A RESOLUTION CREATING THE INDIGENOUS PEOPLES COLLEGE OF THE PHILIPPINES (IPCP), WHICH WILL LATER BE UPGRADED TO THE INDIGENOUS

PEOPLES UNIVERSITY OF THE PHILIPPINES (IPUP) IN THE BARANGAY OF LIMUNSUDAN AND ALL OTHER HINTERLAND BARANGAYS OF ILIGAN AS EXTENSION CAMPUSES

WHEREAS, there is a need to develop the 80% of the land area of Iligan City which are the hinterlands comprising the 13 barangays;

WHEREAS, the city of Iligan for the last 59 years has not expanded from its current location, which is only 20% of its total land area;

WHEREAS, there is a need to provide education to the children of the people in the hinterlands;

WHEREAS, there is a need to provide the hinterlands the basic services and amenities such as roads, buildings, water supply, electricity, hospitals, pharmacies, etc.

WHEREAS, the setting up of a college or university is the most expeditious way to develope the hinterlands as seen from the development of Dumaguete and Cagayan de Oro as cities, who have both Silliman University and Xavier University respectively as the catalysts of development;

WHEREAS,the development of peace, unity ahd harmony is the primary goal of developing the hinterlands of Iligan;

WHEREAS, the Lumads or Indigenous people of the hinterlands or the mountains have not fully enjoyed their rights and previledges as a people compared to their two brothers the Christians and the Muslims;

WHEREAS, the United Nations and the O.D.A. of Japan, Australia, South Korea and the Netherlands have allotted major components of their budgets for the development of the inidgenous people-an amount which we as a city can enjoy through this resolution being acted upon for implementation;

WHEREAS, Iligan and the rest of Mindanao is composed of the Tri-people-Lumads, Christians and Muslims-and that all their human components,energy and talents must be equally maximize to the fullest extent and tap for the benfit for the good of the whole;

WHEREAS, it is the desire of our city fathers to have a college or university which Iligan City can truly call its own;

WHEREAS, the Ambugan family of Limunsudan and the Imbader and the Mansumayan clan of the hinterlands have signified their desire and intention to donate no less than 100 hectares of land each for the development and expansion of the IPCP/IPUP campus in the hinterlands;

WHEREAS, the majority of the Indigenous families of the mountains or the hinterlands cannot send their children to college or even highschool due to economic reasons and lack of major facilities such as road and bridges to make this possible;

WHEREAS, there is a need to extend scholarships and grants to poor but deserving Lumad families in the hinterlands;

WHEREAS, the neglect of the hinterlands and its development has led to the deterioration of relationships between the Tri-people, due to lack of equal opportunities among the Lumads;

WHEREAS, for almost 60 years the hinterlands has been neglected but at the same time exploited by many unscrupulous families and individuals;

WHEREAS, the Holy Books-the Quran and the Bible-have fully stated in its verses that the mountains must be bless above all portions of land on the earth;

WHEREAS, the hinterlands of Iligan are the main areas of contention in the BJE and the MOAAD last year and which have led to the lost of many lives under senseless conditions;

WHEREAS, the groanings and the complaints of the hinterland people have not been heard for decades by the city fathers of Iligan;

WHEREAS, we are Tri-people-Muslims, Christians and Lumads/IPs and the the Christians have U.P. and the Muslims have MSU, then it is but proper that the IPs/Lumads have their own University known as IPCP to be later upgraded as IPUP;

IT IS THEREFORE RESOLVE AS IT IS HEREBY RESOLVED, that in order to achieve the following:

1. Peace, unity and harmony among the Tri-people of Iligan and Mindanao as a whole 2. Develope the hinterlands of Iligan and bring economic and social upliftment to its people 3. Put an end to the senseless killing over land which has created panic and terror for thepeople of Iligan in the past

4. Fully develope the potential of the hinterlands of Iligan and bring progress to 80% of its area 5. Fully develope the human potential of the Lumads of Iligan 6. Set an example by which the whole of Mindanao can follow and emulate-a prototype for progress the whole nation can be proud of 7. Fulfill the commandments of God as clearly outlined in the Quran and the Bible

The creation of the Indigenous People College of the Philippines (IPCP) in th hinterlands of Iligan is strongly endorsed by the undersigneds and that it be acted upon by the Sanggunian Panglunsod of Iligan as a city ordinance and that appropriate budget allocations be made in order to fulfill and maximize the potentials of the hinterlands of Iligan.
