Last 2011, Leyte was declared as an insurgency-free province which means that the number of the rebels operating in the province have diminished considerably and could no longer stage ambush incidents significantly. In a statement, Col. Rafael Valencia, commanding officer of the 802nd IB, condemned and described the attack as another desperate act on the part of the NPA. He added however that the incident would not stop them from pursuing their mission of winning the peace for the people of Leyte. Last November 30 2012, one soldier was killed and two others were wounded when elements from the 78th Infantry Battalion were ambushed by about 10 NPAs in sitio Calingatnan, Brgy. San Pedro, Albuera town. They were on their way back to their headquarters from peace and development efforts. (JOEY

ing us about this incident. These inmates are supposed to be in jails and yet they are being seen in public, Nacino said. We will ask jailers how many prisoners they have and if they are actually there. And if they (prisoners) are not there, where are they? the CHR regional director added. Nacino said that by actually visiting the prison cells, this illegal act would come to a stop. The CHR director in particular said that this incident has been mostly noted in Southern Leyte
and Eastern Samar jails. According to Nacino, Resolution Number A2012-091 issued on April 23,2012, issued by their central office empowers the CHR to conduct visits to jail facilities in the country and conduct an inventory among prisoners. Under the same resolution, he said, jail officials are mandated to submit the list of prisoners under their custody within the first five days of every month. Aside from the provincial or local jails, also cover to comply this CHR resolution are the National Bureau of Investigation,Bureau of Corrections, Bureau of Immigration and Deporta-
tion, Philippine Drug Enforcement Agency and the Armed Forces of the Philippines. Nacino said that while they have yet to actually account an incident of a prisoner seen in the public, they have recieved informations through text messages of such incident. Of course,we cannot take action on this. For us to be able to file an appropriate case, the subject should be seen by us in flagrante or caught in the act,the CHR director said. He lamented that their informants do not come out in the open out of fear. They are afraid considering that they will be fight-
ing against state actors, Nacino said, referring to jail officials who could be behind in allowing prisoners to go outside. Nacino made a case of some prisoners who were seen working as carpinters to a house of jail official. He,however, declined to identify the jail official or where in particular this case is in the region. He said that those who would be discovered allowing their inmates outside jails would be charged administratively and criminally. That falls to infidelity in the custody of a prisoner, Nacino said, referring to a criminal offense being
committed by jail officials in case like this. Meantime, Nacino said that they would conduct an orientation to jail officials against the practice of torture among inmates. The CHR director said that torture involving pris-
oners remains to be rampant. This, too, should be stopped, Nacino said. The orientation would be held on December 10 of this year, which is being observed as International Human Rights Day.

that suspect has previous records of arrest for similar offense and was sentenced on October 20, 2004 after he has been found guilty for violation of Republic Act 8294 in criminal case number Y4-D-186. He was on probation effective January 12, 2004 per order of Judge Salvador Jakosalem of Catbalogan Municipal Trial Court until he was re-arrested in 2008, he added. The RSOG brought Diaz to the Bureau of Jail Management and Penology (BJMP) detention facilities in Catbalogan City for proper disposition. Soria further assured Eastern Visayas folks on the continuous implementation of Manhunt: Charlie, the PNPs campaign against wanted persons. We will leave no stone unturned in conducting manhunt operations against those wanted by law for them to face the consequences of their committed crimes, the regional director ended. (PR)

he intensity of typhoons that bring rains, floods, destruction and loss of lives is seen to be getting fierce with the offensive climate change that has become a by-word in todays life. The Mindanao area which used to be typhoon-free or seldom visited by typhoons has now become a favorite destination of storms that unleash their ferocity and leave the place with destruction and loss of lives. The lessons left by these unbridled natural elements have somehow lessened loss of lives. It is a good thing that the national government has preemptive Pablos occurrence and directed anticipatory moves like evacuation and disaster preparedness. The country does not have the threat that Israel has but all disaster prone places can learn some basic lessons from it. Israel is a small country, notwithstanding the treatises signed; it is practically surrounded by enemy lines. Due to security prob-
lems, it has imposed all homes to have a reinforced security room impermeable to chemical and biological substances. The country has no such security threats but it has to address massively the threats imposed by nature such as flashfloods, typhoons and other natural calamities. At the present, whenever calamities strike, people are evacuated to basketball courts, schools, churches and other structures which are far from safe. Mitigation of disaster must be given more priority and focus by the government by the sheer political will of preventing residences from calamity-prone areas; building of evacuation areas that are equipped with the necessary supplies and equipment for emergencies. People die because they are permitted by local government units to build domiciles along

