REGION 6 FWMB Quarterly Meeting Minutes from June 21, 2012 @ 10:00 AM in the Lowville/Dadville DEC Field Office

Conf. Center Lowville, NY Meeting was called to order at 10:15 AM. Missing from Meeting Bernard Peplinski (Herkimer County Landowner Excused Absence), Robert Ferris (Jefferson County Legislative Absent), Jack T. Bush (Lewis County Legislative Absent), John Jones (Lewis County Sportsmen Excused Absence), Matt Curatolo (St Lawrence County Legislative Absent), Daniel Skamperle (St Lawrence County Landowner Excused Absence) were all missing. Excused absences are given to members who notify the Chairperson or the Secretary at least one week prior to the next quarterly meeting; unless of course, it is an emergency. The definition of a quorum was met for the 21 June 2012 meeting of the R6 FWMB. Minutes from previous meeting: A motion was made by Mr. Bruce Weakley to accept the Meeting Minutes from the March 15th meeting, seconded by Linda Sicley, and passed unanimously.

Region 6 FWMB Quarterly Meeting Minutes from June 21, 2012 (Continued) General Housekeeping and Correspondence: Petty Cash Fund Report o This report was updated on 25 June 2012 after the 21 June 2012 meeting held in Lowville. At the 21 June 2012 meeting, the R6 FWMB took in $126.00 ($7/person from 18 people) and added that to the $55.54 remaining which brought the total balance up to $181.54. The meal from Luigis II Pizzeria out of Boonville cost $142.00 ($128.00 + $14 tip for the driver) and was paid for in cash on 21 June 2012 during the lunch break of the meeting. o As of 25 June 2012, the R6 FWMB Petty Cash Fund has a balance of $39.54. See the summary table below.

Administrative Business: St Lawrence County Legislative Representative o Nothing resolved due to the absence of Matt Curtolo and no letter received to re-appoint him Youth Turkey Hunt Landowners A motion was made by Vincent Johnson to present: Butterville Farms, County Route 75, Adams Deer Run Dairy, Bishop Street, Henderson B K Farms, Clark Road, Mannsville Locust Hill Farms, Hoxie Road, Mannsville D.A.N.C. NYS Route 177, Rodman Peer's Ponderosa, NYS Route 3, Watertown Richard Hughs, County Route 90, Mannsville With certificates of appreciation for their cooperation and sponsoring of the youth turkey hunt on their lands. Second by Bruce Weakley and passed unanimously.

Region 6 FWMB Quarterly Meeting Minutes from June 21, 2012 (Continued) Administrative Business: (continued) State FWMB Report summary from John Jones submitted notes: o CFAB Elections and Report Lance Robson Chairman, Bill Pike Vice President, Carl Secretary, and 3 new Excomm. Members. Funding for the FWMB arrives 2 to 3 months before the budget passes and FWMBs get allotments and meals are not included in those allotments. Dedicated lifetime licenses were reviewed. o Division of Fish, Wildlife, and Marine Resources Hired 3 new biologists in Region 4, Region 1 and 2 hired two deer specialists, and Region 1 hired a marine enforcement specialist. Talked about responses to Hurricane Irene and Tropical Storm Lee from the departments efforts. A new program for 4th graders to get them involved with ongoing environmental issues. USDA and others are trying to resolve the swine hog issues and may introduce a bill that would allow the taking of pigs if they are observed in the wild as part of the Federal Swine Task Force. $270,000 in the Habitat Stamp Fund but it cant be spent. Sounded like they already have spent it for this year. Boat access projects and maintenance programs are going forward and the department is trying to get more funding to keep them going. Discussed the bow/crossbow seasons and comments were due by May 21, 2012. Trapping Looking to allow checking traps every 48 hours instead of the 24 hour check times. Marcellus Shale Primary concern is to protect the ground water from pollution. Wind mills/turbines on the Great Lakes with various views being clean sources of energy. o TU 2 people retired Gary Parsons (passed away) and Quin VanFork (retired) o Reports from the regions Erik Latremore passed around all of the submitted reports during the state FWMB and will have them on file. Old Business: 2010 Habitat/Access Stamp Program: o No new information regarding the current Habitat/Access Stamp application submitted by the Village of New York Mills for the improved access (ADA compliant fishing deck) on Sauquoit Creek has come from Albany. The attachment A was submitted to the Division of Budget in May of 2011 and the Division of Fish, Wildlife, and Marine Resources is awaiting approval for expenditure. No new information as to the status of this project has been provided to the R6 FWMB. R6 FWMB Sub-committee on Invasive Species Issues: o The Invasive Species Sub-committee is still looking for another person from the R6 FWMB to work with this important issue.

