Subject: Implementation of revised standard IS 513:2008 for Cold Reduced Low Carbon Steel sheet and Strip and Revised STI Doc: STI/513/7 Nov. 2008. IS 513:1994 has been revised as IS 513:2008. Following modifications have been made in this revision : a) ISO designations have been adopted.. b) Table 1 and table 3 have been modified. c) New Grade CR5 Extra deep drawing (Stabilized interstitial free) has been added. d) Correlation of Old designation with new designation has been given for information( Annex A). e) A new clause on references has been incorporated. f) Amendments No. 1 and 2 have been incorporated. g) IS 8910:1978 has been adopted for general technical delivery requirements. h) Clause on retest has been modified. j) Values for plastic anisotropy (r) and strain hardening exponent(n) have been incorporated. k) Applicable period of mechanical and physical properties has been included. l) Requirements of dimensional and shape tolerances have been separated from the standard and adopted IS/ISO 16162:2005 Continuously cold rolled steel sheet products- Dimensional and shape tolerances and m) A clause for alternate test method specified in relevant ISO/IEC standard has been added. The draft revised STI was circulated vide CMD Note of even number dated 9 July 2008 for seeking comments of ROs/BOs. However comments were received from IOJ only. Accordingly, STI has been revised as Doc: STI/513/7 Nov. 2008 ( copy of STI available on BIS Intranet). In order to implement, revised standard and Scheme of Testing and Inspection following procedure shall be adopted: For existing licensees: 1. Based on actual situation in respect of the operating licences applicability of the changes may be examined and verified if required. 2. Endorsement in the licence as per revised standard shall be made after obtaining the Acceptance of revised STI. 3. Action shall be taken as per OMPC 2004, if the licensee fails to submit the acceptance of STI in stipulated time.

For Applicants: 1. During the period upto 30th October 2008 applications may be recorded and processed for GOL as per IS 513:1994. An undertaking may be obtained from the firm that the action required to switchover to IS 513:2008 shall be completed before 1st November 2008.

REVISED STANDARD IS 513:2008 AND REVISED STI Doc: STI/513/7 Nov. 2008 WILL BE IMPLEMENTED w.e.f 1st November 2008. All ROs/BOs are requested to take necessary action. STI may be downloaded from BIS Intranet.

SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF COLD REDUCED LOW CARBON STEEL SHEET AND STRIP ACCORDING TO IS 513:2008 (Fifth Revision) 1 LABORATORY - A laboratory shall be maintained which shall be suitably equipped and staffed, where the tests shall be carried out in accordance with the methods given in the specification. 1.1 All the testing apparatus shall be periodically checked and records of such checks shall be maintained. 2 TEST RECORDS - All records of tests and inspections shall be kept in suitable forms approved by the Bureau. NOTE : The existing forms etc., as being maintained by the manufacturers may be retained, these forms, however, shall contain all the information required for operating this Scheme of Testing and Inspection. 2.1 Copies of any records or charts that may be required by BIS shall be made available at any time on request. 3. QUALITY CONTROL It is recommended that, as far as possible. Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this scheme (See IS 397 (Part 1)-2003 to IS 397 (Part IV) 2003) to control the quality during production.

