What is interface metering?


Interface Meter means an energy meter used for accounting and billing of electricity, connected at the point of interconnection between electrical systems of Transmission/ generating company and DISCOMs The accepted metering boundary between the Transmission and Distribution companies is the readings recorded in the meters installed

at 11kV Banks and 33 kV banks plus supply to the bulk consumers at 66


kV & above level from the substations as per readings of the meters installed at the tapping point in the sub-stations and IPPs bus metering

The metering boundary may differ from the geographic as well as the
ownership boundaries

From the current year KERC has moved from energy based transmission tariff to capacity based tariff

Definition of connecting points


As per KERC Grid Code
Generating Company:- The Voltage at the point of connection with the Transmission System may be 400/220/110/66 kV or as agreed with the STU. The connection point shall be the outgoing feeder gantry point of the power station switchyard. The metering point shall be the outgoing feeder. All the equipments within the perimeter of Generating station shall be owned and maintained by Gen Co. Transmission Company shall maintain from the outgoing point on wards.

As per KERC Grid Code
Distribution & retail Supply Licensee:- The voltage at the point of connection to the Transmission system may be 33/11 kV or as specified by the Distribution & retail Supply licensee. The connection point shall be the outgoing feeder gantry of the Transmission licensees Sub station.

The metering point shall be at the outgoing feeder. Transmission


licensee maintains the equipment within its premises and Distribution companies will maintain all the equipment from the outgoing feeder

gantry onwards.

Definition of connecting points


As per KERC Grid Code
CPP and bulk Consumers:- The voltage can be as agreed to by the

Transmission/Distribution & retail Supply Licensee. Connection point


shall be the feeder gantry on their premises. CPPs and Bulk consumers shall own their respective sub stations. Metering point shall be at the transmission Licensee sub station for the sale of power to the

Distribution & Retail Supply Licensee. Metering point for the sale of power to the bulk consumers and CPPs shall be at the point of connection with their systems.

Definition of Interface point


In the Transmission services Agreement-2005, Interface is defined as secondary side of EHV transformer of Grid sub station and at EHV consumer feeder (preferably at Grid substation) In the case of mini micro Hydel stations, captive power plants, plants based on non conventional source of energy or co generation plants feeding energy directly to DISCOM distribution system at 33 or 11 kV the meter shall be installed at the outgoing feeders from these stations

Several commercial and operational matters that need to be

settled in relation to the transactions between the KPTCL and the


DISCOMs before the DISCOMs can be truly functional The basic requirement for independent operation is to ensure

that the quantum of energy supplied to these Companies is


metered and billed at a tariff that is determined by the Commission

KPTCL has mentioned that 82% of the interface points have


already been metered with static meters while 72 interface points have Electro Mechanical Meters

KERC Observations
It has been mentioned that as per the survey conducted in December 01, there were 85 un-metered interface points and that metering of the same

has been initiated


Though a very large proportion of the interface points (over 90%) have been metered, about 10% are yet to be fitted with meters 0.2 class accuracy meters are being provided at all interface points The timeframe for implementing this report is not mentioned

This task should be completed within 3 months positively so that energy


audit of the different Distribution Companies can be undertaken on the basis of these meter readings

Ring fencing of DISCOMs


A pre-requisite for utilities is to ensure that the DISCOMs operational area is electrically ring fenced. This has been made essential for considering funding of RAPDRP

Ring fencing is required for measuring the net input energy (difference of energy entering into and leaving) of the DISCOM through installation

of :
Import/export meters at the boundary of those lines that are feeding outside as well as inside area of operation so that import

and export of energy can be measured for DISCOM. These lines


may emanate from the sub-stations located within or outside DISCOM.

Ring fencing of DISCOMs


Import/export meters on the dedicated feeder emanating from sub-stations located within DISCOM area but feeding outside DISCOM area. Import/export meters on 33/11 kV sub-stations LILO/tie lines.

This is the current focus of all DISCOMs and most of the companies in Karnataka have already ensured this

Inter Discom flow


Meter shall be installed by the respective DISCOMS at both sending and receiving ends on the feeders

In case of feeder supplying exclusively to DISCOM both main and check


meters shall be installed at sending end of feeders and In case of feeder

feeding more than one DISCOM the meter at the sending end shall be
considered as main meter and the other at receiving end as

complement meter

Inter Discom flow


Meters provided should be as per grid code and KERC directions(0.2 class accuracy ABT meters) In case of absence of meter at the boundary of the DISCOMS the energy will be shared in ratio of load connected to the transformers of such

feeders. The IF point would not be identified in terms of any contract


load. Any addition of load on these feeders would be undertaken with

the mutual consent of KPTCL and DISCOMs connected to the feeders

Intra State ABT requirement


For implementation of ABT and UI mechanism within the State installation of special energy meters on the periphery of all entities which are to be covered by ABT and UI .The meters should be capable of recording all the parameters such as demand in MW, reactive power, power factor ,frequency etc in 15 minute block. All the Grid connected generators that are scheduled and interface points of ESCOMs shall be provided with ABT compliant meters latest by JUNE 2006. The respective Generating stations and KPTCL shall take

action accordingly.
Regarding metering of EHT/open access consumers including captive users, same shall be taken up by respective DISCOM
