Chapter 1 NAME
1.1
The name of this association shall be the German University in Cairo Student Union.

Chapter 2 OBJECTIVES
2.1
The objectives of the Student Union are: 1. Development of democratic, national and moral values among the students, enhance their leadership skills, strengthen the right of students to express their opinions and self-fulllment in accordance with international human rights. 2. Enhance the unity between students and strengthen the ties between them and members of their faculty and sta. 3. Discover the talents and abilities of the students, help them rene their skills and encourage them to benet their society. 4. Spread the culture and encourage the formation of Active Working Groups (AWGs) and student associations, and coordinating work between them and supporting their activities. 5. Work to formulate and express the student communitys opinion on national and international events and issues. 6. Work on solving the problems of students and provide the comforts and means of living for them within the university and beyond. 7. Discuss the problems of the students and propose solutions to them, and study them with the concerned ocials and care after the rights and interests of students.

Chapter 3 MEMBERSHIP
3.1
The elected members of the Student Union are any member of the Student Council Committees, the Senate or the Student Judicial Board.

3.2
Other memberships include those of the honorary type, where certain GUC students are chosen as consultants in certain elds based on their expertise.

3.3
Every member must receive an Identication Card stating their Name, their University ID number, their position in the Student Government, the year in which this membership was obtained and a picture of that member, at the start of their mandate. This card must also state if this member is an honorary member.

3.4
The Student Union Vice-President is responsible for obtaining the necessary funds from the Treasurer to print the ID Cards, and providing each member with his/her ID Card, within two weeks of each members appointment.

Chapter 4 GENERAL MEETINGS


All meetings of members must be called with at least seven (7) days notice beforehand and must be properly advertised on campus by posters and if possible by at least one notice in a publication distributed both online and on campus. The posters and notices of meeting shall contain the place, date and time of the meeting, the proposed agenda, and the proposed resolutions in case of a Special General Meeting of members.

4.1

ANNUAL GENERAL MEETINGS

The Annual General Meeting of members shall be held solely for the following purposes: Receiving the Student Judicial Boards report on the Annual General Elections of the Student Union and on any Student Union referendums or internal elections held concurrently. Receiving the annual nancial statements of the Student Union for the previous scal year and the auditors report thereon. The presentation of a written annual report from the outgoing President. The quorum for the Annual General Meeting of members shall consist of fty percent (50%) of the members. The Annual General Meeting of members shall be called by the SU president to take place within one month from the closing of the polls at the Annual General Elections.

CHAPTER 4. GENERAL MEETINGS

4.2
4.2.1

SPECIAL GENERAL MEETING

A Special General Meeting of the members may be called by the SU President or the Senate solely for the purpose of considering specic resolutions proposed by the SU President or the Senate, such resolutions to be included in the notice of the meeting. Special General Meetings may amend such proposed resolution to the extent that such amendments pertain to the same topic as the original resolution. Resolutions adopted by a Special General Meeting of members are binding upon the Student Union until they have been repealed or amended by the members in a Special General Meeting or a referendum.

4.2.2
A Special General Meeting of the members may also be called, postpones or canceled by the presentation of a petition signed by at least forty members to the President of the Senate. Such petitions must set out the reasons for the meeting and the specic resolutions to be considered at such meetings. The President of the Senate must inform the Senate of such a petition at the earliest possible time and call for, postpone or cancel the meeting within thirty days from receiving the petition. The president of the Senate may not refuse the petition.

4.3

INFORMATION GENERAL MEETING

The President or the Council of Representatives may also from time to time, call Information General Meetings of the members to provide information on various topics to be determined by the President or the Senate. Such Information General Meetings may not serve as a forum to make decisions binding upon the Student Union.

Chapter 5 SENATE
5.1
5.1.1
The Senate consists of 12 members, each given the title Senator.

Composition

5.1.2
The President of the Senate is elected from among its members by the Senators before any responsibilities are assumed, and if the President steps down.

5.1.3
In addition, the President of the Senate appoints 1 vice-president and 1 treasurer from the members of the Senate.

5.2
5.2.1

Tasks and Powers

The Senate is responsible for evaluating the performance of the Student Union members and recommending appropriate disciplinary or corrective action where and if needed. In due course, the Senate shall do the following: 1. Review the SUs plan, as well as its nancial balance and assure their fulllment. 2. Ensure that the vision of the SU is being realized. 6

3. Receive reports concerning any shortcomings, carelessness or breeches of the law on the SU members or the SU Presidents sides. 4. Investigate reports and claims where appropriate and questioning SU members if needed.

