1 POSTING AND TRANSFER

GEN CONDITION REGARDING POSTING, TRANSFER (FR.15)

The governor General/Head of the deptt or authority delegated powers for such purpose may transfer a govt servant, provided that except. On account of inefficiency or misbehavior. On his written request. Wherever needs in public interest. a. Govt servant shall not be transferred substantively to, or except in a case covered by rules 49, appointed to officiate in a post carrying less pay than the pay of the permanent post on which hold a lien had his lien not been suspended under rules 14. b. 2 (1) Transfer between Pakistan and foreign countries should normally be made only after 3 years. If an officer is required to be transferred earlier that 3 years, the orders if Establishment Division are required to be obtained. (2) Officers should not be transferred as a result of their taking leave for short periods for rest and recreation for which only acting arrangements should be made. (3) Ordinarily 3 months should be given to govt servants who are transferred from one station to another to enable them to plan their affairs. 3. The above instructions may be passed on to departments under the administrative control of the Division / Ministry. Normal tenure of posting It has been observed that govt instructions with regard to normal tenure for an officer on the same job / post issued from time to time are not being followed with the result that in same ministries/ division/ departments, officers have continued to work on same desk for unduly long periods. The position has been reviewed and the competent authority has laid down the following criteria for posting / transfer of the officers working in Ministries /division and the attached departments /subordinate offices. Autonomous and semi- Autonomous organ under their administrative controlled. POSTING / TRANSFER WITHIN PAKISTAN (1) The normal tenure of an officer on the same post should be three years. Posting of an office on the same post beyond normal tenure while require concurrence of the competent authority in each case. Shifting of the officer may be faced in a manner that no dislocation in the official work takes place due to large scale transfers. Ordinarily, three months notice should be given to the officer who is to be transfer. Exception may however be

3 made in case the officer is required shifted immediately in the public interest with the approval of competent authority. Orders for premature transfers in the Ministries / Division / Departments of the Federal govt should be reffered to the establishment division and in the Autonomous / semi Autonomous organizations to the administrative Ministry concerned. These instructions will not strictly apply to technical and professional officers / experts recruited for particular post however posting / transfer of such officers may also be rotated in their parents / cadres as for as possible in accordance with the rules of the post.

Posting of Serving Husband / Wife at the Same Station (on wedlock basis)

The govt has taken note of the socio-economic problems and hardship faced by husbands and wifes in govt service due to posting at different station of duty, and it has been decided to prescribed the following guideline of facilitate posting of husband and wife at the same station:(1) Where a request is made for posting at a different station in the same department /service/cadre in which an employee is already serving, the request may be accepted subject to availability of a post in the same BPS. (2) If a request involves temporary deputation to another department, which may be proceed in consultation with the department concerned, and may be accepted on the prescribed term of deputation subject to availability of a post in the same BPS and NOC from his/her parent deptt. Subject to condition that in the event of permanent transfer, sonority shall be determined in accordance with the Civil Servants (Seniority) Rules 1993. (3) When a request is made for the permanent transfer to absorption in another department / agency the request may be processed in consultation with the department concerned.

4 (4) If there is a tie between two or more govt servants for posting at the same station in the same department /unit of an organization, the govt servant with greater length of service may be preferred.

(4) Request for posting by a spouse facing serious medical problems may be accorded highest priority.
