MONEY-MAKER: Everywhere in the world one of the key industries that prop up the economies of countries is tourism. While the Philippine economy has started in cashing in on tourist arrivals our FX intake is still much lower than those of our neighbors, especially Thailand. Smaller states like Singapore, Macau and Hong Kong easily outperform us in generating benefits that go along with arrivals of foreigners who have money and willing to spend then. Key problems that stall our tourism advances include paucity of funding for construction of infrastructures as well as transport facilities. There is also a need to link potential tourist destinations so that tour packages can be optimized. All these need funding so the government (Bangko Sentral ng Pilipinas) ordered financial institutions to lend more to the tourist industry players. Costs of borrowing are lower these days what with the excess liquidity in the market place. BIR AUDITS: The government succeeded last year in collecting P924.5 billion through the BIR, 12% higher than the P822.6 billion of the previous year. Encouraged by said positive results Finance secretary Cesar Purisima has ordered the conduct of more audits to flush out taxpayer cheats. This is on top of the regular filing of tax cases against those

who are found to have filed fraudulent tax reports. Opinions Unlimited heartily supports stricter audits of tax returns but only if honest-to-goodness financial statement reviews are to be conducted. Each time clients of Acyatan & Co., CPAs-DFK get Letter Notice or Letter of Authority (tax audits), we counsel them to open their books of financial accounts to the examiners. Problem is there are many BIR examiners who just cursorily do their audits, at the same time opening the dialogue for possible areglo. TAXATION: The BIR hierarchy has resorted to frequent shiftings and transfers of district personnel in order to break intimacies between BIR men and taxpayers. Unfortunately, certain districts in Southern Luzon have overstaying favorite staffers, some of them being on the same job for six years or more. Reports are that they are even facing anti-graft charges for unexplained wealth and over-rated life-styles. On the matter of One-Time transactions (ONETT) we have received unconfirmed reports that the delays in processing of realty transfers are brought about by the frequent supposed fieldworks of key personnel and undue favoritism in favor of real estate companies. The preference is suspected to be due to per title arrangements with the document processors, typists, analysts and signing authorities. Woe to the small people who lacks the wherewithal with which to come across! LIQUIDITY: Financial analysts and economists tell us that nowadays our money supply is in excess of demand. Normally, situations like this could trigger inflation since consumers are armed with money with which to buy goods. But so far our inflation rate has eased to a 28-month low of just 3%. The reason given is - we have sufficient supply of consumer goods and basic utilities thereby preventing prices from rocketing upward. Consequently, the BSP is seen boldly deciding to keep policy rates at record lows. This means interest rates will continue to drop, to the advantage of fund borrowers. Hopefully, more business expansions and new projects will be pursued by our businessmen and industrialists. If plans are properly executed, added economic advancements may come about that will propel added benefits for majority of our people. PROVERBS: Listen to counsel and receive instructions, that you may be wise in your latter days.

The Physicians for Peace composed of 28 (twenty eight) doctors headed by Lyne Abanilla-PF PE Executive Director. The local dentists were Dr. Evelyn B. Vargas, Dr. Reynaldo T. Rances and Dr. Resa B. Diones. There were also 16 doctors composing the surgical team from Far Eastern University-FEU-NRMF headed by Dr. Romulo Gines, Operating Room Nurses, Volunteers from the RHU of Tigaon and Sagnay, Camarines Sur and from the Local Government Units of these two municipalities. As usual, the venue for the surgical operations was the Dr. Manuel T.
Fuentebella Memorial Hospital and the Tigaon Primary Hospital built during Mayor Arnie Fuentebellas administration was the venue for all the other medical and health care services. This yearly mission for the poor are in continuation of the tradition and motto of the Fuentebella family that Service to People is Service to God. Dr. Susan Abiog praised the team of Filipino surgeons there as dedicated and excellent. The Filipinos need not go abroad for operations, she said. The Manila-based doctors commented that the medical equipments in the Dr. Manuel T. Fuentebella Hospital are even better than some of their equipments in Manila. I told her its because they, the Fil-Am Bicolano doctors like her and her husband donate it here. Then she said that the Americans are very wasteful. After using the equipment only once, they throw it away. So, we clean it, keep it, and bring it here to be use for the poor. I said thats the caring Filipino! Thank God for this Filipino traits and millions of thanks to all those who

Ignore them and they will slither away, tormented by public inattention. This kind of behavior of public officials and even of ordinary individuals can
be blamed on the media which love anything bizarre or out of the world. Anything that stirs unusual behavior is earth-shaking and therefore fit to be fed to the hungry public. It is what the media have done to a talkative actress. They followed her up to the doorsteps of a Manila court, recorded her every blistering language, showed to eager viewers every twist of her face one day. It was as if the worlds greatest story had unfurled. There is really more fun in this country. If you are someone with a name that rings, even your trip to the bathroom will be shown to the public live. Or if you are a politician of some renown, the media will play up your stories of sexual exploits. And they will be exciting stuff for weeks in the newspaper of television. Funny is it not?

