Bolt is the first man to hold both the 100 metres and 200 metres world records. He is the reigning Olympic champion in these two events, the first man to win six Olympic gold medals in sprinting, and a five-time World champion. He was the first to achieve a "double double" by winning 100 m and 200 m titles at consecutive Olympics (2008 and 2012) and topped this through the first "double triple" (including 4x100m relays). His 2009 record-breaking margin for 100 m, from 9.69 to 9.58 seconds, is the highest since the start of fully automatic time measurements. ost of us are happy to be alive and welcome 2013 while cheerfully say goodbye to the past year. This time of year we all make resolutions and promises as we seek to improve our lives and enhance relationships with friends and family members. A historian once said, that a way of understanding where we are in the world today, is to understand the past by finding out how we got where we are and where we may be going in the future. It is therefore, very critical that we review our personal, professional or business activities during the past year. Overall, in our evaluation, while the US economic environment has shown some signs of stabilizing, there were many issues that contributed to the uncertainty in businesses. The business consulting firm, Protiviti, observed that during 2012, both the State and Federal governments implemented several business regulatory and policy changes. The rapid pace of technology-and growing consumer appetite- have helped to make privacy and information security issues, data management and analytics, and software investments in business performance improvement top priorities. Protiviti also noted that achieving customer loyalty and changing geopolitical dynamics, have become dominant concerns in the ongoing wake of the global financial crisis.

aking decisions is a central part of leadership. Even when a leader uses a laissez-faire leadership style, the leader remains responsible for making many decisions such as the nature of the goals that followers should pursue and the type of leadership style that is appropriate for their situation. Followers often look to leaders to make decisions, particularly if they have difficulty with envisioning the specific tasks that are required to achieve a specific goal. Because of the importance of decision making to leadership, you should understand how to approach decision making. To make better decisions, one must understand that decision making is a process involving a sequential series of steps that are considered part of the critical thinking process. These steps are (a) identify the problem, (b) analyze the possible solutions to the problem, (c) evaluate which of the possible solutions will be most effective, and (d) select and implement that solution. These steps give you a structured framework to improve the quality of your decisions. The first three steps focus on collecting information that is useful when making a decision. The way leaders as decision makers collect the information often depends on their leadership style and the situation. For example, the autocratic leader may be comfortable with personally collecting the information, while a participative leader may be comfortable relying on the information provided by others. Identifying a problem requires that you understand that a problem exists and can recognize the root cause of the problem. While it is often easy to recognize the symptoms of a problem, the actual cause of the problem may not be immediately apparent. As a result, a good leader carefully evaluates the nature of the problem before considering the possible solutions.

At the same time, the leader must remain aware that decisions can have effect on followers when evaluating possible alternatives. After evaluating the possible alternatives, the leader should be able to determine the solution that is most likely to solve the problem without causing new and unanticipated problems. A leader should also recognize that all decisions will not produce the desired results. Some solutions appear effective in theory but fail in practice.

I am sure that there are other challenges or issues that are unique to our individual situation. It is therefore imperative for us to identify and consider these challenges and emerging issues to avoid being caught off guard later. Now that we have identified the problems and setbacks of 2012, the focus for 2013 must be on the solutionsthe issues under our control. Proper planning and managing our limited resources must be our new years resolutions. Creating a good working business environment for both staff and clients as well as cooperating and networking with your colleagues are key steps to help grow your business in 2013.

Dixon who is also known as Rambo is wanted for unlawfully reentering the US after being convicted of criminal possession of a loaded firearm in the third degree, in the Kings County New York Supreme Court. On April 5, 1993, Dixon was deported from the United States to Jamaica and at some point the US Immigration and Customs Enforcement says he re-entered the country. On July 27, 2010, Dixon fled from Immigration and Customs Enforcement officers when they attempted to arrest him. The department warned that no one should attempt to apprehend Dixon and that anyone having information on his whereabouts should immediately contact the US Immigration and Customs Enforcement office.

