THE CONSTITUTON AND BY-LAWS OF SOCIAL SCIENCES STUDENT COUNCIL

PREAMBLE We, the legitimate students of Social Sciences Of Central Luzon State University, Imploring the aid of almighty God to form and establish a just and benevolent student organization that shall embody our ideas and genuine interest, promote general welfare and common good with the utmost responsibility, integrity, truth, loyalty, justice, peace and equality, do hereby ordain and promulgate this constitution.

ARTICLE I NAME AND ADDRESS Section 1. This organization shall be known as the Social Sciences Student Council herein referred to as the SOC-SCI council. Section 2. The official address of the SOC-SCI Council shall be at the Department of Social Sciences, College of Arts and Sciences, Central Luzon State University, Science City Of Munoz, Nueva Ecija.

ARTICLE II MEMBERSHIP Section 1. All Bonafide CLSU Collegiate students Under A.B. Social Sciences curriculum. Section 2. Membership to the organization shall cease upon the students completion of his collegiate studies, or upon failure to enrol in the university. Section 3. Every member, individual or in cooperation with his fellow members discharge his duties and responsibilities with the duly adopted decision, projects and activities of SOC-SCI council.

ARTICLE III OBJECTIVES The following are the objectives of the SOC-SCI Council:

Section 1. To promote the rights, general welfare and interest of Social Sciences student. Section 2. To develop social awareness, responsibility, intellectual and political involvement of students and undertake activities towards this cause. Section 3. To provide representation and participation for social sciences students in the activities and policy making in the university. Section 4. To develop a closer relationship among members, faculty and staff of the university.

ARTICLE IV RIGHTS AND PRIVILEDGES Section 1. Every Member shall enjoy the following rights: a. To vote and voted upon, provided that the qualities stated on this constitution. b. To be informed of the activities of the SOC-SCI council, Its Financial status, budgetary plans of each activity and detailed outcome of the same; c. To give suggestions/comments/ideas/opinions concerning the affair of SOC-SCI Council d. To seek assistance from the SOC-SCI council; e. To call for or participate in any assembly called for a purpose; f. To defend himself from any accusations; and g. To initiate disciplinary measures against any SOC-SCI council Officer

Section 2. No member shall be put in jeopardy twice for punishment for the same offense ( Art. III, Section 21, 1987 Constitution of the Philippines) Section 3. Every authorized member shall have the chance to represent the SOC-SCI studentry in any occasion whenever representation is needed.

ARTICLE V DUTIES AND RESPONSIBILITIES Section 1. Every member of the SOC-SCI Council has the following duties and responsibilities: a. b. c. d. e. f. g. To uphold the constitution and By- laws of the SOC-SCI Council; To be aware and responsible for the content of the SOC-SCI council constitution and by-laws; To avoid and or/prevent any violation of the CLSU Student Code Of Discipline To participate in the University activities whenever participation is necessary Send and support respective delegate to the congress of the Campus Leaders (CCL) To pay the semestral SOC-SCI Council Fee; and To wear the official uniform of the A.B Social Sciences Curriculum

ARTICLE VI THE SOCIAL SCIENCES STUDENT COUNCIL OFFICERS Section 1. The government of the SOC-SCI council shall be vested to the Social Sciences Officers. It shall be composed of the President, Vice President, Secretary, Treasurer, Auditor, Business Manager and representatives (one from each year). Section 2. The Social Sciences Officers shall be the executive body of the SOC-SCI Council. Towards this ends it shall: a. Make decisions, plans, programs and projects; b. Decide disciplinary action measure against any erring member of the SOC-SCI council; c. Act on any relevant matter brought to its attention including resolutions from whatever source, office or institution; d. Formulate rules and regulations/guidelines Section 3. The Members Of Social Sciences Council Officers in exercising and discharging their collective responsibilities shall be individually or jointly liable from the consequences of their acts. Section 4. The Social Sciences Officers shall hold office for the period of one Academic year including the succeeding summer until their successor shall have been elected and induced into the office. Section 5. Duties of Officers 1. The President is the Chief executive of the SOC-SCI Council a. Preside all over meetings of SOC-SCI council; b. Call a general assembly c. present a report of the SOCSCI Council if necessary; d. Create and/dissolve committees whenever necessary; e. Certify the minutes of the meetings and other records in his custody; f. Do and perform any lawful act to promote/uphold the best interest of SOC-SCI Council.

2. The Vice President shall assume powers and functions of the President in the absence or incapacity of the latter.. a. Present the performance report of the SOC-SCI Council upon request; b. Perform other duties/function as president may assign. 3. The Secretary shall keep the records of the SOCSCI council. He/She Shall: a. Keep all the minutes of the meeting and proceeding of the SOC-SCI Council; b. Prepare and furnish the SOC-SCI officers with the agenda of the meetings at least one day prior to the scheduled meetings; c. receive and file all papers/correspondence of the SOC-SCI council d. Make performance report of the Social Sciences Officers e. Perform other duties/function as president may assign. 4. The treasurer shall be the chief finance and budget officer of the SOC-SCI council: a. Collect and disburse the funds of the SOC-SCI Council in Accordance with the duly approved procedure; b. Keep all financial records of the SOC-SCI Council; c. Issue receipts for the collection and sign all vouchers from the disbursements of funds. 5. The Auditor shall: a. check and certify all the financial statements and assess the progress of the financial activities of the SOC-SCI council. b. Certify the availability of funds 6. Section representatives shall: a. assists in formulation and implementation of program, plans and activities of SOCSCI Council; b. Perform other functions and duties that may be assigned by the President.

