ASSEMBLY OF FIRST NATIONS ACTION PLAN ON INAC SUITE OF LEGISLATION DECEMBER 11, 2002

OBJECTIVES:
1) To provide direct actions, in order to, convince Canadians in general, as well as, the Prime Minister, Cabinet, federal party caucuses, the House of Commons and the Senate, to stop and withdraw Canadas proposed colonial, offensive suite of legislation, which presently includes the governance (C-7), fiscal (C-19) and claims (C-6) Bills; and 2) To convince Canada to pursue an alternative dialogue and actions with First Nations and First Nation organizations, based upon the recommendations of the Penner Report on Indian Self-government and portions of the Final Report and Recommendations of the Royal Commission on Aboriginal Peoples; and recent case law i.e. Delgamuukw and Marshall.

A. FIRST NATIONS POLITICAL ACTION

ACTION ITEM
1. Develop a national First Nations policy on consultation standards 2. Develop a Rights Based plan using the recommendations of the Penner and RCAP Reports, as well as, recent case law & taking into account the report done by Fred Lazar as presented at the November 2002 Special Assembly 3. Develop a draft negotiation protocol with federal government 4. Develop a Resolution/Declaration template rejecting federal suite of legislation 5. Assist in the implementation of the Assembly of First Nations resolutions 6. Establishment of Command Centre & Embassy offices 1. Organize and brief political lobby teams 2. INTERNATIONAL CAMPAIGN ON SOLIDARITY

1. Canadian profile in International forums ie., FN Human rights, continuation of oppression, colonel structures, measuring domestic conduct vs emerging international standards 2. Identify and coordinate national and regional spokespeople or team 3. Participate in Indigenous Gatherings pertaining to Indigenous Rights, ie., NAIC, WCIP 4. To ensure the appropriate wording of our Rights into the UN Draft Convention on the Rights of Indigenous Peoples 5. Send delegation to England Chiefs deliver Proclamation 6. Joint Assembly in New York United Nations between AFN & NCAI in September 2002 7. Coordinate other interest groups 1. 2. Coordinate discussion with legal team Review & determine best legal options and approaches and time frames with an immediate focus on an injunction to prevent further advance of the legislative suite