News Americas: he Caribbean American media fraternity in New York is mourning one of its own. Eion Dreadless Ras Saunders, founder of ZYNC TV/NEW YORK LINKZ, passed away suddenly December 27, 2012 at the Beth Israel Hospital, Brooklyn. He was 47. The news stunned many in New Yorks Caribbean American media circle and the wider community which Saunders had covered since 2005 as an independent television producer, director, writer, and host. Saunders became widely known after launching on the Caribbean platform, CIN with Whatz Up TV and then branching out on his own as Zync TV. He then moved on to airing on Tempo TV after his show was canned along with several others from the Diaspora by Stephen Hill, of CIN. ZYNC TV/NEW YORK LINKZ aired every Friday from 7 p.m. on Cablevision Ch. 1105 in New York, New Jersey, Connecticut and Pennsylvania and throughout the Caribbean. The television magazine styled show focused on news and entertainment within, the Caribbean Diaspora. For his work, Saunders received many awards of recognition, including from the Caribbean American Outreach Association, Jampact, Congresswoman Yvette Clarke, Councilmember Jumaane Williams and Brooklyn Borough President Marty Markowitz.

Brooklyn: On December 19 in Brooklyn, New York, US District Judge Sterling Johnson, Jr. accepted a guilty plea by American biotechnology giant Amgen Inc. (Amgen) for illegally introducing a misbranded drug into interstate commerce. The plea is part of a global settlement with the United States in which Amgen agreed to pay $762 million to resolve criminal and civil liability arising from its sale and promotion of certain drugs. The settlement represents the single largest criminal and civil, False Claims Act, settlement involving a biotechnology company in U.S. history.

This is the general finding of recent studies on crime in the region which show that Haiti has the lowest rate of violent deaths in comparison to previous years. In 2012 according to the UNODC, Haiti's violent death rate of 6.9 out of every hundred thousand Haitians is among the lowest rates in the Americas, and the same as Long Beach, California. In a national broadcast on Sunday, the prime minister cited the development of the Gordon Cay Container Trans-shipment Hub and the development of the Fort Augusta Container Terminal and logistics centre as two such initiatives. She informed the nation that Cabinet has also approved the establishment of an enterprise team for the privatization of the Kingston Container Terminal (KCT), which is currently owned by the Port Authority of Jamaica and is one of the regions leading container transshipment ports. Concurrent with the development of the port is the construction of the North-South link of Highway 2000, which is being constructed by China Harbour Engineering Company at a cost of US$610 million.

HAVANA, Cuba (ACN): uban immigration authorities said that appropriate conditions have been created in the country for the implementation of new legal regulations aimed at updating the islands migration policy, to come into force on January 14. Such conditions guarantee the successful implementation of new measures, which will have a positive impact on the population by easing migratory procedures, said the authorities, cited by PL news agency. According to the new regulations, passport applications can be made at local ID registration, or immigration offices throughout the country. Some 195 of those offices exist on the island, according to the national media. Although there has been an increase in the number of passport applications, the service has developed appropriately. The new measures announced on October 16, also eliminate the need for a permit to travel abroad and a letter of invitation that was formerly required for this purpose. The migration update also extends the permit for Cuban citizens to stay out of the country from 11 to 24 months without losing their residency and allows the departure of youths under 18 years, with prior authorization by their parents or legal representatives.

WASHINGTON: he United States spends more money on immigration enforcement--nearly $18 billion in the 2012 fiscal year--than on its other law enforcement agencies combined, according to a report released Monday from the nonpartisan Migration Policy Institute. That spending went to U.S. Immigration and Customs Enforcement, Customs and Border Protection and US-Visit, a program that helps states and localities identify undocumented immigrants. By contrast, the U.S. spent $14.4 billion -- combined -- on its other prime law enforcement agencies: the FBI, Secret Service, Drug Enforcement Administration, U.S. Marshal Service and Bureau of Alcohol, Tobacco, Firearms and Explosives. There's a reason for the high cost. The Migration Policy Institute found that ICE and CBP also refer more cases to prosecution than those other agencies combined, and the immigration agencies also held more individuals in fiscal year 2011 than the federal Bureau of Prisons. Still, the numbers are striking. Immigration enforcement has expanded rapidly since 1986, when Congress

passed the enforcement-heavy Immigration Reform and Control Act. Since then, the U.S. has spent nearly $187 billion on immigration enforcement, according to the report. The Sept. 11 terrorist attacks in 2001, which led to the creation of the Department of Homeland Security that now houses immigration enforcement, made the spending surge even more marked. Immigration enforcement is more in focus than ever this year, as Congress and the White House begin work on a bipartisan agreement for reform of the system. The Obama administration, while deporting a record number of people, has put in place some reforms to focus more on high-priority immigrants, such as convicted criminals. It also implemented the deferred action program to stop deporting some undocumented young people. Those policies were met by some on the right with the claim that the administration doesn't care to enforce immigration law, a possible sticking point as the two sides seek to find an agreement. The Migration Policy Institute found that border enforcement is, for the most part, working. Doris Meissner, director of immigration policy at the institute and a former commissioner of the U.S. Immigration and Naturalization Service, told reporters on a conference call that she is somewhat baffled by the insistence that the U.S.-Mexico border is out of control, sometimes brought forth by people who want to block reform.

