COMPLAINT
The Complainant, being duly sworn, makes complaint to the above-named Court and states that there is probable cause to believe that the Defendant committed the following offense(s). The complainant states that the following facts establish PROBABLE CAUSE:

COMPLAINANT, Jamie Karshbaum, is an Officer with the Minneapolis Police Department, and in that capacity has investigated the facts and circumstances of this case and believes the following establishes probable cause: In March 2012, Officers with the 3rd Precincts Community Response Team (CRT) were investigating a small group of individuals selling narcotics together in the Phillips neighborhood of South Minneapolis. The group, which identified itself as the Blood Money Cartel (BMC), consists of several members. Your Complainant learned that three core members of the BMC controlled and coordinated the sale of narcotics. These three core members were identified as Lavalle Jaron Priest, known as Rico or Reek (now deceased), Defendant EDMUND LONG, known as Mackey, and Defendant CHRISTOPHER MICHAEL BYRD, known as Smooth or Ace. Your Complainant learned that the members of BMC use a phone with the number 763-286-2714. The phone is passed around to sell narcotics and is commonly known as the drug phone among crack cocaine users in the area who use that phone number to order up narcotics from members of the BMC. On March 8, 2012, Offices made contact with a confidential informant (CI) regarding members of the BMC. Officers learned that these individuals were working together and selling narcotics in the area of 23rd Street East and 13th Avenue South, City of Minneapolis, Hennepin County, Minnesota. Officers arranged to make a controlled purchase of cocaine using the CI. Officers set up surveillance in the area and observed the CI approach a conversion van that was parked at the corner. The CI walked up to the passenger side of the van and spoke through the passenger side window. The CI then entered the rear door of the van, and exited the van a short time later.

Page Officers reestablished contact with the CI who produced an amount of suspected cocaine that s/he had purchased from the van. The CI told officers that Defendant LONG had sold him/her the cocaine in exchange for the buy funds. The suspected cocaine field-tested positive, weighing less than three (3) grams.

On March 8, 2012, Minneapolis Police Officers met up with the CI to make a controlled buy from members of the BMC near the area of 23rd Street East and 13th Avenue South, City of Minneapolis, Hennepin County, Minnesota. Officers set up surveillance in the area and observed the CI approach the conversion van parked at the corner. The CI entered the van and purchased an amount of suspected cocaine from Defendant BYRD. Officers reestablished contact with the CI who turned over the cocaine purchased from Defendant BYRD in exchange for the buy funds. The suspected cocaine field-tested positive, weighing less than (3) grams. On June 9, 2012, officers made contact with the CI who advised them that Defendant BYRD was in possession of crack cocaine to be distributed to members of the BMC. The CI called the drug phone and arranged for delivery of crack cocaine. The CI was told to meet Defendant BYRD in front of his house, located at 2222 13th Avenue South, City of Minneapolis, Hennepin County, Minnesota. Officers set up surveillance in the area and observed the CI make contact with Defendant BYRD. While the CI and Defendant BYRD were talking, officers observed Lavalle Priest pull up and exit his vehicle. The three parties walked over to a nearby apartment and sat down. A short time later, the CI left the area and made contact with officers. The CI turned over an amount of suspected crack cocaine that he purchased from Defendant BYRD and Lavalle Priest. The CI reported that he was given the crack cocaine by Defendant BYRD and that he paid the money to Lavalle Priest. The suspected cocaine tested positive, weighing 5.5 grams. On June 21, 2012, officers again made contact with a CI regarding members of the BMC. Officers learned from the CI that Lavalle Priest was out of crack cocaine and was planning to re-up when Defendant LONG sold the rest of his. On June 23, 2012, officers again made contact with a CI who advised that Defendant LONG was now selling heroin. The CI placed a monitored call to Defendant LONG and arranged to meet him in the area of 2112 16th Avenue, City of Minneapolis, Hennepin County, Minnesota. Officers set up surveillance in the area and observed the CI make contact with Defendant LONG. The parties walked into an alley. A short time later, the CI walked out of the alley and reestablished contact with officers. The CI gave officers an amount of suspected heroin that he had received from Defendant LONG. The CI advised that Defendant LONG handed him the heroin and told him that he did not have any crack cocaine, but that he should be up and running shortly. The suspected heroin tested positive, weighing 0.1 gram.

COUNT 1: CONTROLLED SUBSTANCE CRIME THIRD DEGREE SALE (FELONY) MINN. STAT. 152.023, SUBD. 1(1), SUBD. 3(a); 609.101, SUBD. 3; 152.01, SUBD. 16a PENALTY: 0-20 YEARS AND/OR $75,000-$250,000 That on or about June 23, 2012, in Hennepin County, Minnesota, EDMUND LONG unlawfully sold, gave away, bartered, delivered, exchanged, distributed, disposed of to another, offered to sell, agreed to sell, manufactured or possessed with intent to sell one or more mixtures containing heroin. COUNT 2:

NOTICE: You must appear for every court hearing on this charge. A failure to appear for court on this charge is a criminal offense and may be punished as provided in Minn. Stat. 609.49. THEREFORE, Complainant requests that said Defendant, subject to bail or conditions of release be: (1) arrested or that other lawful steps be taken to obtain defendants appearance in court; or (2) detained, if already in custody, pending further proceedings; and that said Defendant otherwise be dealt with according to law.
