a reSiDentS parking scheme could
become a reality on a section of Hoole
Lane.
Residents Parking Schemes prevent
anyone other than permit holders from
parking on the public highway within a
designated area at particular times subject
to any exemptions which might apply.
The Council is responding to direct
requests from local residents and those
living at numbers 105 to 141 Hoole Lane
are now being asked to share their view on
whether implementing this initiative would
beneft them.
Local Councillors Bob Thompson and Alex
Black are supporting the consultation, which
could see the new scheme put in place
outside Numbers 105-129 on the road.
Councillor Thompson said: A number of
the residents have petitioned the Council to
introduce this scheme so they can park one
car outside their property.
This part of Hoole Lane is particularly
busy during the week and at weekends and
residents often fnds it diffcult to park near
their homes. This scheme is designed to
improve this situation for the residents and
improve access to their homes.
Annual fee
The proposed initiative would operate
seven days a week from 8am and 6pm,
with a 10 minute exemption for non-permit
holders.
If the scheme goes ahead residents
permanently living in Nos 105 -141,
including tenants as well as owner-
occupiers, would be able to apply for a
parking permit for one car registered at their
address which they either own or use on a
regular basis.
An annual fee would be payable for the
parking permit and the scheme would be
administered and enforced by the Councils
Parking Services Team.
Residents Parking Schemes are intended
to improve the quality of life for those
residents who require on-street parking and
their success relies on the support and co-
operation of residents.
Councillor Alex Black said: If a majority
of the residents living in this part of Hoole
Lane let the Council know that they want a
Residents Parking Scheme to be brought
in then we will start the formal statutory
consultation.
If in turn there is a positive response from
this then the Residents Parking Scheme will
be developed. As local ward members we
have agreed to fund the cost of carrying out
the works to bring this scheme in from our
Member Budget Grants.

Hoole Rangers FC have had a very
busy close season, bringing in a lot of
new faces to both teams, strengthening
the overall squad in some key positions,
writes Glyn Roberts.
Following some good results from very tough
friendlies in the run-up to the new season,
we are looking forward with great optimism
this year, building on an extremely strong end
to last season for the frst team, that saw us
move from lower mid-table at Christmas, to
end the campaign in a very respectable fourth
place in the Premier league.
The 2nd team will remain in Division 1 this
season. The new signings, and some very
good pre-season results, give us confdence
that that they will be very competitive this
year. The younger players have really
benefted from the learning experience of last
season, and are starting to show the potential
we knew they possessed. When combined
with last years better players who have
remained with us, plus the new signings, they
start the season with the strongest squad for
some time
The season started on 18th August, and
I hope to report a successful start for both
teams in the October edition.
Changing rooms
On the club front, things are progressing
well with the changing room extensions. We
now have the initial plans, and have received
some helpful feedback from the Football
Foundation that will ensure we have the
best chance to obtain the necessary funding
to complete the work. The next step is to
make fnal changes to the drawings, and we
hope to submit our application for Planning
Permission in September. We are very
grateful to Sandra Pollitt coordinator of the
Live charity based at New Scene, and Hoole
and Newton councillors Adrian Walmsley,
Alex Black, Bob Thompson and Tom Parry
who are all very supportive of our changing
room refurbishment plans, and have agreed
to help us in working through the bureaucracy
necessary to make these things happen.

Our kit sponsors this year are; Coyle Michael
Hairdressers, Hoole Indian and Sign and
Deliver. The colours for both teams are
Maroon and Sky blue which will now become
the permanent colours for Hoole Rangers.
We are also looking for additional sponsors

tracksuits, match balls, match fees etc.

Training to-date has been fexible due to pre-

I
ncome is important. Its an obvious
statement. The difficulty is that, in an
uncertain world, investment income
is hard to find right now.
Investors looking for income have faced an
increasing challenge ever since the financial crisis
broke in 2008. Prudence and vigilance became the
order of the day as financial institutions across the
globe took extreme measures to protect themselves
from global meltdown. Dividends came under pres-
sure, Bond markets were unnerved and commercial
property fell from grace. In short, there were and
have been since - few places for income-seekers to
turn.
Central Governments across the world also
reacted strongly, tightening monetary policy and
forcing interest rates to record lows. Four years on
and interest rates in the UK remain almost non-
existent. Consequently, investors wanting to secure
an income stream have realised that they must ac-
cept some risk by looking beyond traditional cash
deposits.
History shows that investing in equi-
ties, or shares, has provided investors
with a better chance of outpacing
inflation over the long term versus
other asset classes, particularly if
the companies are able to increase
the dividend payments year after year.
And after difficult conditions in 2008
and 2009, it appears that this seems to
be happening.
The latest data from Capita Regis-
trars Dividend Monitor, July 2012, shows that UK
dividends grew strongly in the second quarter of
this year, jumping 18.4% to a record 22.6bn and
21.3% up at the half year stage compared to 2011.
The FTSE-100 yield sits at 4.5%, whilst bond yields
fall below 2% and savings rates get tighter.
With dividend payouts on the turn, the outlook
for equity income funds could also be on the up.
Equity income funds have a strong track record
for delivering attractive, sustainable income and
steady returns over the long term, but inevitably
were impacted by the crisis of recent times.