We mark today a solemnity in the Catholic Church, the first joyful mystery that is the annunciation by the angel Gabriel to Mary about her conception of the savior who she shall name Jesus. That event which is narrated today in the gospel of Saint Luke was truly a joyful encounter as it brought about the salvation of mankind. Mary was awestruck by the angelic announcement but was too humble and obedient to say yes to the will of God without any question, hesitation or reservation. She had the free will to choose and was imbued with that freedom of choice where she could have opted to reject conceiving a child, but she

munities stage devotional activities, such as festive celebrations and processions. Here is a consecration prayer to the Immaculata composed by Saint Maximilian Maria Kolbe, the Apostle of Consecration to Mary. O Immaculata, Queen of Heaven and earth, refuge of sinners and our most loving Mother, God has willed to entrust the entire order of mercy to you. I, (name), a repentant sinner, cast myself at your feet, humbly imploring you to take me with all that I am and have, wholly to yourself as your possession and property. Please make of me, of all my powers of soul and body, of my whole life, death and eternity, whatever most pleases you. If it pleases you, use all that I am and have without reserve, wholly to accomplish what was said of you: She will crush your head, and You alone have destroyed all heresies in the whole world. Let me be a fit instrument in your immaculate and merciful hands for introducing and increasing your glory to the maximum
Oftentimes interchangeably mistaken with the doctrine of Virginal Conception or the Blessed Virgin Marys conception of Jesus, Marys Immaculate Conception is among the significant feasts in the Roman Catholic Church. This dogma speaks that Mary was conceived, by her mother Saint Anne, without original sin, a grace that can only pass upon the faithful only after baptism. Mary was, nevertheless, exceptional to God because as the learned explain, she had received this sanctifying grace that normally comes with ones baptism after being born. The word immaculate comes from the Latin word immaculatus (not stained). Mary is also called Immaculata (the Immaculate One). She is spotless and unstained by mans ancestral sin inherited from Adam and Eves folly when they ate the
fruit of the forbidden tree. Marys purity put her above all the rest of her kind in the whole world. Indeed, as the prayer goes, Blessed is she among women. Coupled by her Assumption into Heaven body and soul according to church dogma, Mary has become one among the divine beings next to Jesus, who are believed to be very powerful intercessors. The doctrine reads, The blessed Virgin Mary to have been, from the first instant of her conception, by a singular grace and privilege of Almighty God, in view of the merits of Christ Jesus the Savior of Mankind, preserved free from all stain of original sin. On this very day, the Feast of the Immaculate Conception of the Blessed Virgin Mary is celebrated in the Roman Catholic Church across the globe. In Israel before, whenever the sound of sirens is heard, even small children at school know that there is a possible airstrike, to which they know what to do and where to go. This is how effective their early warning system is. It is understood by all citias possible the blessed kingdom of the most Sacred Heart of Jesus. For wherever you enter you obtain the grace of conversion and growth in holiness, since it is through your hands that all graces come to us from the most Sacred Heart of Jesus. (V.) Allow me to praise you, O Sacred Virgin (R.) Give me strength against your enemies. Amen The pureness of Mary is one attribute of woman that deserves the peoples emulation. She is the Mother of Perpetual Help, a Mediatrix, the succor of all humans, and one whom all Catholic faithful could call Our Dear Mother. She is our guide and protector. Our prayer: Immaculate Conception, pray for us.