Region 6 FWMB Quarterly Meeting Minutes from June 21, 2012 (Continued) ALERT: Flyer o NYSCC Protests Federal Funding Loss Call 518-474-8390 to pressure Gov. Cuomo into doing the right thing by changing the language in the budget to protect $20 Million. DOB Budget language made the requirements minimal for the Feds to accept the budget as proposed to allow NYS to get the Federal funding, but a new paragraph was slipped into the budget allowing a swipe of the Conservation Fund Walt Paul Where does the funding go and how is it split into each DEC Region? Jim Farquhar Not only federally funded positions will be lost, but surveys will decrease because mileage is covered by these funds. No federal aid, then the surveys will slow way down and may completely stop, but that would depend on the activity being performed. Frank Flack Fisheries has shifted most of their allowable activities to the federally funded grants ever since the Conservation Fund was in trouble a few years ago All activities are listed under different codes for audit purposes Various grants are matched by the Conservation Fund Federal Aid Auditors will begin an audit on the DEC this July or August Warmwater and coldwater fisheries all pull money from the federal grants which are from the $20 million that would be lost 99% of the Conservation Fund pays employee payroll charges Dave Corr 311 employees on the Conservation Fund 358 employees on the Marine Resource Fund which is also part of the Conservation Fund 66 ECOs were added to the Conservation Fund, but the retro pay made to the ECOs came from the NYS General Fund Bill Stage Call the Governer to let him know what you think Carp in the St Lawrence River Walt Paul o Bowhunting carp at Fish Cap o Frank Flack The St Lawrence County Chamber of Commerce raised $150K for three years which totals $450K. Fishing promotion through Misner to make tournaments happen. Watch dog groups want no hunting during their spawning times. DEC needs to see data showing that taking spawning carp will or will not hurt them before any regulations will be considered to prevent politics from creating more regulations. Frank assured Walt that politics would not regulate carp, but science would. New revised draft ATV plan for use on state owned lands o No use with exception of 500 feet corridor and a 2 mile corridor of existing trails or roads within the Adirondack Park o Can use ATVs to retrieve game, but that was taken out of the new plan Black Bass Regulations in Region 6 o Steve Pierson Recommends calling 1-800-TIPPDEC to report possible violators to create a record of occurrence. Calls will be logged and could create an ECO to respond more timely and could authorize overtime to handle the calls. PFR maps on DEC Region 6 website New Business: (cont.) PFR Maps

There are about a dozen more ready to go and need a signature before they can be posted. o There are 350 miles of PFR in Region 6, which is the most in the state so it takes longer to get the maps together for the website. Conservation Fund Report: (Dave Corr) Had a meeting last Monday o Crossbows 2 Legislative Bills were received Sweeney sent in his version to restrict crossbows CFAB decided not to support Sweeney A Bill was amended and mirrors the original proposal and was submitted and is in the Senate right now o DECALS Will be terminated at the end of next year Stella and eLicense will be signed shortly eLicenses may cost $5-$6 million to use Took a hard look at the entire system by whipping the slate clean and starting over State Parks can now issue licenses for fishing o Bear Plan Jeremy Hurst, NYS DEC Albany, is reaching out to other state agencies for more input into the bear plan o Feral Swine/Pig 1998 US had 18 states with populations and now the US has 39 states Billion dollar problem that needs to be addressed o ECOs Contract passed, it has been 7 years since they had a contract Retro pay will not be paid from the Conservation Fund, but it will be paid from the General Fund Looking to have a class at the end of this year with about 40 candidates o Lifetime Licenses $40 million in the lifetime license fund and only makes $92K in interest. That equates to a 0.25% rate of return The new proposed funding will provide the fund to make 3.25% interest which equates to about $2 million so the money will be used in this fund DEC Reports: Fisheries: (Frank Flack) o Fish Stocking Completely done this week for the statewide Spring stocking Some issues with temperatures and low flow conditions Eggs from the brown trout will be here and put out a new feed contract, which Ziegler obtained There is still a shortfall in fish to stock for the Fall o Creel Surveys Oriskany and Big Creeks are ongoing Massawepie is completed until Labor Day DEC Reports: (cont.) Region 6 FWMB Quarterly Meeting Minutes from June 21, 2012 (Continued) o Bachys Marina Dedication is scheduled for the first week in August o Goldens Marina Bids are closed and construction will begin September 4th of this year o Stony Creek Completed o Lindsey Creek getting started o 4th Lake in Fulton Chain Lakes is getting a full community fisheries survey/disease testing/ and TSMP o SUNY ESF in coordination with DEC are working on some blue back herring research Wildlife: (Jim Farquhar) o Next week is the Wilson Hill Goose Drive June 26th-June 27th o Swine Issue Region 5 has a population and caught one litter last week Feel like they have are down to a half dozen or so One population in Region 6 in the Town of Lisbon, St Lawrence County Trends are showing the swine are found within close proximity of legal game farms o Deer Regulation package comment period has ended Hopefully the youth deer hunt in northern zones, urban, sub-urban areas will make it through the process o Bear Plan Make sure you get your input in for the plan Lands & Forests: (Fred Munk) o Forestland Management Activities: Unit Management Plans (UMPs): Many UMPs are being updated so be aware of the comment periods to supply input. Many meetings will be scheduled to voice your opinions. o Recreational easements are ongoing o Stockpiling materials for road maintenance due to restraints on purchasing items o Tug Hill Workshop was postponed until September 22nd and it will promote forest management for wildlife on private lands Natural Resources (Fred Munk Acting Regional Natural Resource Supervisor) o Black Pond WMA 10 years ago built a wonderful boardwalk for Americans with Disabilities to enjoy the fragile communities in the area The area is getting overused and used for the other reasons Comments: Not enough parking so a larger parking area needs to be built Dune Stewards are there to educate and outreach on the importance of the area Parking is a huge problem

Lewis: o None Oneida: (Les Porter) o Congratulations to Dave Corr for gaining so much with the Lifetime License Fund o Congratulations to Dick McDonald for showing permits issued after Hurricane Irene and Tropical Storm Lee caused so much damage on Sequoit Creek. St. Lawrence: (Matt Curatolo & Walt Paul) o Bait fish regulations do not have a corridor associated with the Raquette River and recommend this corridor to be added when it can o Local dog club sponsoring a Wounded Warrior pheasant shoot o Same dog club sponsoring a youth and womens pheasant hunt

Next Meeting: The next meeting of the Region 6 FWMB will be held at the Lowville/Dadville NYSDEC Offices Conference/Training Room in Lowville/Dadville, NY located at 7327 NYS Rte. 812 on Thursday; September 20, 2012 at 10:00 AM.
