The Governor said that the spurt of development and economic activity, particularly during the past two years, has clearly demonstrated that progress can be achieved only when normalcy prevails. The government had earlier promised to announce a decision on Telangana issue on January 28 but on Sunday it said that it still needed time to discuss and decide over the matter. Defending his party-led UPA government's decision, Congress spokesperson Rashid Alvi said that Telangana was a sensitive issue and the party did not want to take a hasty decision. "Telangana is an issue of emotions and sentiments. We can't take a hasty decision. When we will take a decision, we will inform people," he said. Meanwhile, a group of pro-Telangana students allegedly entererd the chamber of Vice-Chancellor of Kakatiya University in Warangal and threatened to set themselves on fire if police did not intervene. The Vice-Chancellor was not in the chamber, police said. A demonstration was also staged outside the Nizam College hostel in Hyderabad. The 36-hour 'Samara Deeksha' protest by the pro-Telangana activists at Indira Park in Hyderabad continued for the second day on Monday. Osmania University Joint Action Committee had planned to take out a protest march today from Indira Park to Gun Park in support of the 'Samara Deeksha' agitation of Telangana Joint Action Committee but police foiled the plan. Students of OUJAC and other organisations removed the barricades near the protest venue and tried to march towards Gun Park after arguing with the police. But security forces, deployed in large numbers, pushed them back. Some protesters were also taken into custody. 'Samara Deeksha' protest started on Sunday afternoon under the aegis of the TJAC at Indira Park, in a bid to step up the pressure on the Centre to announce separate Telangana state. Hitting out at the ruling Congress for not accepting the separate statehood demand so far, TJAC Chairman M Kodandaram said the future plan of action would aim to increase the pressure on the Congress leaders.

Nizam College in the heart of the city when they tried to take out a rally to Telangana Martyrs' Memorial at Gun Park. Tension also prevailed at Indira Park, where Telangana Joint Action Committee (JAC) members continued their protest for the second day. Students trying to take out a rally from Indira Park clashed with police when they were stopped. Some protestors removed barricades but were stopped by police officials, who did not allow them to proceed on the ground that no prior permission was taken for the rally. Students were also stopped from joining the protest at Indira Park as the police had Sunday granted permission for demonstrations there on the condition that no more than 2,000 people would participate in it. Communist Party of India (CPI) state secretary K. Narayana and other party leaders and activists reached Indira Park in a rally. The numbers at Indira Park swelled since morning as students and leaders of various parties also joined the protest. There were also protests at the Kakatiya University in Warangal town. Some pro-Telangana students with petrol bottles in their hands climbed on a building, threatening to commit suicide if other students arrested by the police were not released. The arrests were made when students were trying to take out a rally.

After the meeting, both told reporters that there "is no crisis" for the ruling party in Karnataka. Hours before Yeddyurappa sang the new tune, two BJP assembly members Belur Gopalakrishna and M.V. Nagaraju petitioned Speaker K.G. Bopaiah to disqualify 12 of their colleagues supporting Yedyurappa for antiparty activities. Gopalakrishna told reporters that he and Nagaraju had submitted documentary evidence to the speaker "on the anti-party activities of the 12 MLAs in the last two to three months and sought their disqualification". The 12 are among the 13 legislators who last Wednesday went to Bopaiah to submit their resignation from the assembly. But since Bopaiah was not present, they met Governor H.R. Bhardwaj and complained to him that the speaker was absent in spite of being informed Tuesday about their intention to submit their resignations the next day. They also gave copies of the resignation letters to the governor. Among the 13 are C.M. Udasi and Shobha Karandlaje who Wednesday quit the Shettar ministry. Udasi was handling public works department and Karandlaje held energy portfolio. Udasi told reporters Monday in Bangalore that Bopaiah had given appointment for Tuesday and the 13 legislators would submit the resignation letters to him. However, there is speculation that two or three of them were now hesitant to do so and are said to have told the state BJP leadership that they were "under pressure" to quit. Apart from the reported reluctance of some of the legislators backing him to go ahead with resignations, several other factors seem to be influencing Yeddyurappa to change his tune. Shettar is playing the same card that Yeddyurappa did several times when he was chief minister in 2008-11 and faced rebellion - marshal the support of religious leaders. The new Master Plan for the city proposes development of modern sanitation with Sewerage Treatment Plants (STPs) , channelizing of water bodies, construction of new and widening of existing roads , flyovers, separate areas for Hospitals, Educational Institutions, gardens, parks, industrial areas, commercial areas besides by-passes on the National Highway starting from Kathua to ease traffic rush in the city. Discussing the proposed Master Plan, the Minister stressed the need to protect forest and agriculture land during the implementation of the New Plan. He also called for adding an aesthetic look to the city adding that Jammu was nerve centre of pilgrim tourism and there was a need to add to its tourist attraction. He also called for keeping a provision for the conservation of heritage sites and monuments in the Master Plan. The meeting also gave suggestions to make some alterations in the plan to make it more sustainable and environment friendly. No crisis in ....
While Shettar and Rajnath Singh said the meeting here was just a "courtesy call", party insiders said the political situation in Karnataka was the main discussion point. Addressing reporters after the meeting, both downplayed the threat faced by the state government. "I can say with full confidence there is no crisis in Karnataka. Our government will complete its full term," Rajnath Singh told reporters. "It was a courtesy call," he said. Shettar echoed the new BJP president. "There is no crisis in Karnataka. Our MLAs have not resigned," Shettar said. "I met him to wish him that he became (BJP's) national president," he added. Notwithstanding their seeming confidence, the threat of a political crisis looms large in Karnataka with 13 members of the ruling BJP threatening to quit from the assembly. The 13 are loyalists of party's former leader B.S. Yeddyurappa and have been waiting since Wednesday to submit their resignation to Speaker K.G. Bopaiah. Bopaiah, who has been out of Bangalore since late Tuesday, is expected to resume work Jan 28 or 29 when the resignations would be submitted to him. Governor H.R. Bhardwaj had said Saturday that the Shettar-led government has a majority but he would direct the chief minister to seek a trust vote if the need arose

