Theschoolisasix-yearcomprehensive,offeringawidecurriculumofcerticatecoursesandanextensive

AsweapproachtheendofourtimeatKnoxAcademy,weareatthestageofconsideringourfutureplans

KNOX ACADEMY
KnoxAcademy,Haddington,isthedescendantofamedievalgrammarschoolandwasdedicatedtoJohn
Knoxattheendofthe19thcentury.
Itisanon-denominationalandco-educationalschoolwhoseroll(atSeptember2011)was808.
KnoxAcademyhasanextensivecampusandtherecentmajorrefurbishmentandrebuildhaveprovided
acombinationofnewandremodelledfacilities.Thesefacilitiesareaccessibletoallpupils.Facilities
includeaDramaroomandSeminarroomsaswellassocialareasforthepupils.Allclassroomsandthe
LibraryareconnectedtotheInternetandIntranet.
The school has extensive playing elds and new sports facilities featuring a full-size Games Hall and
Gymnasium.ForswimminglessonsPEclasseshaveuseoftheAubignySportsCentreinthetown.
TheClusterPrimaryschoolsareKingsMeadowPrimarySchool,StMarysRomanCatholicPrimarySchool
inHaddingtonandYesterPrimarySchoolinGifford.

Enrolment
PreparationfortheenrolmentofpupilsfromP7beginsintheautumnprecedingtheirentrytosecondary
school. An open evening for P7 parents and pupils is held in October.The actual date of the Open
Eveningissenttoourclusterprimaryschoolsandannouncedinthelocalpress.Anyparentunableto
attendtheOpenEveningshouldtelephonetheschoolofcetoagreeamutuallyconvenienttimetovisit
theschoolandspeaktoamemberoftheschoolsManagementTeam.InJuneprecedingthenewsession
inAugustthereisaparentseveningandpupilstransferringpayatwo-dayvisittotheschool,following
theirtimetablesandmeetingteachers.
Normallychildrenattendthecatchmentareaschoolknownasthedistrictschool.PupilsintheCluster
PrimarySchoolswillautomaticallytransfertoS1.ParentswishingtoenroltheirchildatKnoxAcademy
fromoutwiththecatchmentareashouldfollowtheproceduresgivenintheinformationwhichwillbesent
outtotheirhomeaddresswhentheirchildisinP7.Admittanceforpupilsoutwiththecatchmentareais
subjecttovacanciesbeingavailable.Itshouldbenotedthatattendanceatanon-districtprimarydoes
notmeantransfertotheattachedsecondaryschool.Theschoolisalwayswillingtoprovideinformation
anddiscussanyproblemsordifcultieswithprospectiveparents.

S3 and S4
Currently each pupil will have the opportunity to
take eight subjects at Standard Grade or equivalent
certicated by the Scottish Qualications Authority.
In order to ensure a balanced curriculum, there are
certain restrictions on course choices. Currently,
English and Mathematics are compulsory; all pupils
must study at least one science, one social subject
andallpupilsareencouragedtotakeasubjectwith
a technology bias and a language. Standard Grade
programmesuseawidevarietyofteachingmethods.
Every pupil will undertake a course in Personal and
SocialDevelopment,whichisaimedatincreasingtheawarenessofpupilsaboutlifeandworkoutwith
theschoolcommunity.ThisincludesaworkexperienceplacementinS4.Pupilswillreceiveone
periodofcorePhysicalEducationandRME.Currentlythereisprovisionforpupilstoattend
pre-vocationalcoursesatCollege.
The curriculum choices that were available for S3 for 2011-2012 are shown in the Appendices.
Coursesandcoursechoicesaresubjecttocontinuousreviewandrevision.
S5 and S6
CoursesofferedintheSeniorSchoolmaychangeaccordingtodemandandresources.Allcoursesin
theseniorschoolareNationalQualications.PupilssuccessfullycompletingacourseinS5should
considertakingamoreadvancedcourseinS6.AllfthyearpupilsareexpectedtostudyEnglishand
haveafulltimetableofvecourses.
TheScottishQualicationsAuthoritycerticatesallcourses.
All pupils in S6 are expected to broaden their experiences by undertaking a work placement,
communityserviceorservicetotheschool(assistingyoungerpupilsetc.).
ThemajorityofpupilscompleteasixthyearbeforeenteringFurtherorHigherEducation;trainingor

