A STUDY ON THE CAUSES AND EFFECTS OF BEING OUT OF SCHOOL YOUTH KALINISAN STREET, CAINTA RIZAL

Chapter 1. Introduction 1.1 Introduction Are you an Out of School Youth? How does it feel to be an Out of School Youth? Out-of-school youth are broadly defined as youth aged 16 to 24 who are not in school and who are unemployed, underemployed, or lacking basic skills. Youth who were not in formal education was considered or categorized as Out of School Youth. Last 2011, NSO reported that 6.24 million of Filipinos ranging from age 6-24 were considered as Out of School Youth. Mainly, the reasons why they were not able to have education is because of poverty, unsupportable parents/ distant parent, bad peer pressure, bad vices, bad environment and laziness. Even it is free most of Filipinos is lacking of essential needs like bag, notebook, paper, writing materials, clothing and food. People prefer not to engage their self in studying because of hindrances in life. Not surprising since we know that Philippines is a third world country where poverty is out of control. Unsupportable parent or distant parent these are parents that we called anti-motivator parent. Youth dont receive any moral and financial support that will help them to go to school. Instead, they motivate their child not to go to School. Or sometimes, distant parent like Over Seas Filipino Workers (OFW) who most of the time lost track of their childrens path. The parents absence gives authority to the youth to direct their own life without knowing or risking their decision that may lead them in the wrong path. Bad Peer Pressure is from the wrong choice of colleague or friends. Pressure from friends influence them to engage in under age liquor drinker, vandalism, bullying, pornography.

Bad Vices are actions or habit that is considerable as immoral, degrading. Addiction to computer games, to drinking, to be by standers, actions that are not acceptable in the normal norms of the society. Bad environment and laziness is also one reason why individual become Out of School Youth. Learner need a environment that encourage them or give them interest to explore and learn new things. Sometimes laziness of student is also a factor why youth rather choose to be OSY than to be in school. Youth is preoccupied by things that is in least priority, they lack motivation to keep them going in school. Every youth has the right to be educated. Parents has the obligation to send their children in school. To prepare for their future, to be equip with the knowledge that is usable in their chosen career. School mold students to be prepared emotionally, physically and mentally to be at their best in their career and in their life. IV. Definition of Terms Youth The part of life that succeeds to childhood; the period of existence preceding maturity or age; the whole early part of life, from childhood, or sometimes, from infancy, to manhood. Education The degree, level, or kind of schooling. Formal Education - A formal education program is the process of training and developing people in knowledge, skills, mind, and character in a structured and certified program. Hope- A specific instance of feeling hopeful. Causes That which produces or effects a result; that from which anything proceeds, and without which it would not exists. Effects Something that inevitably follows an antecedent. (as a cause or agent)

V. Review of Related Literature. Studies have been made in other countries as well as in the Philippines with direct and indirect bearing on the subject studied in this research. This chapter presented the view of local and foreign authors who have written on the subject their ideas, principle and literature as well as studies conducted with direct and indirect bearing on the researchers subject under study. LOCAL LITERATURE MANILA, Philippines Small but scattered protests greeted the opening of classes for colleges and state universities on Monday morning as youth groups expressed outrage over what they saw as an education crisis worse than the previous administration.The situation is worse now than during the term of former president Gloria Macapagal-Arroyo, CharisseBanez, secretary general of militant youth group Anakbayan, said. Eight million youths are out of school, mostly because they could not afford the increasing tuition and other fees, according to Banez. Leading a rally of around 30 placard-carrying students in front of the gate of the Commission on Higher Education (CHEd) headquarters on Monday morning, Banez said the budget allocation of the national government for education decreased from 13 percent of the national budget in 2010 to 11 percent under the new term of President Aquino. Protests were also staged at the Polytechnic University of the Philippines, University of the Philippines in Diliman, and the Philippine Normal University. The ones affected the most by the budget cut are the youths whodepend solely on the state-run universities for their college education.But what do you expect them to do if the tuition costs more than theirfamilys income? Banez said.Goper Santos, a 17-year-old highschool graduate who could not affordeven the tuition at the city-run Quezon City Polytechnic University(QCPU), is one of the eight million-out-of-school youths.Joining the Mondays protests, Santos said

