I.

SITUATION: a. General.

The Philippines is facing an increasing frequency and intensity of disasters, natural or manmade, it has a devastating impact particularly for those who will be affected. Such impact will be much reduced through proper dissemination of real time information. There is a need for multi-stakeholder partnership that will be composed of different government agencies, private sector and civil society organization in order to prevent or mitigate such impact of disaster. PTV will serve as a link and leader for this partnership. This collaboration of effort will be the basis for effective preparedness and effective response to situations. b. 1. 2. There is chaos, confusion and a clamour for government action. News operations on PTV, PIA and RnB have been integrated, with PTV as base.

3. Our course of action is based on the Rs of disaster: Rescue, Relief and Rehabilitation.

II.

MISSION:

PTV-PCOO will be the main source of information broadcasting, to avoid any confusion. III. EXECUTION: a. INTENT AND CONCEPT OF OPERATIONS (1) Intent: This plan is designed on a realistic approach to addressed problems likely to be encountered during an emergency or disaster. Being a TV network, and mandated to bring information to the public, this plan provides guidelines and procedures, which will permit the coordination to all agencies involved and control of response to any emergency or disaster situation. (2) Concept of Operations On signal the Secretary of PCOO or his representative will activate the SECRETARIAT. b. TASKS: (1) Presidential Communications Operations Office (PCOO) Supervise and provide overall requirement during the implementation of the OPLAN. (2) Peoples Television (PTV) a. Establish Command Center (SECRETARIAT) b. Provide Personnel from all division and Technical support during the operation. (Annex A-PTVs Task Organization) c. Provide initial funding for the secretariat. (3) RADIO NG BAYAN 738KHZ a. Provide one (1) personnel as member of the secretariat. b. Deploy News Teams on designated area. c. Provide necessary logistics during the operation.

(4) Philippine Information Agency (PIA) a. Provide one (1) personnel as member of the secretariat. b. Deploy News personnel on designated area. c. Provide necessary logistics during the operation. (5) Radio Television Malacanang (RTVM) Provide one (1) personnel as member of the secretariat c. COORDINATING INSTRUCTIONS (1) H-hour/D-Day (TBAL) (2) The observance/application of PTV Charter must be upheld at all times. (3) Augmentation/participation of PNP/AFP/other government entities highly enjoined. (4) Submit report to SECRETARIAT. (6) Duration as required IV. I.

TASK ORGANIZATION A. Chairman 1. 2. 3. 4. The Chairman is responsible for activating the Operational Plan. The Chairman will declare CODE RED or end it when appropriate. The Chairman will serve as a link between PNOY and members of the Cabinet. The Chairman will authorize all necessary logistical expenses and requirements connected with the operational plan.

B. The Executive Committee (EC) Composed of PTV, RnB, PIA and RTVM heads or their representatives.

The members of the EC will advise and assist the Chairman in the decision to declare and/or end CODE RED. The EC will advise the selection of OPLAN PAGKAKAISA anchors and guests and in the flow or directions of the program. Each of the EC members will ensure the participation and availability of their agencys personnel, equipment and other resources needed in the operational plan and in hooking up their station to the OPLAN PAGKAKAISA.

C. Executive Producer (EP) An Executive Producer will be directly and solely responsible for the OPLAN PAGKAKAISA broadcast. 1. 2. 3. The EP will be responsible for the overall look and flow of the program. The EP will have final say who shall anchor and guest in the program, subject to the advice of the Executive Committee. The EP will help determine the topics, issues and subjects to be taken up and discussed in the program, subject to advice of the Executive Committee. During a 24-hour broadcast, there shall be three EPs, each of whom will render eight-hour duty.

5. The EP will directly assist during his tour of duty by a Producer, the Program Director, a Guest Coordinator, a Continuity Writer or Writers, apart from the usual complement of the production personnel. a. The producer will be responsible for the selection and assignment of anchors in coordination with Production Group head and subject to the approval of the EP. b. The program director will implement the agreed on-air look of the broadcast as directed by the EP. c. The Guest Coordinator will be responsible for inviting and ensuring the presence of guests, whose selection will be determined and approved by the EP. d. The Continuity Writer/s will be responsible for providing the anchors with the necessary scripts, briefing paper, and other editorial matter. e. The Research/Monitoring Group of PIA will provided the anchors. The EP will be assisted by the SECRETARIAT of the OPLAN PAGKAKAISA, who will advise and coordinate their respective groups activities with the requirements of the OPLAN PAGKAKAISA broadcast or as directed by the EP.

D. The Operations Group (OG) The five operational groups: Production Group, News Group, Engineering Group, Merchandising Group and Support Group.