In addition efforts should be made to gradually introduce the Quality Management System in accordance with IS/ISO 9001.
3.1 4 STANDARD MARK - The Standard Mark, as given in Column (1) of the first schedule of the licence is specified for cold rolled low carbon steel sheets and strips specified in IS 513:2008. The grade designation shall be mentioned in the Test Certificate (See Annexure 1). 4.1 TEST CERTIFICATE For each consignment of BIS Certified material conforming to IS 513:2008 there shall be a test certificate which shall contain the Standard Mark, the cast number, coil number, the quality designation and the corresponding test results (as given in Annexure I). 4.2 MARKING The following shall be legibly marked on the top of each bundle or package of sheets and strips or shown on a tag attached to each coil : a) b) c) d) e) f) g) Manufacturers name or trade mark, Quality designation (designation, name ,temper and surface finish) Product dimensions, Cast or identification mark by which the sheet or strip may be traced to the cast or casts from which they were made, Mass/Net weight and Date of dispatch. 4.3 SUPPLY OF MATERIAL AND DELIVERY CONDITIONS - The material shall meet the requirements of clause 4 and 12 of the specification. 4.3.1 PACKING - Each sheet shall be treated on both sides with non-hardening type preventive oil which can be easily washed with aqueous alkali solution. The product may be ordered not oiled if required (Ref. cl.8.6 of IS 513:2008). 4.3.2 Sheets and strips shall be supplied in bundles or packages not weighing more than 3 tonnes or as agreed to between the purchaser and the manufacturer. 4.3.3 Sheets and strips shall be securely packed in waterproof material and covered all over with steel envelope and securely tied round with steel straps and preferably with wooden battens underneath to prevent the sheets from rusting and damage during transit. 5. LEVELS OF CONTROL : Inspection and tests at various levels of control specified in Table 1 shall be carried out on all quantities of steel intended to be covered under this scheme and appropriate records and charts maintained in accordance with paragraph 2 above. All the production which conforms to the Indian Standard and covered by the licence shall be marked with BIS Standard Mark. 5.1 METHOD OF MANUFACTURE The method of manufacture of Steel for sheets and strips shall be left at the discretion of the manufacturer. 5.1.1 Sheets and strips shall be supplied rimmed, semi-killed or killed condition as agreed to between the purchaser and the manufacturer. However, CR4 and CR 5 grades shall be supplied only in fully aluminium killed or in a fully stabilized condition. 5.2 On the basis of tests and inspection results, decision regarding conformity or otherwise of lots of steel to the requirements of the specification shall be taken as indicated below: 5.2.1 CHEMICAL COMPOSITION - Chemical composition (Ladle analysis) obtained by analyzing three samples from each heat of 100 tonnes and above and two samples from each heat of less than 100 tonnes shall conform to the requirements laid down in Table 1 of the specification. Product analysis shall be carried out at the rate of one from every cast and the permissible variation in the case of product analysis shall be as laid down in Table 2 of the specification. 5.2.2 FREEDOM FROM DEFECTS The finished sheets and strips shall be free from harmful defects such as scale, rust, blisters, lamination, pitting, porosity, cracked or torn edges or any other defects which are harmful to the intended use. 5.2.3 NON-AGEING CHARACTERISTICS The manufacture shall guarantee the absence of stretcher strains on being cold worked in the case of non-ageing quality with a nonageing guarantee for six months from the date of dispatch. 5.2.3.1 CR4 and CR5 grade sheets and strips shall be supplied in non-ageing quality with a nonageing guarantee for 6 months from the date of dispatch. 5.2.3.2 A stability test as per Annex. B of IS 513:2008 may be carried out to assess the nonageing characteristics of skin passed stabilized steels with mutual agreement between the manufacturer and the purchaser. 5.2.4 SURFACE FINISH Sheets and strips shall be supplied in any one of the surface finishes specified at clause 8 of the specification. Cold rolled sheets and strips may be supplied in any one of the surface finish specified at clause 8.5.1 of the specification.

5.2.5 DIMENSIONS AND DIMENSIONAL TOLERANCES Unless otherwise agreed to between the manufacturer and the purchaser, dimensions of cold rolled sheets and strips shall conform to the dimensions specified in clause 10.1 of the specification. Unless otherwise specified, the dimensional and shape tolerances applicable to cold rolled sheets and strips shall be as given in IS/ISO 16162:2005. 5.2.6 TENSILE TEST - Periodic calibration shall be done on the tensile testing machine. The frequency of such calibration should preferably be once in six months, and in any case, not more than once in a year. 5.2.6.1 Tensile tests shall be carried out only if specified by the purchaser. Tensile test shall be carried out in accordance with IS 1608 as applicable. The values shall conform to Table 3 of the specification. One representative sample from a coil or a lot of sheets shall be taken for tensile testing. A lot shall consist of 50 tonne or less of sheets or strips of same quality rolled to the same thickness and condition. If the lot consists of more than one heat, samples from each heat shall be tested. 5.2.6.2. The value specified in Table 3 are applicable for the period indicated in Table 4 from the time that the steel is available for shipment. 5.2.7 BEND TEST - One bend test shall be carried out from each lot of 50 tonnes of material or part thereof. However, in the case of material supplied after heat treatment, one bend test shall be conducted for each heat treated batch or a lot of 50 tonnes, whichever is less. In case of coils one bend test shall be carried out from each coil. The specimens shall not undergo any treatment on either surface before testing. In the case of coils, samples shall be taken from the beginning or end of the coil. 5.2.7.1 Where sheets and strips of more than one thickness are rolled from the same cast, one additional bend test shall be made for each thickness of sheets and strips. 5.2.7.2. Bend test shall be carried out in accordance with IS 1599.

