MONEY-MAKER: Everywhere in the world one of the key industries that prop up the economies of countries is tourism. While the Philippine economy has started in cashing in on tourist arrivals our FX intake is still much lower than those of our neighbors, especially Thailand. Smaller states like Singapore, Macau and Hong Kong easily outperform us in generating benefits that go along with arrivals of foreigners who have money and willing to spend then. Key problems that stall our tourism advances include paucity of funding for construction of infrastructures as well as transport facilities. There is also a need to link potential tourist destinations so that tour packages can be optimized. All these need funding so the government (Bangko Sentral ng Pilipinas) ordered financial institutions to lend more to the tourist industry players. Costs of borrowing are lower these days what with the excess liquidity in the market place. BIR AUDITS: The government succeeded last year in collecting P924.5 billion through the BIR, 12% higher than the P822.6 billion of the previous year. Encouraged by said positive results Finance secretary Cesar Purisima has ordered the conduct of more audits to flush out taxpayer cheats. This is on top of the regular filing of tax cases against those

who are found to have filed fraudulent tax reports. Opinions Unlimited heartily supports stricter audits of tax returns but only if honest-to-goodness financial statement reviews are to be conducted. Each time clients of Acyatan & Co., CPAs-DFK get Letter Notice or Letter of Authority (tax audits), we counsel them to open their books of financial accounts to the examiners. Problem is there are many BIR examiners who just cursorily do their audits, at the same time opening the dialogue for possible areglo. TAXATION: The BIR hierarchy has resorted to frequent shiftings and transfers of district personnel in order to break intimacies between BIR men and taxpayers. Unfortunately, certain districts in Southern Luzon have overstaying favorite staffers, some of them being on the same job for six years or more. Reports are that they are even facing anti-graft charges for unexplained wealth and over-rated life-styles. On the matter of One-Time transactions (ONETT) we have received unconfirmed reports that the delays in processing of realty transfers are brought about by the frequent supposed fieldworks of key personnel and undue favoritism in favor of real estate companies. The preference is suspected to be due to per title arrangements with the document processors, typists, analysts and signing authorities. Woe to the small people who lacks the wherewithal with which to come across! LIQUIDITY: Financial analysts and economists tell us that nowadays our money supply is in excess of demand. Normally, situations like this could trigger inflation since consumers are armed with money with which to buy goods. But so far our inflation rate has eased to a 28-month low of just 3%. The reason given is - we have sufficient supply of consumer goods and basic utilities thereby preventing prices from rocketing upward. Consequently, the BSP is seen boldly deciding to keep policy rates at record lows. This means interest rates will continue to drop, to the advantage of fund borrowers. Hopefully, more business expansions and new projects will be pursued by our businessmen and industrialists. If plans are properly executed, added economic advancements may come about that will propel added benefits for majority of our people. PROVERBS: Listen to counsel and receive instructions, that you may be wise in your latter days.

The thief comes only to steal and kill and destroy; I have come that they may have life, and have it to the full. John 10:10 Irregardless of their own personal intentions, I see two kinds of people who go to church on Sundays. There are those who are there to praise and worship God. Thus, receiving their needed graces from him. This is so good , admirable and even worth imitating. However, there are also those who are inside the church who have another kind of agenda. They are usually on the wide lookout for anything that they can get out of the unattended things of massgoers like their mobile phones, shoulder bags, cameras... In the past, there was a time when I happened to attend a Sunday mass in a huge metropolitan church. The place, of course, was packed to the brim with people. And, before the mass got started, an announcement was made whereby massgoers were being reminded to take good care of their personal things while inside the church. Because, according to them, there are unsuspecting massgoers who are, in fact, pickpockets just roaming around the church premises waiting for someone who will be unfortunate enough to be their victims that day. The other week, I just read in our local paper about a news item of a theft which happened at a parish church parking lot. Supposedly, while the people were inside the church attending the mass, a group of robbers were also unlocking car doors and going over their stuffs they left behind. Humanity is, by and by, losing its sense of the sacred. We are becoming like little thieves just wanting to keep on getting for ourselves other peoples properties. There is less and less reverence in the hearts of many people that we just took for granted sacred objects, places and even the lives of people. We dont anymore see God in creation. There are even those who believe more in their superstitious beliefs and practices than in God. It is no wonder why it is so easy for us to abuse, violate and kill . Innocent people are getting killed either directly or in the crossfires. Environmentwise, there are a lot of mudslides and floodings due to illegal loggings and minings. Our weather is getting too erratic. Sometimes, it rains too much. Sometimes, it dont for a long stretch of time. Seas, oceans and the atmosphere are poisoned due to illegal forms of fishing and polluted emissions...... One of the gifts of the Holy Spirit is the fear of the Lord. As Proverbs 9:10 said it all too clearly; The fear of the Lord is the beginning of wisdom..... In our catechism, we were taught that God is love, merciful, compassionate.... However, lest we forget, yes, we also have to fear him so much so that we may learn how to differentiate and put things in our lives in their proper places and order. We have to respect all creations and its creature, God, our Father. In this way, we will find the right balance and genuine happiness that we have been looking for all throughout our lives. Dont be a thief who is selfish and just get things for oneself. Be God who gives and shares of his life so that others may live.