Religious and Moral Education
Thereisastatutoryrequirementtoprovidereligiouseducationandreligiousobservance.RMEdeals

understandingofdifferentbeliefs,valuesandpractices.Assuch,itmakesanimportantcontribution
tothedevelopmentofpupilsinpreparationforadultlife.
Religious education involves understanding the beliefs, values and practices of Christianity and
otherworldreligions.Pupilsareencouragedtodevelopunderstandingof,andrespectfor,people
ofdifferentfaithsandpeoplewhoadoptanon-religiousstanceforliving.
Moral educationistheprocesswherebyapersondevelopsresponsibleattitudestowardsothersand
theskillofmoraljudgementaboutwhatisrightandwrong.Pupilswilllearntoappreciatecommon
valuessuchashonesty,liberty,justice,fairnessandrespectforothers.However,theywillnotbe
toldwhattothink:RMEaimstodevelopthethinkingskillsthatwillenabletheindividualtomake
uptheirownmindsonreligiousandmoralissues.
ParentsdohavethestatutoryrighttohavetheirchildrenwithdrawnfromRME,andshouldcontact

Religious Observance
Religiousobservanceshouldprovideopportunitiesfortheschoolcommunitytoreecton,anddevelop,
adeeperunderstandingofthedignityandworthofeachindividualandtheircontributiontotheschool
andwidercommunities.InrecognitionofScotlandsChristianheritage,schoolsareencouragedtouse
therichresourcesofthistraditionwhenplanningreligiousobservance.Manyschoolcommunities
containpupilsandstafffromfaithsotherthanChristianityorwithnofaithcommitment.Thisshould
betakenfullyintoaccountinsupportingspiritualdevelopment.Itisofcentralimportancethatall
pupilsandstaffcanparticipatewithintegrityinformsofreligiousobservancewithoutcompromise
totheirpersonalfaithstances.
Atpresentschoolassembliesarethemostcommonvehiclefordeliveringreligiousobservance.There
shouldbeacleardistinctionbetweenassembliesdevisedforthepurposeofreligiousobservance
andassembliesforotherpurposessuchascelebratingsuccess.Religiousobservancemightinclude
opportunitiesforclass,year,stageorwholeschoolobservanceaswellasinvolvementbypupilsand
others,includingschoolchaplains,inplanningandpresentation.Thereisastatutoryprovisionfor
parents to withdraw children from participation in religious observance.This right should always
bemadeknowntoparentsandtheirwishesrespected.Parentsshouldbeprovidedwithsufcient
informationonwhichtobaseadecision.
Whereachildiswithdrawnfromreligiousobservance,schools
shouldmakesuitablearrangementsforthechildtoparticipatein
aworthwhilealternativeactivity.Innocircumstancesshoulda
childbedisadvantagedasaresultofwithdrawingfromreligious
observance.

ASSESSMENT
Variousformsofassessmentareusedatschool.Assessmentsdoneduringacourseorattheendof
aparticularsectionofworkhelpthepupilsandStafftoidentifyareasofstrengthsandweaknesses
inspecicskillsorareasofknowledge.Thus,Staffcandiscoverwhereextrasupportisneededand
pupilscandevelopcondenceintheirabilities.Assessmentsattheendofacourseindicateexactly
whatapupilhasachievedormasteredinaspecicsubject.
Asthepupilprogressesthroughtheschool,schoolexaminationsmovemoretowardspreparationfor
externalexaminations.InS5/6,NationalQualicationscoursesincludeendofunitassessments.
Many subjects include internal assessment of coursework, which counts towards the nal grade
awarded.DetailsofpupilsachievementsarepassedontousfromthePrimarySchools.Theseare
usedinMathematicstoallocatepupilstotheirinitialclassesandtoidentifynextsteps.InEnglish
theclassesinS1aremixedability.
The school holds a central record of all examination performances and certicates gained. A
computerised administration system is operated and parents are advised of the contents of these
recordsunderthetermsoftheDataProtectionAct.Pupilsintheseniorschoolarehelpedtocompile
aleofprogress.Thisincludesarecordofallpersonalachievements,qualications,workexperience
andindividualplansandtargets.
REPORTS
Afullreportonapupilsprogressandachievementissenthomeonceayear.Progressreportsare

areencouragedtomakeanycommentstheywish.Parentsandcarersshouldfeelfreetocontact
theschoolatanytimeiftheyareconcernedabouttheirsonordaughterswork,andwouldlikea

