    AN ORDINANCE OF THE COUNTY OF MONTEREY, STATE OF CALIFORNIA,
    AMENDING SECTION 12.16.010 OF THE MONTEREY COUNTY CODE RELATING
    TO ONE-WAY COUNTY HIGHWAYS
    County Counsel Summary
    This ordinance amends section 12.16. 010 of the Monterey County Code to
    establish Scenic Road as a one-way highway from the Carmel-By-the-Sea City
    limit, located 360 feet west of the intersection with Martin Way, to the intersection
    with Carmela Street in the unincorporated area of the County of Monterey. This
    ordinance also repeals the provision of section 12.16.010 of the Monterey County
    Code that designated a portion of Scenic Road as a one-way highway only on July
    4 annually.
    The Board of Supervisors ofthe County ofMonterey ordains as follows:
    SECTION 1. PURPOSE AND FINDINGS. Pursuant to Article XI, section 7 of the
    California Constitution, the County of Monterey may adopt and enforce ordinances and
    regulations not in conflict with general laws to protect and promote the public health, safety, and
    welfare of its citizens. California Vehicle Code section 21657 authorizes the County of Monterey
    to designate any highway, roadway, part of a roadway, or specific lanes upon which vehicular
    traffic shall proceed in one direction. The County has received multiple public requests for one-
    way traffic on Scenic Road for public safety because of pedestrian traffic and erosion to the
    hillside that supports the roadway. A Coastal Administrative Permit to allow the installation of
    traffic controls to change the relevant portion of Scenic Road to one-way traffic was approved by
    the County on March 14,2012.
    SECTION 2. The following paragraph of Section 12.16.010 ofthe Monterey County
    Code is repealed:
    Scenic Road, from the southerly intersection of Ocean View A venue generally northerly
    to the City Limits of Carmel-By-The-Sea, upon which all vehicles shall be moving in a northerly
    direction only. This ordinance shall be effective between the hours of 8:00a.m. and 12:00 p.m.
    (midnight) on July 4, annually.
    SECTION 3. Section 12.16.010 ofthe Monterey County Code is amended to add the
    following paragraph:
    Scenic Road, from the Carmel-By-The-Sea City limit, located 360 feet west of the
    intersection with Martin Way, generally southerly to the intersection with Carmelo Avenue, upon
    which portion of Scenic Road all vehicles shall be moving only in the direction towards Carmelo
    Avenue.

    SECTION 4. This ordinance shall become effective on the thirty-first day following its
    adoption.
