PREFACE
This publication was prepared by the Joint Standards Australia/Standards New Zealand Committee P-008, Ex Mark Management Committee. This publication sets out the basic rules and procedures for the Recognized Service Facilities Program, which encompasses service facilities that overhaul, repair or modify hazardous area equipment. The aim of the Recognized Service Facilities Program is to provide a consistent framework from which Ex service facilities can be recognized as having the facilities, management systems, work processes and competencies to overhaul, repair or modify Ex equipment. This recognition program is established to enhance and extend the assurance achieved through the Australian/New Zealand Ex (ANZEx) product certification program, which aligns with the International ISO Type 5 Certification System (sometimes referred to as full certification) based on the ISO/IEC Conformity Assessment Committee (CASCO) System 5 specification. Certification arrangements for Ex equipment are described in MP 87:2004 Miscellaneous PublicationAustralian/New Zealand Certification Scheme for explosionprotected electrical equipment (ANZEx Scheme) Basic rules and procedures. MP 87:2004 is being reviewed and the next Edition will become MP 87.1 with the following title: Australian/New Zealand Certification Scheme for explosion-protected electrical equipment (ANZEx Scheme), Part 1: Product Certification ProgramBasic rules and procedures. Background information relating to this ANZEx Scheme Program is contained in Section 4 and the Introduction in Section 1 provides an overview of the Recognized Service Facilities Program. This ANZEx Scheme Program provides for a database with internet access from the Administering Body home page and provides industry with a ready reference list of Assessment Bodies, Recognized Service Facilities and scope of recognition issued. The information on the database is updated on a regular basis.

Introduction

Contemporary safety management requires fit for purpose equipment, Competent Personnel and appropriate procedures all within a controlled work environment and supported by a systematic approach. It also requires risk controls to be implemented and effective. If the risks are high, then a high degree of confidence in the application of risk controls is required. This high degree of confidence can be attained through some form of independent assessment at critical points in the life cycle of equipment and whole industrial installations. Where there is a potential for explosive atmospheres, the consequence of an explosion can be very high, with multiple fatalities and significant damage to plant, and consequent loss of production and public confidence. In the vast majority of industrial and mining facilities, a major source of energy is electricity. Where there is a potential for explosive atmospheres in such installations, a key risk control to prevent an explosion from an electrical source of ignition is the use of explosion-protected electrical equipment. It has been accepted that, because of its high-risk nature, a high degree of confidence in the explosion-protected properties of electrical equipment must be maintained. This high degree of confidence has been established through published Standards, competent independent facilities to assess the design against the Standard (Ex Test Labs) and competent independent recognition of the design and testing through certification or approval (AUSEx, ANZEx, IECEx, MDA approval). However this only encompasses the design part of the life cycle. The ANZEx and IECEx schemes now encompass the manufacture of equipment. The selection, installation, inspection use and maintenance of explosion-protected equipment has been covered by published Standards such as AS/NZS 2381, IEC 60079.14 and 17 and AS/NZS 2290 (for coal mines). As there is significant potential to compromise explosion-protected properties of electrical equipment at the overhaul, repair or modification phase of the life-cycle, a high degree of confidence in those activities needs to be established. This publication outlines the requirements of a scheme to give that confidence. End-users are encouraged to use service facilities recognized under this Program to overhaul, repair or modify their explosion-protected electrical equipment. Service Facilities that overhaul, repair or modify explosion-protected electrical equipment (Ex service facilities) are encouraged to gain recognition and maintain it. Manufacturers of explosion-protected electrical equipment are also encouraged to gain recognition, as the requirements for manufacture may be quite different from those required for overhaul and repair. However, it is recognized that repair of non-conforming newly manufactured equipment may be part of the manufacturing process.
