1 Army killed, 2 wounded in Albuera ambush


ORMOC CITY One soldier was killed and two others wounded when a troop on their way back to headquarters from an interior sitio of a barangay in Albuera, Leyte, the next town from this city, was ambushed at around 4;00 PM of Friday, November 30. The fatality was identified as Pfc Richard E. Abines of Paranas, Samar. Wounded in action werePfc Jay C. Baysa of Pinabacdao, Samar and Pfc Frederic T. Mar of Jamindan, Capiz. The soldiers were troopers of the 78th IB under the leadership of a 1st Lieutenant Almendras who were at SitioCalitngatnan, Brgy. San Pedro to validate reports of sightings of armed men in the mountains. 16 soldiers were an on the army truck when an estimated group of 10 armed men open fired on the vehicle on a difficult part of the road. Col. Rafael Valencia, newly installed commander of the 802nd brigade here, said despite their loss, they would continue their peace initiatives in the area. Leyte has already been declared manageable-conflict affected area and development-ready, hence the Philippine Army here is more focused at help bringing various development initiatives of government agencies to remote areas, than pursuing a pure military solution to the insurgency problem. ISABEL, LEYTE A village chairman in this industrial town was put under a 60-day preventive suspension for an alleged anomalous purchase of a surplus vehicle that was converted into an ambulance, but which turned out to be owned by his father. The Sangguniang Bayan of this town recommended the suspension of Paterno R. Hermoso Jr., village chair of Brgy. Sto. Nio, after he failed to submit his answer to the allegations against him. Hermoso asked for an extension of 15 days to file his answer, but did not, and instead asked for another 15-day extension again. The SB did not grant him an additional extension, saying it was a waiver on his right to present evidence to refute the charges against him. ORMOC CITY Richard Gomez, the mayoralty bet of the Liberal Party for this city, is coordinating with the regional mobile group (RMG) and the Philippine Army in preparing for the eventuality that supertyphoon Pablo will make landfall in Leyte and hit Ormoc and the 4th district. ALLOW ME first to condole with my friend Ken Enecio and his family for the loss of their Tita Carmen. I didnt know her personally, might have met her sometime in those balikbayan nights, but I know her loss is sorely missed by family and friends. She fought a long battle with cancer, I was told by Ken, and now she is free of the pain. Having seen my mother battle with cancer for almost a year has left me an imprint of what the disease can do to ravage a sufferer. Its debilitating and oftentimes very painful. It also takes a toll on the people who watch over them, day after day, to see the happy person shrivel into an almost empty shell. Id say wherever your Tita Carmen is now, she is at rest. May God bless her soul.

Faith and the family


NOW THAT we are in the Year of Faith, plus the fact that we just had a synod of bishops focusing on the new evangelization, we need to realize more deeply the indispensable role the family plays in giving teeth to these Church aspirations. We cannot deny that the world is drifting toward godlessness. Right now, we are witnessing a more aggressive type of secular humanism, that is, a humanism that excludes God and that only depends on some human consensus, however it is derived. Many of our public officials are now espousing their own theories and ideas, based more on what is practical and popular, rather than on what our faith teaches us. They believe more in these theories than in the doctrine of our faith, and sometimes put themtheir theories and the faithin direct contrast. Pope Benedict talked recently about practical atheism, the kind that does not profess it formally or publicly, but is lived just the same, because people behave as if God does not exist. Its actually a more dangerous kind, since it hides its true character and can even go through the motions of normal spiritual and moral life. This is what we have to tangle and do battle with. We have to learn how to grapple with its many manifestations, like relativism, materialism, commercialism, hedonism, agnosticism, etc. We have to be familiar with their causes and symptoms, their reasons and other factors that give some life to them. More importantly, we have to know the appropriate weapons to use for the combat. These are mainly the spiritual and supernatural means: prayer, sacrifice, sacraments, doctrine. But we should never neglect all the human means we can muster for this purpose, especially the power to enter into dialogue with everyone in a friendly and cordial way. Yes, we can expect some meaty discussions and exchanges, but we need to understand that these should be pursued in the spirit of truth and charity. We have to be careful with what is called as bitter zeal which usually springs more from pride and self-righteousness than from true love for God and care for others. All of these should be animated by a working piety that definitely starts and is sustained in the context of the family, before it is supported by the schools, the parishes and other similar entities. We need to strengthen the family, and within the family, the institution of marriage, because it is what keeps the family alive and healthy. Parents and the other elders in the family should realize that more than attending to the material needs of the family members, it is the spiritual and moral needs that should be given priority. This is the primary duty of the parents, before it becomes a duty of the teachers, priests, nuns, and other officials and personages involved in the continuing education of children and people in general. Parents therefore have to be properly trained for this grave responsibility. They have to feel more urgently the need for the appropriate formation. They need to know the intricacies