5.2.2
If the need arises, the Senate is responsible for drafting and writing/re-writing any law or laws of the SU.

5.2.3
The Senate is the students voice and expresses their opinion, on their behalf, on all matters and decisions directly related to them. In order to full this role the Senate must serve as a complaint center for the students. The Senate must investigate and attempt to resolve all complaints in cooperation with the University complaint center and the University management.

5.2.4
It is the responsibility of the Senate Vice President to make Senate meeting records, including attendance, accessible to the public, through Student Union media.

5.3
5.3.1

Chairperson

The President acts as the Chairperson of the Senate.

5.3.2
Represents the Senate to all internal and external entities.

5.3.3
Manages the administrative work of the Senate and chairs all meetings.

CHAPTER 5. SENATE

5.4
5.4.1

Meetings

The Senate must meet once per month in a Mandatory Meeting. The timing to be decided by the President of the Senate and/or his Vice.

5.4.2
All Senators must attend this meeting, or provide an acceptable excuse beforehand, save for extenuating circumstances to be dened in the code of Procedures.

5.4.3
All present Senators vote on the acceptance of an excuse or rule that member absent. The excuse is considered accepted if a majority of those present voted in favor.

5.4.4
The Senate President or 3 Senators may call for additional meetings as they see t.

5.4.5
A Senator is automatically dismissed if he/she fails to attend 2 mandatory meetings or 3 additional meetings, having failed to provide an acceptable excuse.

Chapter 6 PRESIDENT AND CABINET


6.1 Responsibilities

The President of the Student Union manages the aairs of the SU and supervises its progress. To fulll his/her duties the President is tasked with: acting as chief representative and spokesperson of the SU. ensuring that all committees are functioning properly and fullling their duties. ensuring that the Vision of the SU is realized. calling weekly meetings to discuss the progress of work in the SU. calling at least 2 General Meetings every semester, attended by all SU members including members of the Senate and SJB. Additional General Meetings can be held if the President sees t.

6.2

Representation in Upper Management

The SU president (or a delegated SU member by the president) has the right to attend the regular meetings with the university council to express the students opening for any decisions related to the student aairs.

6.3

Formation

The Presidents Cabinet consists of 2 core positions, with 2 optional positions. They are as follows: 9

1. Vice-president: Is responsible for fullling any tasks of the SU President that are delegated to him/her or that the President is unable to perform. 2. Treasurer: Is responsible for the SU budget (how it is designated and monitoring its usage), its nancial statements and its nancial aairs and all related nancial matters. The Treasurer must be a student of the Faculty of Management. 3. Vice-President for Events & Student Activities: Is responsible for coordinating the events between the dierent entities in the SU and between the SU and the CCC. 4. First Assistant (Optional): Tasks to be decided by the appointing SU President according to need. 5. Second Assistant (Optional): Tasks to be decided by the appointing SU President according to need.

Chapter 7 STUDENT COUNCIL


7.1
The Student Council (SC) is the body charged with looking after student interests and supporting clubs in their respective elds.

7.2
While organizing events is not the top priority of the SCs various committees, they may occasionally do so in order to fulll any existing need.

7.3
The Student Union is composed of the following committees: 1. Academic & Scientic Activities Committee: Supports students academically, and supports, and organizes scientic events in co-ordination with relevant/interested clubs. 2. Culture & Arts Committee: Supports and organizes cultural and artistic activities and events in coordination with relevant/interested clubs. 3. Political Activities Committee: Supports and organizes seminars, conferences, exhibitions, debates and all forms of political activities in cooperation with relevant/interested clubs. The aim is to spread political awareness and encourage students to partake in their communitys political life.

4. Sports Committee: Supports and organizes training programs, tournaments and all forms of sportive activities in cooperation with relevant/interested clubs. 5. Trips Committee: Organizes educational and entertainment trips on cooperation with relevant/interested clubs. 6. Public & Environmental Services Committee: Strives to increase Environmental awareness between students and organizes events and activities aimed at decreasing the universitys and the communitys impact on the environment, in cooperation with relevant/interested clubs.

7.4
7.4.1

Formation

The election process for the student council members is done through direct elections. These elections shall follow the terms set forth in the following clauses: 1. One person shall be elected from each faculty in each committee except the academic committee. 2. One person shall be elected from each faculty for each class in the academic committee.

7.4.2
The faculties that shall be represeneted are all faculties in the University which are: 1-Pharmacy, 2-Applied Arts, 3-Management, Engineering (4-IET, 5-MET, 6-EMS, 7-Architecture, 8-Civil). This makes a total of eight committees.