he took the entrance exam in QCPU sometime in May this year, but he was discouraged upon learning that he needed to pay P8,000, including the miscellaneousfees in a semester.We just could not afford it even in good times so I gave up,Santos said, hoping to take a four-year information technologycourse after graduating from Lagro National High school in Quezon City 60 out-of-school youths (OSYs) aged 14 to 16 from the hinterland barangays of Negros Oriental will participate in the Youth Leadership Summit on April 25-27 in Dumaguete City. The three-day youth summit camp, with the theme Sharing our planet: Deforestation, will increase awareness and promote positive change in deforestation. Oriental Negros Childrens Advocacy (Oncan) spearheads the summit, in coordination with military groups and various nongovernment organizations. The participants will be taught spiritual values, how to help protect the environment, prevent drug abuse, and address issues on insurgency and human rights. Oncan president Marietta Baby Jambora said the summit also aims to develop leadership skills, team building and role playing through various exercises and group activities. The summit is part of the Bayanihan Para sa Kabataan project of various stakeholders that focus their sights on the spirit of Bayanihan, said Jambora.

FOREIGN LITERATURE. In Uganda, AYAs by behavior change communication youth (BCC) as a component(managed PATH) identified out-of-school

prioritypopulation for intervention activities. A 2001 study of education in thecountry found that among those aged 15 to 19, only 11 percent of young women completed primary school, and less than 1 percentcompleted secondary school.Among their male counterparts, 13 percent completed primary school,and similarly, less than 1 percent completed secondary school. It is Notable that 13 percent of females who left primary school did so atleast partly because they got married or became pregnant. Sevenpercent of young adults aged 15 to 19 and 12 percent of those aged20 to 24 have never attended school. Reproductive health indicators for young people in Uganda also suggested the need for an intervention specifically designed tomeet their needs. Childbearing begins early in Uganda, with one-thirdof women aged 15 to 19 already mothers or pregnant with their firstchild. The linkage between age at first childbirth and education is clear:60 percent of teenage girls with no education have become mothersor are pregnant with their first child, compared to 33 percent of those with some primary education, and only 17 percent of those whoattended secondary school. From the outset of the project, staff recognized that bringing about sustainedbehavior change among out-of-school youth would be particularly challenging. Thispopulation often stops schooling to help generate family income, work in the fields, ortend to other family labor. There is typically little incentive for them to voluntarilyparticipate in activities such as those planned by AYA, and evidence frompast efforts indicated that these youth are often highly mobile and difficult to identify. VI. Methodology RESEARCH DESIGN The design used in my research is descriptive method. This Research Design is used to get data and information about the study or the existing condition. This will help me describe the nature of situation existing in the time of study and know the causes of a particular phenomena. Questionnaires will be used in gathering data for the research. Input of respondent will be collected and analyze, so we can explain the causes and effect of being Out of School Youth. INSTRUMENTS USED I used a survey to gather information about my study. This is with four choices such as agree, strongly agree, disagree and strongly disagree. By this means, we will determine the causes or reasons of Out of School Youth RESPONDENTS OF THE STUDY The researcher gathered information from the youth of Kalinisan St. Karangalan, Cainta. The numbers of respondents were limited up to 25 persons only. I conduct the survey to those who are willing to answer the questions asked on the questionnaires. TREATMENT OF DATA The data collected in this study will organize and classify base from the research design and the problems formulated. The data will tallied and presented using a pie graph. Each question will be presented with a separate pie graphs, too see the tallied data for every questions.

VII. Conceptual Framework This research uses a systems approach to outline the information needed to be obtained and the processes undertaken by the researchers in order to provide a meaningful conclusion. It provided clearer understanding of the subject matter

In order to solve the problem we list the problems that Out of School Youth may encounter. First is Financial Problems , you can look for scholarship grants that will let you enter school. In that case you will be able to finish formal education. Next problem that youth may encounter is the unsupportable parents and distant parent. Youth should have open communication with their parent by means of opening the line of communication for their parents. Parent may attend parents counseling though our government agencies or youth may attend guidance counseling in this case parents will be open minded on the needs of their siblings. Parents will be able to understand the importance of education. Another problem is bad pressure and bad vices. Youth should be discipline, open to parents advices and must know how to say no and prioritize things. By this means,, you will have a discipline attitude, broad minded, have the willingness to learn and build the ability to decide. Last is the bad environment and laziness. Youths versus his self. Every youth must learn how to be responsible and dedicated in studying, know how to manage their time and become natural obedient to the rules. By these actions, youth will become a better person, mature and responsible. And will have a degree that is significant to his career.
