WHAT IS NCR NEW INITIATIVE?

The State and Federal Government have agreed on a New NCR Land initiative to address requests on native landowners on the ownership of the NCR lands. This was announced by the Prime Minister Y.A.B Dato Sri Mohd Najib bin Tun Abdul Razak on July 22, 2010. The initiative commenced in September 2010 and is continued under the Tenth Malaysia Plan (2011-2015)

The Initiative is carried out in two stages. First, perimeter survey to dealienate boundaries of NCR land within State Land. The NCR land will be gazetted as communal reserve under Section 6 of the Sarawak Land Code. Next stage, NCR landowners must determine the boundaries of their land within the gazetted Bumiputera communal reserve to enable the Department of Land and Survey to carry out individual survey for issuance of land title under Section 18 of the State Land Code.

Criteria For Area to be surveyed

1. Based on requested and applications from NCR land owners to survey their genuine
NCR area. 2. Free from court case and dispute.

Advantage of Gazettement under Section 6 Sarawak Land Code Section 6 is a valid document under the law which guarantees ownership is under NCR land. The declaration of NCR land as Native Communal Reserve under Section 6 of the Land Code is a confirmation and statutory recognition of native ownership over their land. The gazette will describe clearly the surveyed land within the declared Native Communal Reserve, allowing the community to detect and prevent any unlawful intrusion or encroachment upon their land. The rights were administered and regulated by the native system of personal law of the native

communities concerned. NCR land that had been surveyed can be put up for commercial development thus, adding value to the land, and to help uplift the well being of landowners.

Survey Branch

Introduction

The Survey Branch at Land and Survey Department, Headquarters is under the charge of the Assistant Director (Survey) and is responsible for the following activities:

Providing geodetic controls in the State of Sarawak; Carry out aerial photography survey; Compilation and production of topographic, thematic maps of Sarawak and town maps ; Sale of restricted and unrestricted maps of Sarawak survey plans aerial photographs and Overseeing cadastral survey work carried out by both Goverment Surveyors and Licensed

orthophotos; Land Surveyors in the State and ensuring the standard of survey work is maintain and that survey practises are in accordance to the Survey Branch technical requirements and the Land Surveyors Ordinance, 2001 ; Storage and maintenance of spatial data acquired by the Department.

Divisional Survey Branch

Divisional Survey Branch The primary function of a Divisional Survey Branch is to undertake cadastral survey for the purpose of defining, demarcating and recording the position of land boundaries on plans, for all land subject to titles and registered under the provisions of Sarawak Land Code (Cap. 81), the former Land Ordinances and the Land settlement Ordinance. The Divisional Survey Branch is under the charge of the Divisional Staff Surveyor and comprises of the following Sections:
(a) Survey Field Section: Survey field Section at Divisional Survey Branch is responsible for:

The execution of cadastral field survey for the respective Division, in accordance to the approved subdivision or development plans and the survey is to be carried out in compliance with technical survey requirements of the Department; and To conduct investigation survey in connection with land acquisition, required for government development projects/public purposes in the respective Division; and Preparation and issuance of survey job with respect to private development survey to be carried out by Licensed Land Surveyors in the State.

Survey Computing Section: Survey computing Section is responsible to carry out the mandatory screening and details checking for survey jobs completed and submitted by the Licensed Land Surveyors in the State, for the respective Division.

Survey Jobs which failed the mandatory screening process will be rejected by the Department. Only those survey jobs passes the mandatory screening process are accepted and registered in the Department Survey computation System and proceed with details checking, plan examination and computation approval. Survey jobs under query by the Department will also be returned to the relevant Licensed Land Surveyors and re-submission of the survey job shall be treated as new submission by the Department.

Cadastral Mapping Section : Cadastral Mapping Section is previously referred as Drawing Office. The Cadastral Mapping Section is responsible for:

The charting of all cadastral surveys undertaken for the purpose of issuing title. The maintenance of cadastral map sheets for the respective Division; Preparation of survey plans for cadastral survey undertaken by the Departmental surveyors;

Preparation of Miscellaneous Plan with respect to gazette notification, and land status determination; Maintenance of Lot Register and allocation of Lot number for new subdivided lots (survey job).
