The very tough and most dangerous enemy of the state is the terrorist the most dangerous present manifestation of the enemy, the movement is not controlled by any single individual, group, or state. What unites the movement is a common vision, a common set of ideas about the nature and destiny of the world, and a common goal of ushering in totalitarian rule (georgewbush-whitehouse.archives.gov, 2006) the religion was one of the major factor why terrorism is spreading and cannot be erase by war on terrorism by the international community. The Muslim terrorist uses Islam as one of their violent political vision and many innocent Muslim is encouraged by a radical ideology and a false belief that the United states and western countries is the cause of problems affecting Muslims today. Terrorist organization of the world like Al Qaeda have a greater territorial and geopolitical ambitions and aim to establish a single, Islamic, totalitarian regime that stretches from Spain to Southeast Asia. After the attack of 9/11 in America the Americans have been regularly test some predictions about the next attack of the Al Qaeda group. Some specialist in security and terrorism pronounced that in 2004 the terrorist of Al Qaeda might use weapons of mass destruction. According to Attorney General John Ashcroft warned that al Qaeda could "hit hard" in the next few months and said that 90 percent of the arrangements for an attack on U.S. soil were complete. That fall, Newsweek reported that it was "practically an article of faith among counterterrorism officials" that al Qaeda would strike in the run-up to the November 2004 election ( www.foreignaffairs.com/articles/61911, 2006). The country of America after the September 2001 year attack until know strengthen their national security and make it stronger thats why any terrorist attempt that tries to destroy the state and the civilian people of America

As the American begin to strengthen their national security the other superpowers also do it like the countries of France, Great Britain, Germany and many the third world countries even they are a developing country strengthen their national security and one of that country is the Philippines even we are poor we buy some gadget and arms that will help the common civilian in time of terrorist attacks and other threats of enemy. The enemy of the state like the terrorist is unpredictable they do not need signs, time, to attack they will attack if they are ready and if they want when there security they will find some why that security cannot stop them.