5.2.7.3 The angle of bend and internal diameter of the bend for the different grades of material shall be as given in Table 6 & 7 (Ref. cl. 7.4.2) of IS 513:2008. The axis of bend shall be in the direction of rolling. 5.2.8 CUPPING TEST - Cupping test shall be carried out for sheets ,strips and coils of CR 2, CR 3, and CR 4 grades having thickness from 0.5 mm to 2.00 mm. 5.2.8.1 Cupping test shall be carried out in accordance with IS 10175(Part.1). The minimum erichson cupping test values shall be as given in fig. 1 of IS 513:2008. The shape of the cup fracture may be as mutually agreed between the purchaser and supplier. 5.2.9 HARDNESS TEST - In case material is supplied after heat treatment, hardness test shall be conducted for each heat treated batch or a lot of 50 tonnes, whichever is less. In case of coil, one sample from each coil shall be taken. 5.2.9.1 Hardness test shall be carried out in accordance with IS 1586 and IS:1501 as applicable. A visible deformation on the back side of the specimen is permitted. the values determines in this way shall be identified by using symbols HRB and HR30T, (Ref. Table 4 &5 of IS 513:2008) so as to differentiate these from the hardness values determined on thicker products (which are not allowed to exhibit a visible deformation on the back side of the specimen. 5.2.10 Plastic Srain Ratio, r -The plastic strain ratio is an index of draw ability (r), shall be applicable only to thickness between 0.5 to2.0 mm. For thicknesses more than 2.0 mm, the r value is reduced by 0.2. Page 3 of 8

The plastic strain ratio shall be checked in accordance with IS 11999, and the minimum r value shall be as given in Table 3 of IS513:2008. 5.2.11 Tensile Strain Hardening Component, n - The tensile strain hardening component is an index of the stretch ability (n), shall be applicable only to thicknesses between 0.5 mm and 2.0 mm. For thicknesses more than 2.0 mm the n value is reduced by 0.02. The tensile strain hardening component shall be checked in accordance with IS 15756 and the minimum n value shall be as given in Table 3 of IS 513:2008. 5.2 RETEST - If a test does not give the specified results, two additional tests shall be carried out at random on the same lot. Both retests shall conform to the requirements of this standard, otherwise, the lot shall be rejected. 6 REJECTIONS - Records shall be maintained for a reasonable time from which information relating to the rejection of material which does not conform to IS 513:2008 may be obtained. Such rejected material shall not in any case be mixed up with that conforming to the specification. 7 SAMPLES - The licensee shall supply, free of charge, the samples required in accordance with Regulation of the Bureau of Indian Standards from his factory or godown. BIS shall pay for the samples taken by it from the open market. 8.0 REPLACEMENT - Whenever a complaint is received soon after the goods with Standards Mark have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods are replaced free of cost by the licensee in case the complaint is proved to be genuine and the warranty period ( where applicable ) has not expired. The final authority to judge conformity of the product to the Indian standards shall be with the Bureau. The firm shall have own complaint investigation system as per IS/ISO 10002. 8.1 In the event of any damage caused by the goods bearing the Standard Mark, or claim being filed by the consumers against BIS Standards Mark and not "conforming to" the relevant Indian Standard, entire liability arising out of such non conforming product shall be of the licensee and BIS shall not in any way be responsible in such cases. 9. STOP MARKING - The marking of the product shall be stopped under intimation to the Bureau if, at any time, there is any difficulty in maintaining the conformity of their product to the specification, or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to Bureau. 9.1 The marking of the product shall be stopped immediately if directed to do so by Bureau for any reason. The marking may then be resumed only after permission by the Bureau. The information regarding resumption of markings shall also be sent to the Bureau. 10 PRODUCTION DATA - The licensee shall send to BIS as per the enclosed proforma-1 to be authenticated by a Chartered Accountant or by the manufacturer by giving an affidavit/undertaking, a statement of quantity produced, marked and exported by him and the trade value thereof at the end of each operative year of the licence.