ThreeClusterTeamCo-ordinators(eachoneoperatingacrosstwoclusters)canprovideinformation,adviceorsupportto

The school aims to offer support and assistance to youngsters who nd the academic and social
demandsoflifeintheschoolandcommunityoverwhelmingattimes.WeoperateaPupilSupport
Basethatoffersasupportiveenvironmentforpupilsexperiencingdifculties.
Thereisarangeofspecialistprovisionavailabletomeetthelearninganddevelopmentneedsofall
childrenandyoungpeople.Thereareoutreachteacherswhoworkwiththosepupilsfromwhom
English is an additional language, those who have long-term absence from school due to illness,
thosewhohavevisualorhearingimpairmentandalsopre-schoolpupilswhohavesevere/complex
additionalsupportneeds.Therearevariousapproachesusedtosupportchildrenandyoungpeople
who have social, emotional and behavioural difculties. These include in-school support bases,
enhancedcurriculumgroupsandinputfromtheChildrensServicesIntegrationTeam.
TheNewCommunitySchoolsInitiativehasfundedtheclusterwithaChildandFamilySupportWorker
tosupportpupilsandfamilies.

TheprovisionofcareersinformationandadviceisanimportantpartoftheGuidanceprogrammeat
allstagesfromlowertoupperschoolandisco-ordinatedbythePTSupport(SupportforPupils).An
extensiveCareersEducationprogrammeisamajorcomponentinSocialEducationforallyeargroups
andissupportedbytheCareersAdvisorwhoalsointerviewsallschoolleavers.
ThereisanexcellentCareersLibrarywithuptodateinformationcoveringawiderangeofCareers.
Muchofthisinformationcannowbeaccessedusinginformationtechnologyresources.
Inaddition,pupilshaveaccesstoawiderangeofotherexperiences/resourcestohelpthemplanand
settargets.ThesestartinS1butaremostheavilyconcentratedinS4-S6,andincludesuchthingsas
WorkExperience,MockInterviews,C.Vs,ProgressFilesandvisitstoHigherEducationInstitutions,
to name but a few. Parents are invited to consult with the appropriate Guidance teacher on any
aspectofCareers.
CareersScotlanddrawupanannualplan,agreedwiththeschool,whichdetailsCareersprovision
fortheschoolyear.
TheCareersServiceoffersadvice,guidanceandinformationtopupilsonfuturecareersplans,ranging
from employment and training to further and higher education. In order to do this, the Careers
AdvisorworkscloselywiththeschoolGuidancestaffandisavailabletoallpupilsintheschoolbut
concentratesmainlyonpupilsinthemiddleorupperschool(S4-S6).Mostoftheworkcarriedout
intheschoolbytheCareersAdvisorisviaindividualandgroupinterviews,andtheseareofferedto

Whenapupilisnotresponsivetotheinstructionsandverbalwarningsoftheteacher,usecanbemade
ofarangeofsanctionswhichincludes(a)issuingamisdemeanourslip(b)detentionatlunchtime
orafterschoolonFriday(c)sendingadisruptivepupiltoacolleaguesroomforthedurationofthe
lesson, (parents are informed by letter at the discretion of the relevant Depute Headteacher); (d)
referraltotheHeadofDepartment/DeputeHeadteacher.
ThePupilPointsSystemisjustoneelementofencouraginganethosofachievementintheschool
andpromotingthewellestablishedhousesystemwithinKnoxAcademy.
Pointsareawardedtopupilsforawidevarietyofachievementswhetherthisbeapositivereferralin
class,representingtheschoolatlocal,countyornationallevelorpassingadancingormusicexam,
whatevertheachievementwewanttoknowaboutit.
Pupilsalsolosepointsformisdemeanours,latecoming,notwearingDressCodeandnotbriningPE
kit.Theonusisthenonthepupiltotryandmakeuptheirpoints.
Pupils start with 0 points and those who drop below -15 are not allowed to take part in end of
termactivitiesandmaynotbeallowedtogoonexcursionsorattendothersocialeventsrunbythe
school.
Weaimtoconsultandinvolveparentsatanearlystageifthereiscauseforconcernregardingapupils
behaviour.Thisisdonebyinvitingparentsintoschooltodiscusstheproblem.
Parentsareinformedofseriousmisbehaviourandindisciplinebyletterfromamemberoftheschools
ManagementTeam.Inthemostintractableorseriouscases,pupilswillbeexcludedfromschool.
On behalf of parents the Parent Forum holds a watching brief over general discipline and school
life.
Werelyonparentalsupportinhelpingusmaintaingooddiscipline.Parentsshouldcontacttheschool

