FINANCE MANAGER Position Summary: To be the financial expert in the Country Office including an emphasis on training and capacity building of the Country Office and Partner staff, with respect to the following two areas of focus: 1.Financial Planning, Reporting and Analysis 2.Control Compliance and Risk Management The Finance Manager is supervised by the Country Director as well receives direction and support with respect to Financial Planning, Reporting and Analysis from the Controller (Toronto) and with respect to Control Compliance and Risk Management from the Controller (Toronto) and the Internal Audit Manager (Toronto). ROLE DETAILS Financial Planning, Reporting and Analysis 1. Financial Planning and Budgeting Manage the budget process (training, directing, preparing and compiling) for the Country Office and Partners (programs and projects), including the annual re-forecast exercise. Assist in the preparation of the Country Operating Plan (including budget and cash flow forecasts) and other strategic planning as well as the Country Annual Progress Reports (including budget and cash flow variance analysis). 2. Country Office Monthly Reporting Prepare financial statements and monthly reports and forward to the Internal Audit Manager (Toronto) on a timely basis including a detailed budget variance analysis and cash flow forecasts, according to the CCFC Country Office Accounting

Standards. 3. Payroll - Provide oversight of the Country Office payroll and related tax and benefit activity ensuring legal compliance. Liaise with local HR Advisor and Toronto Human Resources for compensation and benefits issues relating to payroll as necessary. 4. Local Reporting Requirements Prepare and submit reports to all local legislative authorities in the prescribed manner. 5. Perform other financial reports and analysis (e.g. cost/benefit) at the direction of the Country Director and the Controller (Toronto). This includes grantors or other special funding organizations. 6. Capacity build Country Office and Partner staff as a coach and trainer by providing clear, objective and constructive direction that will enable them to fulfill the required CCFC financial requirements and assist them to design appropriate internal control systems and procedures. 7. Ensure that financial issues are appropriately reported to the Country Director and Controller (Toronto) and followed up in a timely manner. Control Compliance and Risk Management 1. Partner Reporting review regular financial reports from Partners (for programs and projects) and follow up on significant budget variances or reporting deadline issues. 2. Audit - Conduct financial and operational audits of Partners (programs and projects) to assess the accuracy and completeness of their financial records and ensure compliance with the CCFC Partner Accounting Standards under the direction of the Internal Audit Manager (Toronto). This will require frequent travel to Partner operational locations. Provide reports to the Country Director and Internal Audit Manager (Toronto) on the audit results. 3. Ensure that Internal and External Audit Recommendations are implemented at the Country Office and Partners operations. 4. Report on a monthly basis to the Internal Audit Manager (Toronto) a list of all previously identified and unresolved audit issues per the internal and external audits for the Country Office and Partners (programs and projects) including action plans and status of implementation. 5. Facilitate the completion of the external audit process under the direction of the Internal Audit Manager (Toronto) to minimize costs while obtaining accurate results efficiently. 6. Report non-compliance and new or excessive risk issues appropriately. General

1. Report any internal control breaches, including negligence and fraud, and non-compliance issues to the Country Director and/or the Controller (Toronto) and/or the Internal Manager (Toronto) as appropriate, including recommended actions. Follow up on the completion and implementation of approved action plans, monitoring progress until fully resolved. 2. Perform other related duties as assigned. Qualifications and Experience: Degree in accounting and auditing; pursuit of professional designations in accounting and auditing is an asset Minimum 5 years related accounting and auditing experience Demonstrated understanding of audit scope, planning and procedures Strong computer skills, specifically experience with using accounting software and Microsoft Excel Excellent interpersonal skills A strong team worker, able to be a member of different teams at the same time in the Country Office and Head Office, and able to identify and address issues on a timely basis. Work experience in community development and in a non-government organization is an asset Ability to work under pressure Business organization skills planning, setting priorities, organizing, evaluating, monitoring and multi-tasking Fluent verbal and good written communication skills in English and local country language(s) Work experience in the preparation and delivery of training materials and sessions and coaching Culturally sensitive APPLICATION INSTRUCTIONS Detailed Terms of Reference is available on www.ethiojobs.net.