financial crisis world but it is worth remembering
that not all equity income funds are the
same. Some are better for income, while
others provide better prospects for
total return investors through the re-
investment of income. So if its income
you are after make sure you research
and understand the individual fund fully.
Corporate bond funds, income produc-
ers by nature, remain popular, particularly with
cautious investors. But the decision on which bond
fund to choose is less than clear-cut.
Investment grade corporate bonds sufer at times
of inflation (as the fixed interest rate means that
the real value of the income is eroded over time),
while non-investment-grade bonds, which pay a
higher yield, tend to struggle during a recession (as
more companies default).
Another income producing asset, commercial
property is also beginning to attract attention
again.
Commercial property felt the
full efects of the credit crunch
and the fall in property values left many investors
nursing significant losses. Never had the sector
sufered such a sharp decline but history suggests
that commercial property has a place in a portfolio
for income investors. Its long-term track record is
strong and it ofers important diversification from
shares.
Those investing for income need to remember
that no one asset class is the panacea. With interest
rates likely to remain low for some time to come,
a well diversified, well-managed portfolio which
blends diferent forms of investment remains the
most suitable strategy for investors taking a longer-
term view of their income needs.

trees for 15 which must
be felled at Chesters
Alexandra Park.
Twelve Red Horse
Chestnuts, one Ash, one
Holly and one Cotoneaster
are either diseased or
structurally unsound.
They must be felled
following a tree survey
carried out by a professional
arborculturalist.
The new trees are being
funded via the Councillors
Member Budgets.
Councillor Black said:
I know that a lot of park
visitors and local people
will be sad to see the trees
removed however they are
dangerous and under the
circumstances the sooner
they are down the better.
I am more than happy to
help fund their replacements
and I am sure that over the
years these young trees will
grow into much loved park
trees.

Thompson: It is sad that
so many trees have to be
taken down and I felt it
was important to restore
Alexandra Park, at the
earliest opportunity, to its
former glory.
The new young trees will
be planted late autumn and
park regulars will be able to
monitor their progress over
the coming years.
A fve year management
plan for the park is being
created and will include
future tree planting.
Members Budget Grants
of 10,000 are allocated
to each Councillor at the
beginning of each fnancial
year and must be used
within a ward for community
beneft.
Any community group,
organisation or individual
can apply to their local
councillor for aid with
funding for a project. Grants
must be in excess of 250.

Do you remember the moment when
Lord Seb Coe and his team won the
olympics for London? It was expected to
go to France and the ecstatic reaction of
the bid team was intoxicating. Then there
were the nay sayers . It will cost too
much money, well never be able to pull
it off or it will bring London to a halt!
We have just witnessed a superlative Olympic
achievement, not just from all the incredible
athletes, and the thousands of volunteers but from
the British Public who really got behind the spirit
of the Olympics.
The British athletes were inspired by the
incredible support and the opportunity of winning
in front of the home crowd, and they raised their
game accordingly. Team GB ended up in third
position on the medals table, second only to the
US and China. In terms of relative population we
came top of the Olympic medal table!
How did that happen?
Well it started with a vision that it could be
possible. It started with a leader in Lord Seb Coe
and a group of people who believed that it was
possible and were willing to play full out to make
it happen. They didnt listen to the people who
said it couldnt be done. They just got on with the
work that had to be done and they achieved their
vision and so much more!
Gold medals dont come easily either. They start
with a vision , sometimes created back in early
childhood. Ask any medal winning athlete and
they will tell you how they have envisioned the
moment of medal success so vividly that in some
cases when it fnally happened there was little
surprise on their faces . As one said quite calmly
on camera, well it just happened as Id visualised
that it would

Sometimes we pretend that there is nothing we
want. We say that we like our lives just as they
areand that is OK. Consider though, that Lord
Seb Coe has a great life. He had already achieved
much success. Why would he take on such a huge
challenge?
When you look beyond yourself, and allow
yourself to be inspired by a vision of something
that isnt necessarily going to happen without
you , you become capable of achieving miracles.
You fnd the energy , the commitment , the clarity
and the drive to jump over the biggest hurdles to
achieve that vision. In the process you BECOME a
leader and someone who really makes a difference
in the world. More importantly you become alive
again in a way that may have been forgotten in the
midst of daily humdrum.
In the centre of an economic recession, when the
papers were full of depressing stories , a miracle
happened! We all remembered how great we are
and how proud we are of our country, and we all
started being happy again. At least that was my
experience of the Olympics 2012!

