He admitted that the farmers were correct in saying that water from the dam would not reach to the rice plants through this part of the canal, which he called as a sacrifice area. But the rest of the canal is okay, Campomanes said. The submerged area is approximately 200 to 300 meters long and 1.20 meters in height. NIA provincial administrator Edgar Mercado reportedly promised to provide a water pump so that water can flow on the said sacrifice area. But Baquilod disagrees with Mercados remedy. That is not acceptable as a remedy. Because using a water pump would only entail additional expenses on the already impoverished farmers there, as they would spend for the high cost of fue, he said. Campomanes said that only the Phase 1 of the irrigation project,
which covers the dam construction and canalization, was finished. We are waiting for additional allocation of about P10 million to start with the Phase 2, he said. But the additional

Run for 10 set on January 13, thousands of Filipino schoolchildren expected to benefit from proceeds
A nationwide run will be mounted on January 13, 2013 for the benefit of thousands of Filipino schoolchildren nationwide, who have yet to have classrooms where they could effectively listen to their teachers and learn lessons. Run for 10 will be staged for the benefit of TEN Moves!, the social mobilization campaign of Bayanihang Pampaaralan that seeks to raise funds for the construction of 10,000 classrooms nationwide by encouraging individuals to donate Php10 everyday for 10 months or a lump sum of Php3,000. In Metro Manila, Run for 10 will start off at the Ayala Triangle Gardens, Makati City, with 2.5 km, 5 km, and 10 km race distances. Simultaneous runs will also be held in at least 10 other key areas nationwide: Butuan, Cagayan de Oro, Cebu, Dipolog, Dumaguete, Legazpi, Pampanga, Tarlac, Zamboanga, and Zamboanga Sibugay. Run for 10 is a way for us to significantly ramp up support and donations for TEN Moves!, explains Rapa Lopa, Executive Director of the Philippine Business for Social Progress and one of the primary movers of TEN Moves! and the 57-75 Education Reform Movement. He vowed to conduct a study (investigation) why so much destruction and why so many lives lost during this worst natural tragedy that hit this part of Mindanao. Knowing the credibility of the present leadership we feel condent he will do it. Two things will have to be considered: One: the peoples reaction to government warnings appear much wanting. Four days before this killer typhoon hit the place they were already advised to evacuate. trapped inside. On the other hand, the houses are swept away by the rains and end up with people dying along the way. This is due to the rampant cutting of trees and vegetation to give way to the diggings. These people do not even consider replacing the trees they cut. On these instances, they become the victims of their own folly. The government must insist on responsible and controlled logging and mining. It may be true that the poor may be directly affected by such imposition but it is for their welfare in the long run. No way must small time mining be tolerated. There are environmental concerns to tackle to prevent adverse consequences. These are erosion, formation of sinkholes, and loss of vegetation, contamination of ground and surface water and soil from chemicals. This is why stringent environmental and rehabilitation rules are required from companies. People have become hard-headed. They continue defying the rules, yet they expect the government to come to their rescue once something unexpected happens to them. It is sometimes good to ignore such situation but however exasperating it may seem, our being civilized prevail. What happened in the Compostela Valley during Pablos visit has happened and will happen again if the people will not discipline themselves or the government continues to be lax and callous. Each family and each individual cannot put their lives at the care of the government all the time; each one must be responsible.

The world has changed drastically. The climate is definitely altered; they call it climate change which is actually natures response to mans wanton disregard and disrespect for the environment. What we experience in the country is just a small manifestation of how we treat our surroundings. Things could become worse than it is now. Typhoons bring ashoods especially in areas which are vulnerable. In the olden days, roofs and houses in villages are just uprooted and blown off because most of the houses
were of light materials and these are not built to withstand strong winds. Seldom do we hear of houses and people being washed out to the seas or buried in mud and debris due to rushing water from the mountains. Nowadays, most of the casualties of typhoons are victims of ashoods. It is sad that people have not changed a bit. They still insist on illegal activities and livelihood even if they have seen the worst of things miners and their families become victims. Total logging and mining bans are not the answers to their dilemma. It is an im-
mature way of looking at things. The problem lies on the inability of the government to properly control logging and mining, the main culprits that ruin our forests and environment. One of the TV networks set up an informal survey asking people through their morning show, if total logging and mining bans are the answers to the problem, definitely these are not the remedies to the problem. It is sad to note that in most places, the local government officials are themselves behind mining operations, probable reason why the government cannot put a stop to illegal operations. Worst, the officials tolerate families putting up temporary domiciles in these places. Due to unabated or uncontrolled mining operations, the place becomes susceptible to accidents and disasters. Some of the mines just collapse and miners are

They had worked hard to bring their patient to him and then they waited for the answer to their prayer. I have learned to pray in various ways and I pray many times each day. How much effort do I give to my prayer? Is my prayer something that I do with serious attention or is it just a routinary repetition of words with very little meaning? The friends of the paralyzed man said no words but they were very definite and clear in what they wanted to tell Jesus because they believe in him. joey e. clarin Pensioners of the Government Insurance Service System (GSIS) will each receive up to P12,600 as the agency gives at a total of P1.8 Billion in Christmas cash gifts. The GSIS has some 219,000 active members who receive regular monthly pensions as benefits for their retirement, disability or old age. Based on the issued guidelines regarding the grant of the cash gift, pensioners whose Christmas cash gift in 2011 was more than P10,000 will receive this year the same amount on this current monthly pension but only up to P12,600. At the same time, those whose cash gift last year reached P10,000 or less will also receive an amount equivalent to their
current monthly pensions but only up to P10,000. The P10,000 maximum also applies to pensioners who resumed their regular monthly pension after December 31, 2012. On the other hand, there are pensioners who are not eligible to receive the cash gift, including dependents and spouses who survived pensioners who are receiving their regular pro rata pensions. Also, the GSIS approved the grant of emergency loans to some 345,000 members who were affected by typhoon Pablo. GSIS members who are living in or working in government offices located in regions that were declared calamity areas are entitled to P20,000 loan payable in 3 years.

A young institution, just three years of being a university, the Naval State University (formerly Naval Institute of Technology) has slowly but surely proving itself as an educational institution to reckon with. Just after a year of its new university status it already gained recognition as a leading institution in the country being recognized as a model on institutional standard operation (ISO), the only one given such an award in Region 8. Other schools that got this recognition are the Bicol State University and another one in Mindanao. NSU also received a presidential award in institutional quality assurance monitoring evaluation of the Commission on Higher Education.
