PDEA: 18% of barangays nationwide are drug-aected


The Philippine Drug Enforcement Agency (PDEA) bared that out of 42,025 barangays in the country, 18 percent are considered drugaffected. PDEA Director General Undersecretary Arturo Cacdac, Jr. revealed that the said percentage represents a total of 7,372 barangays aicted by the drug menace. The consolidated data resulted from validation of gathered information of PDEA and partner drug law enforcement agencies. A barangay is said to be drug-affected when there is a determined existence of drug user, pusher, manufacturer, marijuana cultivator or other drug personality regardless of number in the area, Cacdac explained. There are three basic parameters in determining barangay drug-affectation: slightly affected, moderately affected, and seriously affected. Barangays are considered slightly affected if there are identified drug users in the community but no known drug pushers or traffickers are operating in the area; moderately affected if at least one suspected drug

Last 2011, Leyte was declared as an insurgency-free province which means that the number of the rebels operating in the province have diminished considerably and could no longer stage ambush incidents significantly. In a statement, Col. Rafael Valencia, commanding officer of the 802nd IB, condemned and described the attack as another desperate act on the part of the NPA. He added however that the incident would not stop them from pursuing their mission of winning the peace for the people of Leyte. Last November 30 2012, one soldier was killed and two others were wounded when elements from the 78th Infantry Battalion were ambushed by about 10 NPAs in sitio Calingatnan, Brgy. 2 soldiers slain in an NPA attack in Jaro


TACLOBAN CITY-Two soldiers were killed while three others were wounded in an attack staged by the rebel group, the New Peoples Army, in a mountaneous village of Jaro town in Leyte Thursday night. Killed during attack in Barangay Rubas were Private Firsts Class Ariel Cahanap and Jacob Bacolando. While the wounded soldiers were identified as Private Firsts Class Ron Van Bura-Ay; Russel Paderna and Gilbert Serdena. The wounded soldiers, hit at the different parts of their bodies, are now confined at the Ormoc Sugarcane Planters Association-Farmers Medical Center(OSPA-FMC) in Ormoc City for medical treatment. Captain Drandreb Canto, spokesperson of the 802nd Infantry Brigade based in Ormoc City, said that the 8 p.m. Thursday incident was staged by about 10 rebels. The soldiers, led by Lt. Gabriel Mira, were in Rubas, about 15 kms away from the town center, as part of their foot patrol mission and just arrived there on the day of the attack,Canto said. But they were able to fight back against the enemies, Canto said. The firefight lasted for about 20 minutes. The attack staged by the rebels in Jaro was conducted almost simultaneously in Albuera town, also in Leyte, Canto said. According to Canto, rebels of the same strength engaged soldiers in Barangay Atipolo, about 10 kms away from Albuera last Thursday at around 9 p.m. While no one was hurt in the second incident, a civilian who happened to be in the area was wounded. The wounded civilian was identified as Edgar Borinaga, who was hit in the crossfire. Despite these two attacks staged by the rebels, Canto maintained that insurgency problem in Leyte remains insignificant. They now come into the open (and) engaged in attacking our soldiers because they now feels the heat of our insurgency campaign, Canto said.

We will ask jailers how many prisoners they have and if they are actually there. And if they (prisoners) are not there, where are they? the CHR regional director added. Nacino said that by actually visiting the prison cells, this illegal act would come to a stop. The CHR director in particular said that this incident has been mostly noted in Southern Leyte

and Eastern Samar jails. According to Nacino, Resolution Number A2012-091 issued on April 23,2012, issued by their central office empowers the CHR to conduct visits to jail facilities in the country and conduct an inventory among prisoners. Under the same resolution, he said,jail officials are mandated to submit the list of prisoners under their custody within the first five days of every month. Nacino made a case of some prisoners who were seen working as carpinters to a house of jail official. He,however, declined to identify the jail official or where in particular this case is in the region. He said that those who would be discovered allowing their inmates outside jails would be charged administratively and criminally. That falls to infidelity in the custody of a prisoner, Nacino said, referring to a criminal offense being

committed by jail officials in case like this. Meantime, Nacino said that they would conduct an orientation to jail officials against the practice of torture among inmates. The CHR director said that torture involving pris-

oners remains to be rampant. This,too, should be stopped, Nacino said. The orientation would be held on December 10 of this year,which is being observed as International Human Rights Day.