alexanDra Park, Hoole, has achieved Green Flag status for the frst time.
The Green Flag Award Scheme recognises and rewards the best green spaces
in the country, looking at the likes of cleanliness, safety and community
involvement.
Cheshire West and Chester Council Executive Member for Culture and
Recreation, Councillor Stuart Parker, said: This is the frst year that Alexandra
Park in Hoole has received the award and I hope that local residents enjoy
making the most of the facilities available there and in all of our boroughs green
spaces.
Alexandra Park features bowling greens, tennis courts, play area, outdoor gym
equipment and toilets. A new Friends group has recently been set up and seeks
more members from local residents and park users.

A
T the ripe old age of 35 I have
already become a grumpy
old man. I swore until I was
blue in the face that I would never
ever take on that part of my fathers
personality.
He is an amazing man but he has this switch,
like an eagle eyed Action Man, somewhere
on the back of his head that when activated
transforms him from the most placid, playful,
charming and sometimes childish man into
a burning mass of mood and aggression,
masterfully fnding fault in everything
that he comes into contact with. His
breathing suddenly turns loud and nasal and
spontaneous combustion seems more plausible
than phenomenal. With one of my recent
status updates reading for something with
only nine lives, youd think my neighbours
cat would stop being such an annoying (fll in
the blank) it suddenly dawned on me that the
apple didnt fall far from the tree.
The new kids in town had a party a few weeks
ago. On refection I now stand and applaud
their stamina. Three days later it was still
roaring through the neighbourhood. Somebody
must have complained because at 4am the
police arrived... via helicopter! To top it off, it
was a close and clammy night. One of those
nights where you cant stand the thought of
the covers touching any part of your body and
the cool side of the pillow is face down in the
spare room. I was craving the breeze so had
the windows open to maximum capacity but
the only thing entering the house was their
raised voices, laughter and squealing which,
at that time of the morning, transformed
into sneering and jeering that I would even
consider sleeping. I mean, who has a nine to
fve these days? What is a school night? Who
needs more than three hours sleep when the
Coop is so readily packed with red bull and pro
plus?
Sleep deprivation
The irony is, months earlier, as I was painting
the window frame in the spare room, this
banter made me laugh but my genetic Eagle
Eye lever was now well and truly wedged and
evoked hate crimes and so I began pacing
the house. I stood in the yard and planned
knocking on their gate and asking them
(politely) to turn the noise down. I rehearsed
how I would approach it. I even contemplated
the most sensible attire for the attack.
I was standing in the backyard in a faded
pink vest, a pair of oversized boxers and
I had pulled on my walking boots just in
case I stepped on a snail. In hindsight this
would have been perfect attire as it would
have offered a sleep deprived man driven to
new lows of madness aesthetic but I decided
sensible PJs and a dressing gown to emphasise
that Ive just been woken up look was more
ftting. I marched upstairs, pulled on my
PJs and threw on my dressing gown and
within three minutes had over heated, lost
the dressing gown on the descent of the stairs
and found myself laying face down on the
fagstones in the dining room soaking up
their coolness.
It was only the thought that Id left the
kitchen door open and half the snails were
probably heading in to the kitchen to avoid the
noise that I staggered to me feet and crawled
back to bed defeated. I shut the windows,
stripped off and dragged a fan out from the
back of the wardrobe. The muted banter still