On March 8, 2012, at 6:45 to 7:45 in the morning, when the tide is at its lowest ebb, more than 9,000 people, among them students and community folks, plant 1.2 million mangroves along the shores of Brgy. San Rafael and by the river bank of Bgry.Binahan, both in the town of Ragay. This is an attempt to set a world record of planting 1.2 million mangroves in one site in an hour, and to break Indias record of planting 9,000 mangroves in 10 sites in an hour. This is also in commemoration of the first year anniversary of the provincial governments El Verde on February 23, which is responsible for
planting 64, 000 trees in the uplands, and setting a world record last year. Moreover, it gives honor to womens contributions to environmental care and safety, today being International Womens Day, thus the theme Million Mangroves for Women, Environment and the Future. The site for planting is chosen because the area is big, 2.7 kilometers; and it is sandy, rocky, and less muddy. Bakawang bato, the mangrove specie planted, is chosen for its high salinity content, and its suitability to the site. Each piece costs 50 centavos and bought in Prieto Diaz, Sorsogon because it
is not available in the Ragay Gulf. Each planting row accommodates 400 mangroves. Each planter is assigned 200 propagules, thus, two planters are in charge of a row. They tie up the planted mangroves to sticks put up for the purpose as precaution against the tide and the waves. Firecrackers signal the start and the end of the planting time. Representatives from the Guinness World Records conduct aerial survey during the planting hour. Onlookers from different sectors of society, locals and visitors alike, as well as peace and security forces, litter the shores, rais-

Thats how I like to call them. Ladies in waiting. Women in waiting. But there are also some few men. They are the ones who take their kids to school and most of the time stay in school until the kids are dismissed from their classes. They are fully equipped, with food, junks mostly, and with lots of stories and also gossips to share among them. Some though have businesses mostly buy and sell. And they while away the time. Productively or unproductively. For almost a month I have been taking my 5-year old granddaughter to her 7:00 am class and fetching her at 11:00 am when class is through. And I had sat down with some of these ladies in waiting. Rubbed elbows with them. Exchanged ideas with them and learned a lot from them like experimenting on new recipes, the latest news in school which I do not know, even the newest gossips in tinselland. Most of them are plain housewives but college graduates whose spouses are either out of the country or have good jobs locally, I get the feeling that most of them are financially sound considering the mobile phones they are using and judging from their stories of travel or new acquisitions. Two hours can be very brief since there are just enough stories to listen to. Personally, I am a simple listening post. And listening can make a wholesome day. These in-waiting people are the most cooperative and are really very supportive to their kids to the point of doing their childrens homework, etc. During school activities like family day, they could be banked on for food and more food. The men in waiting? . Well, they just sit among themselves and maybe also engage in men talks. I am at a loss as to what men talks are. But I have some hunches, and where are their spouses? Facebook can be a learning tool too. As teachers we need to constantly remind our students to be responsible users of the facebook. The question is: How can Facebook (FB) be beneficial in the classroom? l. Projects/assignments: a) News reporting- let students follow news feeds relevant to a subject in order to keep the information flowing. b) Book reports- let students post and share their reports for others to read and students may share and access each others report on line. c) Political awareness- students will be updated of current issues in politics, and sharing these issues inside the room is interactive and effective. d) Create a news source- students can use the FB status update as breaking news source for events like: sports, academic competition and other campus news 2. Communication- Facebook is an excellent way for strengthening the communication among students and between teachers and students too. a) Schedule of events- FB is an easy way to announce events like: opening of classes or the schedule of the final examination. b) Send messages- when there is unexpected news like suspension of classes, rescheduled examination or an excused letter by a student to his teacher, FB is available anytime of the day. c) Share multi-media- let students post videos, photos after an event like JS Prom., educational tour or field trip and these will be easily shared by the entire class. d) Shy students- they may open up, approach their teacher after office hours and talk or send emails which later will encourage the shy student to participate in classroom discussion. e) Classmate connection- old friends or new found friends get to know each other more. f) announcement- teachers may send reminders to students specially those who need attention These are suggestions to apply Facebook as a learning tool, after all, gone are the days of traditional classroom settings and let us all be responsible users of the Facebook.