The government spends about 15 times more on immigration enforcement than it did in the mid-1980s, adjusted for inflation, the report found. At the same time, deportations have exploded. The U.S. deported about 30,000 people in the 1990 fiscal year; in the 2012 fiscal year, it removed a record 409,894. A majority of those people were deported without an order from an immigration judge, instead using DHS' discretion, the Migration Policy Institute found.

4. The challenge will be to continue to press for maximum coverage in all aspects of immigration reform as legislators have far more leeway than regulators to revise the immigration laws. DHS first proposed the change in procedure, which allows immediate relatives (parents, spouses, and children) of U.S. citizens who entered the country without permission to apply for a waiver of their unlawful entry while still in the United States, in April of 2012. Departure from the United States in many cases, however, triggers a three to ten year bar to re-entering the country, which requires a separate waiver application.

NORTH RYDE, Australia: ustralian marathon swimmer Chlo McCardel, 27, has announced her intention to tackle the more than 100mile non-stop 60 hour plus world record swim from Cuba to the United States in June 2013, without using a shark cage. Swimming across the powerful and unpredictable Gulf Stream and Florida Straits, this swim has never been successfully crossed without a shark cage. It will become the longest continuous solo swim in history without assistance, at least 50% further than the current record (67 miles). McCardel will also use this opportunity to raise much needed funds for cancer research and support for those with cancer as this is a cause which is close to her heart.

By Smith Georges hile Haitians are celebrating Haitian Independence Day and organizing Independence Day events all over the world during the month of January, one thing that has caught my attention is the release of the film DJANGO. Hollywood has always been reluctant to produce a movie about the independence of Haiti because the Haitian Revolutionary leaders Toussaint Louverture and Jean-Jacques Dessalines have always been seen as a threat to the West, particularly the nation that used enslaved black people (including the United States of America.) I went to see the movie DJANGO twice in order to absorb and digest the screenplay and the relation to the past plights of people of African heritage around the world - and particularly people from my native country Haiti, the historic Caribbean nation, where Haitian people broke the chain of slavery, fought victoriously bloody battles to defeat the Spanish, the English and the French in order to gain their independence and to create the first Black Independent Country in the World. On January 1st, 1804, Jean-Jacques Dessalines, the father of the independence of Haiti, who avenged mercilessly the cruel, sadistic and barbaric white slave owners as well as all other white people on his path who were living in the island at that time. His motto was Coupe tet, boule cay (Behead them and burn down their homes.) Dessalines vengeance in the form of giving the white people a taste of their own medicine was similar to what Jamie Foxx did in the movie DJANJAMIE FOXX GO that is being played now in movie theaters everywhere. The film starring Jamie Foxx, Leonardo Di Caprio, Kerry Washington and Samuel Jackson reminds us how black people used to be treated in the hands of the whites. The film also brings back memory flash of how an enslaved African man from Haiti by the name of Dessalines defeated the Napoleonic troops to create a proud black nation. I urge everyone to go see the movie. Who would have believed that today a black man would be leading America and the world? Lets be frank, that would not have been possible without large support of white folks. President Barack Hussein Obama has been elected twice. This is a sign that time and minds have changed, but there remains work to be done in order to create more harmonious relations among races.

Jamaican family suffered a tragic demise along the New Jersey Turnpike in the Mount Laurel town on December 27. They have been identified as Ainsworth Mallet, 51, his wife Jaqueline, 49, and their 12 year old son, Drew. Their 18 year old daughter Nicole survived and was hospitalized. Their pet dog in the car also died. The family operated the Golden Krust Caribbean Restaurant on Rockbridge Road in Stone Mountain suburb of Georgia, and had been visiting family in Connecticut for the holiday and were returning to Georgia when the accident occured. They were in a Toyota Camry traveling south on the NJ Turnpike when it was struck
