TACLOBAN CITY - The Department of Health(DOH) will declare Leyte and Samar as filariasis- free provinces as soon as the evaluation report for the filariasis campaign of the agency for the two provinces comes out. Just this week, the DOH declared Eastern Samar as a filariasisfree province. The declaration was witnessed by top officials of the DOH, Erlinda Domingo, director of the support to service delivery technical cluster, Dr Mario Baquilod, Dr. Irma Asuncion, director of the National Center for Disease Prevention and Control, among others. The official claimed that the regions unemployment rate is one of the lowest in the country but many in the workforce are underemployed or earning less than what they need. The growth of unemployment after graduation is a recurring problem but it wont be that bad this year because of elections, Sarcauga said. Government and the private sector should initiate more to create more opportunities especially emerging industries to achieve balance on the growing number of people joining the labor force. Even if its election year, the labor department
will strengthen the implementation of employment facilitation program and provision of livelihood to poor communities. The National Economic Development Authority earlier foresees a better chance for the region to attain the 5.4% economic growth in 2013 because of higher demand for goods and services due to skyrocketing election-related expenditures. Region 8 is keeping its annual 5.4% average economic growth target until 2016 even though it only achieved 1.8% increase of last years Gross Regional Development Product (GRDP). It further slipped from the 2% growth rate in 2010. NEDA said that election is a big socio-eco-
nomic activity, mobilizing manpower, and finances. Election-related expenditures influence markets, prices, provide temporary employment, and uplift economic activities. For NEDA, all election-related spending is an economic booster especially that majority of the regions population is dependent to farming, a
sector that is always at risk during natural calamities. Eastern Visayas is not new to economic growth target shortfall. f the present administration is against enforcing a total gun ban, then the next best thing is for the government to declare an all-out drive against the possession of all sorts of illegal and unlicensed firearms. Estimates vary, but it is safe to presume that the number of illegal guns is in the hundreds of thousands. Aside from homemade, otherwise known as paltiks , there are also all kinds of firearms smuggled into the country. These range from the simplest hand guns to semi-automatic to full-blown automatic assault rifles. These are not the Danao-made firearms

Indeed, the declaration of DOJ (Department of Justice) Leila de Lima that the Atimonan 13 event is not a shootout may have contradicted the Rules on Appeal. Granting the prosecutors resolved to file the case in court and the defense lawyers file a Petition for Review to the Office of the Secretary of DOJ, will De Lima inhibit? What is in the 2000 NPS (National Prosecution Service) Rule on Appeal, under Department Circular No. 70, dated July 3, 2000, issued by then Secretary Artemio Tuquero? It states: In the interest of expeditious and efficient administration of justice and in line with recent jurisprudence, the following Rule governing appeals from resolutions of prosecutors in the National Prosecution Service, to be known as the 2000 NPS Rule on Appeal, is hereby adopted. SECTION 1. Scope. This Rule shall apply to appeals from resolutions of the Chief State Prosecutor, Regional State Prosecutors and Provincial/City Prosecutors in cases subject of preliminary investigation/ reinvestigation. SECTION 2. Where to appeal. An appeal may be brought to the Secretary of Justice within the period and in the manner herein provided. xxx xxx xxx SECTION 11. Reinvestigation. If the Secretary of Justice finds it necessary to reinvestigate the case, the reinvestigation shall be held by the investigating prosecutor, unless, for compelling reasons, another prosecutor is designated to conduct the same. Reports say the USS Guardian ran aground in the South Atoll, one of the two atolls comprising the reef. The warship has started to sink, and most of its 79-man crew has already abandoned ship. The US government is in no position right now to act like the Big One in this matter. Our territory, our rights were violated. Therefore, we must demand excellent care when they free the ship from the reef. They already ignored the protection status of the reef once, and here they are again, Escudero said.