SPORTING ACTIVITIES
Knox Academy has an extensive programme of sporting activities. Clubs and practices take place at
lunchtimesandafterschool.Saturdaymorningandafterschoolmatchesarearrangedforrugby,football,
hockeyandbasketball.Teamsareenteredforcompetitionsinothersportingareassuchasvolleyballand
badminton.
Seniorpupilshavetheopportunitytogainbasiccoachingcerticatesinseveralsports.Manypupilsplay
asportatschool,districtandinternationallevels.
Initial contact for sporting activities is via MrA Lambert (Sports &Activities Coordinator). Any parent
interestedinassistingwithextra-curricularsportsshouldalsocontactMrALambert.
OUTDOOR EDUCATION
OutdoorEducation,bydenition,isanyeducationalactivitythattakesplaceoutsideoftheclassroom.
Theschooloffersanumberofoutdooreducationopportunitiesforpupilsinallyeargroups.Theseinclude
ActivitiesWeek,theOutdoorEducationchallengesandtheMAAPProgramme,TeambuildingWeekends
andOverseasExpeditions.

ADMINISTRATIVE INFORMATION
HEALTH, SAFETY & WELFARE:
Transport:
TheCouncilscurrentpolicyistoprovidehometoschooltransportforthosepupilsattendingthe
DistrictSchoolwholivemorethantwomilesfromthatschool.
Buspassesareissuedwherepublictransportexistsandcontracttransportisarrangedwherethere
isnosuitablepublictransport.Wheretherearevacantseatsoncontractbuses,thesemaybemade
availabletopupilswhoarenotnormallyentitledtofreetransportonagraceandfavourbasisbut
mustbeappliedforeachsession.Thesecanbewithdrawnshouldtheseatberequiredforpupils
whoqualifyforthisprovision.
TravellingexpensesarealsometinthecaseofanypupilwhomtheCouncilrequirestoattendaschool
otherthanthedistrictschoolprovidedthepupilmeetsthedistancequalication.Whereappropriate,
freetravelisprovidedforpupilsreceivingspecialeducation.
Considerationmayalsobegiventorequestsforassistancewithtravelinexceptionalcircumstances,e.g.
wheretheroadbetweenhomeandschoolisdeemeddangerousbytheCouncil(throughconsultation
withthePoliceRoadSafetyDepartment)andwherethereisnopublictransportavailable.
Parentswhochoosetosendtheirchildrentoaschoolotherthanthedistrictschoolwillnotreceive

Medical Care:
Parents are asked to notify the school if their son/daughter has any special medical condition or
requirementandgivetheschoolthenameoftheirGeneralPractitioner.Wealsoaskforanemergency

The School Health Service:
Throughoutyourchildsyearsatprimaryandsecondaryschool,ateamofspecialistHealthService
andEducationDepartmentStaffwillbeseeinghimorherfromtimetotimetomakesurethathe/she
benetsasmuchaspossiblefromallthatschoolhastooffer,andtohelppreparehimorherforlife
afterleavingschool.TheSchoolHealthServiceispartoftheCommunityChildHealthServiceand
hasdirectlinkswiththosewhocarryouthealthchecksonchildrenbeforetheystartschool.
Many different services are provided. The School HealthTeam takes the issue of maintaining
condentialityseriouslyatalltimes.Thestaffinvolvedmakeeveryefforttoworkcloselywithparents
and with others who are caring for your child, both at school and other branches of the Health
Service.
FromAugust2000therewasachangeintheSchoolNurseProgrammeforVisionScreeningcarried
outinSecondarySchools.TheLothianUniversityHospitalNHSTrustchangeaffectedroutinevision
screeningofallpupilsatS3level.ThisdecisionwasmadebytheVisionLinkGroupatCommunity
ChildHealthfollowingaStudyofS3visionscreeningwhichshowedthatveryfewcasesofvision
defectswerepickeduponscreeningandmostofthosewereofaminornaturethatdidnotaffecttheir
vision.TheSchoolNursestilloffersvisionscreeningatS2tothosepupilswherethereareconcerns
abouttheirvision,andthosewhomeettheselectioncriteria.
Someofthestaffconcernedandthepartstheyplayareasfollows:-
School Nursesareinvolvedwithhealthpromotionandeducation,preventionofillhealth,immunisation
andhealthsurveillance.TheattentionoftheSchoolDoctorisdrawntoanypossibleproblemsand
parentsandthefamilydoctorareinformedifanyfurtheractionisconsiderednecessary.