7.5.1

High Board

The elections for the high board are done within the student council itself. Each committee elects one person internally. The resultant is the high board whose duties shall be explained below.

7.5.2
The number of members in the rusultant high board shall be six, one from each committee. These six shall elect a a president from among themselves. His duty is to call for meetings, madiate them and announce their beginning and end.

7.6
7.6.1

Duties of the High Board

The high board is responsible for setting the meetings agendas.

7.6.2
The high board is responsible for monitoring work and results of the dierent committees.

7.6.3
Designation of tasks within the high board is left to the judgement of the high board itself.

Chapter 8 STUDENT JUDICIAL BOARD


8.1
8.1.1
The Student Judicial Board (SJB) is composed of one member from every faculty, each given the title Judge.

Composition

8.1.2
The President of the SJB is elected from among its members by the Judges before any responsibilities are assumed, and if the President steps down.

8.2
8.2.1

Tasks and Powers

The SJB shall, upon written request from a student or a member of the SU, convene to: 1. Rule in grievances concerning: a student and an SU member. Two SU members/committees. 2. Rule in a case submitted by the Senate, after due investigation by the Senate. 14

3. Rule invalid, any decision or action taken by an SU member, if it is determined that they violate these by-laws.

8.2.2
The SJB shall monitor the election for all SU positions of the following year.

8.3

Procedures

The Judicial Board shall observe the following procedures: 1. It shall render all its decisions in writing and answer those questions put to it by a plainti. In the case of a plainti naming a respondent, that respondent must be notied in writing of the case, charges, and all other relevant matters to the case. 2. It shall not dismiss charges of any plainti without having sat in session. 3. It may invite interested parties, even those not named by a plainti or respondent, to attend a session of the Judicial Board. 4. In the event of new evidence forthcoming, any member or member association may request that such evidence be considered at a new hearing. The Judicial Board shall determine whether new evidence has been presented. 5. The quorum for the duly convened Judicial Board meeting shall be a simple majority. However, a decision is not to be taken unless approved by the rest of the SJB members. 6. Every nal or appealed decision of the Judicial Board must be presented to the Senate at the meeting following such decision. Every decision of the Judicial Board shall be considered nal and binding if appealed at most twice before. 7. A Judicial Board ruling is consider nal and binding if not appealed by the Senate or the concerned parties within at most 2 weeks from the date of issuing the rule. 8. The Judicial Board adopts its own Code of Procedures, to come into eect upon ratication by the Senate.

Chapter 9 GENERAL ELECTIONS REGULATIONS


9.1
9.1.1
The Representatives shall be elected annually in the General Elections, which take place during the month of March.

9.1.2
Elections are held under the supervision and monitoring of the judicial board of the preceding SU.

9.2
The election process is divided into three phases spanning a period of ve weeks

9.2.1
The rst phase, which occupies the rst week of the total elections duration, is for accepting nominations and screening the nominees to ensure they t the obligations required for the position they are running for.

9.2.2
The second phase, occupying the course of the second and third weeks, commences with the announcement of the accepted candidates nominations. The nominees may then begin campaigning throughout these two weeks.

Campaigning may take the form of debates, yers, online campaigning and any other method adhering to the regulations of the GUC. The only exception to this case is the SJB as it is not allowed to hold debates.

9.2.3
The third and nal phase, occupying the course of the fourth week, is for the actual elections to take place where each GUC student may vote for two (2) senate representatives, one (1) SJB representative and one (1) representative for each committee in the SC.

On the last day of elections, voting lasts half a day. The rest of the day is dedicated for the sorting process.

9.2.4
If the minimum threshold was not met a second round is held. If the second minimum threshold was not met, the SJB then has to approve the candidate with the highest number of votes.

9.3
The SJB supervises and monitors the election process. The SJB is fully responsible for the sorting process.

9.4
Results are announced no later than one day after the end of the election process.

Chapter 10 CLUBS COORDINATION COMMITTEE


10.1
10.1.1
The CCC is composed of the following: An elected secretary. A representative of the SU, appointed by the SU President. A student representative of the GUC administration, appointed by GUC Oce of Student Aaires. A representative of every club in the university delegated by heads (A club has the right to change its representative whenever it sees t).

Composition

10.1.2
The Secretary of the CCC is an independent student chosen by the representatives of the clubs.

10.1.3
The SU representative has to be the Vice President for Events and Student Activities. S/He works as a coordinator between the CCC and the SC.

10.2
10.2.1

Tasks

This Committee meets in order to discuss matters of mutual concern. If there is conict in interests amongst any two or more clubs, this comity meets to discuss these conicts and hopefully resolve them. In short this is a comity responsible for the assurance of the smooth running of work for clubs in the university.

