ENVIRONMENTAL ASPECT IDENTIFICATION and IMPACT ASSESSMENT and CONTROLS 1. PURPOSE This procedure was established with the intent of defining the processes and control for conducting the environmental aspects associated with the operations of Al Jaber & Makhlouf, and to identify the significant aspect that has an impact with the environment. 2. SCOPE This procedure covers all current operations of Al Jaber & Makhlouf that had been identified as environmental aspect, which has a significant impact with the environment 3. DEFINITION OF TERMS The following definitions were taken from ISO 14001: 2004, EMS General Guidelines on Principles, System and Support Techniques: Environment surrounding, in which an organization operates, including air, water, land, natural resources, flora, fauna, humans, and their interrelations Environmental Aspect element of an organizations activities or products or services that can interact with the environment Note1: Significant Environmental Aspect has or can have a significant impact Note2: When Establishing Criteria for Significance, the following shall be considered a) Environmental criteria (such as scale, severity and duration of the impact, or type, size and frequency of an environmental aspect); b) Applicable legal requirements (such as emission and discharge limits in permits or regulations, etc.); c) The concerns of internal and external where interested parties (such as those related to organizational values, public image, noise, odor or visual degradation). Environmental Impact any change to the environment whether adverse or beneficial, wholly or partially resulting from an organizations environmental aspects 4. RESPONSIBILITY and AUTHORITY Executive Manager Operations (EMO) is the overall authority in ensuring the established Environmental Management System of Al Jaber & Makhlouf W.L.L. is implemented and carried out through coordination with the QHSE Management Representative and the HSE Manager. QHSE Management Representative (MR) is responsible for establishing the Environmental Management System of Al Jaber & Makhlouf W.L.L. in coordination with the HSE Manager. The QHSEMR is also responsible for ensuring the outcome of the environmental impact assessment is reviewed and reported to the top management

HSE Manager is the overall responsible in carrying out the environmental aspect identification, determining the significant environmental aspect and the impact assessment whether adverse or beneficial to the environment. This responsibility includes coordination with the Plant Manager (hot asphalt mix production), Project Site Manager (road construction including road marking (painting), asphalt texturing and coating and paint/coating warehouse) and Human Resources Manager (workers accommodation) to determine the applicable control measures in mitigating the impact of significant environmental aspects to the environment. The HSE Manager shall ensure the legal and other requirements (ISO4.HSE.15A, Listing of Legal & Other Requirements) of which Al Jaber & Makhlouf W.L.L. subscribes to be considered in determining the significant environmental aspects. Site/Plant Foreman/Supervisor and HSE Officers is responsible in coordinating the HSE Manager when conducting OH&S hazard identification and risk assessment. 5. PROCEDURE 1. Previously, environmental aspect identification was carried out with respect to the operations of Al Jaber & Makhlouf. As such, significant environmental aspects were identified, which were the basis to assess the impact with the environment. 2. Consequently, control measures were determined to mitigate the impact of significant environmental aspects with the environment. 3. At the time of the implementation of this procedure, the HSE Manager shall be responsible in coordinating with the Plant Manager (Mesaieed and Lusail Plant), the Project Site Manager and Human Resources Manager in conducting the environmental impact assessment and the control measures associated with the identified environmental aspects. 4. The environmental impact assessment shall be conducted on a quarterly basis that is, in January, April, July and October of the year using the ISO4.HSE.14, Environmental Aspect identification and Impact Assessment Form. 5. On a per location basis, identified environmental aspect and the probable environmental impact and occurrence of damage shall be recorded on ISO4.HSE.14. RISK RATING = SEVERITY * LIKELIHOOD OF OCCURRENCE The following point system will be used in determining the severity of the identified environmental aspect:

5= NEGLIGIBLE - The degree of control of the environmental aspect is non-existent or totally ineffectual; Knowledge of environmental impact is negligible SLIGHT - There are some degree of controls and environmental awareness with limited effect on environmental impact MODERATE - The degree of control is recognizable control but not effective; implementation is not comprehensive MEDIUM - There is significant control on the environmental aspect through procedures, management and physical controls HIGH - The degree of control by the management and best practice is implemented and that environmental impact is minimized

6. After determining the environmental risk rating prior to the control measures, the HSE Manager in conjunction with the QHSE Management Representative, Plant Manager, Project Site Manager and Human Resources Manager, shall determine the control measures that will be applied to mitigate the impact to environment on the identified significant environmental aspects of Al Jaber & Makhlouf. 7. Considering that the control measures had been applied, an assessment shall be conducted the following quarter utilizing the risk rating methodology stated in item 6. 8. With the newly identified environmental risk rating, the HSE Manager shall be responsible in coordination with the HSE Officers in monitoring the implementation of the control measures. 9. This report shall be forwarded to QHSE Management Representative at the completion of assessment for review and approval. 10. The QHSE Management Representative shall be responsible in reporting the outcome of the environmental risk assessments during the management review.