The court's order is big jolt for the ruling Congress government both in the state and at the Centre, which has repeatedly assured a quick fix on the Telangana issue. The court ruling also comes on a day when mass protests are being held in parts of Andhra Pradesh by the Telangana Rashtra Samithi (TRS), which has threatened to intensify the stir for a separate state after Centre deferred a decision on Telangana. The pro-Telanaga groups have termed the Centre's move as a 'big betrayal' and decided to launch an agitation targeting Congress ministers, MPs and state legislators in the region. TRS leader K Tarakarama Rao demanded resignation of all Congress MPs and ministers to pressurise the Centre to concede their demand. Leaders of Telangana Joint Action Committee, which launched two-day protest here on Sunday, BJP, CPI and the Telangana leaders of TDP condemned the statements of Union Home Minister Sushilkumar Shinde and Congress leader Ghulam Nabi Azad. Shinde, who had said after all-party meeting on December 28 that the government will decide on the issue within a month, stated in Delhi on Sunday evening that it needs more time. He said the consultations on the issue were on. Earlier in the day, Azad told reporters that more consultations were needed on the issue. He said the party would consult Chief Minister, state party chief and leaders from all three regions of the state. He also made it clear that no deadline was set for completing the consultations. There were mixed reactions to their statements from the Congress leaders in Telangana. Some MPs said they were disappointed but hoped that the

ODHISA, JANUARY 28: The J&K Minister for Finance & Ladakh Affairs today enjoined upon the Empowered Committee of State Finance Ministers on proposed GST that before finalization of it's recommendation on the constitutional (115th Amendment) Bill 2011, it should be ensured that the constitutionally guaranteed special status of the Jammu & Kashmir is not ignored adding that the issues that have remained Irritants between various States and Union of India also need to be addressed earnestly. Speaking at the crucial meeting of the Empowered Committee (EC) of Finance Ministers convened in Odhisa, Bhubneshwer today to finalize the roadmap for Implementation of Goods and Services Tax (GST) regime all over the Country, Mr. Rather sought incorporation of suitable provisions in the proposed Article 279-A, and Article 279 B to provide safeguards to the State's constitutional position adding that , it was glad to note that the committee on GST Design has recognized the constitutional position of Jammu and Kashmir on this count and have recommended that in clause 4 of Article 279-A, a special scheme for Northern Eastern State and the Jammu and Kashmir should be allowed. "As a matter of fact, the division of powers between the Union of India and the State of Jammu and Kashmir is not at the same footing as it is in respect of other States of the Union", Mr. Rather said adding that the State of Jammu and Kashmir enjoys a special status under the Constitution of India and its Constitutional relationship with the Union of India is governed by Article 370 of the Constitution of India as amended vide Constitution (Application to Jammu and Kashmir) Orders, promulgated from to time by the President of India. Moreover, with the implementation of GST regime the position of Jammu and Kashmir State would be entirely different as compared to the other States of the Union. All other States would be surrendering the exclusive authority to tax goods and, in turn, get the additional authority to tax the hither to out of bound "service sector". On the contrary, the State of Jammu and Kashmir, being already competent to tax goods as well as services, unlike other States, would not get any additional authority except a share from the Central divisible pool, Mr. Rather maintained. Mr. Rather hoped that before moving forward to firm up the Model GST Act and IGST Act, today's meeting of the EC of State Finance Minister's on GST will, besides, recommending implementation of the twoCommittees, will also bridge all gaps which they have not been able to fill at their level including proposed Dual Integrated Model of GST and the CST compensation which has remained Irritant between the States and Union of India adding that this will be a step forward to remove mutual trust deficit and will facilitate introduction of GST. Mr. Rather said that though the Committee on GST Design has made an attempt to arrive at consensus on fundamental issues such as features which essentially need to be common across the country, definitions under GST, Schedule for GST Rates and common exemptions, invoicing and book keeping, assessment, audit review etc. However there are still certain issues of vital importance, which have remained unresolved e.g. 'Dual Control', Appeals, Offences and Penalties. 'Dual Control' both by States and Centre is perceived as an impediment in the implementation of Goods and Services Tax. The States strongly feel that "Dual Control" is not dealer friendly and that its workability may also suffer due to conflicting and diverse rulings, orders and clarification on the same subject, same dealer or same transaction. It may also not be an administratively an efficient tool of recovering the taxes. "I hope and trust that today's meeting will address this issue and such other issues and move forward to firm up the Model GST Act and IGST Act", Mr. Rather added.