A Health AssistantmayhelptheSchoolNurse.TheSchool Nurseactsasanimportantlinkbetween
homeandschool.Shevisitstheschoolregularlyandliaiseswithteacherstondoutwhetherany
pupilhasahealthneedthatrequirestobeaddressed.TheSchoolNursecanlinkwithothermembers
ofthehealthteam,inthecommunityorinhospital,concernedwithachildshealth.
TheNursereviewsthenotesofallchildreninPrimaries1andS2aswellasthoseofallnewentrants
toEastLothian.
ParentsarealsoaskedtocompleteahealthquestionnaireabouttheirchildatPrimary1,7andS2.
TheSchool Doctoristrainedincommunitypaediatricsandispartofateamofdoctors,includinga
consultant community paediatrician,foryourarea.
Theschooldoctorwillbepleasedtoseeyouandyourchildatamutuallyconvenienttimeifyouare
concernedabouthis/herhealthorgeneralprogressatschool.
With your consent, the school nurse also carries out immunisations to protect against various
diseases:
Age12-13 Testingforresistancetotuberculosisandimmunisations(BCG)whererequired.
Age13-14 Boosterimmunisationagainstdiptheria,tetanusandpolio.
Theaudiometric team,whocheckchildrenshearing,willnotvisittheschooltocheckpupilshearing.
Insteadtheywillprovidealocalclinicbased,appointmentonlyserviceforallschoolagedchildren
requiringahearingassessment.Theseinclude:
- Allchildrenwhoareduetohavearoutinere-testasaresultofbeingfoundtohaveahearing
lossataprevioustestinschoolorasapre-schoolchild.
- Allschoolagechildrennewlyreferredforassessment,eitherPrimary1orotheryears.
- Theschoolmedicalofcerwillinformschoolsoftheresultofanyassessment.
Thespeech and language therapistcanprovideassessmentand,ifnecessary,treatment,ifyou,ateacher,
yourGPortheschooldoctorfeelsthatyourchildmayhaveaspeechorlanguageproblem.

OCCASIONAL AND EMERGENCY ARRANGEMENTS
Whenaschoolclosureisplanned,forexample,forthein-servicetrainingofStaff,parentsareinformed
inadvance.
East Lothian Council is responsible for liaison with the bus contractor and the cluster primary
schoolsaffected.InwinterblizzardstheHighwaysDepartmentadvisesthebuscontractorsonthe
conditionoftheroadsandthecontractorarrangeswiththeschoolforearlyreleaseofcountrypupils
asappropriate.

ROAD SAFETY
In East Lothian there are currently almost 15,000 Nursery, Primary and Secondary school pupils.
In2007,32schoolagechildrenwereinjuredonEastLothiansroads,eightseriously.Nearly35%
of all pedestrian casualties occurred (2007) to children in the 5-15 year age group. East Lothian
CouncilworkingwithLothianandBordersPoliceandotheragenciesarecommittedtoreducingthe
numbersandseverityofroadcasualties.Theyhaveidentiedanumberofimportantinitiativesto
helpreducethenumberofroadcasualties.These will require a notable change of behaviour by
everybody, particularly from drivers in built-up areas.
Theseinitiativesaimtoreducethenumberofcarjourneystoandfromschoolbypupils,parentsand
staffto:
Encouragechildrentowalkorcycletoschool,therebyimprovingthesafetyforthepupil
onthejourneytoschool.
Providepupilsandparentswithappropriatetrainingtoallowthemandtheirchildrento
journeytoandfromschoolsafely.
Improvepedestriansafetyinandaroundschool.
Raiseawarenessamongstpupils,parents,andstaffofthewiderhealthand
environmentalproblemsassociatedwithincreasecaruse.
Improvethelocalenvironmentforeveryonebyreducingpollution,congestionand
addressingsafetyissuesaroundtheschool.
Theschoolasksyoutoreviewyourcurrentorintendedmodeoftraveloftraveltoandfromourschool
andconsiderwhetherornotitshouldbechangedormodiedtohelptheschool,pupils,staffand
otherparentstoachieveouraimsandreducethenumberofchildcasualties.