CamSur sets new Guinness world record for planting most number of mangroves
1,009,029 mangroves planted in one hour
Pili, camSur one million, nine thousand and twentynine mangroves planted. This is the official result confirmed by adjudicator Seyda Subasi Gemici that will place CamSur in a distinguished spot of the Guinness Book of World Records for most number of mangroves planted in one hour. The amazing exploit was accomplished when some 7,000 constituents converged for a planting spree at a 60-hectare area along the coast of Ragay Gulf in barangay San Rafael, Ragay 6:45 to 7:45 morning of Thursday, March 8, to post the recordsetting feat. The activity was part of a month-long celebration of the first anniversary of El Verde Movement launched by Governor LRay Villafuerte February 23, 2011 attended by President Benigno Aquino that included a planting activity in Siruma where 64,096 trees were planted in only 15 minutes and placed CamSur in the Guinness Book of World Records for planting he most number of trees in one hour, a world record that stands unequalled up to now. Even as CamSurs 1,009,029 officially confirmed mangroves planted fell a bit short of its self-imposed target to plant 1.2 million mangroves in an hour because a slight glitch that failed to take full advantage of the low tide, mangrove planting is a newly-opened category and CamSurs feat was definitely way above the minimum 10,000 mangroves required by Guinness to set a new record. The El Verde Movement, lauded last year by President Aquino as the most concrete project implementing the greening program of the national government is a major focus of the El Verde Movement which includes, among others, reforestation projects that will contribute to neutralizing the negative effects of global warming and climate change and enhance local watersheds. El Verde includes the establishment of special zones and protected areas that will also help in the preservation of wildlife and protection as seawalls during calamities, protection of lakeshores, riversides and coastal areas against erosion and silting as well as urban greening and tourism promotion. Through El Verde, Governor Villafuerte envisions CamSur to become the Green Capital of Asia and Ragay to be acclaimed the mangrove capital of the world. -GBC

Under the project, the PNP is to put up tree nurseries inside PNP camps throughout the country to produce seedlings, in coordination with DENR specialists who will help in identifying tree species suitable for planting based on the prevailing climatic and soil conditions of the areas. The DENR will likewise assist the PNP in identifying areas for their tree planting activities to meet NGP standards for planting sites that should be reached by forest communities who will, in turn, maintain the planted seedlings. The DENR will initially provide the planting materials for the early stage of the projects implementation. Under the agreement, the PNP will replace the DENR-provided seedlings as soon as the seedlings they produce on their own reached plantable size. For this year, NGP targets to rehabilitate some 200,000 hectares and raise some 114 million planting materials. The Pulis Makakalikasan project will run up to February 28, 2013. It will involve all personnel of the PNP, numbering around 140,000. Each employee is tasked to plant a total of 72 tree seedlings per year, or six tree seedlings per month. Paje cited the PNPs leadership for going the extra mile for its support with its pledge to establish tree nurseries in its facilities across the country. Taking his organization one step further beyond planting trees speaks loudly of General Bartolomes resolve to mainstream Philippine environmentalism as one of his organizations core values, Paje said. Since she had been doing this several times already, Senate Pres. Juan Ponce Enrile should have reminded her even in private to observe the Code of Judicial Conduct: Rule 3.04 A judge should be patient, attentive, courteous to the lawyers especially the inexperienced, to litigants, witnesses and others appearing before the court. A judge should avoid unconciously falling into the attitude of mind that the litigants are made for the courts, instead of the court for the litigants. Even if she is a judge and very knowledgeable about the Constitution and other laws, she need not talk in an arrogant and insulting manner. Its a bad example to the youth and everybody. Imagine if everybody talks that way. It will be troublesome. Atty. Aguirre was right when he said before the Senate Court that respect begets respect. In this connection, it is good to remember the Golden Rule: Do unto others what you want others do unto you; and do not do to others what you do not want to be done unto you. Atty. Aguirre was cited of contempt for his behaviour but the Senate Court only admonished him for this. I raise my hat to Sen. Joker Arroyo of Baao, Cam. Sur who stood in the impeachment court to extend inter-parliamentary courtesy to Rep. Jorge Banal when some senators wanted to interrogate him on the little lady, his source of information on the PS Bank account. The House prosecutors are members of the House of Representatives, a co-equal body of the Senate which Joker has not forgotten. The Senate Court granted it.

The government needs to institute a redirection of skills development program for its college students to address the rising unemployment, Senator chiz Escudero said. Escudero filed Senate Bill No. (SBN) 2091 or the National Career Assessment Examination Act (NCAE) to institutionalize a mechanism which will provide a redirection of skills development program in the tertiary level. It specifically aims to harmonize and match the supply coming from post-secondary institution with that of the demand of the countrys job market.
