Telstra improves network capacity planning to achieve high performance

Company background

Telstra had myriad network planning tools and needed to consolidate data from multiple sources and increase collaboration amongst the capacity planning community. The company also wanted to increase the speed with which network planning could be implemented, reduce the latency of planning cycles and create an environment of learning and collaboration. In order to meet these needs, Telstra was looking for a single network planning environment. Such an environment would enable the company to ensure consistency of output across different network planners and accelerate the planning to implementation life cycle.

How Accenture helped


The Telstra Network Planning project is a four-year engagement between Telstra and Accenture. Its aim is to significantly reduce Telstras existing IT portfolio complexity by replacing existing systems with an integrated commercial off-the-shelf (COTS) package. This package will provide a central planning system to be used across all Telstra domains. Telstra selected VPIsystems

The Telstra Network Planning project Phase 1 (Core Modules) Delivery of OnePlan Access and OnePlan Transport modules

Accenture has helped Telstra complete Phase 1integrating OnePlan modules across the following Access and Transmission network domains:

Access POTS (Plain Old Telephony Service) ADSL/ADSL2+ (Asynchronous Digital Subscriber Line) HFC (Hybrid Fibre Coaxial) and, FTTN (Fiber to the Node)

Transmission NG SDH (Next Generation Synchronous Digital Hierarchy) ISAM (Intelligent Services Access Manager) 3G850Mhz backhaul and DWDM (Dense Wavelength Division Multiplexing) over fiber

Phase 2 (Additional Modules) Delivery of OnePlan IP/MPLS, OnePlan Ethernet & OnePlan Voice (for carrier grade VoIP) modules

Phase 3 (Strategic Integration) Integration of OnePlan Server back-end with new Strategic inventory systems (Cramer & GE Smallworld)

OnePlan system and chose Accenture to provide system integration and, program management. In addition to managing the overall delivery of the project, Accenture is responsible for data gathering and requirement analysis, business processes definition, solution architecture definition, and software configuration and customization design, construction, testing and deployment. Accenture is also building, testing and deploying the data integration solution and, producing training materials. The Telstra Network Planning project consists of three phases: Phase 1 (Core Modules) Delivery of OnePlan Access and OnePlan Transport modules Phase 2 (Additional Modules) Delivery of OnePlan IP/MPLS, OnePlan Ethernet & OnePlan Voice (for carrier grade VoIP) modules Phase 3 (Strategic Integration) Integration of OnePlan Server back-end with new Strategic inventory systems (Cramer & GE Smallworld) Accenture also has an application outsourcing agreement in place with Telstra, whereby Accenture takes responsibility for business support, application, operations

and maintenance support for the Network Planning project.

High performance delivered


Accenture has helped Telstra complete Phase 1integrating OnePlan modules across the following Access and Transmission network domains: Access POTS (Plain Old Telephony Service) ADSL/ADSL2+ (Asynchronous Digital Subscriber Line) HFC (Hybrid Fibre Coaxial) and, FTTN (Fiber to the Node) Transmission NG SDH (Next Generation Synchronous Digital Hierarchy) ISAM (Intelligent Services Access Manager) 3G850Mhz backhaul and DWDM (Dense Wavelength Division Multiplexing) over fiber The solution allows for consistency of input data (forecasts, existing inventory, etc.) to create uniform network build (for Greenfields deployments) and augmentation (for Brownfields/existing network) plans with less variability.

Telstra Executive Director Fundamental Planning, David Piltz, said It also supports dynamic application of planning rules in order to design networks based on current management priorities. OnePlan enables standardization of reports and outputs, which has benefits for downstream groups (Network Design, Construct and Operate groups) and applications, he said. With the addition of scripts and process automation of the initial parts of the planning process, Telstra has been able to produce accurate, quality results that contribute to the reduction in overall cycle time (plan-design-construct). The Oneplan solution has allowed Telstra to complete initial plans for more than 3,500 exchanges within a couple of weeks. The network capacity planning project has placed Telstra in a far better position to leverage its network for strategic business purposes and move towards high performance. Reference
