Dear Colleague, American forces frequently operate in uncertain environments where it is difficult to distinguish the enemy from the civilians. Checkpoints, entry-control points, convoys, maritime security, patrols and crowd control are among the operations where our men and women in uniform routinely encounter threats. Success in these types of operations requires capabilities that enable our forces to minimize civilian casualties and collateral damage.
