HE government wants to know why a Chinese frigate, which ran aground at Hasahasa Shoal, was in Philippine territorial waters and Defense Secretary Voltaire Gazmin has ordered the militarys Western Command to investigate the new Chinese incursion.
We will know why that ship was there, Gazmin said after he ordered Lt. Gen. Juancho Sabban, commander of the militarys Western Command to determine if the Chinese frigate needs assistance. Malacanang spokesperson Abigail Valte said the Philippines is dutybound to render assistance to the Chinese warship. Dispute or no dispute, of course we will render assistance if needed, Valte said in a interview aired over government-run dzRB radio station. The Department of Foreign Affairs also said it would have to determine what really happened to the frigate before it makes any comment. We need to nd out what really happened with the Chinese frigate in our territory, said DFA spokesperson

Koreans Ode to retirement

ONE of South Koreas large developers of tourismrelated complex is pouring in at least $400 million worth of investments at the Clark Free Port, an ofcial said on Saturday.
Donggwang Clark Corporation, for its initial project, has started building a retirement haven called Clark Ode Country, said Ki-Hyung Kim, Marketing Team Assistant Manager, Overseas Division. Some of the units are ready for occupancy, Kim said. The retirement village will be complemented by a 10-storey commercial center, shopping mall, wellness center and other recreational facilities. The entire complex including residential units will be equipped with centralized gas system, 169 CCTV cameras, free parking slots and a security service that operates 24 hour seven days a week. Leisure projects Known as designer of leisure parks, Donggwang operates the Sorak Sun Valley Country Club, Dong Won Sun Valley, Iljuk Sun Valley, Yeoju Spa all in Korea as well as Yabe Sun Valley and Higo Sun Valley in Japan. Clark Ode County is designed to complement Donggwangs development inside Clark, a state-of- -the-art golf clubhouse in a 304 hectare estate project. Donggwangs new projectClark Sun Valley Country Club will include a 36-hole golf course and driving range, a clubhouse, a water park, spa, gymnasium, eco park, business center, Brent international school, medical clinic and drug store, ve star hotel, casino, a 500unit villa and a shopping arcade. Kim said Donggwang will launch the rst 18 holes of the golf course before the end of this year. Once completed, the Donggwang project will employ at least 2,000 workers, thus boosting economic activities in Central Luzon, said Kim. Last March, Donggwang ofcials and CDC executives led the inauguration of the projects Tower 1 and 2. This was followed by the groundbreaking rites for the construction of a $200-million golf course. Environmental concerns While work is going full blast, efforts are being made to mitigate the projects impact on environment. The Clark Development Corporation said that measures to protect erosion in areas covered by development are also in place. At least 80 percent of slope protections has been completed. Clarks Environment Management Department Manager Juan Miguel B. Fuentes said engineering methodologies have been employed to address environmental concerns. The South Korean rm has so far complied with all the necessary permits required in the construction of its tourism estate. The construction site is on top of a rock formation where it is impossible for trees to grow, Fuentes claried. This was conrmed by EMB Environmental Management Ofcer Elisa Dimaliwat, who said Donggwang has complied with environmental laws and guidelines. Donggwang Clarks project has an Environmental Compliance Certicate (ECC) issued by the EMB-Central Ofce on May 5, 2011. It is also an active participant in the Multipartite Monitoring Team, which has been regularly meeting. Last time the team met was on July 6, Dimaliwat said.

At presstime Saturday, officials were still trying to get a visual confirmation of the vessels situation in the shoal which is located only 65 nautical miles west of the island-town of Balabac in Palawan. As of now, we are preparing our assets and I cannot give you an ofcial statement since we dont dont have yet a visual report. The Coast Guard was already proceeding to the area, said Commodore Rustom Pena, commander of the Naval Forces Western Command. The Chinese themselves conrmed the incident on Friday after embassy spokesman Hua Zhang issued a statement to journalists. The embassy identied the warship as a Peoples Liberation Army Navy vessel, or believed to be No.560, a Jianghu-class frigate. He is also an advocate of clinical practices that combine Western medicine and Asian and Filipino traditional medicine. If indeed the herbal business is booming, how come there are only ten rms approved by the Health department for use.? asked Galvez Tan. More acceptable Galvez Tan said that the herbal medicine industry would be more acceptable if government would enable the creation of law, a governing body like an institute, a board or authority to address all concerns on medicinal plants. This will amount to a big leap for the industry which pales in comparison to the P100 billion pharmaceutical industry in the country, he said. I wish that government would utilize our medicinal plants for commercial purposes and make money out of it. There should also be for instance, the National Lagundi Board or the Institute for Sambong or Institute for Ampalaya, said Galvez Tan, author of eight books, including Fruits and Vegetables with Medicinal Properties published in 1983 and Medicinal Fruits & Vegetables published in 1983 and 2008, respectively. He said the government should give additional funding to the Department of Science and Technology for research on medicinal plants, while noting that it takes P20 million to do research work on a particular medicinal plant. He said that the government pays little attention to the billionpeso herbal medicine industry. He lamented that all the other DOH secretaries who came after him and even former Senator Juan Flavier did not even bother to add to the existing number of the herbal medicines approved by the department. When you look at the global market, the industry is really huge, up to $60 billion, but in the Philippines, the industry is still weak, Galvez Tan said. The Philippines has a rich natural resources, and has been documented to cultivate 1,500 medicinal plants in the country, making it a repository of proven and potential medicinal plants and herbs. But compared to other countries, Galvez Tan said the Philippines has yet to fully exploit its natural resources of medicinal plants for business, commercial and scientic purposes. He said that out of 1,500 medicinal plants found in the country, around 240 have been studied, and 10 underwent full-scale studies. To this day, the number of medicinal plants approved by the DOH remained at ten. That a was very long time ago, and we still have 10. We could do a lot more. Im waiting for the day when the government, a high ofcial, will carry the banner for medicinal plants. We want wealth creation. We want the Philippines to move out of poverty. We have one of the highest poverty rate. We should no longer look for other exotic poverty alleviation. Key players Still, Galvez Tan said he never loses hope that the herbal medicine industry will get the attention of President Simeon Benigno Aquino III, Health Secretary Enrique Ona, Science and Technology Secretary Mario Montejo, and Agriculture Secretary Proceso Alcala. These are the key players. Health can also do so much but you need the Agriculture (department), and even the Department of Trade and Industry. The agriculture department, Galvez Tan said, can support the use of herbal medicines, by asking tobacco farmers to switch to planting medicinal plants instead of tobacco, which is harmful to health. He stresses, though, that government ofcials must exercise political will if it wants to fully develop the herbal medicine industry. Galvez Tan commended former Agriculture Secretary Arthur Yap for endorsing malunggay as both nutritious and medicinal, but he still lamented that the government has not created a body to support and promote its use. He acknowledged that Filipino and multinational pharmaceutical rms engaged in manufacturing and promoting herbal medicines. Galvez Tan, who has a masteral degree in public health with Letter of Excellence at the Prince Leopold Institute of Tropical Medicine in Antwerp, Belgiun in 1984, said multinationals are now venturing into the use of natural medicine. Amid all these developments, Galvez Tan, who also teaches at the UP College of Medicine, said the industry is confronted with the lack of supply of raw materials. Lagundi didnt have a hard time gaining acceptability commercially because there were thousands of hectares planted to lagundi. Ampalaya, a popular vegetable used for Filipino dishes, is not available commercially as a raw material for medicine because the country uses it for food, according to Galvez Tan. Ampalaya is being sourced from China, India and Vietnam, rather than from the Philippines.

