development): APMG has worked on this issue particularly in Russian Federation and CA. Consultants who understand the GF process assist in establishing regular communications, facilitating meetings etc. to overcome misunderstandings. - Management problems at PRs which impede implementation of grants by SRs/SSRs (including regular funding breaks, delays and interruptions in purchase and delivery of supplies, lack of transparency, etc.): this is the main area of work, especially at present in Kyrgyzstan. As well as consultants, we offer ARV Forecasting software (currently in Russian and English but adaptable to other languages) to prevent ARV stock-outs; and have a range of PSM TS processes that assist in resolving specific issues related to procurement and supply of harm reduction commodities. Have assisted RF PR to develop subcontracts for SRs. Our training courses on Managing HIV Programs among IDUs, SW and MSM assist PRs to understand how to manage, monitor and evaluate MARPs programs (in English and Russian). - Not sound functioning of CCMs and internal procedures (CCM doesnt satisfy GF minimum requirements, relevant CCM procedures and documents are not developed, lack of funding for CCM work, etc). This work has mostly been done by GMS in the countries where we work but we have done some assistance in this area. The GMS Project is coming to an end; however, the US Government is expected to award a new Global Fund Technical Support project this year. They are still accepting applications for technical support, but they will not be reviewed until the new project begins. SRs may apply for support through their PRs.

UNODC can provide TS on the following areas: - Miscommunication between SR/SSRs and PRs of the Global Fund grants (including ongoing communication and communication at a stage of the proposal development). - Management problems at PRs which impede implementation of grants by SRs/SSRs ( including regular funding breaks, delays and interruptions in purchase and delivery of supplies, lack of transparency, etc.). - Not sound functioning of CCMs and internal procedures (CCM doesnt satisfy GF minimum requirements, relevant CCM procedures and documents are not developed, lack of funding for CCM work, etc.). - Miscommunication between civil society organizations and CCMs (including insufficient and formal involvement of civil society in CCMs processes, barriers for civil society involvement, CCMs do not address problems of SRs/SSRs, CCM doesnt implement its supervisory role etc.). - Problems related to the lack of dialog between SRs/SSRs and other structures of the Global Fund (Secretariat, Board Delegations, etc.). UNODC provides the technical support related to the areas of HIV/AIDS prevention re IDUS and in prison settings. Types of technical support depend on requests. UNODC can also help with facilitation of the coordination meeting, involving all key players including law enforcement agencies.