1,076 Patients served in Partido & On Sen. Miriam Santiagos lecturing


The second Operation-Reach Out for 2012 on surgical, dental, opthal, prosthetics and other health service care hosted by Cong. Arnulfo Noli Fuentebella, Hon. Evelyn B. Fuentebella, Hon. Arnulf Bryan B. Fuentebella, Isarog Medical Research Foundation, Inc. and the Partido Development Administration on February 16, 17 and 18, 2012 was able to serve one thousand seventy six (1,076) poor patients for free. A total of 40 major operations, 157 minor operations, 240 dental, 402 opthal (eyes), 9 prosthetics, 128 pediatric consultations and 100 adult consultation. These yearly medical, dental and surgical missions had been on-going since 1995 where local doctors and US based doctors come to serve for humanitarian reason to serve indigent patients in the Partido district of Cam. Sur. Even outsiders from the district are also treated if they come on the allotted time. These US-based doctors are headed by Dr. Antonio Abiog of Tinambac and his wife Dr. Susan Abiog of Tigaon. The others who arrived are Doctors Valdemar Bough, Ansor Rodolakis and Nathan Rodolakis. There were local doctors too called

The Physicians for Peace composed of 28 (twenty eight) doctors headed by Lyne Abanilla-PF PE Executive Director. The local dentists were Dr. Evelyn B. Vargas, Dr. Reynaldo T. Rances and Dr. Resa B. Diones. There were also 16 doctors composing the surgical team from Far Eastern University-FEU-NRMF headed by Dr. Romulo Gines, Operating Room Nurses, Volunteers from the RHU of Tigaon and Sagnay, Camarines Sur and from the Local Government Units of these two municipalities. As usual, the venue for the surgical operations was the Dr. Manuel T.

Fuentebella Memorial Hospital and the Tigaon Primary Hospital built during Mayor Arnie Fuentebellas administration was the venue for all the other medical and health care services. This yearly mission for the poor are in continuation of the tradition and motto of the Fuentebella family that Service to People is Service to God. Dr. Susan Abiog praised the team of Filipino surgeons there as dedicated and excellent. The Filipinos need not go abroad for operations, she said. The Manila-based doctors commented that the medical equipments in the Dr. Manuel T. Fuentebella Hospital are even better than some of their equipments in Manila. I told her its because they, the Fil-Am Bicolano doctors like her and her husband donate it here. Then she said that the Americans are very wasteful. After using the equipment only once, they throw it away. So, we clean it, keep it, and bring it here to be use for the poor. I said thats the caring Filipino! Thank God for this Filipino traits and millions of thanks to all those who