Lawmakers decry defeat of the law

THE purpose of the Electric Power Industry Reform Act of 2001 has been defeated and the House of Representatives should investigate the electricity rate adjustments four agencies are asking the Energy Regulatory Commission to approve, a congresswoman demanded on Saturday.
The laws objective has obviously been defeated, with the country having the highest residential power rates not only in Asia but also in the whole world at P11 per kilowatt-hour, said Manila Rep. Maria Theresa Bonoan-David. David urged her colleagues to pass her House Resolution 2418 which asks the House Committee on Energy to investigate the impending series of increases in power costs due to the various petitions for electricity rate adjustments led by four agencies with the Energy Regulatory Commission. David said the petitions for electricity rate adjustments were led by the Power Sector Assets and Liabilities Management Corp., National Power Corp., Manila Electric Co. and National Grid Corp. of the Philippines. But David noted that these increases, if granted, will ultimately be passed on to consumers and will be a disincentive to investors and unnecessarily burden the consumers of electric power who are currently faced with high cost of living. The cost of power is a signicant factor in the number and amount of investments that a country is able to attract. These investments help create opportunities that generate the much-needed jobs to spur economic development, she stressed. Bonoan-David also supported the proposal of Gabriela Rep. Luz Ilagan in seeking a review of the provisions of Epira law whose principal objective was to bring down electricity rates. Ilagan sought the review of the law after Energy Undersecretary Ina Asirit announced on Friday that there will be another increase in power rates in August due to the maintenance shutdown of the Malampaya Natural Gas Field which supplies fuel to three major plants in Luzon. Asirit said that the increase would be less than P1.00/kilowatt per hour, but Meralcos power rates were up by P0.71/kwh in May. The impending increase is another burden to the already suffering Juan dela Cruz, Ilagan said, noting that average power rates charged to Meralco customers more than doubled during the period EPIRA was implemented. In 2000, the average rate was only P4.87/kWh but in 2010, the average rate reached P10.35/kWh. This simply is too much to bear for the average Filipino family, Ilagan said. This is simply highway robbery! At the same time, Palace Deputy presidential spokesperson Abigail Valte expressed hope on Saturday that the Energy Regulatory Commission will be reasonable in considering new petitions. We hope in the consideration of the pending application they will be vigilant, that the rates will be reasonable, Valte said in an interview on government radio. She admitted, however, that while the Palace cannot interfere with the independence of the ERC, as provided by the Epira.
A GRIZZLED Philippine Scout, who has been through three wars, urged the Philippines and China to exercise more civility in asserting national sovereignty over Scarborough Shoal where he used to sh in his youth. Let us be civilized, said 96-year-old Felipe Fernandez, a native of San Nicolas, Pangasinan who was a captain in the Philippine Scouts during World War II, Korea and Vietnam. We should discuss our differences within the parametes of common decency. Arguing our differences will result in one being a loser and another a winner. That will only create animosity toward one another and maybe result in war. War is destructive. I have been in three of them and believe me, they are dreadful, Fernandez said. Fernandez appeared to be amused when told of the diplomatic impasse between Manila and Beijing over Scarborough Shoal, also called Bajo de Masinloc, and he shared his experiences when he used to go shing as a teenager. During those years, business depression was severe and most of the students in the Pangasinan Academic and Vocational schools supplemented their nances by shing, he said. We would go where the school of sh were, from the shores of La Union to the shores of Zambales. On once occassion, Fernandez recalled he would go to Bajo de Masinloc when he was 17 years old with an old man, named Dado Sison, and other shermen from January to March. Bajo de Masinloc is a triangle-shaped chain of reefs and rocks or very small islands 55 kilometers in circumference with a total area of 150 square kilometers between the Maccleseld Bank and Luzon Island in the West Philippine Sea. It forms In 1932, 1933 and 1934, the shoal was just a group of tiny islets and at high tide they appeared just like a pile of dirt, the largest of them have a surface of just about 100 square meters, he said. It is very dangerous to cruise through the shoal at high tide because the boats might get snagged by the coral reef. One will see more islets during low tide. At low tide the alamang schools seek deeper waters so we go to the shoals to sh for balbalaki (snapper) where there are plenty of them feeding on plankton, he added. Bajo de Masinloc is about 123 miles or 198 kilometer west of Subic Bay; the nearest landmass is Palauig, Zambales. We used to sh in Zambales during those seasons when Lingayen Gulf waters are rough, Fernandez said, recalling how they would sail to the shoal on boats, called taksay. During those times, there were no Chinese shermen in the area. But he insisted that civility was still the key to the ongoing dispute over Bajo de Masinloc: When colonization was mode of life, territorial grabbing may be all right. But today, when people are more civilized, people should live amicably by considering the inalienable rights of others, said the old scout.
Locals helping Chinese poachers, ofcials say

LOCAL residents of Palawan are helping Chinese poachers capture endangered sea turtles in the remote southern town of Balabac, according to police and navy ofcials. Marine Major Ferdinand Atos said on Scaturday their informants said that local residents helped Chinese poachers set up a 200-meter net in waters off Balabac Island in southern Palawan that caught 15 sea turtles. The authorities were able to set free 14 of the turtles, but one of them was already dead when a joint team from the navy and the environment department arrived on Friday, he said. He said informants had told them that Chinese shermen used their contacts to enter the area frequently and would bring their catch to Hasa Hasa Shoal, where a Chinese frigate run aground on Friday. Earlier, a special team of the Philippine National Police foiled an attempt to smuggle giant sea turtles that were about to be shipped to China. Supt. Rico Payungga, head of the PNP Maritime-Special Boat Unit, said they conscated an estimated 50 marine turtles, most of them reportedly weighing between 50 to 70 kilos each, in Bahayan Island, a remote community which is part of Barangay Sebaring in Balabac. The unit had earlier seized 17 turtles on Ameril Island in June and the police claim several local traders were implicated in the illegal activity. All seven species of sea turtles are considered either endangered or critically endangered. Globally, the Kemps ridley, hawksbill, and leatherback sea turtles are listed as critically endangered, the loggerhead and green is endangered and the Olive Ridley is vulnerable. A major threat to sea turtles is blackmarket trade in eggs and meat. This is a problem throughout the world, but especially a concern in China, the Philippines, India, Indonesia and the coastal nations of Latin America. The Philippines has had several initiatives dealing with the issue of sea turtle conservation. In 2007, Batangas declared the catching and eating of turtle eggs illegal. However, the law seems to have had little effect as eggs are still in demand in Batangan markets. In September 2007, several Chinese poachers were apprehended off the Turtle Islands in the countrys southernmost province of Tawi-Tawi. The poachers had collected more than a hundred sea turtles, along with 10,000 sea turtle eggs.