The history of the Our Lady of Fatima Shrine in a nutshell


THERE WAS this event that led the change of the former Mother of the Redeemer Parish to that of the Archdiocesan Shrine of Our Lady of Fatima. The single event was when the Archdiocese of Palo saw the Installation of Archbishop John F. Du to lead the Archdiocese after several months of waiting for the replacement of Archbishop Jose Palma who was promoted to the Archdiocese of Cebu. After the installation on the 9th May 2012, one of his official acts was to attend the inauguration of the new church on the 13th October 2012 and to declare that the newly constructed church be a shrine. For the information of the reader, this newly built church came about from its former site by rotating the base 90 degrees from its former position facing north to that facing west and the main door also facing the grotto. There are still many things to be done: the tiling of the floor; that of the ceiling; the garden around its environs; the finishing of an all-purpose hall at the back; the 120 pews to replace the ones that were just borrowed; some other miscellaneous items. Before going into the details, let us thumb the pages of history to get a background. It was on the 8th of December 1984 that the good Archbishop of Palo, Msgr. Cipriano Urgel, signed the Decree of Erection elevating Brgy. Cogon into a Parish. This was to be the first of a succession of parishes (8 in all?) that was whittled away from the mother parish, the Parish of Sts. Peter & Paul, Ormoc City. Cogon grass symbolizes the character and culture of the early settlers in the said area: resilience, beauty, adaptability to new ideas, consistence in its pursuit of truth and ambition, majestic in its swaying of the leaves with the

I may not know Ms Carmen Enecio but I knew Bicbic, who seemed to be everybodys favorite facial expert and wax lady at Dettie Panis. She was also a good masseuse and once worked at Bong Allosas parlor at the Ormoc Centrum. I came to know Bicbic at Bongs parlor. She would soon be my suki for home massages, aside from Luz (who I think is also everybodys favorite home masseuse right now that to book her services, you have to text her early morning). One night, after Bongs parlor had closed, she asked me if I could find her a full time job because she needed a monthly pay to meet her motorcycles monthly amortization. The buhay-buhay was good from the home massage bookings she had, but she believed having a steady monthly income was better. It was just so that I knew Dettie Panis was opening a salon here. So I texted Dettie and she said she was looking for good attendants for her parlor. Soon, Bicbic and a few of Bongs former staff would train with her. So around three weeks ago, it came as a surprise to me when I learned that she died. Later, I learned that around two days after I saw her last, when I had my underarm waxed at Detties, she passed away to a heart attack. I remembered her telling me she had just been diagnosed with a swollen heart. While she blamed a wrong diagnosis of pneumonia and taking the wrong meds, it is suspected that she died from a drastic slimming regimen that took a toll on her heart. Even her boyfriend thinks as much. He said that after taking her slimming regimen seriously (which she started over a year ago), Bicbic did not stop taking all kinds of slimming coffees and teas. She had already lost a lot of weight and because she had always been on the chubby side, her newfound slimness apparently excited her so much that she just couldnt stop trying to lose weight. Aside from taking slimming teas and coffee, she took up running. Her BF said that she wasnt sleeping that much already. She was on caffeine and whatever chemicals are there on those concoctions, and wearing her heart out with running. I did a little research about the matter and, yes, these concoctions could be lethal. In fact, some known appetite suppressants that are

PEOPLE USE prayers of unknown age and origin. One prayer e.g. has as opening words: Holy Mary, Mother of God. As a layman I wonder from a theological, logical and philosophic point of view, if these words are acceptable. As for Holy Mary there is nothing in the New Testament that prevents Christian faith to address the mother of Jesus, the Son of Man, as Holy Mother. For God nothing is impossible. (Maybe conceptio virginalis or the Greek parthenogenesis would lead our associations of ideas away from earthly maculation.) In the Middle Ages, the original sin and also Marys conception, was then usually phrased immaculata. In 1854 Pope Pius IX published a bulla Ineffabilis Deus. And yes, who can talk about and describe/define God with all certainty. Not even mystics can. If mother of God stands for Mother of Christ, then faith can accept it. But if, even in a prayer, an earthly woman is said to be a mother of God, then a new question turns up: who created the Creator? A creatrix? That question is very close to blasphemy, I admit. Praying is an individual and therefore I do not impose my reflections on anyone, nor do I judge. The worship of saints is similar to that of Holy Mary. As human beings they are inspired by God, as we all are, aware thereof or not. In the Library of Philosophy and Theology, Ian T. Ramsey has many challenging observations in his book Religious Language, 1957. It is surprising to know from Ramsey p.131 that Christian apologists of both liberal and conservative persuasions have meant that the Virgin Birth appears once and for all as a matter of physiology and nothing else. As often, I add: God/Creator is One, but we sometimes imagine/picture Him as a Trinity. In some prayers we say: --- in the name of the Father and the Son and the Holy Spirit. Mark you, we do use plural and say 3 names for 3 separate persons. From this remark make your own conclusions. If you have, tell curious me. For me it is an irrelevant question and matter if God is Trinity and of what gender/sex. God is One and All. A paradox from Tertullianus supports my reasons. Instead of party lists, lets have regional senators


THE COUNTDOWN to Christmas Day has started and the oft-repeated warning we hear is the warning to beware of buying fake Christmas lights. My concern, as a septuagenarian, is about too much soft drinks being served in our homes during parties or even during ordinary meals. Personally, the soft-drink conglomerate COCA COLA and PEPSI COLA are just as worse as the influence of oil conglomerates like SHELL, CALTEX, etcetera, on our daily lives. Allow me to start on soft drinks. I recall that on my first official trip to Taiwan in the late 60s, the only soft-drink served there in small restaurants, grocery or roadside stores were guava soft drinks. The relocation of the U.S. Bases to Taiwan, due to strong activist movement in our country, was only starting. Hence, Coca Cola and Pepsi Cola soft drinks were only found in pricey tourist hotels and restaurants. However, I really liked the guava fruit juice. I saw many guava soft drink bottling plants and the local agricultural official brought us to their wide guava plantations. The local agriculturist told us the seedlings came from our country. The ripe guavas had average sizes of our closed fists due to the temperate climate. The yellow skin with red core of embedded seeds indeed was our native guava variety which we call in waray and kana as limbahon. On our first visit there, we were surprised to see that the guava trees were tied with ropes near the top which were pulled and shaken mostly by children (pupils) and adults from sunrise to sunset. For how many days, we failed to inquire. The reason was Taiwan has had no typhoon passing over it the past two years, causing the guavas to bear less fruits. They said guavas belong to sadistic tree kinds that need to be hurt by breaking their branches during typhoons or the like, to bear fruit. They are like the santol or mango which had to be nicked on their trunks by bolos or axes.

Re the ongoing controversy over Party Lists supposedly to represent marginalized sectors, my non-legalese mind being a civil engineer tells me that Congress could declare the Party List System as illegal since the law has not been ratified by a nationwide Plebiscite. It was hurriedly implemented after the nations euphoria of People Power. Congresspersons are mandated to serve their constituents from the richest to the poorest within their Districts, and congressional districts were based on population ever since the 1935 Constitution was created. In simple arithmetic, our present Congress should be aware that there has been a huge increase in population already and it is imperative for them to PASS A LAW CREATING MORE CONGRESSIONAL DISTRICTS BASED ON CURRENT POPULATION. With much reduced constituents per district, there is no reason why they cannot be all served well, including the poorest of the poor. In fact, at present, it is the marginalized sectors that are the most attended to by incumbents and especially those running for reelections, since they are easy to consolidate and paid during VOTE BUYING. The Party Lists, which actually do not serve the marginalized sectors of society, should be declared null and void. Prioritize INCREASING THE NUMBER OF CONGRESSIONAL DISTRICTS based on current population and in tandem, a bill should be filed to ELECT SENATORS BY REGION. Also based on population, the number of Senators per region can be increased to THREE instead of two. There was a time when all Senators came from Luzon, of course due to population and the number of voters. The last time a Senator was elected from Region VIII was Senator Dioscoro Avelino from Samar who was more popular for his (in)famous

FOR ITS GROWTH and yield, rice also needs P or phosphorus. But about 60 per cent of rain-fed lowland rice is cultivated in phosphorus-poor soil. The need to use phosphorus fertilizer is thus necessary otherwise the yield could be very low. But rock phosphate, which is the source of this precious mineral, is expensive and is a non-renewable source. A gene that raises rice yields by enhancing root growth and phosphorus absorption in low quality soils has been identified in a species of rice in India and successfully introduced into other rice varieties, researchers reported. Scientists and rice breeders have known for years that Kasalath rice is efficient at nutrient absorption, but only now have they succeeded in identifying the gene responsible for this important trait. Researchers identified the gene after analyzing part of the Kasalath DNA where it was thought to be located and comparing it with other rice varieties without the trait. Using conventional breeding methods, they introduced the gene into a few rice types in Indonesia, the Philippines and Japan and found that it raised yields by up to 20 percent. The gene enhances phosphorus uptake in low phosphorus conditions. The superior breeding lines could be released to farmers in Indonesia in about 2-3 years. These have already been developed using conventional breeding methods -- by pollinating the flowers of a native Indonesian rice species with pollen from the Kasalath. For other Asian countries, the gene will be put into their local varieties through conventional breeding but this would take a

about 4-5 years. By using conventional breeding techniques, in this case, cross-pollination, there are no issues related to genetic modification. Food safety concerns and regulatory hurdles for transgenic rice (where a gene is physically inserted into plant DNA in a laboratory) can translate into years or even decades of testing before the strain reaches markets. The gene, PSTOL1, allows rice crops to thrive in soil that has low levels of phosphorus, a nutrient that promotes root growth, winter hardiness and hastens maturity. Plants deficient in phosphorus are often stunted. But it does not mean that if you have this gene that the plants dont need phosphorus anymore. The rice plants with the gene may be able to exploit the soil a little better so the harvest is better. They may make better use of fertilizer because they can take it up more efficiently. If there is a bigger root system, then the plant can take it up better and they can have better access to the patches where the phosphorus is. This is good news since there are many lands that are phosphorus-deficient and hence cannot grow food crops very well. More efficient crops will definitely result to greater yield. It is an important research output to many countries whose main crop is rice. Will the Philippines now become an exporter instead of importer of rice? Or is the problem beyond the realm of science?

What govt can do to get the ailing coco from the rut
WHAT IS amazing about the low prices of copra (half-cooked or smoked coconut meat) which at present is fetching at P15 a kilo resicada in traders price in Tacloban and about P9 per kilo farm gate price, is that cooking oil processed from coconut remains at all time high. It defies the economics law that when the raw materials used for processing the finished or refined products are low in price, the finished products will be sold at a corresponding lower price also. But it is not the case with cooking oil which remains at a high price when the coco raw materials used are at an all time low. What is happening here since it defies economic logic? One reason being advanced for this steep drop of copra prices is the economic squeeze on importations being applied by China on agricultural products from the Philippines, like bananas and also coconut raw materials or finished products thru reduced volume of imports on these goods due to the countrys territorial dispute in the West Philippine sea with China. But this reported economic squeeze being applied by China on agricultural imports from the country which results in low demand for these products, including copra meal and cooking oil and consequently to the low prices for coconut based raw materials is just part of the problem of the ailing coconut industry. With more than a billion people to feed daily, China has to turn to other substitute products to replace its reduced demand for coconut oil and also copra meal for its hog industry, such as the higher priced palm oil from Malaysia, or even the more expensive soya bean oil. Sooner or later, China has to face economic realities and accordingly act in its best interests. It has been trumpeted repeatedly that the coconut tree and its fruit have more than 1,001 uses or by-products. But there are no existing programs for an intensive research & development (R & D) on the discovery or further development of potential uses and derivative goods from coco oil, aside perhaps from virgin coconut oil and its medical benefits. For other potential products, like biodiesel and the production of organic/chemical compounds as components in the pharmaceutical and cosmetic industries, little has been done in terms of research to develop these alternative goods to enhance the added value for coco oil. It has been proven that coco oil can be processed into biodiesel but the reported production cost of coco biodiesel for one liter is P80 which is much higher than the current retail cost of P48 a liter of diesel from crude oil, so there is no demand now of coco biodiesel. Research on how to reduce the production cost of biodiesel is imperative. Also on how to reduce the moisture content of biodiesel, as reported by Engr. Louie Tordillo, one of the columnists of EV Mail, that causes corrosion in the fuel lines of cars and which becomes a hindrance in the further use of coco diesel. An intensive R & D program for these additional potential uses of coco oil is what is lacking now, either run by a government entity or by any private research institution. Considering the past track record of government failures in administering huge funds and the mindless wastage of funds entrusted to it, many farmer-beneficiaries prefer that the trust funds be handled by a private group.

DO YOU know that its possible to make new things out of the old? Aside from its cheaper (hubby thanking the high heavens for it, hahaha), its therapeutic and gets my creative juices flowing.Every now and then when inspired, I dabble in DIYs. Ive done a few that I can blog about ,but I am excited to share the one Ive done yesterday. Bought a few dozens of rhinestones in different sizes at Kings Warehouse here in Ormoc City 2 weeks ago. But to my dismay, looked too small for the purse I wanted to revamp it with. So when I went to Tacloban and chanced on hair clips that has rhinestones on it (I got it at a wholesale price of Php105.00 or USD2.00 which has about 20 hairclips!). I grabbed a pack and pulled it off from the clips when we got back to Ormoc the other day! These are the heart rhinestones in Baby Pink, Fuchsia, Red and Blue. Uber cute huh!The rest of the stones filled in the spaces between. What youll need: -Rhinestones in different hues and sizes -Glue gun -Glue stick -An old purse or bag that needs a facelift

Solution: Slice a calamansi and sqeez juice to your hands for a few minutes to r move smell from onion, fish, crabs etc
Helpful Tip: Before I used a glue gun on the rhinestones, I arranged it on top of the bag and made a pattern and took photos of it from my phone. So when I started to permanently glue the stones to my bag, I have photos to guide me.

Cooking time for pasta will be faster you add the salt while the water is boilin rather than when you add it before.

ALOMPON, LEYTE The 2nd Lawig Festival held in this town on December 2 in honor of its patron saint, St. Francis Xavier or Seor San Iko, as some residents fondly call him, was equally a success as the first one last year, as organizers moved to adopt changes to improve on gaps it encountered in 2011. And it seems that the saint likes the festival in his honor too, quipped Mayor Ramon Oate who noted that for the past two fiestas it was held, the town has had sunny weather. He said that before the 1st festival last year, it would always rain but now, even with super typhoon Pablo said to be coming straight to Leyte, the skies were cloudless and sunny throughout the day. This year, the festival was divided into three categories: high school, institutional and the higantes. Vice-Mayor Georgina L. Arevalo said this was because they noted that lumping together the elementary students, high school with young adults like college students, the Sangguniang Kabataan, etc. in one category disadvantaged the very young.

Nonetheless, the Taberna High School, defending champion, took home the champions trophy again this year. Second place went to Tinabilan National High School, and third place went to the Palompon National High School, newly created through the sponsorship of Cong. Lucy Torres-Gomez. The Palompon Institute of Technology, soon to be Palompon Polytechnic State University, was adjudged first place in the institutional category with the Sangguniang Kabataan romping away with the 2nd place and the Association of Barangay Councils with the 3rd place. The higantes which got the judges nod were those of Brgy. Ipil 2 (1st), Brgy. Central 3 (2nd) and Brgy. Central 1 (3rd). Mayor Oate said higantes or giants had always figured in Palompons cultural depictions in the past. It is surmised they are how the locals then called the Spaniards who first came to shore in the town a few centuries ago. In a previous interview with Dr. John Kent Juanero, then chairman of the 1st festival committee, he said they decided to call the festival Lawig which means to sail on in English. Palompon is a coastal town and

its history will forever be tied to the seas and of sailing on. In fact, it is a town known to have many worldclass sailors, being home to the soonto-be Palompon Polytechnic State University. St. Francis Xavier himself is a known sailor, hopping from one island to another in the East during his youth, spreading the faith and converting natives to Christianity. Same as last year, this years Lawig Festival tries to depict Palompons journey through time. The basic steps were choreographed by Ricky Ligaton from Ormoc City. The Lawig Festival Queen pageant once more capped the day. 12 festival queents from the participating groups paraded on stage. In the end, it was Ms Dindee Athena Maguikay of the Palompon North District that grabbed the crown. She was also named Most Photogenic, Best in Festival Gown, and Ms Tourism. She also bested the others in the text votes. The 1st runner-up was the equally lovely Caryl Donayre of the PIT while Frances Mae Gochoco was named 2nd runner up. Donayre romped off with the Best in Production and Best in Dance Presentation awards. Festival Queen Maguikay was presented her prize by Mayor Ramon Oate and crowned by Cong. Lucy Torres-Gomez and Leyte board member Atty. Carlo Loreto. The runner-ups were presented their awards and trophies by Ms Mila Japzon, chair of the board of judges, and Mr. Perry Deen. Cong. Lucy Torres-Gomez, in her short talk, congratulated the Palomponganons for launching the festival and reiterated how grateful she is to the townsfolk for showing her their overwhelming support in the last elections. She said that the only thing she can do to return their support for her is to do the best she can for them, by bringing them meaningful projects and programs and hoped she has not disappointed them.

I love the machine so much I can stay on it up to one and a half hours. Of course, Ive cut down on the booze. I seldom drink now and if I do, compensate gained calories with exercise to lose it. I dont even like drinking much now, it almost always gives me a terrible hangover the next day. Its called calorie counting and understanding the dynamics of the food you eat. Dr. Chunito Yu recommended it to me after lecturing me for a few minutes of what some kind of food do to your body. A cup of rice (regular sized cup and not the ones they use for halo-halo) is 300 grams. Times three a day, it makes 900. The remaining 600 calories can be a match box size of meat (one in the morning, one at noon and one at dinner) plus a cup of veggies for fiber. just take a slice instead of five. Too much oil is to be avoided also. So my fried egg is oil-free, which actually does not qualify it to be called fried. Ive even found an economical way to cook it. Together with what I fancy to eat for breakfast (a slice of ham, Spam, hotdog, etc.), I put it on my toaster tray, break an egg beside it and cook it for around 7 minutes. Voila, I have a cooked breakfast just after I had done stirring my coffee (sugar-free, 3-in-one) and cooling it a little so it wont scald. Ive been on this diet for more than a year now and lost almost 30 pounds already. I hope I can still lose more. And I hope Bicbic listened to me when I advised her to keep away from all those dieting fad drinks and what-nots. What a waste of a beautiful young life!

Dublin said in her sworn affidavit that despite having no OR to show for the first payment, Hermoso continued to pester her to issue the check for the remaining 50% which she refused. Thereafter, the barangay chairman terminated her services. That the ambulance was second hand also did not escape the eagle eyes of the locals. Former barangay meager and just a fraction of the citys population and its annual income, said a businessman who requested not to be identified. The complaint against Hermoso stems from the purchase of a surplus ambulance with the use of barangay funds which turned out to be a vehicle owned by his father and merely converted into an ambulance in a shop in Cebu. Barangay councilors Dolly Valerie G. Bertulfo, Rafael Laurito, Alfonso Egot and Silvana Nagal filed a complaint against Hermoso for dishonesty, grave misconduct, abuse of authority and conduct prejudicial to the best interest of the service. The barangay councilors said that acknowledging the necessity of having an ambulance for their village, they allocated funds for it from their 20% economic development fund augmented with a portion of their calamity funds and a re-aligned road project. A bidding was held. Three suppliers gave their quotes with VMC Auto (Phil) Clinic based in Cebu declared winner, quoting P 726,000.00 as his best price. To facilitate delivery of the unit, a check of P 363,000 or one-half of the amount was made and hand-carried by Hermoso to Cebu. Thats when his probchairwoman Lita Galos said the ambulances arrival immediately created a buzz because the plate number was familiar. Practically all of the villagers knew it was the plate number of a van that belonged to Hermosos father. The complainants traced the cars provenance with the Land Transportation Office and found out that it was the same Hyundai Grace that the barangay chairmans father bought in 2008. Aside from the same plate number, it had the same chassis and engine number. The council of Isabel said that due to the failure of Hermoso to file his answer despite given ample time and an extension, they consider him to have waived his right to present evidence on his behalf. Hence, they are recommending his preventive suspension as there is a great probability that his continuance in office could influence the witnesses or pose threat to the safety and integrity of the records and evidences. The CHT concept in EV is part of the Strengthening Maternal and Child Health Services in Eastern Visayas ( S M A C H S - E V ) p ro j e c t of DOH, JICA, and LGU which started in July 2010. Aside from this region, JICA is also assisting the Cordillera Administrative Region (CAR) in a similar project. Ubial stressed that this project is consistent with their Kalusugang Pangkalahatan (universal health) campaign to support the Millennium Development Goals (MDG) of the United Nations (UN). Nevertheless, SMACHS-EV is more specific on reducing child and maternal mortality. No woman should die in giving birth, she underscored. With the initial result of the project, SMACHSEV Japanese Consultant Satoko Ishiga confidently concluded that they are on the right track. She revealed that JICA is giving technical assistance to CHT members and even donated equipment to the city and other towns in the region. Ubial said she was happy with giving more focus on maternal and child care, an increase in facility-based deliveries has been noted. Nonetheless, she acknowledged that there are still areas that have to be looked into because despite the 98% mobilization of CHT members, Leyte still has the highest infant/maternal mortality rate. One of the contributing factors to this, she mentioned, is the high prevalence rate of pre-marital sex in the region, leading to teen pregnancies. Citing the Young Adult Fertility Survey (YAFS) result of the University of the Philippines (UP), she said it stated that EV has the highest statistics for young people less than 18 years old engaging in pre-marital sex, and most of the girls getting pregnant. This increases the risk of dying while delivering the baby, Ubial highlighted. With that, she recommended that the region works for a contraceptive awareness program to educate the youth. Yet, she emphasized that DOH will not impose the use of contraception. It will still be their choice. Since the project will end in 2014, Saito told EV Mail that they are now collating all data to identify certain measures to sustain the program after the project ends. We want this program to continue so we will find ways to make it sustainable, she underscored. Bernadas, furthermore, thanked the CHT members for their unselfish contribution in ensuring that every pregnant woman has access to quality health care services. SMACHS-EV is also implemented in other areas in the region. Ubial and Bernadas disclosed that priority towns were grouped into clusters for ease in program implementation.

Eat Bulagas Jose and Wally in Ormoc on Dec. 9, Sunday


COMIC DUO Jose and Wally of Eat Bulaga will be in Ormoc City at December 9, 2012 at the Christo Rey Shrine to entertain the crowd for free as Cong. Lucy Torres-Gomez switches on the light to the annual giant Christmas Tree that she had always sponsored for the Ormoc Cultural and Festival Foundation for three years now. Cong. Lucy T. Gomez said she is inviting one and all to be with her that evening, to laugh and enjoy at the antics of the comic duo that are a favorite act of the noontime show Eat Bulaga. The annual giant Christmas Tree lighting was started by the OCFC during the congresswomans first year in office, to bring a dab of Christmas cheer in what has been a series of dark Christmases for Ormoc already. The event, which is also a fundraiser for the foundation, has been largely successful and well met by Ormocanons who were happy to see that once more, an official of the city is trying to bring back a touch of Christmas to Ormoc. The first tree was an elegant tree made of bamboo designed by architect Wesley Chu. The second tree last year was conceptualized by Estrella Serafica-Pangilinan and executed by architect Wenceslao Arcuino Jr., a Bayaning Filipino finalist. The OFCF continues its collaboration with Arcuino this year and hints that the tree is grander this year, and the whole park is lit up with small trees bought by civic clubs and corporate sponsors.

Baybay chief says they cant file murder vs. barangay chair but he is not yet off the hook
BAYBAY CITY - Local police here clarified that the controversy over a barangay chairman gunning down an innocent man in Brgy Gacat, this city, was purely accidental based on the affidavit of desistance signed by the victims parents, contrary to rumors circulating that it was politically-motivated. The police sa. id that because of the desistance, they have dropped filing murder charges against the barangay chairman but he is still not off the hook for possible charges of illegal possession of firearms. However, they still had to take possession of gun that the barangay chairman used and determine whether it was licensed or not. Residents of Brgy. Gacat here were in a furor last November 21 when they heard that a farmer, one Ruel Estremos, 24, was shot dead by their own barangay captain Jeffrey Vitualla. Based on the police investigation, the shooting happened early evening of November 20, 2012, yet. The victim still managed to run away after being hit on the stomach from an unknown firearm, police added, and died a distance away from where he was shot Barangay chairman Jeffrey Vitualla did not deny shooting the victim. He told police the victim boxed a certain Rogelio Mascarias. While pacifying the altercation between the two, the victim took out an ice pick, forcing him to take out his gun to scare him and it accidentally went off, hitting the victim. Two days after the victims body was recovered by the police, his parents executed an Affidavit of Desistance expressing disinterest in pursuing a complaint against Vitualla. They added they believed the killing was accidental and that the barangay captain gave them P 70,000 excluding the assistance he extended during the wake and burial. City councilor Atty. Ernesto Butawan subscribed the affidavit. Sr. Supt. Alfredo Tadefa, chief of police, said that even as the victims family is not interested to file a case against Vitualla, they are still investigating him regarding the firearm he used but admitted it has not yet been turned over to them. Isabel hospital soon to rise - DOH regl director


ISABEL, LEYTE - The hospital here will soon start after a little technical problem with the bidding is ironed out, said Dr. Jaime Bernadas, regional director of the Department of Health (DOH) -8. In an interview, he disclosed that they had a problem with the lowest bidder because of lacking documents. Because of this, the department awarded the project to the second lowest bidder just recently. Bernadas said they expect the construction to start soon as they have already awarded the notice to proceed to the contractor. They only have 15 days from the awarding of the notice to proceed to start the construction. So, we will soon see the hospital rising already, he added. The project cost for the construction is P7.5-million, from funds taken out of the Health Facilities Enhancement Program of DOH. He added that the construction was made possible by Rep. Lucy Torres-Gomez. Of course, the congresswoman should also be credited because she initiated this, lobbied for the budget and endorsed it in congress, he stressed. The regional director was also asked to clarify the status of the Ormoc City Hospital before the local media. Bernadas confirmed that it is indeed a hospital for distressed pregnant women and children. We have granted a permit to the city to build a Mother and Child Hospital, he said. In a previous interview with the EV Mail, Bernadas had stressed that this is the license that the city applied for, and debunked talks that it applied for a general hospital but was downgraded to a mother and child center because politics. The second tip is did you really make a bargain. Being on sale does not mean the buyer really saved on the product bought. The quality of the product is the real basis that one has saved. Being able to buy a quality product at lower price is indeed intelligent shopping. The third tip is is your gift safe. Refrain from giving toys that are not durable and are in danger of having lead content which is hazardous to health. Also in danger of containing chemicals which are not good to the health of people are mugs and glasses. Refrain from giving food products which spoil easily and make sure the same is not contaminated. The fourth tip is How is your piggy bank? Without one knowing, a lot of savings have been spent because of constant visits to tiangges and sales. of spirituality and morality involved in the different stages of the growth of the family members. Parents cannot and should not renege from this. They may delegate some aspects and functions of this duty, but they over-all are the first ones responsible. And so, they must try to be experts first of all in the doctrines of the faith, and know how to apply them to the different situations, both within and outside the family. The Year of Faith is precisely a good occasion to deepen the parents grounding on the doctrines of our faith and to put them to practice. We just hope that all the higher entitiesparishes, schools, even government units, etc.can do all to ensure this continuing formation of parents and to strengthen family ties and marriage. For this purpose, there are now many relevant books and other materials that can help parents in their formation. With the new technologies, these materials can be more easily accessed. Besides, there are now a good number of groups that aim to assist parents to fulfill their duties well. Parents and elders should try to take advantage of them, organizing their time well so that they can attend to the appropriate activities. Lets hope that these groups sustain their efforts. Parents and elders should give time and attention to these possibilities. Its a worthwhile investment that will certainly bring good dividends in the future in terms of true spiritual development for the individual, family and society in general. Nio de Cebu, population of 2,711; 6. Lao, Holy Trinity, population of 3,723; 7. Libertad, Holy Family, population of 2,659; 8. Licuma, San Isidro Labrador, population of 1,221; 9. Lilo-an, Holy Cross, population of 3,630; 10. San Isidro (originally Owak), San Isidro Labrador, population of 3,623 Note that the figures above were what prevailed then at the time of the signing. Msgr. Francisco Santiago was the Parish Priest of Sts. Peter & Paul Parish in 1963 when Mrs. Amalia Aviles and her family donated the site (one hectare) for the future parish. A chapel was built on the area when Msgr. Filemon Quianzon became the new Parish Priest (1971-1981) actually the 11th - of Sts. Peter & Paul Parish. The laying of the cornerstone was done on the 13th October 1972. True to his character, Msgr. F. Quianzon pursued the completion of the project. He convinced the Rivilla Family, headed by Luis Tirso Rivilla and his wife Lourdes Cojuangco Rivilla, to help in the construction of the chapel. Not only did the Rivillas help, they shouldered the cost of labor and materials. The chapel was formally inaugurated on the 13th May 1976. Mr. Feliciano Cedano donated a large Santol tree to be made into the image of the Our Lady of Fatima by a well-known sculptor in Cebu. This is the icon that is now located at the altar facing the parishioners. The late Archbishop Cipriano V. Urgel (at the time, a Bishop) came to bless the new chapel. Msgr. F. Quianzon then proceeded with the next big project: the construction of the Parish Rectory adjacent to the chapel. The project was constructed having in mind a facility that can accommodate between 100 to 200 persons for seminars, recollections, retreats, meetings, conventions, banquets and other gatherings, as additional source of income for the parish. No doubt Msgr. F. Quianzon bless his soul - was a visionary even if he was not the Parish Priest of the new Parish. On the 16th of July 1981, Msgr. Pastor Cotiangco succeeded Msgr. F. Quianzon as Parish Priest of Sts. Peter & Paul Parish. A few years later, the Most Rev. Cipriano V. Urgel announced that Cogon would be elevated into a new parish. Several titular names were proposed until finally the parish was named the Mother of the Redeemer Parish. Note: The newly built church, which has been elevated to that of the Archdiocesan Shrine of Our Lady of Fatima at an estimated cost of over P30 Million with funds coming from various donors, was inaugurated by Rev. Msgr. John F. Du, the new Archbishop of Palo, last 13th October 2012. The following is the ecclesiastical line of succession: 1. Fr. Wilfredo Alejan 17 Jan 1985 31 Mar 1989; 2. Fr. The Freestyle Self-Defense Ormoc Chapter is offering mixed martial arts training sessions for only P250 pesos registration fee to join the club plus P50 per session. They can be found at the second floor of the Ormoc Superdome. How is that for a certified thrifty Ormocanon? The club started out as a pure recreation organization until their founding president, sensei Ricardo Parilla Payod, decided to accept trainees. Payod is now a 3rd degree Aikido Blackbelter, 2nd degree Okinawan Shorin-ryu Karate Blackbelter, and 1st degree Jujitsu Blackbelter. Moreover, he is a member of the Philippine Amateur Muay Thai Fighters Association. Since it opened in Oct. 7, 2011, the gym has already more than 20 members, both male and female. Payod said that the whole program is a hodgepodge of Aikido techniques, Brazilian Jujitsu, grappling and Muay Thai techniques. The purpose why I established the gym here in Ormoc City is to open up the mind of the people who are not familiar with this kind of activity and introduce other techniques aside from practical empty hand self-defense against knife attacks, hold-ups, and grabbing, he underscored. Now their number is increasing. In fact, they have produced senior practitioners already. They are Ting Quirequire, Jay-R Gecain, Nike Lou Capoquian and Kurt Philip Gongob.

