INTERIM CITY MANAGERS MESSAGE CARTA DEL ADMINISTRADOR

Our Miami Beach economy has been improving as demonstrated by increased parking revenues, occupancy and room rates at our hotels, and even increased KATHIE G. BROOKS activity in our Building Department. In response to the increased Building Department activity, we are hiring additional contracted staff to ensure that we are able to be responsive and deliver good customer service. For the second year in a row, weve been able to reduce our property tax rate (.05 mills last year and an additional .746 mills reduction this year). This is more than 20 percent of our goal in reducing the millage back to the FY 2009/10 level (5.6555) despite the fact the property values have not yet rebounded. Providing a value of services for tax dollars paid is our goal while we have been bringing tax rates down. We continue to make enhancements that benefit the community such as public safety (including 12 police officers added this year) and have maintained service priorities including cleanliness, landscaping and beautification, recreation and cultural arts programming, and renewal and replacement funding for our facilities. However, as with many other cities, increasing employee pension costs have been and continue to be our most significant financial challenge. The Citys Budget Advisory Committee studied the issue this past year and made recommendations that can significantly reduce costs. We are actively pursuing these recommendations through the bargaining process with our unions, so that we can ensure that the City continues to be fiscally strong well into the future.

Walking Lincoln Road when it was just coming back in the late 90s was a treat. One of my favorite things to do was to join the curious passersby and dance lovers pressing their faces against the glass walls of the Miami City Ballet (MCB) studios to watch the dancers rehearse. Today, you can still watch the rehearsals at the ballets permanent home in Collins Park. When the curtain opens this fall season, the renowned company will be starting a new chapter. Founder and former Artistic Director Edward Villella created the company in 1986 with 17 dancers and a $1 million budget. The MCB continues to be one of Miami Beachs most important cultural anchors. When Villella retired in September, he said, It seems like only yesterday when Toby Lerner Ansin first reached out to me to explore the bold idea of creating a world-class ballet company. Thank you for your dedicated support and unwavering commitment. Through your efforts, we have built an internationally acclaimed brand of ballet that is also a local treasure for the entire South Florida community to enjoy. After Villellas early departure in September, Lourdes Lopez, who was supposed to replace him as MCBs new artistic director next spring, took over the post this season. Ms. Lopez has an extensive background that will enable her to carry on the tradition of dance that Edward Villella established, said Jim Eroncig, the MCB boards president. the worlds most innovative and sought-after choreographers: Alexei Ratmansky, regarded as classical ballets greatest choreographer, and Royal Ballet of Londons young, celebrated choreographer, 25-year-old Liam Scarlett. The symphonic sounds of the Opus One Orchestra, under the direction of Maestro Gary Sheldon, returns to MCB this season to play for all repertory programs. In December, the ballet brings back its annual magical holiday classic George Balanchines The Nutcracker, in Miami and Fort Lauderdale. The ballet features a cast of over 100 talented young dancers from South Florida. The community can rest assured that Miami City Ballet will be presenting critically acclaimed performances this season and for hundreds of seasons to come, said Public Relations Manager Roberto Santiago.

As the mother of a sixthgrader, it was very reassuring to see such a police presence surrounding the school and directing traffic. The system worked beautifully and really comforted my son and I as we are new to the school. The officers were very helpful as they guided us on how to move through the drop off and pick up crowds, said Elisheva Rogoff. City of Miami Beach police ask for everyones assistance in keeping Miami Beach children safe. Being attentive to school zone reduced speed limits, school crossing guards, and unpredictable children, will help protect our youth. When children (walking, bicycling, or skating) or school crossing guards are present in a crosswalk, drivers must yield or stop at the marked stop line and without stopping in the crosswalk. It is the drivers responsibility to avoid colliding with pedestrians. Do your part to make every school crossing a safe crossing for children.

