cookies when using the COD web site.
Volume II – Common Record Full Participant Technical Reference
Volume II, Section 1 – Full Under the topic titled “Student Identifier and Data II – 1 – 59
Participant Implementation Elements Matched against the CPS”, updated a business
Guide rule for a Common Record that contains a new award for
an existing student (Business Rule #8) – stating COD will
return edit code 24 if the student identifier data elements
do not match the SPECIFIC CPS Transaction Number.
Volume II, Section 4 – Full Edit 11 – Clarified the condition for this edit. II – 4 – 2
Participant Edits
This condition applies to NEW students and NEW
awards. A NEW student is defined as a student whose
SSN does not already exist in COD.

A new award is submitted for a new student, AND the


combination of SSN, DOB and Last Name (Pell only)
does not match ANY Transaction Number on CPS for
that award year.

NOTE: The condition for this edit applies for ALL


award years.
Volume II, Section 4 – Full Edit 12 – Clarified the condition for this edit. II – 4 – 2
Participant Edits
This condition applies for EXISTING students and
EXISTING awards. An EXISTING student is defined as a
student whose SSN already exists in COD.

An Identifier change is submitted in the simple element


tags <SSN>, <BirthDate> and/or <LastName> of the
Common Record for an EXISTING award, AND the
combination of SSN, DOB and Last Name (Pell only), and
the CPS Transaction Number does not match CPS for that
award year.

NOTE: The condition for this edit applies for ALL award
years.

If the student’s identifiers have changed, confirm the


change has been reported to CPS before submitting the
simple elements to COD.
Volume II, Section 4 – Full Edit 24 – Clarified the three conditions for this edit. II – 4 – 4
Participant Edits
1. This edit applies to NEW students and NEW awards.
A NEW student is defined as a student whose SSN does
not already exist in COD.

A NEW award is submitted for a NEW student, AND the


combination of SSN, DOB and Last Name (Pell only) does
not match that SPECIFIC Transaction Number on CPS for
that award year.

2. This edit applies to EXISTING students with a NEW


award. An EXISTING student is defined as a student
whose SSN already exists in COD.

A NEW award is submitted for an EXISTING student,


AND the combination of SSN, DOB and Last Name (Pell
only) does not match that SPECIFIC Transaction Number
on CPS for that award year.

3. A CPS Transaction number change is submitted for an


EXISTING student and award, AND the submitted
Transaction number does not exist in CPS for that
student.

NOTE: The conditions for this edit apply for ALL award
years.

Edit 24 – Added the following text to “How to Fix this


Record”.

Compare SSN, Date of Birth, and Last Name combination


reported in the Common Record to the same data
elements on the student’s ISIR based on the reported CPS
Transaction Number. If any of these identifiers do not
match, resubmit with the corrected data.

Volume V: Table of Contents Replaced the “DRAFT” School Testing Guide, which was V
published in November 2005, with the final version.
Volume V, Section 1 – COD Replaced the “DRAFT” School Testing Guide, which was V–1
School Testing Guide published in November 2005, with the final version.
Volume V, Section 2 – COD Full Replaced the “DRAFT” School Testing Guide, which was V–2
Participant Test Cases published in November 2005, with the final version.
Volume VI – Appendices
Volume VI, Section 2 – Funding Clarified in the “Relationship Between Direct Loan VI – 2 – 6
Methods Processing Options and Funding Methods” table to
indicate schools that are on HCM1 Review Status must
have an accepted promissory note before submitting an
actual disbursement.
Volume VI, Section 3 – Pell Added the “Pell Grant Calculation Table for 2006-2007” VI – 3
Grant Calculation Table section. There are no changes from 2005-2006. More
information on the Pell Grant Payment schedule can be
found on IFAP at:
http://ifap.ed.gov/dpcletters/P0601.html.
Volume VI, Section 8 – COD Added a business rule throughout the section to indicate VI – 8
Reports that schools will no longer receive COD Reports if there
is no data for that report.
Volume VI, Section 8 – COD Clarified that the Pell Disbursement List is available for VI – 8 – 65
Reports award year 2004-2005 and forward.
Volume VI, Section 8 – COD Added a note to clarify that the Pell POP Report is only VI – 8 – 72
Reports sent to schools that week if they currently have at least
one student in POP.