Mayor Cari airs side on accusation of maltreatment


BAYBAY CITY The mayor of this city dismissed a claim of a candidate for city councilor that she was maltreated by her when they met in an occassion held at the vicinity of the city public market. This incident prompted Elita Datahan to report it to the city police and had it blottered. The alleged incident happened on December 1, during the BAMAVA Day or the Baybay Market Vendors Association Night, the kick-off for the forthcoming fiesta celebration of Baybay. Mayor Carmen Cari narrated that she was really present during said occassion and that she met Datahan, also known as BB Datahan. During the event,she said, they shared the same table and had confronted Datahan over an issue which the lady mayor claimed was being spread by Datahan. Yes I do said that I will run after her, but that doesnt mean that I will do something bad on her. What I meant with what I said that I will run after her was that Ill make sure that I will fulfill my duty as the city mayor to ensure that she will do her duty to this city like paying taxes because she is a businesswoman, Mayor Cari explained. It doesnt mean anything bad, only that she took and interpreted it wrongly, she added. Cari also dismissed the claim of Datahan that she crumpled her face. She said that she did really touched the face of the complainant, but it was like a motherly way of touching a face. Mayor Cari added that in more than 30 years of her life in public service, it is only now that she had faced several complaints from her political rivals, which she said could not turn her down. I have a track record that can attest that I had been a good public servant in this city, so I dont bother if they file cases against me. I will welcome them, she added. Furthermore, when asked to comment on charges filed against her in the Office of the Ombudsman, Cari said that she will not comment as of the moment on the issue as no preliminary hearing was made yet by Ombudsman. She added that she does not want to pre-empt the Ombudsman. However, she made comments over her rivals penchant of having her interviews in places outside the city like in Tacloban and in Cebu, which according to her should be done in the vicinity of Baybay as she is running for mayor of Baybay. Whose votes does she wants to have, votes of Tacloban and Cebu residents, reason why she is doing interviews in those areas.If she really want to get the votes of Baybayanons, she should have her interviews done in the city because we have a radio station her that could air her side, Cari said. RSOG arrests Catbalogan jail escapee in Calbayog


CAMP KANGLEON, Palo, Leyte This man can no longer continue his fondness with guns as the Regional Special Operations Group (RSOG8) of Police Regional Office 8 brings him to his rightful place in jail. Eastern Visayas Regional Director Chief Superintendent Elmer Ragadio Soria identified the suspect as Junie Maoso Diaz, also known as Mayo, 48, single, jobless, a resident of Brgy Peaplata, a hinterland barangay in Gandara, Samar. The suspect is fond of bringing firearms which is illegal if you do not have license and permit to carry, Soria said. He added that Diaz was previously arrested in the past for illegally possessing firearms. The regional director informed that an intelligence driven operation was launched in the early morning of December 5 at Brgy. Tumaligues in Calbayog City based on information given by an informant on the presence of a fugitive at said area. The suspect was surprised but did not resist arrest when elements of RSOG under Police Inspector Constantino Jabonete, Jr. arrested him inside his residence. The police team was armed with an Alias Warrant of Arrest for Illegal Possession of Low Powered Firearm under Criminal Case Number Y8-K-133 issued by Judge Alma Uy Lampasa of Municipal Trial Court in Cities, Catbalogan City. Judge Uy recommended an amount of P60,000 for the suspects temporary liberty. Soria disclosed that aside from being an escapee, suspect is also a parolee for similar offense. He was arrested in Catbalogan City for bringing firearm on May 25, 2008 and while detained at the PNP lock-up cell awaiting trial, he managed to escape sometime in December that year, the regions top police official averred. TACLOBAN CITY All the local government units (LGUs) in Eastern Visayas have availed of the financial grant from the priority development assistance fund (PDAF) of Senator Francis Joseph Chiz Escudero. Senator Escudero, in his recent visit in this city, said that he made sure that the entire budget allocated by the national government through his PDAF would be equally distributed not only to all the LGUs in Region 8 as well as to other LGUs of the country. I do not want to own the budget on my PDAF because they might be throwing it as an issue against me, Escudero said. The budget is released in two ways; soft and hard process. The soft process is being released through Department of Budget and Management while the hard process would be directly given to Department of Public Works and Highways, he explained. According to him, all municipalities in Eastern Visayas were granted of half a million pesos for the local chief executive to use for the renovation of their respective public market. Moreover, the official disclosed that the city of Tacloban also received similar amount given to the municipalities that is also intended for the renovation of its public market. Other than the P500,000 financial grant given to the municipalities here, Senator Escudero also provided medical assistance to Eastern Visayas Regional Medical Center (EVRMC). Yearly, we give about 36 million pesos to EVRMC that would be benefited by the people of Eastern Visayas who would be hospitalized, Escudero added. (REY GERILLA GRADO)