Dr. Leslie Rosenfeld The morning and afternoon commutes along major Miami Beach roads can sometimes be a challenge for both motorists and pedestrians. When Miami Beachs kiddos headed back to school in August, the Miami Beach Police Department motorsquad was highly visible helping to ensure everyone remained safe. As part of the Citys Education Compact with Miami-Dade County Public Schools, safety in and around schools in our community is a priority. I have been driving my children to school at Miami Beach High for nine long years and have never seen a better organizedtraffic plan,

said Pat Kaine, Miami Beach Senior High parent. The motor squad is keeping the flow of traffic smooth and setting a safe standard for parents and students to maintain going forward. It is crucial to remind our community of general laws and encourage safety around school buses and in school zones. During morning commute time and in the afternoon while children are being dropped off at school, walking or biking, drivers must keep their eyes peeled and make sure they are obeying the law. According to Captain Henry Doce, the need to be visible around schools during drop off and pick up is supported by our community. The motor squad maintains five officers

KEEPING OUR CHILDREN SAFE IS A MATTER OF KNOWING THE BASIC RULES

Motorists need to remember that children walking to school may not be paying attention to traffic and we ask drivers to pay extra attention as they pass walking children and as they operate in school zones. In the State of Florida, school zones have a reduced speed limit when children are present and/or the warning signs are flashing. The speed in these zones is 15 miles-per-hour.

No driver of a vehicle who is required to stop his or her vehicle shall overtake and pass a school bus on the left. STOP 25 ft from the school bus in all directions You must remain stopped until all children are clear of the roadway and the bus stop arm is withdrawn.

eStabliSHing citY clerk aS a cHarter officer Shall the Charter be amended to establish the City Clerk as a Charter Officer responsible for performing designated duties, whose compensation shall be established by ordinance, and whereby: The Clerk shall be appointed and removed by, and accountable to, the City Commission instead of the City Manager; and

Power to supervise and control the Clerks office, and to appoint and remove unclassified personnel therein, shall be transferred from the City Manager to the City Clerk?

IIIIIIIIIIIIIIIIII
Under existing language in the City Charter, the City Clerk is appointed by the City Manager with the consent of the City Commission and may be removed by the City Manager without City Commission consent. This Ballot Question, if passed, would amend the City Charter to provide that the City Clerk would be appointed and removed by the City Commission, instead of by the City Manager. The City Charter would also be amended to provide that the City Commission would establish the City Clerks compensation in an Ordinance. In addition, the City Charter would be amended to create provisions that codify the following duties and authority of the City Clerk: to give notice of, attend, and keep minutes of, all City Commission meetings; to serve as the City of Miami Beachs official records custodian; to maintain records of the City Commission and the Citys Boards and Committees; to perform all duties and functions relative to elections as required by State, County, and City laws; to supervise and control all of the unclassified personnel in the City Clerks Office; to maintain the seal of the City of Miami Beach and attest the signatures of the Mayor and City Manager; to account to the City Commission for the conduct and acts of the City Clerks office; and to perform such other duties as the City Commission may prescribe, which are not in conflict with the duties of the City Manager and as may be required of the City Clerk by City ordinance, resolution, or by the City Charter. In addition to creating specific provisions in the City Charter relative to the City Clerks duties and authority, other Charter provisions concerning the powers of the City Commission and City Manager would be amended to be consistent with the new Charter provisions governing the City Clerk. These provisions would provide for the City Commissions appointment of the City Clerk, and that the City Manager would no longer appoint and remove the City Clerk and the unclassified personnel in the City Clerks office.

Shall Charter Section 1.06 be amended to require that any change to Chapter 118, Article II, Division 4 (Historic Preservation Board), or to Chapter 118, Article X, Divisions 1-4 (Historic Preservation), of the City Code, which reduces the powers and duties of the Board, or creates less stringent historic preservation standards or regulations, shall, before becoming effective, be approved by a majority of voters in a Citywide election?

