NOTIFICATION Subject: Joint Entrance Examination (JEE) 2013 for Admission to Undergraduate Engineering Programmes in IITs, NITs and other Centrally Funded Technical Institutions, etc. - Broad structure and administrative framework.
Based on the discussions held amongst the various stakeholders, it has been
decided to hold a Joint Entrance Examination from the year 2013 for admission to the undergraduate programmes in engmeering in two parts, JEE-MAIN and lEE-
ADVANCED. Only the top 150.000 candidates (including all categories) based on
performance in JEE MAIN will qualify to appear in the JEE Advanced examination. Admissions to IITs will be based only on category-wise All India Rank (AIR) in JE.E ADVANCED, subject to condition that such candidates are in the top 20 percentile of successful candidates in class XU examination conducted by their Boards in applicable categories. Admission to NITs will be based on 40% weightage for performance in class XII Board marks normalized on percentile basis and the remainder 60% weightage would be given for performance in JEE Main and a combined All India Rank (AIR) would be decided accordingly. The policy could also be adopted by other Centrally Funded Technical Institutions (CFT!s) and participating Institutions. In case any State opts to admit students in the engineering colleges affiliated to State Universities where States require separate merit list to be provided based on the relative weightages adopted by the States, then the merit list shaJI be prepared with such relative weightages as may be indicated by States. The examinations will be conducted in the regional language of the State on the express request of the State.

For smooth conduct of both .lEE- Main and JEE-Advanced from the year 2013, it is
proposed to constitute a JEE Apex Board (JAB) as under:(I) Prof. Ashok Misra

Terms of Reference The JAB would have a permanent secretariat which would be
provided by CBSE. JAB would be assisted by the JEE Interface Group for coordinating with the Council of Boards of Secondary Education (COBSE). The JAB will have the final authority for setting up the policies, rules, regulations for the conduct of JEE-Main. It will also coordinate with JEE Advanced Group (JEE-IIT) and its Chairman. The secretariat will be responsible for serving the Apex Board as well as other Groups created by JAB for the purpose. It will also be responsible for Administration. Finance, Court Cases, RTL etc.

Convener (Interface) who would be nominated by Chairman, COBSE. The Group may comprise of five members drawn from CBSE, IITs and a senior representative of Indian Statistical Institute (lSI) nominated by the Joint Apex Board.
Terms of Reference- The coordination with School Boards. the handling of related issues, and evaluation of the school board performance of students in a normalized manner shall
be handled by the Group (JIG). The implementation of arriving at the normalized school performance shall be coordinated by JEE Interface Group.

CBSE will provide the administrative and logistic support for the conduct of
JEE-MAIN examination across the country. The permanent secretariat of the JAB, housed in the CBSE, will use the existing infrastructure and the manpower being contributed by the present AIEEE unit. with a small number of posts crl!ated. including that of the Executive Director, based on actual requirement

The NIC I C-DAC will help in all information technology related (software)
support and back end activities for pre-and-post examination work, including on-line submission of application forms.

The transparency processes established by the liT system presently and in AlEEE-
2012 shall be adopted fOr the JEE-MAIN and JEE-ADVANCED. Those students who have appeared in thF: Class XII Board examinations in 2012 and wish to improve upon their performance can appear again for the Board examinations in 2013. CBSE and State Boards would make appropriate arrangements to facilitate this through a special dispensation.
