tipurile de handicap sunt: fizic, vizual, auditiv, surdocecitate, somatic, mintal, psihic,
HIV/SIDA, asociat, boli rare.

NUMAR PERSOANE

REGIUNI DE DEZVOLTARE

Numrul persoanelor cu vrsta de peste 50 ani reprezint 65,06% din totalul persoanelor adulte cu
handicap.
Din centralizarea datelor pe grupe de vrst rezult c 59% sunt persoane cuprinse ntre 18-64 ani
(409.673 persoane) i 32% au peste 65 ani (220.132 persoane), n total persoane adulte cu handicap.
Numrul persoanelor cu handicap grav reprezint 33,85% din total (fa de 34,14% la 30 septembrie
2009), cele cu handicap accentuat 54,25% (fa de 54,55% la 30 septembrie 2009), iar cele cu handicap
mediu i uor 11,65% (fa de 11,88% la 31 decembrie 2009).
La sfritul anului 2006 erau nregistrate 32.049 persoane cu handicap mediu, iar la 30 septembrie
2010 sunt nregistrate 77.013 persoane.

Femeile reprezint 54,2% din totalul persoanelor cu handicap.

Numrul instituiilor publice de asisten social pentru persoanele adulte cu handicap la 30 septembrie 2010
este de 368 (cu 4 mai mult fa de 30 septembrie 2009), dintre care: 317 rezideniale (cu 6 mai mult fa de
30 septembrie 2009) i 51 nerezideniale de zi (cu 2 mai puin fa de 30 septembrie 2009).
O treime din instituiile rezideniale sunt centre de ngrijire i asisten, avnd 6.501 de beneficiari,
respectiv 38,15% din numrul total de 16.977 persoane aflate n instituiile rezideniale.
Un numr semnificativ de beneficiari exist i n cele 53 de centre de recuperare i reabilitare

neuropsihiatric, respectiv 5.586 persoane.

La 30 septembrie 2010, un numr de 29.163 de persoane cu handicap erau angajate la nivel de ar,
pe urmtoarele tipuri de hndicap:

11.248 persoane cu handicap la nivel somatic,

6.987 handicap fizic,

3.449 handicap auditiv,

3.283 handicap vizual.