backgroUnd inforMation

IIIIIIIIIIIIIIIIII
This Ballot Question, if passed, would require that any changes to the City Code that reduce the powers of the Historic Preservation Board, or that create less stringent historic preservation standards or regulations, must be approved by a majority of the voters in the City in a Citywide election before such changes would take effect. The Historic Preservation Board is a City Board that is composed of seven members that are appointed by the City Commission as a whole. The seven members are comprised of design professionals such as architects, representatives of community historic preservation groups, and other persons with a demonstrated interest and knowledge in urban design and the preservation of historic buildings. The Boards powers include the following: recommending the designation of historic buildings, sites, or districts to the Planning Board and City Commission; recommending guidelines for the evaluation of proposed development or alterations within historic sites or districts; the issuance or denial of certificates of appropriateness for the demolition of, or improvements to, historic buildings; recommending the restoration of a property when it has been altered in violation of the City Code; advising the Citys zoning Board of Adjustment of variances associated with historic sites, buildings, improvements, or landscape features within historic or National Register districts; facilitating the redevelopment of historic sites and districts by directing city departments to provide advisory and technical assistance to property owners and applicants for certificates of appropriateness; to make and prescribe by-laws for the administration and enforcement of Historic Preservation Board matters; awarding historic markers or plaques; updating the Citys historic properties database; advocating the City Administration to provide advice as to the stabilization of unsafe historic buildings or structures; to review all new construction, alterations, modifications, and improvements to any historic building, structure, landscape feature, or site that is located in an historic district; to review all City Code amendments affecting historic preservation issues addressed in Chapter 118 of the City Code. This Ballot Question, if passed, would require that any reduction in the Boards powers must receive voter approval before the reductions would be effective. Historic preservation standards and regulations in the City Code that would be subject to the proposed Charter amendment, and which would require voter approval before any lessening or reduction to such standards could take effect, include: those relating to the procedures for Historic Preservation Board review of projects and the rehearing and appeal procedures for Board decisions; the requirements and review procedures for certificates of appropriateness to Dig or for Demolitions; and the criteria and procedures for the designation of historic sites or districts.

In order to become a candidate for elected office in the City of Miami Beach, a person must qualify for elected office. Under the Miami Beach City Charter, this means that a person must file qualification papers with the City Clerk within the qualifying period (i.e., the four consecutive days immediately following the first Monday in September prior to a City General Election). The qualification papers consist of required forms that need to be completed, along with a check for payment of the qualifying fee. The City Charter also provides for an alternative method of qualifying, whereby in lieu of paying a fee to qualify, a person seeking to become a candidate must submit a Qualifying Petition containing signatures of 2% of registered City of Miami Beach voters approving his or her candidacy. The Citys final two questions on the November 6, 2012 ballot deal with this latter manner of qualifying by Petition, as set forth and explained below:

IIIIIIIIIIIIIIII

YeS no
miamibeachfl.gov 17

your space/su espacio

Under existing language of City Charter section 6.03, persons seeking to qualify by Petition must file a Petition with the City Clerk no later than the second day of the Citys four-day qualifying period. The Petition will not be valid unless the County Elections Department has certified that the Petition contains the required signatures of 2% of registered Miami Beach voters. This Ballot Question addresses the concern that persons seeking to qualify via the Petition method may be denied the opportunity to qualify due to the inability of the County Elections Department to complete its analysis of the Petitions signatures by the end of the qualifying period. Specifically, because persons seeking to qualify (whether by paying the fee or via Petition) must do so by the end of the Citys qualifying period, existing Charter language could result in a situation in which persons seeking to qualify by Petition have not received the Countys certification by the end of the qualifying period. This would leave such persons unaware of

cHange of filing Period for QUalifYing PetitionS Shall Charter Section 6.03 be amended to change the time that a candidate qualifying via petition for City elected office must file said petition, from no later than the second day of the four-day qualifying period, to no later than noon of the 14th day prior to the first day of such qualifying period?

IIIIIIIIIIIIIIIIII
whether the requisite number of signatures have been obtained, effectively denying them the opportunity to make an informed decision regarding their chosen method of qualifying, and further denying them the ability to otherwise qualify by paying a fee in the event of an insufficient amount of Petition signatures. The proposed amendment to Charter section 6.03 thus changes the filing deadline for Qualifying Petitions from the second day of the Citys qualifying period to noon of the 14th day prior to the first day of the Citys qualifying period. This amendment will allow for a greater amount of time (i.e., 15 additional days) between the Petitions filing deadline and the end of the Citys qualifying period. This change is expected to lessen the likelihood that the Elections Department will not have completed its certification of the Petitions signatures by the deadline date for qualifying, and thus provide further opportunity for persons interested in running for elected office in the City of Miami Beach to timely qualify.

Under the City Charter, if a person who has filed a Qualifying Petition has not received during the qualifying period the Countys certificate verifying that the Petition contains the requisite 2% of voter signatures, that person may not qualify via Petition. However, that person may otherwise qualify if he/she files, by the end of the qualifying period, the required qualification forms and pays the Citys qualifying fee equal to 7 1/2 % of the annual salary of the elected office sought.

liMited WaiVer of citY QUalifYing fee Shall Charter Section 6.03 be amended to provide that if County Elections Department hasnt issued its certificate verifying the required number of valid signatures on a timely-filed qualifying petition by 5:00 p.m. on the second day of Citys qualifying period, Citys 7% qualifying fee shall be waived if the subject candidate otherwise qualifies pursuant to Charter Section 6.03?

of paying a qualifying fee. A person who has complied with City laws governing qualifying by Petition and whose Petition, through no fault of his/her own, has not been completely reviewed for signature verification by the County Elections Department during the qualifying period, should not be required to pay a qualifying fee in order to ensure that he/she has legally qualified for office.