Section 6. In case of disability (which will inhibit a person from performing his/her duties) resignation, removal of the office, of the president and vice president, the section representatives shall elect a replacement among themselves shall act as the President, Until New President/ Vice President shall be elected. Section 7. In case of disability, resignation, removal of secretary, Treasurer and Auditor, the Incumbent representatives shall elect among themselves the successor of the aforementioned officers. Section 8. In case of vacancy among the representatives, the president shall require the concerned section to fill the said positions.

ARTICLE VII ELECTIONS Section 1. The annual election of the officers of SOC-SCI Council shall be held one (1) week before the scheduled first term examinations of the first semester. Section 2. All Bonafide college student of CLSU under A.B. Social Sciences shall constitute the electorate. Section 3. The election for the major positions (President, Vice president, Secretary, Treasurer and Auditor) shall be conducted among Social Sciences student. Section 4. The Representative shall be elected by their respective section simultaneously with the election in the major position. Section 5.Outgoing SOC-SCI council officers shall create the Electoral Board composed of the SOCSCI Council Adviser who shall be the chairperson. a. Formulate guidelines concerning the election b. Announce the result of the election immediately after the election returns shall have been canvassed

ARTICLE VIII DISCIPLINARY MEASURES Section 1. Any Social sciences Officer may be removed from office based from the ground stated in this article, SECTION 2, paragraph a to upon majority votes (50 percent plus one) through a secret balloting of all the member of SOC-SCI Council present provided there is a quorum. Section 2. Any SOC-SCI Council Officer may be removed/impeach for any of the following grounds: a. b. c. d. Wilful Violation of Social Sciences Student Council constitution and By-laws; Neglect of duty; Inefficiency and inconsistency in performance of his duties; Juggling and Malversation of funds.

Section 3. Any officer violating any provision of the proceeding shall be subjected to investigation and observance of due process. Section 4. The President of SOC-SCI Council with the Approval of the body shall create a special committee that will investigate any violation of the Constitution and By laws of SOC-SCI council. Section 5. The result of Investigation shall be presented to the body within the presence of the officers concerned to be heard and to defend himself if so decided.

After he/she had been found guilty, the decision for removal from office will take effect immediately after promulgation thereof in a meeting called for a purpose. Section 6. The decision of the SOC-SCI Council shall be final.

ARTICLE IX ADVISER Section 1. There shall be a SOC-SCI Council adviser who shall be elected by the officers of the ABSS Council. He/she Must be from the Faculty of the Department Of Social Sciences. Section 2. The Adviser shall: a. Represent the interest of the SOC-SCI Council in any forum or in body within and outside the Department in Accordance with the officers. b. Countersign all disbursements, checks and papers of the SOC-SCI council. Section 3. The term of the SOC-SCI Council adviser is co-terminus with that of the SOC-SCI Council Officers. Section 4. In case of resignation, The SOC-SCI Council shall appoint a new adviser for the unserved period. In case the adviser is on official business or leave, The SOC-SCI Council shall appoint an acting Adviser. Section 5. The New Set Of officers is entitled to choose one (1) junior Advisers from among the outgoing SOC-SCI Council officers who are still an ABSS Student.

ARTICLE X SEPARABILITY CLAUSE Section 1. Any part of this constitution and By Laws not consistent with the provisions of the Fundamental laws of the land, Presidential Decrees, Executive orders, Letters of instruction, Commission On Higher Education Memos, and other Laws of the land Shall be Inoperative. However, the remaining parts which are not affected shall remain in full force and effect.

ARTICLE XI TRANSITORY PROVISIONS Section 1. All Incumbent officers of the SOC-SCI Council shall Constitute in office until the new set of officers shall have been elected and have assumed office. Section 2. All incumbent officers of the SOC-SCI Council shall continue to perform their duties and functions as provided for in Article VI of this constitution. Section 3. All projects in progress under the supervision of the outgoing officers shall be continued by the incoming officers. ARTICLE XII BYLAWS Section 1. The Social Sciences Student council shall have its official Seal and Emblem. Section 2. AB Social Sciences Students shall have indirect participation in any decision making or policy making body of the SOC-SCI Council On matters affecting the studentry. ARTICLE XIII AMENDMENTS Section 1. Any amendment to or revision of this constitution and bylaws may be proposed by the: a. The SOC-SCI Council upon a vote of two thirds (2/3) of all of its officers, or b. A constitutional convention Section 2. Amendments to this constitution and Bylaws may likewise be directly proposed by the AB Social Sciences Studentry through initiative upon a petition of at least twelve percent (12%) of the total number of students. Section 3. any amendment to or revision of this constitution and Bylaws shall be valid when ratified by the majority votes of total population cast in a plebiscite called for a purpose and shall take effect immediately upon the ratification of such amendments or revisions. Section 4. No amendments or revision under this constitution and bylaws shall be authorized within two years after its ratification. ARTICLE XIV EFFECTIVITY This Constitution And Bylaws shall take effect immediately upon its ratification by a majority of the votes cast in a plebiscite held for a purpose.
