He was appointed by Cook County in response to the youth crime wave that came to that area following the demolition of Chicagos public housing projects in the 1990s. Today the south suburbs are amongst the poorest areas in the nation. Judge Stuttley has employed innovative approaches to dealing with juvenile criminals from the very start of his tenure. In 2008, Judge Stuttley gave an address to the Illinois Council on Responsible Fatherhood entitled Parental Alienation from the Juvenile Courts Standpoint. His rich experience both in law and in youth services make him an excellent resource for fathers concerned about their childrens well-being.