This proposed Charter amendment will therefore provide that if the County Elections Department has not issued its certificate verifying This Ballot Question addresses the concern that requiring a potential the required number of valid signatures on a timely-filed qualifying Petition by 5:00 p.m. on the second day of the Citys qualifying candidate seeking to qualify by Petition to pay a fee in order to period, then the Citys 7% qualifying fee shall be waived if the qualify, when he/she would not otherwise be required to pay said subject candidate otherwise qualifies pursuant to Charter Section fee had the County, within the qualifying period, verified that the Petition contained the required amount of signatures, is inconsistent 6.03. with a Miami Beach electors right to qualify by Petition in lieu

your space/su espacio

Si no

Updated Storm Water maSter plan propoSed
It seems like every time it rains, mother nature challenges our island. on a daily basis, our urban city battles high tide and pools of water that develop in low-lying areas. add to that a few inches of rain and the combination can be deep. However, the City of miami Beach is not letting the high tide make waves, as it is in the process of updating the 1997 Storm Water management master plan. this plan analyzes the citys current storm water issues and looks into the future to provide long-term service solutions. the newly proposed plan determines drainage needs neighborhood by neighborhood by collecting a variety of data, such as flooding, flood control and water quality models. the updated plan is flexible, adaptable and makes recommendations for 20-year capital improvements, provides flexibility for various rates of sea level rise, and provides drainage analysis using modeling. We are, to our knowledge, the first community in Florida to consider the potential impact of sea level rise in our future plans, said public Works director Fred Beckmann during a community workshop. the citys current system uses gravity to drain land areas from its highest elevations on the east to the lower elevations on the west into Biscayne Bay. When tides are low, the system works well by gravity; however, when tides are high, the system needs other solutions to discharge the excessive water. When the outfalls that drain into the bay are either obstructed or underwater, water in the system can back into the streets through the storm drains. over the last two decades, over 13 completed projects improved the aging infrastructure system. the city efforts to address storm water drainage include installing pumps, catch basins, outfalls, and back-flow preventers during capital improvements to neighborhoods that have floodprone areas. almost every active construction project managed by the city has a storm water improvement associated with it, said Fernando Vazquez, director, office of Capital Improvement projects. many of these projects are already taking some of the proposed plans recommendations into consideration. Some of the systems components that protect miami Beach investments from future increased levels of water include raising the seawall heights, adding injection wells, and installing water retention areas and grassy swales. looking into the future, challenges of the citys system continue to be low and relatively flat terrain, limited pervious areas, existing development, new construction, tidal constraints and backflow, high groundwater table, and aging infrastructure in corrosive conditions. Costs, scope and funding of the proposed plan for future work are still under review and consideration. FLOOD INSURANCE DISCOUNTS

The Citys proactive approach to addressing vulnerability to natural, technological and societal hazards through various improvements has finally paid off. Miami Beachs Community Rating System (CRS), issued by the National Flood Insurance Program (NFIP,) upgraded our city from a Class 7 to a Class 6 rating. This was also approved by the Federal Emergency Management Agency (FEMA). As such, Miami Beach property owners are entitled to a 20 percent discount on flood insurance policies issued or renewed on or after May 1, 2012. This is equivalent to approximately $5 million annually for more than 46,000 policies citywide.

POLLUTION PREVENTION

Every time it rains,SANDS heavy metals, oils, pesticides, and litter wash from the roadways and parking lots into the citys storm water system and into Biscayne Bay. PROPUESTA DE ACTUALIzACIN DEL PLAN MAESTRO PARA AGUAS LLUVIAS