Coast Guard to buy new equipment

THE government will purchase new boats, jet skis and other equipment to improve the search and rescue performance of the Coast Guard in areas prone to maritime incidents after the Department of Transportation and Communication allocated P521 million budget for the equipment. Coast Guard chief information ofcer Lt. Cdr. Armand Balilo said the Coast Guard is set to buy 300 aluminum V-shaped hull boats, 81 rigid-hull inatable boats, 50 rubber boats and six jet skis among others. The other equipment are 862 units of VHF handheld marine type radios; 862 operators life vests with survival kits; 2,586 common life vests; 431 megaphones and 1,724 units of ares. The agency is planning to distribute the V-shaped hull boats to Southern Tagalog district (47 units), Bicol (40), National Capital Region (28), Palawan (28), Western Visayas (25); South Eastern Mindanao (21), Northern Mindanao (20), South Western Mindanao (20), Central Visayas (19), Northern Eastern Luzon (18), Western Luzon (18) and Eastern Visayas (16). The district ofces of Palawan and Southern Tagalog will receive the most number of rigid-hull inatable boats while North Eastern Luzon would get eight units, South Western Mindanao (8), NCR (8), Bicol (8), Western Visayas (6), Northern Mindanao (6), Central Visayas (5), South Eastern Mindanao (5), Eastern Visayas (5) and four to Western Luzon district ofce. The 50 rubber boats will be distributed to districts and ofces in NCR and Central Luzon, Bicol, Mindanao and Visayas while the six jet skis will be given to NCR, Central Luzon, Palawan, Southern Tagalog, and Western and Central Visayas. Balilo said the agency considered the disaster response, frequency of maritime incidents and the areas of tourist attractions in deciding how the boats would be distributed and divided among the districts and ofces. He explained that the agency has been frequently called to perform its duty not only at sea, but also on land when there had been erratic weather patterns and increased incidents of ooding, both brought by climate change. Balilo said the new equipment would be useful since there is an increase of maritime disasters brought about by climate change such as oods. Provinces in the southern part of the country, that were hardly affected by typhoons before, are now being hit by heavy ooding. The equipment would also be helpful in the performance of its functions such as maritime environment protection. It could be utilized in intensifying the patrol around the archipelago. Balilo said they hoped that the new boats and equipment would be purchased and turned over to them before the end of the year. The government is putting premium on a law enforcement agency such as the Coast Guard, realizing the archipelagic conguration of the country, said Balilo.

MY LATE father, Valentino Araneta Ortuoste, a broadcaster for most of his career, was also a yoga devotee in the 1970s, during the hippie age here and abroad. He had many interesting stories about that time, even claiming that he helped the first Krishna devotees set up in Manila, having met their founder guru (an American man) at the airport. He helped find an apartment for the group. One thing he could not forget was how the guru insisted on glass or ceramic things for drinking and eating, never plastic, which he said were unclean. Or couldnt be cleaned properly. Or something like that. That meeting heralded the start of my fathers interest in Eastern religions and rituals. He would sit cross-legged with eyes closed, at night, in the dark, in the living room, with only an incense stick burning, as my sister and I tiptoed hush hush around him, wondering if he had fallen asleep sitting up. Later he said he was meditating. We wondered if that was another word for napping uncomfortably sitting up in places other than the bedroom. He continued his vegetarianism (begun when he was an adolescent and a Seventh-Day Adventist) and avoided over-processed food no white sugar, so brown sugar and honey were his preferred sweeteners; brown rice instead of white; wheat bread instead of Tasty; cottage cheese instead of cheddar from the supermarket. He took us with him to eat at the now-defunct Gandharva restaurant in Manila, which smelled more of incense than food. It was a self-service cafeteria where one took trays to a counter, piled them with curries and rotis, and took them to eat at tables besides walls hand-painted from ceiling to floor with colorful murals of Krishna and Arjuna and Radha. We always wondered why Krishnas skin was a striking deep blue.

Sometimes peace does not come easy.
He burned incense nearly every night that he was home during the yoga years. So when I saw incense sticks and an incense case at Scent for Senses in Megamall some time ago, I made sure to take them home. The incense box is studded with inlaid brass stars and has a carved fretwork lid and sides, which allows the scent of incense placed inside to waft gently into the room, even when the incense is unburned. Inside the box are a groove to catch falling ash, and metal disks for incense cones. Tiny holes at the sides of the box holding the incense stick while burning. I selected incense sticks with care. Rose incense smells of the flower; clove and myrrh remind me of the scents my father used to burn, the names of which we did not know. I do remember he also had sampaguita and sandalwood sticks. In Hinduism, as in other religions that use incense in their rituals, the burning of incense is used during worship as a vehicle for prayer to reach the gods, while the fragrance reminds worshippers of the positive attributes of the deities that they must imitate. One of my fathers yoga friends gave me a Hindu name Shanti Devi. Many years later, I learned that this is the name of the Hindu goddess of peace. I have been trying to live up to it ever since; not always succeeding, but getting better at it. Sometimes peace doesnt come easy. Sometimes you have to work at it by examining your life and consciously making decisions to eliminate causes of stress, and finding whatever you enjoy that puts you in a more relaxed state of mind. Let it all flow from there. These nights, as the scent of roses wafts up from my incense box, I remember my father, who is at peace. And I am grateful I have reached a point where I have that in my own life as well, where serenity and calm are as fragrances to my nostrils. As they say at the end of the UpanishadsOm shanti shanti shanti. Peace peace peace.

