1. Working title (make this short though clear: already give an idea of who, what, why in the title, for instance: empowering rural farmers to increase their crop production via basic cell phones and community support) 2. Type of m-learning field (language, health, environment, learners with learning difficulties) (can be useful to find similar projects amongst other participants) 3. Project goal (what do you want to achieve with this project? For instance: an improved financial awareness and action strategy for women in poor and challenged situations) 4. Target audience (Who will be the learners for this m-learning project? e.g. primary school children, illiterate workers...): 5. What type of technology and infrastructure can be expected? (which type of mobile device will be offered or do the target audience have at their disposal? What type of connectivity is to be expected on the target audience level? Is there stable electricity? Can you use mobile social media or not? Are the mobile devices basic (email, sms) or more elaborate (mobile apps, mobile browser ?) 6. Possible guarantees for sustainability (most of the time this is the most difficult part of a m-learning project or any technology project. Try to come up with durable ideas: using what the target population has, keeping costs low....) 7. Who are ALL the stakeholders that might influence the project? (e.g. school directors, district health clinics, ministry of education, top level managers...) 8. Deadline or timeline for developing the project (if any): 9. A broader description of the project (all the above elements only require a brief description, in this section you can elaborate the overall project, possibly with a scenario describing how the learning cycle of the project evolves... this will give us all a better indication of what you have in mind for the full project) 10. Which steps will you take to ensure you will reach your m-learning goal? (list the different steps that will bring you to a successful end result: interviewing the target population, getting funds from organization X, developing mobile training....) 11. Problems you are not sure about? (Please list any insecurities here, that way we can all have a look and suggest possible solutions, together we can solve much more in less time).
Mobile learning environment of the university: The use of mobile devices for the creation of open educational resources (OER)
3. Project goal:

4. Target audience
Students and teachers of the university
If users have a common mobile phone, then it is usually already installed their mobile applications. For Russia, this is generally: , Twitter, Facebook, Yandex, Gmail, mail.ru
7. Who are ALL the stakeholders that might influence the project:
Administration of the university. For administration this project could be useful from the standpoint of increasing the rating of the University. University mobile learning environment, with open educational resources to expand the audience and can attract potential students. Teachers and students of the university. For them, this project is a chance to improve their skills in ICT and in the using of mobile devices for learning and get the skills of cooperation and project activities. Local (municipal) governments. Mobile open educational environment of the University extended the impact on the population of the region. It will give them access to free educational resources and create learning conditions for people with limited
physical abilities. It will facilitate the integration of educational spaces of regional universities.
As part of the formal educational process of students under the guidance of teachers create such resources, and placed on a common platform. The teacher evaluates the quality of work and can give advice on improving these resources. Students can form their work groups, create content for online and offline mlearning. If there is no on-campus Wi-Fi access, students can use GPRS or 3G network or create theirs materials on the device, and then place it with the home network or in parts of the city, where there is Wi-Fi. Students can evaluate resources by each other. Comment on them, to give advice on how to improve them, to offer new options for their use. In doing so, begins to operate a separate resource in which students can share experiences in creating certain types of learning resources. To give advice to his colleagues on the use of software, mobile applications, etc. This resource (website) supported by students. The result of this work is OER created by students on specific topics (modules) of learning subject. During the pilot project, organizers are supporting and advising both teacher and student groups. The ultimate goal of the organizers is to determine the conditions for sustainable development of the project self-sustaining, and creating a flexible program of internal training. B) After the pilot project. After completion of the project its evaluated from the point of view of the student through the final poll. We find out what went well, what did not, what should be developed. As a result of the project, we provide to university administration a guidance brief with our proposals in the following areas: academic affairs, finance, development of wireless networks university, encouraging teachers, and advanced training courses. In the case, of administration support - to solve the issue of such work in several departments.
10. Which steps will you take to ensure you will reach your m-learning goal:
(We follow the majority of Russian and Ukrainian universities) 1. Get support from individual teachers and departments of the university. Spend with them a pilot (sample) project. To analyze the results of the pilot project. 2. Based on analysis of the pilot project, in view of its strengths and weaknesses get support of the administration and other teachers to further implementation. 3. With the help of volunteers and student scientific society to create a website (portal) project to teach other students.
4. Conduct training courses for teachers. 5. Receive funding for: development of a mobile network of university. reward the most active teachers and students. improvement of the technical part of the University (networks, servers). payment of teachers and invited persons for conducting trainings for the participants of the project.
11. Problems:
1. The cost of mobile communication for teachers and students. 2. Lack of university administration strategy of improving m- learning. 3. The lack of teachers and students skills of online teaching, learning and networking collaboration. 4. Teachers lack skills to create learning materials via mobile devices. 5. The different characteristics of mobile devices of participants.