FULL OF GRACE
Mary was full of grace and she was highly favored by God because she had no sin. She was the glory of her people. She is our tainted natures solitary boast. We sinners are proud of her as the only one among the children of Adam and Eve without sin. Sin is degrading to man. It has affected all of us. We have been disgraced by this dealing with the devil. We are ashamed of our disloyalty to God and of the way we have been untrustworthy of his grace. We rejoice that God has found Mary full of grace. We cannot equal Marys fullness but we can be in the state of grace. Do I use the Sacrament of Confession as a help given to me so that I may be united with God? Do I hate sin and love God as Mary did? (Daily Gospel Now, R. commitment of parents to adequately respond to the needs and aspirations of the family and children by responsibly and freely exercising their reproductive health rights and Reproductive Health Rights refer to the rights of couples, individuals and women to decide freely and responsibly whether or not to have children; to determine the number, spacing and timing of their children; to make decisions concerning reproduction free of discrimina-
ily and children as there are no opportunities for gainful employment or economic activities that will support such needs. In most instances, parents are working together to support the family but all their tireless toil fall to exploitative working environment that do not give just compensation for their labor. Many parents are overworking but remain underpaid, unable to meet their basic needs despite their will, ability and commitment to support the family and their children. On the occasion of the happy town fiesta of Burauen Leyte -greetings from:
MANILA The Philippines, the worlds third largest exporter of bananas, lost a quarter of its crop in Typhoon Pablo, an industry group said Thursday, adding that it has also likely spread a destructive pest. The Philippine Banana Growers and Exporters Association said the deadly storm, which has so far killed 477 people, would also cost the industry $318 million. Executive director Stephen Antig said Pablo destroyed 10,000 hectares of the countrys 42,000 hectares of banana farms. Worst damage Agriculture Secretary Proceso Alcala confirmed that bananas were among the farm sector segments that were hit hard by Bopha, though he gave no specific figures. I would say the banana industry sustained the worst damage, he said. Farmers in Compostela Valley and Bukidnon provinces who grow bananas under contract from big exporters are in danger of not being
able to deliver, and the government is thinking of ways to fill the gap, he told ABSCBN television. Were concerned the market could go to Ecuador. If that happens we would have a hard time getting it back, Alcala said, referring to the worlds top banana exporter and Philippine rival. The government is in discussions with the industry on how best to help it, he added. Alcalas aides later told AFP the minister was unavailable for comment. The hurricane-force winds and flash floods flattened wide swathes of the hillsides of Davao Oriental province and Compostela Valley, the centre of the industry, Antig said. And apart from the visible damage, Antig said there were fears that the floods might have spread Panama Disease, which prevents the banana plant from bearing any fruit before eventually killing it. The bug then renders the affected areas unsuitable for replanting. (SUNNEX)

through the support of former Housing and Land Unit Regulatory Board director Antonio Decatoria, who also served as the architect of the said building. Mr. Decatoria is the reason behind the realization of our new municipal building. He helped us in looking for funds at the national level, he explained. Lumarda added that the fund used in the construction of the building came from senators, national government as well as from the LGU itself. Senator Joker Arroyo donated P5 million for this building, P5 million from the Department of Budget and Management (DBM), P 20 million from the national government and about P10 million that was loaned by the LGU from the DBP, he said. According to him, the building was first constructed last 2004, during the previous administration, but was stopped for unknown reason until
2009. When I ran as mayor last 2010, I promised to continue the construction (of the municipal building). I am so proud that despite the construction of the building was stopped for quite a time, the outcome is good. The chief executive said that he is being honored that their new municipal building seems to be the most beautiful building and the biggest in the entire Leyte province. Furthermore, the inauguration of the building was graced with the presence of Leyte Vice Governor Florante Cayunda Jr.; Board Members Carlo Loreto, Nicollo Villasin, Deborah Bertulfo, Margarita Cari, Rolando Piamonte, Antonio Jabilles and Malou Go-Soco; Fifth District Representative Jose Carlos Cari; Baybay City Mayor Carmen Cari; Javier Mayor Leonardo Javier, Leopoldo Dominic Petilla and Abuyog Vice Mayor Jose Gaces. Board Member Loreto on his part said that the realization of the new municipal building is an impressive achievement of the local leaders of In-
opacan. This was realized through a collaborative effort of local leaders, senators, national government offices, and private individuals who wanted to see progress on the municipality, Loreto said. This is a symbol of capacity of Inopacnons for its greater heights. We hope that what had been done by them would in-
spire leaders from other towns, the board member added. Loreto said that it is good that the Inopacans leaders made something that could be adopted and replicated in other parts of Leyte. By seeing progress in some parts of Leyte, every municipality will follow. (REY GERILLA

The 12-round duel for the WBO Champion of the Decade plum promises to be an epic all-out battle as the two fighters vowed to knock the other out and finally settle the controversies hounding their previous three encounters. At Wednesdays (Thursday in Manila) press conference, fight promoter Bob Arum also said the fight will be spectacular as neither Pacquiao (54-4-2, 38 KOs) nor Marquez (546-1, 39 KOs) wants the judges to decide the winner this time.