THE Catholic Church in the Philippines is embarking on a new mission: Winning back Catholics who have become lukewarm in their faith, renounced it altogether, or joined other religious groups. The Catholic Bishops Conference of the Philippines says it would be using new methods for transmitting the Good News more effectively to its ock. The New Evangelization program is in line with the celebration of the 500th year of the arrival of Christianity in the Philippines. The church also intends to reach outr more to the poor and awakenor re-awakenthe Christian life of the youth. In a pastoral letter released on Monday, CBCP president and Cebu Archbishop Jose Palma said that secularism, in some parts of the world, has become some sort of a dominant religion. This has thus been responsible for the confusion, moral relativism, doubt and agnosticism among the Catholic faithful. Indeed while it is often said that the Philippines is a predominantly Catholic country with an estimated 81 percent of Filipinos adhering to the Roman Catholic faith, there are no gures to show the disparate hues of these Filipinos Catholicism. It is not uncommon for some to list their religious afliation with the one they were born to. Practice, however, is another story. It is good that the local Catholic hierarchy hints at acknowledging its role in this exodus. It is possible that we failed somewhere in the sense that people are transferring to another sector because they are not happy, Palma told a group of reporters. But the hint seems inadequate and smacks of disconnect to the sentiments of the churchs members, or those who used to be so. That church leaders failed somewhere is not only possibleit is highly likely. After all, many Catholics report their disillusionment with their Church leaders words and actions as partly responsible for their being Catholics on paper, their conversion to other groups or the erosion of their faith altogether. The details of the more effective methods that the Church would use in drawing back straying Catholics to its fold are not yet clear. We hope, though, that the program would not include a more forceful, intrusive and didactic manner of preaching right from wrong or a heightened discourse about who will go to heaven or to hell. These will most certainly only backre. Instead, the millions of Catholics in the Philippines are waiting for leadership by example from their religious leaders. The hierarchy must shun arrogance, hypocrisy and bigotry. They must punish the errant among them instead of covering up their mistakes. More importantly, they must guide the ock on how to think in light of its teachings, not tell them what to think or else. Catholics do not harbor the illusion that their leaders are infallible. They expect them to get off the high ground, be human among them and to be humblebecause of and despite their own failings.

THERE were only a few dry eyes Wednesday night when Zsa Zsa Padilla delivered her tribute to her longtime partner, the comedy king, at the necrological rites organized and broadcast live by ABS-CBN. Although Padilla is a seasoned singer, I dont think she sang any better than she did last Wednesday. If you missed it, the tribute is one of the most heavily watched videos on the Internet today. That was definitely one dramatic turn no one could have scripted or directed any better; irrefutable proof that real life is most often more cinematic or more dramatic than even the grandest soap opera or movie. The truth is infinitely more potent than the most convoluted brainchild of even the most gifted scriptwriter. Real life is more

theatrical than we think. So emotionally powerful was Padillas tribute that it may have finally and completely erased whatever doubt may have continued to linger in some peoples minds about the depth and authenticity of the bond between her and Dolphy. I honestly think their relationship was no one elses business but theirs; but then again, we do have this penchant for intruding into the lives of our celebrities. The point I am trying to make, however, is that were truly a schmaltzy buncheven the most cynical among us turns putty when confronted with genuine, heartfelt emotions. I was amazed to hear people publicly expressing that they have finally been able to achieve closure on their more-than-20-year-old resentment towards Dolphy and Padilla for eloping in the early nineties, leaving behind a lugubrious Alma Moreno disconsolately singing Dont Let Me Be The Last To Know. A friend of mine (yes, a woman) even publicly declared
in a social networking site that she has finally forgiven Padilla for stealing Dolphy from another woman and for leaving behind her own husband and child to be with the comedy king. Apparently, the sentiment was not isolated; there were people in this country that really allowed the resentment to fester for so many years, go figure. I was fresh out of college when the getaway happened and I remember not being able to make sense of the public outrage that ensued. Now I know why. This was how intimately connected Dolphy was to the Filipino people that many allowed the twists and turns in his personal life to affect them profoundly and at a deeply personal level. Dolphy was not just any ordinary actor. Onscreen, he was the personification of the everyday Filipino man. People empathized with him. He was John Puruntong and Kevin Cosmecharacters that embodied the spirit and aspiration of most everyone, which was why the characters lived on television
for many, many years and then got remembered long after the TV shows folded up. While most people remember Dolphy for the many roles he played in the movies and on television, what is probably making more impact today are the various testimonials about the real person behind the great actor and genius comedian. Were now finally getting to know Rodolfo Vera Quizonthe father, brother, godfather, friend, husband, citizen. Were beginning to separate the myth from the truth, the imagined from the real. We now know that Dolphy, the person, was completely the opposite of the public persona. We are told that the real Dolphy was shy, introverted, and serious. That he was deeply religious, introspective, and yes, devoted. There are many anecdotes now being told about the manstories about his generosity, his simple tastes, and his seemingly innate and natural gift of attracting women. People talk about how more women
were naturally drawn to Dolphy than those who were drawn towards the better-looking matinee idols of his time. Apparently there is truth to the claim that a sense of humor is more potent as a lucky charm than physical characteristics. It is quite unfortunate that we often get to know a person better when he has passed on. It is tragic that we often get to show our gratitude for people only when they are no longer able to appreciate it. But it doesnt have to be the norm, really. There is no law that prohibits people from publicly professing appreciation or gratitude for people while they are still alive to enjoy it. Imagine how much more meaningful the current outpouring of affection and recognition could have been if all these were made when Dolphy was still alive. It may be too late for Dolphy but not yet for the many other great artists who deserve to know just how grateful and appreciative we all are of their influence in our lives.

