INTRODUCTION

This document is a reprint of all the requirements pertaining to access to buildings by the handicapped which are contained in Title 24 of the Cal ifornia Administrative Code. The reprinted material is taken from Part 2, Part 3 and Part 5. New regulations that will go into effect September 15, 1984 are marked by vertical bars at the page margins. Because the reprint contains only those items which were adopted by the Office of the State Architect for access by the handicapped, it is not necessary to use the adoption tables which are included. They are provided only to familiarize you with the use of Title 24. Title Sec. 2-100The p r o v i s i o n s contained i n t h i s p a r t s h a l l be known as t h e S t a t e B u i l d i n g Code o f the (Compiled) S t a t e B u i l d i n g Standards Code as defined i n S e c t i o n 18910, Health and Safety Code, may be c i t e d as such and a r e r e f e r r e d t o h e r e a f t e r as "these regulations" or " t h e s e b u i l d i n g standards" o r " t h i s Code". Purpose Sec. 2-101. (a) Standards. To provide minimum standards t o safeguard l i f e o r 1 imb, heal t h y property, and p u b l i c w e l f a r e and by r e g u l a t i n g and c o n t r o l 1 i n g the design, c o n s t r u c t i o n , qua1 ity o f m a t e r i a l s , use and occupancy, l o c a t i o n and maintenance o f a1 1 b u i l d i n g s and s t r u c t u r e s w i t h i n t h e scope of t h i s Code. (b) I n c o r p o r a t i o n . To assure that barrier free design is incorporated i n a l l buildings, f a c i l i t i e s , s i t e work and other developments t o which t h i s Code a p p l i e s t o assure t h a t they a r e a c c e s s i b l e t o , and usable by, p h y s i c a l l y handicapped persons. Scope sec. 2-102, Application, The ~ r o v i s i o n o f these building standards shall a p ~ l y t o the c o n s t r u c t i o n , a l t e r a t i o n , moving, d e m o l i t i o n , r e p a i r and use of any b u i l d i n g o r s t r u c t u r e w i t h i n t h e a u t h o r i t y o f any state agency. These b u i l d i n g standards s h a l l n o t a p p l y t o work l o c a t e d p r i m a r i l y i n a publ i c way, publ i c u t i l i t y towers and poles o r mechanical equipment n o t s p e c i f i c a l l y regulated i n these b u i l d i n g standards. NOTE: I t i s n o t t l i e i n t e n t o f t h i s s e c t i o n t h a t every e x i s t i n g occupancy w i t h i n t h e scope o f t h e S t a t e F i r e Marshal I s j u r i s d i c t i o n , m a n d a t o r i l y conform o r be made t o conform t o the new c o n s t r u c t i o n requirements relative to fire, panic and explosion safety. Reasonable .judgment must be exercised by the e n f o r c i n g agency i n t h e a p p l i c a t i o n of these b u i l d i n g standards t o e x i s t i n g occupancies. A1 1 buildings, structures,sidewal ks, curbs and related f a c i l i t i e s constructed by the use of the State, county or municipal funds, or the funds of any pol i tical subdivision of the State. All buildings, structures, and facilities, occupied 50 percent or more, which are leased, rented, i n excess of contracted, sublet or hired for periods two years by any municipal county, o r State division of government or by a special district. The determination as to whether the b u i l d i n g , structure, be or f a c i l i t y i s occupied 50 percent or more shall based upon the usable floor area as defined in the
UBC.

All publ icly funded 1 i v i n g accommodations. EXCEPTION: This section shall not apply to any living accommodation which prior t o July 1, 1982 qualifies for one of the following conditions: a. Received a binding, conditional or prel iminary commitment of financing from a funding e n t i t y . b. Applied for a building permit. c. Commenced construction. NOTE: For special conditions relating t o living accommodations, see Section 2-1213(b). All publicly funded buildings used f o r one or two family dwelling unit purposes shall conform t o the appropriate provisions appl icable to 1 iving accomrnoda t i ons . A11 existing publ icly funded buildings and f a c i l i t i e s when a1 terations, structural repairs or addi t i ons are made to such buildings or facilities. This requirement shall only apply to area of specific a1 teration, structural repair or addition and shall not be construed t o mean that the e n t i r e structure or f a c i l i t y i s subject t o this Code. Compliance shall requ i re : a. That a primary entrance to the building or f a c i l i t y and the primary path of travel t o the specific area shall be accessible to and usable by handicapped persons. b- That sanitary f a c i l i t i e s , drinking fountains, and pu bl i c tel ephones servi ng the remodeled area shall be accessible t o and usable by handicapped persons. When the total construction cost of a1terations, structural repairs or additions does not exceed a va1 ua t i on thresh01 d of $50,000, based on January "ENR US20 Cities" average construction cost 1981, ( " Engineering News Record " , McGraw index of 3372.02 Hi1 1 Publishing Co.), and the enforcing agency finds t h a t compliance with t h i s code creates an unreasonable hardship canpl iance shall be limited t o the actual

