SUMMARY AND RECOMMENDATIONS


An RF Survey was performed in the VHF 153 MHz band. Due to the hilly nature of the terrain, it was felt that VHF was the best choice for reliable communications using a direct path from the Wastewater Treatment Plant (WWTP) to each site. Most direct links resulted in successful and reliable communications - received signal strength (RSSI) numbers between -60 dBm and -80 dBm. Anything over -96 dBm will not result in reliable communications. Sites difficult to reach were: Pump Station 12: Marginal communication strength at -83 dBm with a direct link from the WWTP. A reliable path can be reached by using Pump Station 11 as a repeater. Increasing the transmit power to 5W would only help by 4 dBm, resulting in RSSI of -79 to -80 dBm. Pump Station 13: Marginal communication strength in the -88 to -92 dBm range. No adequate direct path exists except from Stone St (acting as a repeater). The best link would be from a repeater situated on Rt. 122 as indicated by the dashed line, hopefully on a municipal structure. Pump Station 4: Better communication strength, but not as strong as desired, in the -78 to -79 dBm range. Strength could benefit from a repeater on Rt. 122, relaying data to Pump Stations 3 and 4. All other sites have reliable communication to the WWTF. As shown below, the polling master radio is located at the Main Plant. All communication is direct from this polling master to the pump stations, except for the RTU at Pump Station 11 which is storing and forwarding the messages for Pump Station 12. For details on antenna mounting, radio power levels and cable length, please see the individual station recommendations.

SYSTEM ARCHITECTURE

Generic System Overview

There was reliable communications capability at the VHF licensed frequency band of 153 through 174 MHz. All signal strengths were well above the minimum 20 dBm fade margins, resulting in better than 99% communications reliability. Highly reliable systems (99.9% reliability) have fade margins of 30 dBm or more, meaning that the RSSI or received signal strength, must be 30 dB higher than rd rc i r e sit Iterc i r e sit i-103 dB, then signals have a is e e e s n i i.fh e e e s n i i s o v t y v v t y v to be stronger than -83 dBm (for 20 dBm fade margin) or preferably -73 dBm. If the sensitivity is -116 dBm, then acceptable received signal strength is -96 dBm or better yet, -86 dBm. Antenna heights were kept as low as possible. There are four locations where the antenna is at a height of 30 ft the Main Plant, Pump Stations 7, 8, and 14. The antenna height at the Main Plant may be as high as 50 ft. in order to assure maximum signals should there be new structures added in the line of sight. All other station antennas are at a height of 20 ft. above the ground. For each pump station, both a topographic diagram and on-site radio results are shown. The topographic computer model represents land mass only -- not buildings or foliage in the line of sight. The on-site survey was conducted with actual radios and antennas. The results of the RF survey are indicated in a table showing the radio parameters for both the remote and master radios.

Estimates to be obtained locally

Installation costs are obtained from local electrical contractors or radio tower installers. Maintenance costs: Antennas and cabling, when properly installed with UV resistant tape and tie-wraps, and are supported by structures able to withstand 100 MPH winds, require minimal maintenance. Most radios have excellent reliability records. A spare radio is recommended. Some radios have a diagnostic port, where periodic online observation of communication degradation if any, can be observed. This should be done every two years by an integrator. FCC Licensing: We use the services of a professional FCC license coordinator, a firm that deals with the FCC on a regular basis, to search for available frequencies set aside for SCADA in your area. A system verification service from IAN Technology Solutions, LLC is available at time of commissioning. This is to validate the installation of the radio system as per the recommendations of this report.