The wag retorts with a wry smile, The ring represents the medal output zilchof the puny eleven-strong squad bearing the Philippine tri colors. Never mind the optimism of Mikee Romero, Ph.D., who has yet to complete his rst year at the helm of the Philippine National Shooting Association, about the odds on skeet shooter Brian Rosario. Romero enthused, He has a good chance of landing a medal. He is shooting at world-class level. Its been a long time since a (Filipino) shooter has reached this level. Judge for yourself whether or not the facts and gures chalked up by Rosario, himself exuding confidence, warrant such unguarded optimism. Rosario, 29, earned a ticket to London through the Tripartite Commission Invitation Place, commonly referred to as wild card. Currently ranked no. 76 in the world, he saw action over the past two years in six World Cups where he never reached the nals. He scored his personal best, 120 points (out of possible 125), good only for 58th place, in Belgrade last year but he plunged to the nadir of his performance in--of all placesLondon this year with 112 but in a higher rung at 56th. His best placing, 19th, was recorded in Beijing last year with 116. Rosarios duplicating his personal best of 120 very recently may have triggered his and Romeros buoyancy. Against the backdrop of the 2008 Beijing Olympic results, they may have a case. The nalists culled from a eld of 41 skeet shooters tallied individual scores of 121, 120, 120, 120, 119 and 118. There were six others with 118. The catch is: all, except the eventual winner, were perfect. They blasted all their respective 25 birds in the nals. Javier hopped into the last bus destined for the Games in the once-upona-time center of a great empire. Either of the two ladies or both of them could pull off surprises and snatch podium nishes. And the possibility is not remote as they are within striking distance. Torres leapt 6.62 meters to win the gold medal in the 3rd leg of the Asian Athletics Grand Prix last May 15. She bested long jumpers from 13 countries. Torres, 31, had a forgettable rst stint in the Olympics she could not hit her stride and could only manage 6.17 meters in her last attempt to land in 34th position. Three years after her so-so act, Torres established a new Philippine and SEA Games record in Palembang, Indonesia with a 6.71-meter jump. This mark could have been good for the bronze medal in the 2008 Olympics. Twenty-one year old Diaz, gaining an individual qualifying slot this time, wants to erase from the memory her lackluster performance in her Olympic debut four years ago when she placed 11th among 12 competitors. She totaled only 192 kilograms, 34 kg away from the bronze medal and another 18 kg from the gold. In the IWF World Championship in Paris November of last year, Diaz lifted 214 kg to take 7th position. Her aggregate improved by 22 kg in three years time. Diaz continued to get more powerful and in May this year, she toted a total of 217 kg good for fourth place in the Asian Weightlifting Championship ruled by the bronze medalist in the worlds. Her lifts were 16 kg and 3kg short of the bronze medal, respectively. Come Games time, Diaz is seen to snatch 100 kg and clean & jerk 125 kg for an aggregate of 225 kg or six kilograms weightier than her personal best of 219 kg she established in last Mays POC-PSC National Games in Dumaguete City. Swimmers Jessie Khing Lacuna and Jasmine Alkhaldi, both 18, will be going to the Olympics based on their rankings in the points table of the FINA, world swimming governing body. FINA has trimmed the roster of qualied swimmers to the Olympics down to 900 worldwide from the 976 in the 2008 Beijing Olympics. Lacuna, now the fastest male Filipino swimmer after breaking the Miguel Molinas Philippine record in the 200-meter freestyle, will swim the same event. Alkhaldi will show her wares in the 100 meters freestyle. Both of them are 2010 Youth Olympic Games veterans. Lacuna and Alkhaldi will be hard pressed to hurdle the preliminaries. In the Beijing Olympics, all the swimmers fell by the wayside after the rst round. Rene Herrera is the other athlete tapped by PATAFA. He is the undisputed 3000-meter steeplechase king in the SEA Games. His reign started in 2003. But looking at his winning time of 8:52.23 in the 2011 SEA Games, pundits dont give him a Chinamans chance to advance to the next round. The slowest qualifier for the second phase in Beijing clocked 8:23.66 or 28 seconds better than his fastest time in ve SEA Games. Surprise package in the outt is judoka Tomohiko Hoshina, whose mother is Filipina. He was a silver medalist for the Philippines in the 2007 SEA Games in Thailand. Hoshina did not qualify outright for London, but through one of judos 20 continental allocations. He mustered the needed points by campaigning in the World Championship, World Grand Prix, and World Cup in Judo as well as the Asian Championships. Hoshina who is in the top 20 in Asia in his division will compete in the 100 kg class. Rachel Ann Cabral securing seventh rank in the competition for countries who did not have Olympic qualiers yet is her ticket to London. She had to outclass, in the process, compatriot Edwina de los Reyes in a playoff round. Prior to the last qualiers, Cabral, 27, settled for 37th place in the World Cup in Ogden, Utah. Cabrals biggest claim to fame was her wresting the gold medal in the 2003 Southeast Asian Games in Vietnam. She competed in the compound discipline in the last years SEA Games.

Vargas, succeeded Manuel Quezon as president of the Philippine Amateur Athletic Federation (then the National
Olympic Committee of the Philippines) when Quezon ascended to the Presidency of the Commonwealth of the Philippines. He served as IOC member from 1936 until his death in 1980 at age 90. IOC president Jacques Rogge stressed, To develop world class athletes, we have to develop world class administrators. 2012 Olympics and beyond If more recent history were to repeat itself, the Philippines would clinch its 10th medal during the 2020 Olympics (the host city will be known next year) yet after completing ve rings. Looking back, after featherweight Anthony Villanueva captured the first silver medal in the 1964 Tokyo Olympics, Team Philippines fell into deep slumber. Five Olympic Games came to pass before the country was roused and found itself again in the medal table. But thats being too pessimistic. The optimists believe the medal drought would end in London this year. They are banking on a nugget of history when the country was most prolic in the Olympics. In 1932 Los Angeles Olympics, the last Games staged before the two successive Olympiads (an Olympiad is a period of four years, not the Games themselves) were uncelebrated with the Games, the country sent only eight athletes. Three members of the most compact Philippine contingent (save in 1924- one and 28- four athletes) came back with bronze medalsswimmer Teolo Yldefonso, high jumper Toribio and bantamweight boxer Jose Luis Villanueva, father of Anthony. Yldefonso repeated his third-place performance in the 200-meter breaststroke to emerge as the rst and only Filipino Olympic double medalist while Toribio bettered his fourth-place finish in the 1928 Amsterdam Olympics. Only 19, Villanueva beat American Joseph Lang in the battle for third place (only one bronze was awarded then). The middle-grounders are giving the Philippine Sports Road Map 2012-16 a chance. At the core of this drive is the focus on seven Olympic sportsarchery, athletics, boxing, swimming, taekwondo, weightlifting and wrestlingand three non-Olympic sports where the Philippines is a world powerbilliards, bowling and wushu. Never mind if the annual budget for Philippine Sports cannot even buy full three minutes of TV commercials during the live coverage of the Super Bowl, the ultimate sports and entertainment event. Never mind if there are 45 lesser sports waiting to grab a share of the pie. President Benigno Simeon C. Aquino has given his blessing to the above radical paradigm shift. In green lighting the Philippine Sports Road Map, President Aquino was not as bold when he made the announcement in the opening of the 2012 Palarong Pambansa as then President Fidel V. Ramos with regard to the countrys Olympic medal prospects. When he launched the Philippine National Games in 1994, former President Ramos bared that things were in place for the Philippines to win its rst ever Olympic gold medal in 1996. Boxer Onyok Velasco nearly proved former President Ramoss declaration prophetic. In the bout for the gold medal, Velasco succumbed on points to Bulgarian Daniel Bozhinov. We want them to stand atop the podium with medals around their necks, bringing glory to our nation and lling the hearts with pride, said President Aquino in a speech read by Energy Secretary Jose Rene Almendras at the sendoff party for the Team Philippines last June 25. This is one instance where the President of the Philippines, notwithstanding the power at his disposal, cannot have the nal say. Other Southeast Asia nations fare just as badly in Olympics

THE Philippines traditionally does meet success in the Olympics. But its not the only nation in Southeast Asia to struggle in that arena. Despite a population about 600 million strong, which boasts of a massive fanbase for sports and surging Tiger economies, Southeast Asian nations are uniformly unsuccessful in the Olympics. Consider the past 2008 Beijing Olympics. The 11 Asean nations collectively grabbed 12 medals. Compare that with Kazakhstan (a country with a population less than the island of Luzon) which won 13 medals. The Philippines is not alone in its Olympic struggle. The countryas well as the other nations in the regionis still hobbled with widespread poverty, has inadequate sports facilities but mainly it is because they focus on non-Olympic sports. There are some bright spots: the Philippines, famous for its professional world boxing champions, will again rely on yet another boxer to earn Olympic glory; Malaysia and Indonesia boasts of world ranked badminton players; and Thailand has its powerful weightlifters. But the 11 nations who contest the regional sports competition Southeast Asian (SEA) Games have no realistic medal prospects in the centerpiece track and eld events nor in the medalrich swimming competition. The reasons are surprisingly familiar. News reports detail massive graft and corruption during the construction of projects at last years SEA Games in Indonesia. Sound familiar? There is lack of top-level coaching because of patronage and again corruption in the selection process. But the biggest roadblock is the lack of focus on Olympic sports. In the Philippines all the young men gravitate towards basketball leaving only a small percentage in the other sports. The biggest, healthiest and fittest athletes all want to be basketball players. Do you see any tall Filipino track and eld athletes or boxers? Nope. Theyre all playing basketball. The situation is the same in other Asean countries. Indonesian gold medallists were awarded $22,000 for success at the SEA Games. There are no comparable incentives for qualifying to the Olympics which is actually the bigger achievement. Rather than improving their standard in Olympic sports Asean countries would rather win in the SEA Games which lead to introduction of esoteric events like n swimming and a focus on traditional sports like sepak takraw and pencak silat deflecting resources and attention from Olympic events. Despite the Philippines economic growth the country remains desperately poor in large areas. There is prevalent poor healthcare. Poor diet for the masses. There is not such a large pool of potential athletes to draw from. And except for Singapore and Brunei the situation is largely the same in other nations in Southeast Asia. In terms of winning medals in the London Olympics, the Philippines, as well as the other Asean nations, will probably again fare badly. Ultimate chess ambassador

ONE sports hero who has touched the lives of so many people in various ways in different countries was the ultimate chess ambassador, Florencio Campomanes, the cool and unappable president of the International Chess Federation (FIDE) for more than a decade. Campo, as he was affectionately addressed in the elite circle of chess, was loathed by the Western World for his radical rulings but admired by the Third World, Asia in particular, for opening up the Game of Kings and popularizing it beyond their wildest dreams. Railed as a gutless power broker, Campomanes drew the ire of his enemies when he stopped the epic battle between Anatoly Karpov and Garry Kasparov in the World Chess Championship in 1985 in Moscow for failing to produce a winner in 48 matches after ve long months of hostilities. The abandonment was viewed in the Western World as a ploy to save the tiring Karpov, the Soviet Unions fair-haired champion, against the invigorated Kasparov, the brash and intrepid Russian maverick. But Campomanes cited players fatigue to justify his decision. The camp of Kasparov, who later on led a breakaway group of super grandmasters to form the short-lived Professional Chess Association (PCA), charged that Campomanes was actually acting for his Soviet patrons who had feared an imminent defeat by Karpov. Early in his stint as deputy president of FIDE, he was already immersed in the most bizarre chess controversy, the 1978 World Chess Championship in Baguio City between Karpov and Soviet defector, Viktor Korchnoi. Playing under a Swiss ag, Korchnoi complained that he was being stared at by a member of Karpovs delegation, a parapsychologist supposedly with hypnotic powers. In return, Karpov objected to Korchnois wearing of sunglasses which he claimed deected light on his eyes. At one point in the championship, which had languished in 21, bloodless draws, both players stopped shaking hands and draws were offered through the arbiter. The enmity was boiling hot as the days glided away, but Campomanes concocted his own great escape like a fox evading the traps. There were so many sides on the burning issues, and so many characters, swinging in and out of the sleepy matches. But after all the lies and subterfuges, Campomanes emerged unscathed. Four years later, he was elected FIDE president, the only Filipino to claim that exalted post. As a young Fulbright scholar in New York in 1948, Campomanes frequented the Marshall Chess Club in downtown Manhattan. He soon became a chess convert and upon his return to Manila, he co-founded the Philippine Chess Federation (PCF) and afliated with FIDE in 1956. He was a national master during his middle life and on two occasions became the national champion of the country. He represented the Philippines in ve Chess Olympiads. Florencio Campomanes was one of a kind. Some said that his meteoric rise as president, chairman and lifetime honorary president of FIDE, based in Lausanne, Switzerland, was his greatest talent, all achieved through his persuasive powers over negotiating tables. He traveled with ease and grace New York, Moscow, Munich, Leipzig, Tel Aviv, Havana, Buenos Aires, La Valleta, Thessanoliki, Dubai, Novi Sad, Washington DC, ad nauseam through all the levels of society and thrived at being at center stage. I joined him once in a trip to Bucharest for the World Junior Championships in 1990 when the young Russian sensation, Vassily Ivanchuk, was the toast of the world. Campomanes was gracious and charming, easily the most respected man in the hierarchy of world chess leaders assembled. At the prime of his power, Campomanes bequeathed the leadership of FIDE to his Russian friend, Kirsan Ilyumzhinov in 1995. But his love for the game endured, as he criss-crossed the continents to be at ringside of every Chess Olympiad and other major tournaments. A horrendous car accident in 2007 in Turkey temporarily disabled him from continuing his ambassadorial duty. But even on his hospital bed, Campomanes was in his element, opening with a Kings Indian Attack or essaying the Queens Gambit Declined against a visiting dignitary. Two years ago, Florencio Campomanes, the man with a brilliant mind and consummate skills, was stalemated by that deadly scourge called cancer. The end of the road for the uncrowned king of the games came after 83 moves of a classic, colorful action in the world of chess.