Review of Key Terms and Definitions

Ivette Daz Before there were causeways and bridges, Miami Beachs collins canal was the primary connection between indian creek and Biscayne Bay. dredging of the canal began 100 years ago from the mouth of Lake Pancoast between 24 and 26 streets on collins avenue. the oldest known, surviving manmade structure in Miami Beach, the canal has had much significance in the history and in the making of the city. this year, the canal is celebrating its centennial. imagine what could lie on the bottom and the stories the canal could tell if it had a voice? said ray Breslin, president of the collins canal neighborhood association (ccna). under the leadership of one of its members, local historian carolyn Klepser, the association is planning a daylong celebratory event in november. some of the iconic roads surrounding the collins canal include Pine tree drive, dade Boulevard, collins avenue, indian creek, Washington avenue and Lincoln road. their adjacent historic neighborhoods include Palm View, the John collins Waterfront district and collins Park, among others.

two of the eight bridges over the waterway are footbridges. One is located at 24 street over Lake Pancoast. the other connects Flamingo drive to Liberty avenue, north of 23 street. the idea for the creation of the canal came from one of Miami Beachs early pioneers, John stiles collins. along with other new Jersey investors, collins first set his sights on Miami Beach, then just uninhabited swampland, in the 1880s. a Quaker and horticulturist, collins first visited the area in 1896 to check out investments he had made in coconut plantations. When he realized that the coconut business was not working out, he bought out some of his business partners and invested in avocados instead. he went on to create one of the worlds largest avocado plantations in the area north of the canal, explained Klepser. transporting his avocados and other crops from his plantations to Miami for shipment was the reason that in 1912, collins began dredging the canal through one and a half miles of mangrove jungle. he completed the canal in november of the same year, at the age of 74. the canal really got Miami Beach started, said Klepser.

in addition to carrying crops out, the canal spurred the first efforts of development on the island, as it allowed people to transport building materials from Miami for the first time. this spurred development of the oceanfront as a resort. the link between Miami and beach inspired the name of collinss realty company, the Miami Beach improvement company and later the citys official name. Other interesting points in the history of the canal: in the late 40s and early 50s, the closest streets to the canal, 22 and 23 streets, housed burlesque and jazz clubs that were patronized by high society and glamorous stars. at one point, the canal had tour boats, water taxis and gondolas cruising up and down until the car became the main way of travel. the 60s, 70s and 80s mark one of the darkest periods in the history of the canals surrounding collins Park neighborhood. the area began to be run down by drugs and crime, and people began calling it needle park. it was a sad, sad time for the area and there seemed to be no focus on the canal, said Breslin. in the last 20 years, the collins canal neighborhoods, specifically the collins Park neighborhood, took a turn for the better with the creation of the cultural arts campus and the museum district and major renovations to collins Park.

the Bass Museum, which sits on collins Park, was renovated. Other area landmarks that joined the district include the Miami city Ballet, the Miami Beach holocaust Memorial, the state-of-the-art regional library, the Botanical Gardens and soBe institute of the arts, among others. currently, a new seawall along collins canal is being poured as part of the dade Boulevard Project. Once the seawall is complete, a shared-use bicycle path that will accommodate cyclists and pedestrians will be constructed. Proposed improvements around the collins canal include the renovation of the Miami Beach convention center and the addition of a 450-space parking garage by world-renowned architect Zaha hadid next to collins Park. hotel and condo developers are also making improvements to many properties in the area. Breslin says that there have been talks about bringing recreation back to the canal, as in the time of the gondolas, tour boats and water taxis. he said, the area is steeped in history and would be a tour well worth taking with great destinations on both ends, a recipe for true success. so, here is a toast to not only the last century of the collins canal, but to its future.