DPWH to paint steel bridges international orange before year 2012 ends - RD Asis
PALO, LEYTE Very soon, all steel bridges in Eastern Visayas will be painted with orange to conform to International Safety Standards. This was learned from Department of Public Works and Highways (DPWH) Eastern Visayas Regional Director Rolando Asis who said that the painting of steel bridges will start before the end of 2012. Asis said the region has more than six linear kilometers of steel bridges that will be painted as directed by Secretary Rogelio Singson through Department Order Number 74 issued last month. The use of this color will identify bridges constructed by our office, increase bridge visibility and will protect the bridges from the danger of rust from moisture, Director Asis said. International orange, commonly referred as safety orange, is also used in engineering particularly in warning signs for road construction sites, the regional director explained. Painting workmanship on metal surfaces would be in accordance with the DPWH Standard Specifications for Public Works Structures, in consonance with the policy direction of the department to improve the quality of infrastructure projects. This project will be funded through maintenance budget for bridges allocated for the regions district engineering offices. The Regional Office earlier reported that 40 bridges in the region were identified either for replacement or strengthening to withstand seismic activities, with the central government allotting P453.76 million for the project. Cebu Pac flies close to 9.8 million passengers


CEBU PACIFIC (PSE: CEB) flew close to 9.8 million passengers from January to September 2012, an increase of 12% compared to 8.7 million passengers flown in the same period last year. CEBs passenger growth from January to September 2012 was driven mainly by the strengthening of the airlines domestic route network out of Cebu, and additional capacity to key international destinations. We were able to increase passengers from Cebu to Visayas by 47%, to Luzon by 42%, and to Mindanao by 30%. 4 OFWs get cash assistance from OWWA


TACLOBAN CITY Four overseas Filipino workers who escaped war-torn Syria were given cash assistance by the Overseas Workers Welfare Assistance (OWWA) and have returned to their respective hometowns in Eastern Visayas. OIC OWWA-8 Director Norma del Rosario said that this is part of the Philippine governments continuing repatriation efforts of OFWs at high risk areas. Director Del Rosario identified the OFWs as Riza Aguelo from Libagon, Southern Leyte, Jenelyn Bardoc from Ormoc City, Ruth L. Paa from Dulag, Leyte and Evelyn Bantugon of Maslog, Southern Leyte. They worked in Syria as domestic helpers for many years. The 4 OFWs mentioned were among the thousands of OFWs who availed of the governments ongoing repatriation program. They have already received P 10,000 cash assistance from OWWA-RWO8 upon presentation of travel documents and OWWA Membership Certificates, Del Rosario said. Moreover, Del Rosario said that aside from the four OFWs who have already returned to the Philippines, OWWA- RWO8 is still waiting for 13 more OFWs who are listed in the repatriation document. They are Melanie Jaba Fama, Wilma Landero Yamomo, Rodita Taala Amado, Grace Ongray Homo, Melinda Muralla Alcos, Marife Salisali Cortes, Leizel Argana Deldy, Ana Marie Goles Gelid, Geraldine Lugasan Salas, Mildred Donato Gumanab, Lizbeth Aldare Hiwatig, Marilyn Bernales Tomaub, Dian Joy Batuon Campos, and Rica Mae Culpa Paloma. They, too, will get the same cash assistance, the director added. The mass repatriation was made possible after Syrian President Bashar al-Assad granted the request of the Philippine government to waive the exit visa requirements for all OFWs housed at the Filipino Workers Resource Center in Damascus.