Perhaps the last time you saw Velasco was in a television sitcom, delivering one-liners in a thick Visayan accent with fellow comedians. People say he was a natural, but with a nickname like Onyok, its probably written in the cards that he was destined to tickle our funny bones. Sixteen years ago, though, Onyok wasnt delivering one-liners. He was trading lethal punches against the best of rest of the world. And because the 2012 Olympics is just days away, it is but proper to remember that in the 1996 Summer Olympics in Atlanta, USA, Onyok gave a medal-starved country a silver in boxing. That meeting led to other meetings, and before Onyok knew it, he was being offered to come aboard as an industrial partner with Bigander and Thorp, who were then tinkering with the idea of constructing a boxing gym in Makati. Eight months ago, that idea was realized. Thorp and Bigander poured in the money, and Onyok provided the expertise. He designed the boxing gym, drew up a training program for the clients, and comes in twice a week to supervise the trainors and trains those who want to be trained by an Olympian. Balut is hard-boiled fertilized chicked or duck egg with nearly-developed embryo inside the shell. This is, so far, the most popular high-protein aphrodisiac or snack. Although I have yet to try this, a lot of people I know love balut or penoy (hard-boiled weeks-old fertilized egg minus the embryo). Some even have ways of eating it like they sprinkle it rst with a dash of salt before sipping the broth. At the bottom part of the egg is a hardened white lump of egg thats edible but tough. I have a friend who eats balut, at least once a week but prefers to do so in the dark so as not to see the egg yolk and chick or duckling. They say balut is best eaten when piping hot. Day-old chicks are literally day-old chicks deep fried to crisp and served with sauce or vinegar. This is something I have yet to try so far but according to friends, the soft but crispy chick is delicious and easy to eat since the bones are very soft.

Shipments of AiO PCs are forecast to reach 16.4 million units this year, up a robust 20 percent from 13.7 million units last year, according to research rm IHS iSuppli. In comparison, worldwide growth of traditional desktop PC shipments in 2012 will amount to a dismal 0.2 percent rising from approximately 132.0 million units to 132.3 million units. The healthy pace of growth for AiO PCs will continue in the years to come. By 2016, shipments will hit an estimated 24.8 million units, equivalent to a veyear compound annual growth rate of nearly 13 percent. The fast-growing AiO space may, in fact, save the overall desktop segment already battered by competing consumer devices, like smartphones, media tablets and even mobile PCs such as laptops and ultrabooks from going into further decline, IHS iSuppli said. Unlike traditional desktop PCs that comprise a separate monitor, system base unit and power cable, all-in-one PCs utilize a different form factor one that integrates the display and base unit into a common chassis, with the power cable permanently attached to the entire mechanism. AiO examples on the market today include the iMac range of products from Apple, the TouchSmart series from HP, as well as the All-in-One desktops from Lenovo. The AiO PC is especially appealing to consumers that have been waiting for a desktop-monitor combo that not only combines the strengths of a traditional desktop system but also offers a few

multitouch or swipe capabilities could likewise be possible when Microsoft launches its new Windows 8 operating system later this year. Pricing for AiO systems is now comparable to standard desktops anywhere from less than P25,000 for a modestly packed system with a 20-inch screen, up to nearly P100,000 for a fully loaded high-end system. Still, AIO systems have their drawbacks. They cannot be customized with additional or upgraded hardware
as easily because of the more enclosed environment and space constraints within the system, and the all-in-one form factor that makes them unique also makes the machines hard to repair. As a result, their product life cycle is shorter than that of the traditional desktop PC, and the total cost of ownership may also come out higher, according to IHS. Apple was No. 1 last year in AiO shipments, with 28 percent share of the market, followed by Lenovo, Dell, HP, and Sony.

Guinigundos take on property boom

BANGKO Sentral Deputy Governor Diwa Guinigundo offers insights on the latest phenomenon sweeping Metro Manila, the property boom. Guinigundo, in trying to make sense of all the construction activities happening simultaneously in town, assures the growth of the real estate sector is at a healthy pace, but cautions against the risks of widening vacancy rates. He says reports from Colliers International Research point to increasing capital and rental values, driven by demand for ofce space from the offshoring and outsourcing industry and expatriate demand for luxury three-bedroom units amid limited supply, particularly in the Makati central business district. On the other hand, the supply of high-rise residential condominium units has continued to surge across Metro Manila, but most of these are in the middle-income segment and are broadly located outside the major business districts, he says. Guinigundo says that based on the number of licenses to sell issued by the Housing and Land Use Regulatory Board and the estimated demand for housing units for the period 2007-2010, the number of new supply of housing units are still not enough to satisfy the estimated housing demand in the country.

As the deputy governor of the Bangko Sentrals monetary stability sector, he is the man in charge of assessing the steadiness of the economy and recommending policies that affect the ow of money. Decisions at his level affect consumer prices and the pace of economic growth. Outside the halls of Bangko Sentral, a group of Christians listen to Guinigundo not as a monetary ofcial but as the head preacher of FullnessofChrist International Ministries in Mandaluyong City. I preach once a month, says Guinigundo. I preach on the last Sunday of the month. Basically, my family spend the whole Sunday at church. In the nancial sector, both the stock and currency markets value his words like signals for buying or selling. Investors seek his comments on whether the market will continue to grow or ination will remain low.
A feat for the Philippines
No asset price bubbles