Selling the country through the catchy come on, Its more fun in the Philippines, has its darker side. But it is still more fun. Have you seen what transpired at the impeachment trial of Renato Corona lately? People were taken aback when Sen. Santiago berated private prosecutor Vitaliano Aguirre with a bitchy language, forcing the latter to cover both his ears with his hands? That was a display of Santiagos fireworks tolerated by fellow senators who could not tell her that it was bad example in a country convulsed by violent crimes. Tempers must be held in check. Watching the members of the Impeachment Court looking the other way around as Santiagos verbal fury continued without let-up was more fun. Not one had uttered a word. Apparently, the whole court was stunned. Or perhaps mesmerized by her language. Was it Santiagos trick to gain more

publicity? Some said it was. In this country public men and women do not run out of tricks to project a firm image to the world. That is what gives them more vigor, more life, more fun. Ignore them and they will slither away, tormented by public inattention. This kind of behavior of public officials and even of ordinary individuals can

be blamed on the media which love anything bizarre or out of the world. Anything that stirs unusual behavior is earth-shaking and therefore fit to be fed to the hungry public. It is what the media have done to a talkative actress. They followed her up to the doorsteps of a Manila court, recorded her every blistering language, showed to eager viewers every twist of her face one day. It was as if the worlds greatest story had unfurled. There is really more fun in this country. If you are someone with a name that rings, even your trip to the bathroom will be shown to the public live. Or if you are a politician of some renown, the media will play up your stories of sexual exploits. And they will be exciting stuff for weeks in the newspaper of television. Funny is it not?

dequito orders busay-bongalon river control project fast completion


The Department of Public Works and Highways (DPWH) Region V Director danilo E. dequito ordered the immediate completion of the repair and rehabilitation of Busay-Bongalon river control project in Daraga, albay. The director was besieged by media practitioners on the perennial ooding of Daang Maharlika (DM), along Culliat Section despite the ongoing river control project. Water from Busay-Bongalon river ows directly on the said section whenever continuous rains occur. According to Director Dequito, P8 million was programmed for the initial construction of a 40 ln.m. dike with steel sheet pile foundation which was completed on October 10, 2011. However, right after its completion, inmation of Busay Falls by 2.5 meters and widen its river bed by 14.0 meters. We already have significant accomplishment however, last February 2, 2012, unpredictable volume of water damaged the stock piled embankment that diverted the ow of water towards DM, said Albay 2nd District Engineer Walter Lubiano during a radio interview. Nevertheless, the steel sheet piles remained intact restraining the excessive water ow, hence, the road remained passable to all types of vehicles, he added. In addition to the mentioned projects, some P5 million was also released for the rehabilitation of DM Culliat whose pavement was heavily damaged due to the frequent inundation particularly during the last quarter of last year and

lEGaZPi ciTy -- With just a weeks before Grade 6 and 4th year high school students receive their graduation certificates and diplomas, the Department of Education (DepEd) reminds the need for austere but meaningful and solemn commencement rites. The reiteration for simple and significant graduation is based on DepEd Order No. 8 made by Acting Albay Division Superintendent Marilet Almayda during PIAs radio early part of this year. Included in this funding is the construction of a 3 x 3-meter box culvert and a detour road will be installed just beside the section to be rehabilitated, said DE Lubiano. However, the initial work done on the detour was program Aramon Ta Daw. Supt. Almayda said that such graduation rites must not necessitate nor entail big expenses thus, no fees nor any graduation requirements will be expected from students and parents. El Verde pays tribute to women and the environment


1.2 million mangroves in an hour

On March 8, 2012, at 6:45 to 7:45 in the morning, when the tide is at its lowest ebb, more than 9,000 people, among them students and community folks, plant 1.2 million mangroves along the shores of Brgy. San Rafael and by the river bank of Bgry.Binahan, both in the town of Ragay. This is an attempt to set a world record of planting 1.2 million mangroves in one site in an hour, and to break Indias record of planting 9,000 mangroves in 10 sites in an hour. This is also in commemoration of the first year anniversary of the provincial governments El Verde on February 23, which is responsible for

planting 64, 000 trees in the uplands, and setting a world record last year. Moreover, it gives honor to womens contributions to environmental care and safety, today being International Womens Day, thus the theme Million Mangroves for Women, Environment and the Future. The site for planting is chosen because the area is big, 2.7 kilometers; and it is sandy, rocky, and less muddy. Bakawang bato, the mangrove specie planted, is chosen for its high salinity content, and its suitability to the site. Each piece costs 50 centavos and bought in Prieto Diaz, Sorsogon because it

is not available in the Ragay Gulf. Each planting row accommodates 400 mangroves. Each planter is assigned 200 propagules, thus, two planters are in charge of a row. They tie up the planted mangroves to sticks put up for the purpose as precaution against the tide and the waves. Firecrackers signal the start and the end of the planting time. Representatives from the Guinness World Records conduct aerial survey during the planting hour. Onlookers from different sectors of society, locals and visitors alike, as well as peace and security forces, litter the shores, rais-

how Teachers Maintain a healty lifestyles


Are you having issues maintaining a healthy lifestyle and managing stress while teaching? Its not that easy in a job like this to stay fit when your work requires consistently putting others needs, wishes, and priorities before their own. Teaching in a classroom can be both exhilarating and exhausting, with numerous problems to solve and little time for eating right and exercise, running from one room to another, and not to mention dealing with a crowd of students each equipped with unique characters. Sounds difficult, but by learning on the importance of taking good care of themselves they can survive the school year without banking on illness like what most of retirees of their kind suffers. By developing a routine that includes eating right, exercise, enough sleep, and the pursuit of personal interests in addition to professional development, teachers can ensure that they have the energy and the excitement necessary to succeed in this rewarding, but demanding, career. Maintaining Physical health One thing teachers are often surprised by is how quickly they get sick after starting in a teaching position. Being around students all day, just the near proximity to so many different people, brings exposure to all sorts of new germs, and for many it is inevitable that they contact one or more illnesses over the course of their first few years of teaching. With their unpredictable and fragmented schedule, teachers need adequate daily nutrition and exercise. Build time into the day for brief sit-down meals at breakfast and lunch, and keep fruit, nuts or popcorn available for snacking. Partner with another teacher for a walk at lunch, hold an exercise class after school, or make physical activity a priority on the weekends. Improved nutrition and exercise habits make sleep more refreshing, too, which strengthens the immune system and overall health. Another risk for teachers are joint and muscle discomforts considering they spend most of the time standing in front of class. Exercise targeting the muscles that are rarely used during the day can give relief. Health experts say that maintaining stronger muscle tone in your back and upper body will prevent bone-loss and Osteoporosis in women. Whats best about lifting light weights or doing calisthenics-like exercises is that they can be done while watching soap opera in the afternoons! Exercise is also a very healthy way for managing stress. Im not big on yoga or aerobics, but if you have some knowledge of these types of exercises and stretches, than by all means do them as well! Maintaining Mental health Teachers may be overwhelmed with day by day activities, and some practical things to do and remember and all the classroom experiences to which they must adapt and respond. Feeling frazzled, forgetful, short-tempered, or depressed may all indicate a need to address mental health as well as physical health. Maintain a sense of humor and focus on the positive things that have been accomplished each day, rather than on what still needs to be done. Veteran teachers are often more than willing to share their expertise and materials. Seek the advice of a Mentor teacher when needed, share materials and instructional ideas, and make a point of becoming involved in the larger school community. The collaborative atmosphere will promote positive feelings and a sense of cooperation that can ease the stress of a busy teaching day. Maintaining a balanced lifestyle as a Teacher Teaching is a job that can keep a professional busy twenty-four hours a day. Aside from the whole day campus work, there are some take home paper works to do, just like checking tests, and lesson planning for the next days. It is essential that teachers realize that they cannot and dont have to do everything all at one. Prioritize what is most important for this years class and keep a notebook with ideas for the coming year. Brainstorm solutions to the most pressing problems with colleagues and focus on one or two areas for professional development. Balance work time with hobbies, physical activity, and friendships, too. Dont neglect the things that were enjoyable before taking the teaching job because those are the things that refresh and rejuvenate a teacher and keep him or her interested in and interesting to students. Work well done and a well-rounded life outside the classroom are the goals. the face. Our fishing grounds are now without life, our coastal areas barren. This is no longer funny. The traffic in Metro Manila is another source of more fun. Giant buses competing with tiny passenger jeepneys and private cars for limited space, frequently resulting in serious accidents. But unless a tragic mishap occurs, nobody will look at the suicidal behavior of drivers. This is also no longer funny. If you are in Metro Manila and you are in a hurry to get to your destination, take a taxi driven by tough looking man. But you may end up robbed, your wallet, your expensive watch, your cellphone, even your underwear taken at gunpoint. And you walk home fully naked. That is more funny.-