Security threat such as the wrath of nature

he intensity of typhoons that bring rains, floods, destruction and loss of lives is seen to be getting fierce with the offensive climate change that has become a by-word in todays life. The Mindanao area which used to be typhoon-free or seldom visited by typhoons has now become a favorite destination of storms that unleash their ferocity and leave the place with destruction and loss of lives. The lessons left by these unbridled natural elements have somehow lessened loss of lives. It is a good thing that the national government has preemptive Pablos occurrence and directed anticipatory moves like evacuation and disaster preparedness. The country does not have the threat that Israel has but all disaster prone places can learn some basic lessons from it. Israel is a small country, notwithstanding the treatises signed; it is practically surrounded by enemy lines. Due to security prob-

lems, it has imposed all homes to have a reinforced security room impermeable to chemical and biological substances. The country has no such security threats but it has to address massively the threats imposed by nature such as flashfloods, typhoons and other natural calamities. At the present, whenever calamities strike, people are evacuated to basketball courts, schools, churches and other structures which are far from safe. Mitigation of disaster must be given more priority and focus by the government by the sheer political will of preventing residences from calamity-prone areas; building of evacuation areas that are equipped with the necessary supplies and equipment for emergencies. People die because they are permitted by local government units to build domiciles along

Oftentimes interchangeably mistaken with the doctrine of Virginal Conception or the Blessed Virgin Marys conception of Jesus, Marys Immaculate Conception is among the significant feasts in the Roman Catholic Church. This dogma speaks that Mary was conceived, by her mother Saint Anne, without original sin, a grace that can only pass upon the faithful only after baptism. ANNOUNCEMENT OF THE BIRTH OF JESUS


The angel Gabriel was sent from God to a town of Galilee called Nazareth, to a virgin betrothed to a man named Joseph, of the house of David, and the virgins name was Mary. And coming to her, he said, Hail, favored one! The Lord is with you. But she was greatly troubled at what was said and pondered at what sort of greeting this might be. Then the angel said to her, Do not be afraid, Mary, for you have found favor with God. Behold, you will conceive in your womb and bear a son, and you shall name him Jesus. He will be great and will be called Son of the Most High, and the Lord God will give him the throne of David his father, and he will rule over the house of Jacob forever, and of his kingdom there will be no end. But Mary said to the angel, How can this be, since I have no relations with a man? and the angel said to her in reply, The Holy spirit will come upon you, and the power of the Most High will overshadow you. FULL OF GRACE
Mary was full of grace and she was highly favored by God because she had no sin. She was the glory of her people. She is our tainted natures solitary boast. We sinners are proud of her as the only one among the children of Adam and Eve without sin. Sin is degrading to man. It has affected all of us. We have been disgraced by this dealing with the devil. We are ashamed of our disloyalty to God and of the way we have been untrustworthy of his grace. We rejoice that God has found Mary full of grace. We cannot equal Marys fullness but we can be in the state of grace. Do I use the Sacrament of Confession as a help given to me so that I may be united with God? MANILA The Philippines, the worlds third largest exporter of bananas, lost a quarter of its crop in Typhoon Pablo, an industry group said Thursday, adding that it has also likely spread a destructive pest. The Philippine Banana Growers and Exporters Association said the deadly storm, which has so far killed 477 people, would also cost the industry $318 million. Executive director Stephen Antig said Pablo destroyed 10,000 hectares of the countrys 42,000 hectares of banana farms. Mr. Decatoria is the reason behind the realization of our new municipal building. He helped us in looking for funds at the national level, he explained. Lumarda added that the fund used in the construction of the building came from senators, national government as well as from the LGU itself. Senator Joker Arroyo donated P5 million for this building, P5 million from the Department of Budget and Management (DBM), P 20 million from the national government and about P10 million that was loaned by the LGU from the DBP, he said. According to him, the building was first constructed last 2004, during the previous administration, but was stopped for unknown reason until

2009. When I ran as mayor last 2010, I promised to continue the construction (of the municipal building). I am so proud that despite the construction of the building was stopped for quite a time, the outcome is good. The chief executive said that he is being honored that their new municipal building seems to be the most beautiful building and the biggest in the entire Leyte province. Furthermore, the inauguration of the building was graced with the presence of Leyte Vice Governor Florante Cayunda Jr.; Board Members Carlo Loreto, Nicollo Villasin, Deborah Bertulfo, Margarita Cari, Rolando Piamonte, Antonio Jabilles and Malou Go-Soco; Fifth District Representative Jose Carlos Cari; Baybay City Mayor Carmen Cari; Javier Mayor Leonardo Javier, Leopoldo Dominic Petilla and Abuyog Vice Mayor Jose Gaces.