COMMUNICATION WITH PARENTS
TheChildren(Scotland)Act1995amendedthedenitionofparentintheEducation(Scotland)
Act1980toparentsincludesguardianandanypersonwhoisliabletomaintainorhasparental
responsibilitiesinrelationto,orhascareof,achildoryoungperson.
Effective communication between school and parents is vital.This can be difcult when parents
separateordivorce.IfparentsareseparatedoradivorcewasgrantedafterNovember1996bothparents
willretainparentalresponsibilities,unlessthecourthasspecicallyremovedthoseresponsibilities.
Inrelationtoplacingrequests,appealsagainstcertaineducationaldecisionsandaccesstopupils
recordsbothparentswillnormallyhaveequalrights.EvenifadivorcewasgrantedpriortoNovember
1996theparentwithoutcustodymaynothavelostallrightstoinformationandtobeinvolvedin
decision-making.Theabovedenitionmayalsogiveothersrights.
Schoolswillthereforerequestthenamesandaddressesofbothparentsatthetimeofenrolmentand
attheannualupdateofdata.Theparent(s)withwhomthepupilresideswillautomaticallyreceive
allcommunicationsfromtheschool.Ifaparentlivesawayfromthefamilyhometheywill,when
theschoolisrstinformedoftheiraddress,receiveaRecordedDeliveryletterenquiringwhetheror
nottheywishtoreceiveinformationabouttheirchildseducation.Ifnoreplyisreceiveditwillbe
assumedtheydonotwishtobekeptinformedandtherewillbenofurthercommunicationunlessa
requestforinformationissubsequentlyreceived.Iftheywishtobekeptinformedtheywillreceive
copies of all communications regarding the pupil including copies of reports and notication of
ParentsMeetings.Theparentwithwhomthepupilresideswillbeinformedthatthisishappening.
The school is dependent on the parent with whom the pupil resides supplying the appropriate
informationi.e.theaddressoftheparentnotlivinginthefamilyhome,detailsofCourtproceedings
prohibitingthatparentsinvolvementinthechildseducationoranyotherrelevantdocumentation.

Provision is also made for pupils which includes outreach staff for literacy difculties; English as

theirpupilsandthemethodsusedshouldbeincludedinthehandbook.Thiscouldincludeformal
consultationthroughPupilCouncils,pupilsco-optedtoParentCouncils,questionnaires,suggestion
boxes,reviewandplanningmeetings,aswellasarrangementstoconsultwithindividualpupilsat
appropriatetimes(subjectchoice,exclusionsetc).
TEAM TEACH
WeprideourselvesinEastLothianonprovidingasafelearningenvironmentforourpupils.Sometimes,
someofourchildrenmaygetanxiousoragitatedwewilldoourbesttohelppupilstocalmdown
usingcommunicationskills,distractiontechniquesandremovingtriggerswherepossible.
However,theremaybetimeswhenchildrenneedmorehelptocalmdownthismayrequirestaff
physicalsupporttoensurethepupilsownsafety,thesafetyofotherpupilsandstaff,orthatproperty
isnotseriouslydamaged.Thiscanrequirephysicalinterventions.InEastLothianCouncil,wehave

