Hope this letter finds you in a good spirit & health. I would like to request your good-self to consider granting arms license to Shri Shambhu Kumar, r/o Tulsipur, Thana-Kharik, Bhagalpur. Shambhu Kumars brother Golu Kumar was killed on 11.04.1996. A case (No. 82/96, S.T. No. 528/97) has been registered in Naugachia Kharik-Thana against the accused Rakesh Kumar Rai with a witness Navin Kumar. Since then several attempts have been made to kill the witness Rakesh Rai. A couple of cases have already been registered against the accused Naving Rakesh Kumar in this regard in Bihpur & Kharik Thana. On another fateful day of 07.09.2011, his brother Saroj Kumar was shot dead in broad daylight. A case (No. 62/11 under sections 302, 120, B/34 and under 27 Arms Act) has already been registered in this regard against the several accused, including Naveen Kumar, in Parvatta Thana, Naugachia. Presently, members of his family have been receiving life threats from the accused and his gang-members. Shambhu Kumar is the sole bread earning member of his family and a lone applicant in all above cases. Due to this, Shambhu Kumar fears attempt of his murder. He also wishes to have the bodyguard till the cases are disposed of.
The request of Shri Shambhu seems to be genuine & needs a sympathetic consideration. In light of uncertain & life-threatening situation facing the

applicant & his family, the possession of arms & a bodyguard will indeed add a sense of security to them. I shall be grateful if you could kindly look into the matter and do the needful expeditiously considering it as a special case.

I would like to request your good-self for the consideration of shifting the LIC-Naugachia Satellite Office(S.0) back into the Bhagalpur Division. The distance between the Naugachia(S.0) and Bhagalpur division is merely 18 Km. whereas the distance between the Naugachia(S.0) and Begusarai division is around 118 Km. No wonder, such a step has put the ordinary people to considerable inconvenience. The local people who had the privilege earlier of being in proximity to the Satellite Office in Bhagalpur are suffering a lot now. In the present scenario, policy holders have to bear an expensive fare to travel up to your present office in Khagadiya. New businesses are mainly affected by this recent shift. Several difficulties have come up in the selection of applicants. All offices in Naugachia have their main offices in Bhagalpur; namely, SBI Bank, Axis Bank, ICICI Bank & HDFC Bank. To add, Naugachia Police too falls under the district of Bhagalpur. In view of the genuine needs of the local people, I earnestly request you to consider the above on priority basis and direct all concerned to do the needful at the earliest. December 8, 2011 Dear Ji, I am enclosing herewith a representation received from Shri Manoj Kumar, posted as Divisional Assistant(Mandal Chataai Sahaayak) in Bhagalpur Rail Postal Service. Shri Manoj has recently been transferred to Kiul Rail Postal Service from his present posting which has brought up some difficulties for him. In his request given to me he has informed me that his wife is being treated in Bhagalpur for her illness. Since there is no other person except him at home to take care of his wife, he has requested to re-post him at Bhagalpur. I feel that the facts brought out in his letter needs sympathetic consideration. I would like to request your good-self for the consideration of renewal of approval to the prestigious Rabindranath Mukherjee Ayurved University & Hospital. I feel honoured to inform you that since 1955 this university has been serving the people for the noble cause of humanity by offering medical assistance to people across the length & breadth of the country. Since its inception, innumerable students ranging from the areas as backward as Champaran to the state of Nepal have been coming here to learn & practise the medicine. Champaran, where this notable institution is situated, was the workplaceKarmabhoomi of Mahatma Gandhi & the institution has paid fitting tribute to the immortal soul by treading on his path of serving the humanity. However, presently, the institute is facing a threat of closure as its approval by the Medical Council of India lapsed in the year of 2008-09. The inspection done on 18th & 19th of April, 2011 did bring up certain shortcomings. The university has promised to eliminate these shortcomings within a year and has requested to grant it a conditional approval by Dept. of Ayush. In view of the noble cause being served by the institution, I earnestly request you to consider the above on priority basis and direct all concerned to do the needful at the earliest so that benevolent work of public service could continue even in the future.