The enforcing agency shall, annually, update the valuation threshold t o a current amount based on the increase in the index since the l a s t figure used. (1) Any building, structure, facility, complex or improved area or portion thereof which i s used by the general public and shall include: a, Audi toriums, convention centers and stadiums. b. Hospitals, including but not 1irni ted to, hospital s, nursing homes, and convalescent homes. c. Theaters, restaurants and shopping centers. d. Hotels and motels. e- Passenger vehicle service stations. f . Offices of physicians and surgeons. . g. Office buildings. h. Pub1 ic curbs and sidewalks. (2) Any sanitary f a c i l i t i e s which are made available for the public, cl ients, or employees in such accommodations or f a c i l i t i e s . (3) Any curb or sidewalk intended for public use that is constructed in t h i s State with private funds. 1 Campsites. . Campsites, minimum of 2 and no fewer than 3 for each hundred canpsi tes provided, shall be accessible by level path or ramp and shall have travel routes with slopes n o t exceeding one in twelve t o sanitary facil i ties. Permanent sanitary f a c i l i t i e s serving campgrounds shall be accessible t o wheel chair occupants. 2. Beaches, Picnic Areas. Beaches, picnic areas, day-use areas, vista points, and similar areas shall be accessible. 3. Sanitary Facilities, Sanitary f a c i l i t i e s , to the extent that such f a c i l i t i e s are provided, i n each public use area that i s accessible t o wheelchair occupants by automobile, wal ks, or other paths of travel 4. Boat Docks. Boat docks, fishing piers, etc. shall be accessible. 5. Parking Lots. Parking lots shall be provided with handicapped parking spaces and with curb cuts leading t o a l l adjacent wal ks, paths, or t r a i l s . 6 . T r a i l s , Paths. Trails, paths, and nature walk areas, o r portions of these, shall be constructed w i t h gradients which will p e n i t a t l e a s t partial use by wheelchair occupants. Hard surface paths or walks shall be provided to serve buildings and other functional areas. 7. Nature Trails. Nature t r a i l s and similar educational and infornational areas shall be accessible to the blind by the provision o f rope guide1 ines, raised Arabic numerals and symbols for identification, information signs, and related guide and assistance devices. NOTE: For museums, orientation buildings, visitor centers, office buildings, retail stores, restaurants, e t c . and sanitary f a c i l i t i e s serving these uses, see Chapters 2-6 through 2-14. ( b ) Highway Rest Areas, The specific standards of accessibil i ty for highway r e s t areas and similar f a c i l i t i e s shall be as follows, subject t o other provisions in these regulations: 1 Permanent f a c i l i t i e s , . Access to Buildings and Facilities Sec. 2-1213. (a) Hotels, Motels, and Domitory Buildings or Canplexes. Hotels, motels and dormitory buildings or complexes shall provide access f o r the physically handicapped i n accordance w i t h the provisions of t h i s section. Public Rooms. Public and canmon use rooms and similar areas shall be made accessible t o the physically handicapped, subject t o specific provisions contained i n other portions of these regulations. RecreationaI Facilities. When recreational f a c i l i t i e s are provided including swimming pools, they shall comply with subsections 2-61 1 ( c ) and 2-1 lO7(a). Kitchens. This space may include maneuverable space under a lavatory, arranged so as not t o impede access. Doors shall not infringe on the above clearances. 5. Grab Bars, Lavatories, and Accessories. Grab bars, lavatories, and accessories shall conform to the provisions of subsections 2-1711 ( h ) and ( i ) . (h) Grab Bars. 1. Location. Grab bars located on each side, or one ide of the back of the physically handicapped toilet stall or compartment shall be securely attached 33-in (838.2 mm) above and parallel to the floor. Grab bars a t the side shall be a t l e a s t 42-in (1066.8 m ) long w i t h the front end positioned 24-in m (609.6 m ) in front of the water closet stool and grab bars a t m the back shall be not less than 36-in (914.4 mm) long. NOTE: See Figures 17-lA, l B , 1C. 2. The Diameter o r Width. The diameter or width of the m gripping surfaces of a grab bar shall be 1-1/4 -in (31.75 m ) to 1-1/2 -in (38.1 mm) or the shape shall provide an equivalent gripping surface. If grab bars are mounted adjacent to a wall, the space between the wall and the grab bars shall be 1.5-in (38.1 mm). NOTE: See Figure 17-1C. 3. The Structural Strength. P1502, Water Closets- The height of accessible water c l o s e t s shall be a mininun of 17 inches (431.8 m ) and a maximum of 19 inches (482.6 mm) measured m t o the top of the t o i l e t seat. Flush controls shall be operable by an oscillating handle with a maximum operating force of 3 lbf (13.3N) or by a remote low voltage button. ( 6 ) When the total construction cost of a1 terations, structural repairs, or additions does n o t exceed a valuation threshold of $50,000, based on January, 1981, ENR U.S. 20-Cities' average construction cost index of 3372.0 ("Engineering News Record", McGraw-Hill Pub1 i shi ng Co. ) , and the enforcing agency finds that compliance with these regulations creates an unreasonable hardship, compliance w i t h this Code shall be limited to the actual work of the project. The enforcing agency s h a l l , annual l y , update the valuation threshold t o a current amount based on the increase in the index since the l a s t figure used.
( 7 ) Alterations, structural repairs or additions consisting of one of the following shall be limited t o the actual work of the project:
