REPORT ON FLY ASH GENERATION AT COAL/LIGNITE BASED THERMAL POWER STATIONS AND ITS UTILIZATION IN THE COUNTRY FOR

1st HALF OF THE YEAR 2011-12 (April,11 to Sep.,11)

BACKGROUND Central Electricity Authority is monitoring fly ash generation and its utilization at coal/ lignite based thermal power stations in the country since 1996 on behalf of Ministry of Power. Data on fly ash generation and utilization including modes of utilization is obtained from thermal power stations on half yearly and yearly basis. The data obtained is analyzed and a report bringing out the status of fly ash generation and its utilization is prepared on yearly/half yearly basis.

ASH GENERATION & UTILIZATION DURING 1st HALF OF THE YEAR 2011-12 A Brief Summary Fly ash generation & utilization data for 1st half of the year 2010-11 has been received from 90 (Ninety) coal/ lignite based thermal power stations of various power utilities in the country with a total installed capacity of about 83797 MW. Data received has been analyzed to derive conclusions on present status of fly ash utilization and compliance of MoEF Notification of 3rd Nov.,2009. Power Station wise fly ash generation & utilization data including mode of utilization for all the 90 (Ninety) thermal power stations is given in the statement at Annex-I. 2.2 Power Utility wise Status of Fly Ash Generation & its Utilization for 1st half of the Year 2011-12 The ash generation & utilization data for various power utilities in the country for 1st half of the Year 2011-12 is given in Table-I below:

It may be seen from above table that out of 31 power utilities, six utilities have achieved ash utilization level of 100% or more and seven power utilities have achieved ash utilization level in the range of 100 to 75%. The performance of these thirteen power utilities in ash utilization during 1st half of 2011-12 (April to September) has been excellent. 2.3 State wise Status of Fly Ash Generation & its Utilization during the 1st half of the Year 2011-12 The state wise status of fly ash generation & utilization is given in Table-II below: TABLE-II STATE WISE FLY ASH GENERATION AND ITS UTILIZATION FOR THE 1st half of THE YEAR 2011 -12 Sl. It may be seen from above table that five states out of sixteen have generated more than 5 million tonne of fly ash during 1st half of the year 2011-12 and the maximum of more than 9 million tonne was generated in U.P. 3.0 PRESENT STATUS OF FLY ASH UTILIZATION AS PER MOEFS AMENDMENT NOTIFICATION DATED 3rd NOVEMBER, 2009. Fly ash generation and its utilization data received from various power utilities for 1ST half of the year 2011-12 has been analyzed to ascertain the number of power stations which have achieved the target of fly ash utilization as per MoEFs notification of 3rd November, 2009 i.e. (i) All thermal power stations in operation on the date of notification should have achieved the target of 60% fly ash utilization within two years from the date of notification i.e. by 3rd November, 2011; and All new thermal power stations which have come into operation after the date of notification should have achieved the target of 50% of fly ash utilization within one year of their commissioning.

(ii)

The following extension units of existing power plants were commissioned after 3rd November, 2009. Ash generation and utilization data for these units is not received separately. As such, their data is reflected in the existing Thermal Power Stations for the purpose of examining the compliance of MoEFs Notification. (a) (b) (c) (d) (e) (f) (g) (h) (i) Unit 3: 250MW of B.B.G.S TPS was commissioned on 28.2.2010. Unit 4: 75MW of Kutch Lignite TPS was commissioned on 19.12.2009. Unit 4: 250MW of Lehra Mohabbat TPS was commissioned on January 2010 Unit 5: 210MW of Rayalseema TPS was commissioned on 10.2.2011 and Unit 7: 250MW of Parli TPS was commissioned on 30.7.2010. Unit 2: 300MW of AMARKANTAK TPS was commissioned on 22.2.2010 Unit 8: 250MW of RAICHUR TPS was commissioned on 9.4.2010. Unit 4: 250MW of PARAS TPS was commissioned on 31.8.2010 and Unit 7: 500MW of VIJAYWADA TPS was commissioned on 28.1.2010.

The status of compliance of MoEFs amendment notification of 03.11.2009 based on fly ash generation and utilization data for 1st half of the year 2011-12 received from 90 coal/Lignite based Thermal Power Stations in CEA from power utilities is given in TableIII below. It may be seen from above table that out of 90 thermal power stations for which data was received, 49 (forty nine) power stations have achieved the ash utilization level of 60% or more during 2011-12 as per target of utilization stipulated in MoEFs Amendment Notification of 03.11.2009. Out of 41 nos thermal power stations, which could not achieve Fly ash utilization target as per MoEFs Notification of 3rd November 2009, 39 nos thermal power stations were commissioned before 3.11.2009. 3.1 Range of Percentage Ash Utilization during the 1st half of the Year 2011-12 Based on the analysis of ash utilization data received from power utilities, range of percentage of ash utilization and number of stations in that range are given in Table-IV: TABLE-IV RANGE OF PERCENTAGE ASH UTILIZATION DURING THE 1st HALF OF THE YEAR 2011-12 Sl. Thermal Power Stations that have achieved 100% or more ash utilization during 1st half of the year 2011-12
16 (sixteen) thermal power stations have achieved the ash utilization level of 100% or more during first half of the year 2011-12. Power Stations which have achieved the level of ash utilization of more than 100% during 1st half of year 2011-12, have utilized ash stored in ash ponds during previous years. At Muzaffarpur Thermal Power Station, ash accumulated during last few years has been utilized within plant for land development work. 3.3 Power Stations in Ash Utilization Range of less than 100% and up to 75% during 1st half of the year 2011-12 19 (Nineteen) Power Stations have achieved ash utilization level in the range of 100% to 75%. Power Stations in Ash Utilization Range of less than 75% and up to 60% during 1st half of the Year 2011-12 14 (Fourteen) Power Stations have achieved ash utilization in the range of 75% to 60% during 1st half of year 2011-12. Power Stations with Ash Utilization Level of less than 60% during 1st half of the Year 2011- 12 39 (Thirty nine) Power Stations out of 90 have not been able to achieve target of fly ash utilization of 60% during 1st half of the year 2011-12 as per MoEFs notification of 3rd November, 2009. Power Stations commissioned after 3rd November, 2009 2 nos. of green field Power Stations have been commissioned after 3rd Nov. 2009. CONCLUSION Overall utilization of fly ash in the 1st half of the year 2011-12 has been about 55% in comparison to 56% during 2010-11. The maximum utilization of fly ash to the extent of 48.13% has been in Cement sector. 13.02% was utilized in roads & embankments, 8.72% in reclamation of low lying areas, 6.76% in mine filling, 6.51% in bricks etc. The utilization of fly ash in mine filling was 6.76% and in making fly ash based building products like bricks, tiles etc was only 6.51%.