Thats how I like to call them. Ladies in waiting. Women in waiting. But there are also some few men. They are the ones who take their kids to school and most of the time stay in school until the kids are dismissed from their classes. They are fully equipped, with food, junks mostly, and with lots of stories and also gossips to share among them. Some though have businesses mostly buy and sell. And they while away the time. Productively or unproductively. For almost a month I have been taking my 5-year old granddaughter to her 7:00 am class and fetching her at 11:00 am when class is through. And I had sat down with some of these ladies in waiting. Rubbed elbows with them. Exchanged ideas with them and learned a lot from them like experimenting on new recipes, the latest news in school which I do not know, even the newest gossips in tinselland. Most of them are plain housewives but college graduates whose spouses are either out of the country or have good jobs locally, I get the feeling that most of them are financially sound considering the mobile phones they are using and judging from their stories of travel or new acquisitions. Two hours can be very brief since there are just enough stories to listen to. Personally, I am a simple listening post. And listening can make a wholesome day. These in-waiting people are the most cooperative and are really very supportive to their kids to the point of doing their childrens homework, etc. During school activities like family day, they could be banked on for food and more food. The men in waiting? . Well, they just sit among themselves and maybe also engage in men talks. I am at a loss as to what men talks are. But I have some hunches, and where are their spouses? The inviting atmosphere of Facebook offers students an opportunity to actively participate. It is not just a social networking site to find old friends and chat with them. Facebook can be a learning tool too. As teachers we need to constantly remind our students to be responsible users of the facebook. The question is: How can Facebook (FB) be beneficial in the classroom? l. Projects/assignments: a) News reporting- let students follow news feeds relevant to a subject in order to keep the information flowing. b) Book reports- let students post and share their reports for others to read and students may share and access each others report on line. c) Political awareness- students will be updated of current issues in politics, and sharing these issues inside the room is interactive and effective. d) Create a news source- students can use the FB status update as breaking news source for events like: sports, academic competition and other campus news 2. Communication- Facebook is an excellent way for strengthening the communication among students and between teachers and students too. a) Schedule of events- FB is an easy way to announce events like: opening of classes or the schedule of the final examination. b) Send messages- when there is unexpected news like suspension of classes, rescheduled examination or an excused letter by a student to his teacher, FB is available anytime of the day. c) Share multi-media- let students post videos, photos after an event like JS Prom., educational tour or field trip and these will be easily shared by the entire class. d) Shy students- they may open up, approach their teacher after office hours and talk or send emails which later will encourage the shy student to participate in classroom discussion. e) Classmate connection- old friends or new found friends get to know each other more. f) announcement- teachers may send reminders to students specially those who need attention These are suggestions to apply Facebook as a learning tool, after all, gone are the days of traditional classroom settings and let us all be responsible users of the Facebook.

CamSur sets new Guinness world record for planting most number of mangroves
1,009,029 mangroves planted in one hour

