Win Bharat is a user friendly knowledge platform, to enable illiterates and semi literates to access information regarding MGNREGA and other sphere of life. The platform accessed through BNRGSK manifests the vision of turning BNRGSK into Knowledge Resource Centre.
Background Brief
Bharat Nirman Rajiv Gandhi Sewa Kendra is envisioned to function as Knowledge Resource Centre to facilitate: 1) Citizens access to information on MGNREGA and other Rural development Programmes 2) Dissemination of technologies to rural for productivity enhancement of rural assets 3) Public access to information and online transaction related to development process 4) Build capacity through training and self development
The unique features of WIN BHARAT are: User interface for illiterate and semi literate: The operating systems so far in use cannot be operated by illiterate and semi literate, leading to a need for an operator/ sanchalak. The project WIN BHARAT implements an interface that could be easily operated by illiterate and semi-illiterate populace and resonates even with literate rural populace due to its ease of use. WIN BHARAT interface eliminates the divide caused by the presence of a middleman (Sanchalak or an operator) between the information and the user. Information in Consumable format: Rural populace is less sophisticated in their usage of information, unlike the urban populace. This constraint mandates presentation of information in a different format to rural user than to an urban user. The information presented to rural people is just not collected and collated information but the information is also analyzed, prioritized and customized according to the local conditions and then presented in a manner that could easily be consumed by end users. Ability to act on Information: The ultimate objective of information is to make better choices for users. The project enables rural people to not only consume information but it also gives them a platform to act on the information and thus benefitting from it. Thus ICT is used to provide complete solution to rural user for productivity and lifestyle enhancement. The project develops ICT infrastructure complimentary to NREGA MIS. NREGA MIS collects and collate all the data for MGNREGA to be viewed by public but the complexity of MIS interface handicaps the end users, mostly illiterates and semi illiterates, to use NREGA MIS to know about their rights and entitlements under MGNREGA. Project WIN BHARAT with its unique features provides an ICT solution to tackle some of these problems.
Project Implementation
The key activities to be undertaken to implement the project are: 1. Development of a User Interface for illiterates and semi illiterates 2. Development of data linkage with NREGA MIS and data presentation module development
3. Integration of information about land records, BPL cards etc. from already available aggregated E- governance databases 4. Building research database through primary or secondary research in the other following areas: A. Rural development schemes: Wherever the information about rural development schemes has not been aggregated, build aggregated databases to plug gapes B. Agriculture: Information about seeds, weather, farming techniques, soil, crop selection, alternative channels to sell harvest, crop insurance, etc. C. Similarly databases for Healthcare, Education and Jobs 5. Verify, localize, analyze, prioritize, and simplify information to make it rural friendly 6. Build web enabled IT applications for: A. Grievance redressal for MGNREGA and other rural development schemes and also in other areas related to basic infrastructure B. Demand supply aggregation platform for jobs, farm produce and consumer and agricultural goods C. Handshaking platform for matrimonial alliances and auction facility 7. Build self explanatory e learning modules for basic computer literacy, English learning and gaining data entry and word processing skills.
Dissemination
The application WIN BHARAT is disseminated through specially designed hardware placed in the BNRGSK. Alternative points of dissemination can be CSC, e-Choupals, and Government Schools.
Project Cost
The total cost of the project is INR24cr for 100 villages. The incremental increase in cost with the increase in number of villages becomes lesser and lesser as the software cost gets apportioned over large number of terminals. The cost for implementing WIN BHARAT in 1000 villages is INR42cr. See Annexure-II for detailed costing.