10.2.2
The Secretary of the CCC calls meetings, moderates them and solves disputes that might arise.

10.3
10.3.1

Chairperson

The Secretary of the CCC is the Chairperson of the CCC.

10.3.2
Represents the CCC to all internal and external entities.

10.3.3
Manages the administrative work of the CCC and chairs all meetings.

10.3.4
Works to solve disputes that may arise between clubs and each other, or between clubs and other bodies in the SU/University.

10.4.1

Meetings

The CCC must meet once per month in a Mandatory Meeting. The timing to be decided by the Secretary of the CCC.

Chapter 11 ELIGIBILITY REGULATIONS


11.1 SJB

A nominee for the SJB should meet the following criteria. A GPA of 2.5 or better No history of Disciplinary actions Spent at least 3 semesters as a student at the GUC. Not a member of any active working group. Has Not been terminated from the previous SU. Must not have been a member of the SJB in any former year.

Presidential Cabinet

Nominees of a precedential list should meet the following criteria. Is not under probation. Has no history of disciplinary actions. President and Treasurer should have spent at least 3 semesters as students at the GUC. Not a member of any active working group. Has Not been terminated from the previous SU. 21

Chapter 12 REMOVAL FROM OFFICE


12.1 BY REASON OF ABSENCE

Representatives absent from three scheduled regular meeting of the Senate are deemed to have automatically resigned.

12.2

BY VOTE OF THE SENATE

Representatives may be dismissed by two-thirds vote of the Senate for misappropriation of funds, dereliction of duties, violation of these by-laws or the regulations adopted by the SU. The person subject to such charges has to be given a notice seven days prior to the vote on his dismissal.

12.2.1
In case of a dismissal, should the person subject sense the decision to be unjust, he/she may le a complaint to the SJB. The SJB then may either approve the action taken against him/her, or may call a hearing in which all members of the senate have to defend their case and the subject may defend his own case. In the end the SJB will rule either for or against this person. The SJBs decision is nal and mandatory.

12.2.2
With reference to the two preceding clauses, a person is considered dismissed only if they do not le a complaint to the SJB or if the SJB rules against said person.

CHAPTER 12. REMOVAL FROM OFFICE

12.2.3
An internal-reelection is held on the internally pre-elected position voided by any of the dismissal processes.

12.2.4
The SU President has the right to assign a student to any voided position. The assignment process has to satisfy the following: The Senate should approve the nomination. The assigned student should be within the same constituency of the voided position.

Chapter 13 BOOKS AND RECORDS


13.1
The Student Union shall maintain and make available to its members at the head oce during normal university working hours documents containing the following: These by-laws, amendments to it and all regulations enacted or repealed. The names, alphabetically arranged, and addresses of the members. The names and addresses of the Representatives and the dates upon which they become and cease to be such. Minutes of all the meetings of the Senate, as approved by the Senate and signed by the Chairperson of the meeting. Detail as to the receipts and disbursements of the SU and the matters to which each of them relates, as well as detail of its nancial transactions and its credits and liabilities.

Chapter 14 FISCAL YEAR


The Fiscal Year of the SU shall terminate on the 31st of may. The transformation of responsibilities occurs during the month of June such that by the 1st of July the preceding SU has removed all its authority and the newly elected SU has assumed all responsibilities.

Chapter 15 DELEGATION OF POWERS


The Representatives may, from time to time, entrust to and confer upon any one or more of the Representatives such of the powers exercisable by the Representatives as they see t, including the powers to sub-delegate, for such time and to be exercised for such objects and purposes, and upon such terms and conditions and with such restrictions as they may deem expedient and may from time to time revoke, withdraw, alter or vary all or any of such powers.

Chapter 16 AUTHORITY OF THE BY-LAWS


In the event of any conict between these by-laws and the constitution of any member association, these by-laws shall take precedence. All amendments, regulation and resolution, motions or decisions of the SU including, but not limited to those made by or in the council of representatives, the President, the SJB, Special General Meetings, Referendums and any member association must be made in conformity with these by-laws.

Chapter 17 AMENDMENTS TO THE BY-LAWS


Amendments to these By-Laws and the adoption of any new by-law must be approved through a majority referendum by the students of the University. An exception is where the Code of Procedures is concerned where two-thirds majority vote of the Senate shall be required.

Chapter 18 GENERAL PROVISIONS


18.1
Delays which end on a Friday, a legal holiday or an ocial GUC holiday are extended to the next weekday.