DISCIPLINE/SANCTIONS
Exclusion of Pupils from School Attendance for Disciplinary Reasons
East Lothian Council, Department of Education and Childrens Services acknowledge the vital
partnershipbetweenschoolsandparentsforsupport,behaviourandguidanceofpupils.
PupilsviewsmustbetakenintoaccountinaccordancewiththeprinciplesoftheUNConvention
1989andtheChildren(Scotland)Act1995providesfortherightsandresponsibilitiesofpupilstobe
exercisedinaccordancewiththeage,maturityandunderstandingofthepupil.TheCouncilisalso
boundbythepoliciescontainedinCircular2/99.
InimplementingtheCouncilsguidelinesandproceduresHeadTeachersandotherAgenciesmust
takeintoaccountthechildsbestinterests.Theeducationandwelfareoftheindividualpupilshas
tobegiventhehighestpriorityinanybalancetheHeadteacherrequirestomakebetweentheneeds
andsafetyoftheschoolasawholeandtheneedsofindividualpupils.
Inthisrespect,theSecondarySchoolHeadteachershallbeadvisedbyarepresentativeofthePupil
SupportTeamattheearliestopportunity.TheHeadTeacherwillbeexpectedtotakethisadviceinto
considerationandtoadvisethePupilSupportTeamoftheoutcome.
TheCounciliscommittedtosupportingtheHeadTeacherindoingeverythingpossibletoensuregood
behaviourandeffectiveattendanceatschool.Wherethereisindiscipline,Headteachersmustuseall
meansattheirdisposaltobringaboutimprovementsinbehaviourandthismustincludeextensive
contactwithparentsandotheragencies,seekingtheirsupport.
Fourcriteriawillbeusedtojudgeindiscipline:whethertheeffectiveeducationofthepupilispossible
giventheindiscipline,whetherthelevelofdisruptiontotheeducationofotherpupilsissuchthat
seriousactionmustbetakentopreventthis,ifthereisbehaviourwhichisdangeroustopupilsand/
orstafforasalastresort,iftheparent/carerisunwillingtoco-operatewiththeschool.N.B.Itisnot
appropriatetoexcludeapupilforfailuretoattendschool,asthisdoesnotmeeteitheroftheabove
criteria.
Temporary Exclusion
UnderdelegatedpowertheHeadTeachermayexcludeapupilforamaximumof5workingdays.
TheaimofsuchTemporaryExclusionistoallowacooling-offperiodduringwhichtheschool,the
pupilandtheparentcanconsideranddevelopstrategiesthatwillhelptobringaboutimprovements
inbehaviour.Crucialtothesuccessofanystrategiesisthewillingnessofparent,pupilandschoolto
worktogether.Everyeffortismadetowelcomeparentsasactivepartnersintheprocessofimproving
behaviour,whilstrecognisingthatchangingbehaviour
isnoteasyandwillrequireextensiveandextended
support.InEastLothian,theDepartmentofEducation
& Childrens Services has delegated the power to
excludeachildfromschoolattendancetotheDirector
ofEducation&ChildrensServices,whohasinturn,
delegated to Headteachers the power to exclude
for a period of up to 5 days. Where the proposed
periodofTemporaryExclusionislongerthan5days,
the decision reverts to the Director of Education
& Childrens Services. Under delegated power a
HeadteacherisactingonbehalfoftheCouncilinany
decisiononTemporaryExclusion.

ItmustbeemphasisedthatthedelegationofpoweristotheHeadTeacher,orinhis/herabsenceto
theteachernominatedtorepresenthim/her.Therefore,onlytheHeadteacher,orifabsenthis/her
representative,maysignlettersdealingwithExclusionmatters.Headteachersensurethatarecordis
keptdetailingincidentsofpupilsdifcultbehaviourandassessmentsofprogress.
Exclusion (Removal from the Register)
AHeadteachermayrecommendExclusion(RemovalfromtheRegister)totheDirectorofEducation&
ChildrensServiceswhenhe/shehasseriousdoubtsastotheabilitytocontinuethepupilseducation
intheschool.AHeadteachermaynotremovesuchapupilsnamefromtherollunlesstheDirector
hasagreedtoitsremovalandthepupilisontherollofanotherschool.TemporaryExclusioncontinues
untilthepupilisontherollofanotherschool.WheretheHeadteacherwishestorecommendExclusion
(RemovalfromtheRegister)andissupportedinthatrecommendationbytheDirectorofEducation
& Childrens Services, the Headteacher of the excluding school will actively help the Director of
Education & Childrens Services to arrange for the admission of the pupil to another mainstream
schoolwherethisisindicated.