The Golden Years

Ivette Daz Baby Boomers compose the largest, age-related demographic in the country and combined with generations living longer, local communities are faced with the challenge of providing services and programs to the growing senior population. In Miami Beach, seniors make up almost 20 percent of the citys approximate 90,000 residents. Through collaborative efforts with nonprofits, local, state and federal social services agencies, the city has already laid the foundation to take care of its seniors today and when the Baby Boomers all become eligible for senior status in 2019. Throughout Miami Beach, there is a plethora of on-going programs and services that meet seniors needs helping them lead active, purposeful and healthy lives during those golden years. Two new community centers open this fall adding to the current offerings for those 55 years and older among other age groups. The Miami Beach Parks and Recreation Stepping Out program is an example of senior services offered. The program satisfies seniors thirst for the arts, culture and socializing. The seniors frequently go on trips to theaters, museums, attractions, dinner cruises and bingo nights. I participate in the night senior scene in field trips and events so I get to socialize and be part of the community, said Gladys Pados, 71, who has been partaking in senior programs in Miami Beach for seven years. Over 200 seniors participate in Senior Scenes, which offers free yoga, tai chi, chair-aerobics, ceramics, computers and fine arts classes at the North Shore Park and Youth Center (NSPYC) in North Beach. Seniors also receive free membership to NSPYCs state-of-the-art fitness center. When the Jewish Community Center (JCC), built on public land, opens this fall, it will also offer seniors many fitness, education and lifestyle programs. JCC Executive Director Jay Roth said, Whether its a film class with FIU or a lecture hosted by Mt. Sinai or a Zumba fitness class, its all here. In addition to all the exciting entertainment offered to the aging population, many also require social services. The City of Miami Beachs Division of Community Services guides local elders to a variety of social services. When public funding is available, the office facilitates assistance for seniors. Among some of the services offered, they include rent payments and deposits, legal and medical issues, meal deliveries, congregate meal sites, direction on how to find affordable housing, and how to register for transportation and shelter prior to emergency situations. The staff also keeps tabs on the status of the seniors they serve through Switchboard of Miamis telephone reassurance program. Our seniors receive calls twice a week to make sure they are okay and to ask whether they are in need of any services, said Elder Services Coordinator Marcela Rubio. Through collaborative initiatives with the Florida Department of Children and Families and the Alliance for Aging, the office registers seniors for food stamps, Medicaid, emergency financial

assistance, home care services and delivered meals programs. It also provides outreach to residents who are home-bound. Internal referrals usually come from the Fire Department and Code Compliance as they encounter elderly in need of services in the community. We make home visits and refer them to the appropriate resources, said Rubio. Informative workshops about referral programs are also provided through the office. UNIDAD of Miami Beach, a nonprofit located at several locations in Miami Beach, serves the low-income, predominantly Hispanic immigrant senior population of Miami Beach. The organization is opening a brand new public community center at the North Shore Park and Bandshell. They offer seniors a wide variety of social services including job placement. Luis Ugarte was able to find a job through UNIDAD recently. I am very thankful to UNIDAD and I am very happy, said Ugarte about being employed for about a year now, by the Miami Dade Preservation League at the Art Deco Welcome Center on Ocean Drive. UNIDAD also offers seniors employment training, cultural enrichment, immigration and acculturation programs, on-site meals, exercise and fitness classes, counseling, support groups, health programs and screening, among other services. Alice recently attended a free health fair for seniors that the City hosted. She enjoys all of the activities and programs offered citywide and summed it up, I think its very important to the old people. Were still learning new things.

since you asked/usted pregunt HOW CAN I GET MY BUILDING OR EMPLOYER TO RECYCLE?
NOVEMBER 14
Effective July 1, 2012, residential buildings with nine units or more and businesses are required by City Ordinance to hire a private hauler for recycling. Property owners of residential, rental properties and condominiums and businesses may choose a company that provides recycling services. Single-streaming recycling is also available. Single-stream recycling allows you to place all your recyclables in one bin. Paper, cardboard, plastic bottles and containers, aluminum cans, cartons, and glass can all be recycled together into one bin. Single-stream recycling is available at the community drop-offs at 75 Street and Dickens Avenue or 210 2 Street the first weekend of the month. Single-family homes and residential buildings with eight units or less can single-stream recycle every Wednesday. Roll your cart out to the curb prior to 7 a.m.* *Place your recycling cart within three feet of the street and at least five feet from mailboxes, parked cars, or other obstacles (light poles, cable and/or other wires). The wheels must face your home; after collection, return your cart to its storage place.

WHY SHOULD I RECYCLE?

In addition to being good for the environment, recycling saves energy and resources. It is also now required in the City of Miami Beach.

Ms informacin | www.miamibeachfl.gov/recycle

ARE PLASTIC BAGS, LIKE GROCERY BAGS, RECYCLABLE?