Pili, camSur one million, nine thousand and twentynine mangroves planted. This is the official result confirmed by adjudicator Seyda Subasi Gemici that will place CamSur in a distinguished spot of the Guinness Book of World Records for most number of mangroves planted in one hour. The amazing exploit was accomplished when some 7,000 constituents converged for a planting spree at a 60-hectare area along the coast of Ragay Gulf in barangay San Rafael, Ragay 6:45 to 7:45 morning of Thursday, March 8, to post the recordsetting feat. The activity was part of a month-long celebration of the first anniversary of El Verde Movement launched by Governor LRay Villafuerte February 23, 2011 attended by President Benigno Aquino that included a planting activity in Siruma where 64,096 trees were planted in only 15 minutes and placed CamSur in the Guinness Book of World Records for planting he most number of trees in one hour, a world record that stands unequalled up to now. Even as CamSurs 1,009,029 officially confirmed mangroves planted fell a bit short of its self-imposed target to plant 1.2 million mangroves in an hour because a slight glitch that failed to take full advantage of the low tide, mangrove planting is a newly-opened category and CamSurs feat was definitely way above the minimum 10,000 mangroves required by Guinness to set a new record. The El Verde Movement, lauded last year by President Aquino as the most concrete project implementing the greening program of the national government is a major focus of the El Verde Movement which includes, among others, reforestation projects that will contribute to neutralizing the negative effects of global warming and climate change and enhance local watersheds. El Verde includes the establishment of special zones and protected areas that will also help in the preservation of wildlife and protection as seawalls during calamities, protection of lakeshores, riversides and coastal areas against erosion and silting as well as urban greening and tourism promotion. Through El Verde, Governor Villafuerte envisions CamSur to become the Green Capital of Asia and Ragay to be acclaimed the mangrove capital of the world. -GBC

CSC career service exams slated May 27


The civil Service commission (cSc) has commenced accepting applications for this years written career Service Professional and Sub-professional Examination-Paper and Pencil Test (cSE-PPT) set on May 27. Eunida Jalmanzar, information officer of the CSC regional office here, announced that applications for the examination started last January 17 and should be filed on or before April 12 at any CSC regional or field office. After examination on May 27, the process of application will start immediately a day after which for the next examination this year 2012 on October 21. The examination, according to Jalmanzar, does not require a standard for educational attainment since it is open to all Filipinos who are at least 18 years old at the time of filing the application and must not have taken the same level of examination within three months from the exam date. The actual number of applicants for 2010 was 13,129; in 2011 it had reached 11,036. As of October 16, 2011, the rate of passers in Camarines Sur was only 14.19 percent while in Legazpi City, there were only 7.36 percent passsers.. Taking the Civil Service exam is greatly encouraged by the CSC especially for the younger generation for it is a gateway for immediate hiring in public agencies.

The mismatch problem occurs as the workers required by companies for their vacancies are difficult to fill up due to shortage of talents in the labor pool. An Asian Development Bank study said labor mismatch is one of the culprits behind the countrys slow economic growth and that the mismatch may be caused by too many highly educated people chasing too few jobs in the country, he said. SBN 2091 shall institute NCAE, which would assess or evaluate every high school graduates potential to take either a four-year degree program, technical/vocational programs, courses in which they have better aptitude, or embark on entrepreneurship. We should aim to produce graduates that could be absorbed by the labor market. This bill addresses the labor mismatch between the needs of industries and the supply and quality of our college graduates, Escudero further explained.

A judge should avoid unconciously falling into the attitude of mind that the litigants are made for the courts, instead of the court for the litigants. Even if she is a judge and very knowledgeable about the Constitution and other laws, she need not talk in an arrogant and insulting manner. Its a bad example to the youth and everybody. Imagine if everybody talks that way. It will be troublesome. Atty. Aguirre was right when he said before the Senate Court that respect begets respect. In this connection, it is good to remember the Golden Rule: Do unto others what you want others do unto you; and do not do to others what you do not want to be done unto you. Atty. Aguirre was cited of contempt for his behaviour but the Senate Court only admonished him for this. I raise my hat to Sen. Joker Arroyo of Baao, Cam. Sur who stood in the impeachment court to extend inter-parliamentary courtesy to Rep. Jorge Banal when some senators wanted to interrogate him on the little lady, his source of information on the PS Bank account. The House prosecutors are members of the House of Representatives, a co-equal body of the Senate which Joker has not forgotten. The Senate Court granted it.

AKB wants Anti-Hazing law amended


The aKo Bicol (aKB) Party list filed House Bill 5912, which seeks to include the fact of intoxication and the presence of non-resident or alumni fraternity members during hazing as aggravating circumstances to consider in the application of penalties of violators of republic act 8049, also known as the antiHazing Law.