boiled my blood and either the Milk Tray man
had missed his target or the police were still
attempting to gatecrash the party out back. I
dragged H.G. Wells War Of The Worlds audio
book out of the CD rack and increased the
volume, letting the tale of death and destruction
to human kind not only feed my hunger for
destruction but also mask the student drinking
session that seemed to be playing out in my
own backyard.
I was so exhausted I was asleep within the
frst 5 minutes. I had hoped that the tale of
alien invasion would spur on some thrilling
dreams that would carry me through to midday
so you can imagine my horror when I woke
moments after feeding blue smarties to a
miniature My Little Pony that lived under my
bed and found it was only 9am and I was wide
awake!
Disfgured
My frst thoughts were to take my saucepans
and a wooden spoon round to my neighbours
and give them a wake up call but having
taken care of my morning ablutions, I became
transfxed by the sheet lines on my face and due
to lack of sleep my attention span was that of
a goldfsh. My heavy and sweaty sleep had left
me somewhat disfgured which meant that my
lever was not quite back in calm and collected
mode. When the offending scarring had started
to vanish I wandered up to Sainsburys with the
hope of breakfast inspiration but the shelves
were lacking and I spent the next 10 minutes
walking around with an empty basket lost in
the wording for my snotty email to customer
services with reference to their lack of Pan Au
Chocolat. I settled for some crusty rolls and
found the please use the tongs on an anti theft
cable too short to reach my chosen breads and
suddenly I was aware of the nasal sounds I was
omitting. I ditched the basket, chastised the
store and made for home.
As I hit Faulkner Street I ran into a neighbour
who looked as miserable as me. Sleep well? he
asked with a blank expression that screamed
it took a hell of a lot of caffeine to get me
here and before I could vent I realised he had
somehow knocked the lever back towards
calm. A wet Amaretto Latte later at Cafe.com
with a copy of the Hoole Roundabout to thumb
through and I was back to my usual self. One
of last nights party goers wanders past the
window in the direction of the main road. I can
tell by the way she dragged her heels as if she
was rolling skating to the bus stop that she was
suffering the self inficted strain of last night.
Karma is a beautiful thing.
Too old for this
Im not trying to kid anybody. Im not a
youngster anymore. On turning thirty my need
for a Friday night combined live music and
cheap pints with somewhere that had seating
just far away enough from the band to hold
conversation! Hangovers kicked in and I was
no longer a rolling stone. I needed familiarity
and community and somewhere that offered a
sense of home. Ive found that now here in the
terraced streets of Hoole.
And although it may be a million miles away
from the southern rural landscapes in which I
grew up, Hoole still has the charms. For one
thing, the dawn chorus is not lost up here. Only
rather than blackbirds, blue tits and thrushes
breaking out into song to celebrate the dawning
of a new day, Sundays see a different kind of
bird called Dawn with tits that are just as far
from blue as they are from great, breaking into
a sweat as she negotiates the pavement cracks
in her oversized heels on route home in last
nights clothes and I am thankful that such
characters exist, for without them, life would be
so boring wouldnt it.

I WOULD like to wish all our Jewish readers in Hoole LShanah Tovah, have
a Happy New Year 5772. Rosh Hashanah occurs on the frst and second
days of the Hebrew month Tishri. In 2012 this will begin at sundown on
Saturday September 16 and ends at nightfall on Monday September 18.
The Jewish New Year celebration begins with the blowing of the shofar
(the rams horn) in the synagogue. This marks the start of the ten High
Holy Days of the Jewish calendar. In Hebrew, Rosh Hashanah means,
literally, head of the year or frst of the year. Rosh Hashanah is
commonly known as the Jewish New Year. The Jewish New Year is
no different from that of other religions and cultures in that there
are many traditions and symbolic foods associated with it. But unlike
the UK culture, there isnt lots of wild partying. Rather, the holiday is
a period of prayer and refection shared with ones family and friends.
There is, however, one important similarity between the Jewish New
Year and the UK one: Many of us use the New Year as a time to plan a
better life, making resolutions. Likewise, the Jewish New Year is a time
to begin introspection, looking back at the mistakes of the past year and
planning the changes to make in the new year.
Lets explore a little the concept of new beginning; this can be in the
arena of ftness and health, or maybe in the arena of relationships, throughout life we need from
time to time to think about making a new start. But is it possible to start again or to begin to follow
new course or direction in your life. Christianity has at its heart the concept of new beginnings,
a second chance, and the opportunity to change. Forgiveness is a key to the embracing of new
beginnings especially in relationships is there someone you need to contact or reconnect with - a
friend or family member, maybe even your spouse or partner where a new beginning is needed. To
build a relationship we will need to give and receive forgiveness, this is true in our relationship with
God many times in my Christian faith I have needed to know that I am forgiven.
Maybe this month of September could be the time for you to experience a new beginning to
experience the change you desire to see in your life. I hope that this New Year will be a year
of new opportunities and relationships. Visiting a church for the very frst time can be a tough
experience. Where should I go? What should I wear? What time should I show up? Whats here for
my kids? What can I expect? These and many more questions surface. Id like to put you at ease.
Your frst visit to Hoole Baptist Church will be refreshing, friendly, and enjoyable for your whole
family. We want you to experience inspiring music, helpful teaching and preaching, friendly people,
and a place where you feel welcome and at home! This is a place where you can experience
new beginnings! On the frst Sunday of October in Hoole Primary School we are holding a very
special All Age Celebration called PULSE focussed on welcoming people who dont usually go
along to church. It will start at 10.30am and fnished by 12noon. This is what one person said who
came along last year; I was surprised when I got to the church that morning. It was different to
what Id imagined, and the people were very friendly. I didnt feel like they were trying to shove
religion down my throat, they let me make up my own mind. It was a very relaxed and welcoming
atmosphere, just like one big family. I would recommend it to others: you never know where it
could lead you. My whole life has changed completely in the last year.
I end with the Jewish New Year Prayer: May you be inscribed in the Book of Life for a year of
health, happiness and prosperity. Let this be a time for renewing faith and hope for peace.