The Production Group (PG)

To be headed by the Production Group Head (PGH) and composed of producers, anchors, directors, writers, guest coordinators, researchers, VTR editors, production assistants, floor directors and make-up artists from PTV, RnB and PIA. a. The PGH shall be responsible for determining and selecting the OPLAN PAGKAKAISA anchors, subject to the approval of the EP. Together with EP and the producers, the PGH and shall brief the anchors on the themes, thrusts and focus of the broadcast. The PGH is responsible for ensuring the presence the production personnel and the implementation of the groups work plan. The PGH will assist the EP in ensuring that all production requirements of the OPLAN PAGKAKAISA broadcast are met. During a 24-hour broadcast, the production group will look in eight-hour work shifts with each shift under the direct control of a producer.

2. The News Group (NG) To be headed by the News Group Head (NGH) and composed of the integrated news personnel from PTV, RnB, and PIA.

The NGH shall be responsible for the news coverage, news bulletins, news reports and other news material of the OPLAN PAGKAKAISA broadcast. The NGH shall be responsible for selecting the news anchors who will render the news bulletins and reports of the SAGIP BAYAN broadcast including the anchors for the broadcasts remote points namely, NDRRMC, PAG ASA, and other sites, with the exception of MALACANANG. The NGH will assist the EP in ensuring that all news requirements of the OPLAN PAGKAKAISA broadcast are met. The news group will assign a news producer/writer who will be responsible for the editorial contents of the news crawl and other related information to be flashed on air, in partnership with the graphics operator of the Merchandising Group. During a 24-hour broadcast, the news group will work in eighthour shifts with each directly under the control of a news producer.

The Engineering Group (EG) To be headed by the Engineering Group Head (EGH) and composed of the integrated engineering personnel of PTV, RnB and PIA.

The EGH shall be responsible for the engineering requirements of the OPLAN PAGKAKAISA broadcast, including the settings up and manning of all remote sites, except for MALACANANG which is under RTVM. The EGH will advise EP regarding the technical requirements of the OPLAN PAGKAKAISA broadcast. During a 24-hour broadcast, the engineering group will work in eight-hour shifts with each shift directly under the control of an engineer.

The Merchandising Group (MG) To be headed by a Merchandising Group Head (MGH) and composed of computer graphics artists/ operators/technicians from PTV, RnB and PIA. a. The MGH shall be responsible for the on-air graphic requirements of the OPLAN PAGKAKAISA broadcast.

b. The MGH will ensure that there will be sufficient technical equipment and personnel to provide the 24-hour continuous graphics for the OPLAN PAGKAKAISA broadcast. The MGH will assist the EP in ensuring that the graphics and similar requirements of the OPLAN PAGKAKAISA broadcasts are met. The merchandising group will provide the computer graphics operator who will put on the air editorial contents of the news crawl and other information to be shown on screen provided by the news Group. During the 24-hour broadcast, the merchandising group will work in eight-hour shifts with each shift directly under the control of a supervisor.

The Support Group (SG) To be headed by the Support Group Head (SGH) and composed of the administrative, finance, logistics, transportations and medical personnel of PTV, RnB and PIA. a. The SGH shall be responsible for ensuring that the administrative, financial, logistical, transportation, catering and medical needs of the OPLAN PAGKAKAISA. The SGH shall recruit/hire or sequester the necessary personnel to man the Call Agents panel of the broadcast, transportation pool, medical services and the catering services and hire/purchase such equipment are as necessary to ensure the smooth operations of the OPLAN PAGKAKAISA broadcast. The SGH will coordinate with the Operations Group Heads to determine their actual needs and requirements. The SGH will advise the EP in matters relating to the administrative, financial, logistical, transportation, catering and medical needs of the OPLAN PAGKAKAISA broadcast. During the 24-hour broadcast, the SG will work in eight-hour shifts with each shift directly under the control of a supervisor.

II.

PERSONNEL AND EQUIPMENT COMPONENT A. Production Three sets of production personnel from producer to make-up artists. B. News Three sets of news production personnel composed of: Producers, Program Directors, Deskpersons, Announcers, VTR Editors, Production Assistant, Librarian/Researchers, Graphic Artists, Floor Directors.

Three sets of news coverage personnel composed of: Cameraman and Drivers with the corresponding complement of cameras and vehicles. A central VTR editing pool consisting of three sets of five VTR working with at least five editing sets, three of which will be provided by PIA.

C. Engineering Three sets of studio engineering personnel composed of: Technical Directors, CCU Technicians, Cameraman, Audiomen, Lightmen, and VTR playback.

D.

Merchandising Three sets of computer graphics operators working in eight hour shifts.