However, the rise in vacancy rates in certain market segments in the real estate sector necessitates close monitoring, he warns. The Bangko Sentral ofcial in charge of monetary stability sector says that despite the recent rise in capital and rental values for ofce and luxury residential segments in Makati, there appears to be no clear signs of an asset price bubble as the general upward shift in property sector indicators remained driven by fundamental factors such as the continued expansion of the O&O industry which fuels demand for ofce space and residential units. He notes that the capital and rental values of ofce space and residential units in Makati CBD remain below the peak levels reached in 2008. Meanwhile, the price-to-rent ratios for both the ofce and luxury residential segments have fallen below trend of late as rental values have grown faster than capital values, he adds. We note that there has been no dramatic increase in the prices of both ofce spaces and luxury residential units. However, rental values for the ofce segment went up due to continued strong demand from the O&O industry amid limited ofce space, particularly in the Makati CBD, he says. Similarly, the upward trend of rental values for the luxury residential segment was due to limited availability of luxury threebedroom units, he adds.
The careful handling of the economy by Bangko Sentrals top ofcials led by Governor Amando Tetangco Jr. and Guinigundo over the past decade has helped transform the Philippines into a net capital lender, with foreign exchange reserves of nearly $77 billion now exceeding the foreign debt of just $62 billion, a feat so precious yet often taken for granted. On Sundays, Guinigundo, 58, carries words far more lasting than his. He preaches the Word of God. Guinigundo and his wife, the former April Eve Guerrero, together with their two sons, spend their Sundays at the Mandaluyong church. I hold the Sunday school while my elder son plays the keyboard and my younger son plays the guitar, drum and saxophone as part of the worship service, he says. Guinigundo says his willingness to spread the word of God made him decide to be a preacher as early as 1986. His wife April, whom he married in London, is also a preacher. Guinigundo is the youngest of nine children of a family of lawyers in Bulacan. He says he wanted to follow in the footsteps of his father, Seran Guinigundo, a noted writer, lawyer and former provincial board member of Bulacan. A prolic writer himself, Guinigundo actually served as the editor-in-chief of the Philippine Collegian, the ofcial publication of the University of the Philippines in 1974 to 1975 under the Martial Law. It was during this time he and other college editors fell victim to the excesses of the Marcos administration. I also wanted to be a lawyer because my father is a lawyer. In fact, when I was invited to be one of the speakers in a forum, they asked me
about the people who inuenced me the most, I cited my father and I said to them before John Maxwell, my father is already there, he says. Guinigundo says his father had encouraged him to run for public ofce, so he could help other people. He says when he graduated cum laude at the University of the Philippines School of Economics, he was ready to enroll in the University of the Philippines College of Law, but the London School of Economics offered him a masters degree that he could not refuse. Guinigundo began his career as a senior manpower development ofcer at the Labor Departments National Manpower and Youth Council before he transferred to the Central Banks research department as an economist looking at prices, external debt, balance of payments and quantitative analysis.
He was appointed director of the Bangko Sentrals Department of Economic Research in 1994 and was promoted managing director in 2000. Bangko Sentral started to lay the groundwork for the shift of monetary policy framework from monetary aggregates to direct ination targeting during this period. Guinigundo worked his way to become the assistant governor in charge of monetary policy, before being appointed the deputy governor in July 2005, a title that he still holds to this day. Guinigundo says he makes sure that his two sons follow the Word of God. His elder son, a graduate of the Ateneo Law School, is about to take his bar examination. The younger one is also taking up law at the same school.

Among his dreams, he says: First, I want to see my two sons pass the bar exam with really ying colors. Guinigundo says there are a lot of things that he wants to see and achieve not just for himself and his family but also for the church and the Philippines. I want to see the church grow. I want to have one country that has an excellent educational system for the younga nation which is concerned about preserving the arts and culture, he says. Living in a skyscraper
CHARLENE Castillo, the marketing manager of Picar Development Inc., loves living in a high-rise condominium building. The view, she says, is awesome while the location gives her easy access to the modern amenities in the city. I personally live in a condominium and I love it. I bought a unit because I believe that living in the city has its advantages. Of course, we have different opinion on living in the city and living in a house, she says. Other urbanites, however, are not as enthused about taking the elevator as a part of their daily routine. One fear in peoples mind is the threat of earthquake on tall structures such as residential condominium. Tallest condominium Castillo admits that when she began marketing Stratford Residences, touted to be the tallest residential building under construction on Kalayaan Ave. in Bel-Air, Makati, some people asked if such structure is safe for residents in an earthquake-prone country such as the Philippines. Yes it is safe, says Castillo. From the studies that they made, on a magnitude 9 in the Richter scale, it could withstand that much earthquake. Picar, the real estate arm of AMA Group of Companies, is building the 74-story, 312-meter Stratford Residences on the former site of International School where other skyscrapers such as the Gramercy Residences and Knightsbridge Residences of Century Properties Corp. are also rising. Castillo says the design for Stratford Residences passed the earthquake and wind design tests administered by Y2+Associates Inc., a leading structural design rm in the Philippines and the Asian Institute of Technology in Thailand. Structurally sound It is very structurally sound, because we were accredited by the Asian Institute of Technology in Thailand through Sy2 + Associates Inc. which is headed by Wilson Sy, she says. The landmark building was designed by Rchitects Inc., headed by Jose Pedro Recio. Picar also tapped the services of IM Martinez Consulting Engineers led by Isagani Martinez as the mechanical, sanitary and re protection consultant. Picar also appointed R.A. Mojica & Partners as electrical engineering consultant and Jose Aliling & Associates as construction management consultant. The tallest building will feature a unique folded facade that captures natural and articial light. Once completed, the building will be a city landmark that would rival the skyline of Dubai, New York and Hong Kong. Castillo says the building was designed in such a way that it would sway in case of strong tremors. It is a tall building. On the 40th oor would be the outrigger oor. Other high-rise buildings have that as well, especially when they are higher, she says. She explains: The outrigger oor is the one that holds down and makes sure that the oors are attached to the ground, even though they are high up. It is structured and engineered properly so that in case of an earthquake, it sways with the whole building, she says. Better and bigger Asked why Stratford Residences wants the distinction of being the tallest residential building, she says Picar, as a new player in the property development, wants to strive for better and bigger. For Ambassador Amable Aguiluz, who is also the chairman of Picar, he wants better and bigger with what we have. With this agship, he wants to make the statement that he can do this, she says. Kalayaan skyscrapers Stratford Residences will be a part of a three-tower residential complex called Picar Place, targeting middle to upper-income families. It will also house a 350-room Movenpick hotel. Aside from local residents, the project seeks foreign buyers. Castillo says Picar will hold international roadshows and marketing activities in the Middle East, Singapore, South Korea and Hong Kong. Unit prices at Stratford Residences start from P3.2 million for studio units to as high as P20 million for threebedroom units. Stratford Residences will transform Kalayaan as the new skyscraper hub in Makati. Stratford and Gramercy Residences will easily eclipse the height of PBCom Tower on Ayala Ave. H20 Ventures is also building the 40-story WorldHotel and Residences Makati on the same area. RTD
Macroprudential measures
Guinigundo says Bangko Sentral has existing macroprudential regulations in the Philippines to protect the industry, such as the statutory limit of 20 percent on the share of real estate loans to banks total loan portfolio, maximum loan-to-value ratios for real estate collaterals, and statutory loan limits to single entities or large borrowers. These measures, he says, have helped make the economy less prone to asset price escalations. The enforcement of the rent control law also helped limit the undue increase in real estate prices while the law on real estate investment trust has helped temper the boom in real estate activity. He says banks remain compliant with the real estate loan exposure limit. In spite of the continued strong growth of real estate loans, the combined universal, commercial, and thrift banks exposure to real estate loans reached only 15.2 percent of their total loan portfolio as of end-March 2012, he says.
Contribution of real estate

The BSP recognizes that the real estate sector is a key contributor to the economy, with the sector accounting for about 10.7 percent of the countrys real GDP in 2011. The sector, likewise, plays an important role in the economy with its forward and backward linkages with other sectors, particularly with the housing and construction sectors, says Guinigundo. For this reason, the BSP continues to pay close attention to developments in the real estate sector, including price trends as well as the growth of credit to the sector, since the overall activity of the sector has broader implications for the banking system and the economy as a whole, he adds.