Please do not place plastic bags of any kind in a single-stream or in any recycling bin that is not designated specifically for plastic bags. They will contaminate your green efforts. Furthermore, plastic bags jam the recycling process. Plastic bag recycling bins are generally available at your local grocery store where they are recycled through another method. Being a firefighter today entails much more than it did decades ago when fighting fires was the jobs primary duty. In fact, the role of the firefighter has become more vital than ever. The Miami Beach Fire Department (MBFD) requires its firefighters to be medically trained paramedics responsible for treating life-threatening emergencies. Of the approximately 20,000 service calls MBFD receives annually, 15,000 are for medical emergencies. The department works under the license of a medical director. On the scene, our paramedics quickly perform many types of life-saving interventions. Here you have the older folks having heart attacks and strokes to the young people partying too hard and getting into car accidents, and the person who spent too much time out in the sun and is dehydrated, said Fire Division Chief Ray Morris. Paramedics perform EKGs to check for heart conditions, IVs to supply medications and intubation of the airway to help

First Responders Play a Vital Role in helping Stroke Victims
patients breathe all before a patient gets to a hospital. Susan Malbins life was saved by our rescue team after she called 911 complaining of chest pain. She calls the three paramedics that came to her rescue super heroes. By being able to correctly diagnose, stabilize me and get me to the hospital within half an hour, they saved my life. Five minutes more and I would not have made it, said Malbin. According to the Center for Disease Control, someone suffers a stroke every 45 seconds of the day. It is the fourth leading cause of death in the U.S. A stroke occurs when a blood vessel that carries oxygen and nutrients to the brain is blocked by either a clot or bursts. Everything is a time issue, the quicker you get them in the cath lab the less time you have for the heart to have permanent damage, said Miami Beach Fire Rescue EMS Chief Frank Betancourt. To help expedite the response and treatment of stroke victims, MBFD recently joined the newly formed Fire Officers Association of Miami-Dade (FOAM-D) Stroke Consortium. The consortium includes hospitals with primary stroke centers, which treat the less serious strokes, and comprehensive stroke centers, which are equipped for the most serious episodes. Mount Sinai is one of four of the networks comprehensive stroke centers.

The FOAM-D Stroke Consortium is making a difference in how first responders save lives. Before the consortium, paramedics were able to identify a stroke but did not have the authority to transport their patients directly to the hospitals cath lab to stop the stroke through medication or a surgical procedure to remove the clot in the brain. Bypassing the emergency room buys time and time represents survival and decreased longterm disability, said Miami Beach Fire Chief Javier Otero. Following shared protocols results in the best possible outcomes for the patient. Within minutes, residents of Miami Beach have immediate access to our comprehensive stroke center and specialists, which can make a huge difference when it comes to being able to act quickly, said Steve Sonenreich, president and CEO of Mount Sinai Hospital. The important message to the citizens is to remind them to always err on the side of caution and not delay calling 911, said Chief Otero. It can help to save a life.

New Kayaking Spot in Miami Beach

Andrew Plotkin
eady to get out there for a new venture? Get set to explore the open waters of Miami Beach at our newest Kayak launch coming soon to Mid-Beach at Pinetree Park. Easy to use and fun to paddle, kayaks open up new watery worlds to explore. Bring your own kayak, come out and enjoy all the health benefits of this outdoor sport. Whatever your speed, kayaking is a great way to get out, enjoy the water and get fit. The first kayaks were built over 4,000 years ago and used to hunt. Today, kayaks are recreational boats that are typically for one or two people and glide easily through the water. As the sport grew internationally, it became more popular. In the 2012 London Olympics, there were over a dozen different kayak events that were watched by millions around the world.

Benefits of Kayaking
You might find yourself floating over the sea spotting some fish, or just paddling and having fun, either way kayaking is a great workout. While paddling, your body uses nearly every muscle in the upper body and a few lower body muscles. It works your arms, shoulders, back, chest and can help tone your legs as you propel your kayak forward. Of course, kayaking will also work your heart muscle, as its an excellent aerobic exercise. Kayaking, while exploring the waters of Miami Beach, is also a tranquil way to get away and relax for a few hours. There is nothing that will give a person more relaxation than sitting in a kayak watching a beautiful sunset. The beauty of nature and keeping your mind off your daily routine can even be a stress reliever.
I love kayaking! Ive been practicing it for 3 years, I have lots of fun, and it helps me get in shape. I cant wait to go kayaking with my friends, said Jose Salazar, Miami Beach Teen Club member.

Safety Tips
Like with any other sport, its always important to practice safety. If you have no paddling experience, do not kayak alone and always wear your life jacket. Seek qualified instruction to learn proper paddling techniques, water safety and basic first aid. Check the weather conditions. Its a good habit to let someone on shore or at home know of your plans. Keep hydrated, bring water with you. For more safety tips visit: http://www.smart-start-kayaking.com/Kayak-Self-Rescue.html Even if intending to simply paddle for a few hours at the nearest pond, abiding by these rules will help to make your kayak adventure safer and fun.