Women are subjugated in free India India needs some more socialism
espite extensive talk about India's growth and development, a significant percentage of its population suffers atrocities and lives in constant fear of being abducted, sexually assaulted, beaten and murdered, writes Sumati Rajput As per historic records, India became an independent or rather a 'free' country on August 15, 1947. As per World Bank's 2011 estimate, 48.37 per cent of the Indian population is female. And while India may consider itself to be a 'free country', that significant 48.37 per cent of its population lives in constant fear of being abducted, robbed, molested, sexually assaulted, raped, beaten - and perhaps murdered as a consequence of any of the above. According to the National Crime Records Bureau data, in 2011, some 2,28,650 crimes were reported against women; 24,206 women were reported raped; 99,135 women faced domestic violence and abuse; 42,968 women were molested; 8,570 women were sexually harassed, 8,618 were reported to have fallen prey to dowry deaths. Bear in mind, these are just the reported cases. The true number of such cases will probably be several times more than the ones that get reported. Obviously, there are no such statistics reported for men. The Constitution of
India proudly instates its six Fundamental Rights, which include, 'Right to Equality', 'Right to Freedom', 'Right against Exploitation', 'Right to Freedom of Religion', 'Cultural and Educational Rights', and 'Right to Constitutional Remedies'. The definition of Fundamental Rights is 'claims that are essential for existence and development of individuals'. In the light of the aforementioned statistics, it seems unlikely that any of these fundamental rights hold true for women in this country. Despite extensive talk about India's growth and development in its postIndependence-liberalisation era, this seems sharply restricted to economic aspects only. This is the same country where people believe that the reason why women get raped is because they ask for it by 'staying out late at night' or 'dressing provocatively' and one, which provides no equality, no freedom, no protection or rights to 48.37 per cent of the population. So yes, maybe India is a free country - for the 51.63 per cent of its male population. Given this scenario, what is the biggest issue regarding the crime situation in India? Well for starters, the Indian legal system works at a snail's pace. The average time that it takes to solve a case ranges from five to 15 years depending on the type of
case. From 2000 to 2010, there has been an increase of 38 per cent in the number of pending cases. Pending cases have increased by 148 per cent in the Supreme Court, 53 per cent in the High Courts, and 36 per cent in the Subordinate Courts. Were this trend to continue, by 2020, India would see a backlog of about 4.5 crore cases. With this gigantic pending backlog, what fear does one have to commit crime? If the legal system takes seven years to resolve every murder case, or 15 years to punish a rapist, (if at all these cases are resolved), there is indeed little that will deter such criminal activity. The recent horrific rape incident has jolted the public, which has in turn managed to jolt Parliament and our legal system. Yes, in such a scenario, chances are that this case will be pushed to the top of the pile and the criminals will receive their sentence in a relatively short time span. But what about the 635 other rape cases that took place in Delhi alone this past year? What about the 3.2 crore cases that are still pending across the country? India is a democracy. The definition of democracy, as I was taught in school, defines a country where the Government is run 'for the people, by the people, and of the people'. It emphasises the fact that all citizens in a democracy have equal say in what
affects their lives. A country where political leaders do not address or stand up to support over 10,000 civilians fighting for the cause of women's safety cannot be a democracy. Such a Government is definitely not made of the people, or for the people. Yes, the root of the problem is the Indian milieu's mindset. Yes, the most appropriate solution to prevent such horrendous acts is to provide education to all and create awareness, to generate avenues for growth and liberalisation for the entire country. Hopefully, this is the course of evolution that the Indian society will adopt. But it is a long-term solution which will take years to achieve. Every long-term solution must be accompanied by short term solutions which will have an immediate impact. A necessary shortterm solution is zero tolerance of criminal activity against women. The British abolished Sati and Jauhar, two social evils inflicted on women. If the British could see that these were cruel, unfair practices targeting women, shouldn't our Government and legal system, crafted 'for the people, by the people, and of the people', see that such atrocities on women are no different? Which brings us to the question: Is India really a free country? Do all Indians have the luxury of fundamental rights? Is India really a democracy?

his Republic Day, can we consider a commitment to have more honest discourse on matters that affect all Indians, discussing not just the gain but also the pain of policy decisions; and from the standpoints of different segments? "Why complicate matters, let's stop discussion and just execute," is a refrain we hear too often. But we are a complicated country and being simplistic isn't a solution. Stretching the intellect and thinking through how to balance and share the gain and pain equally amongst all Indians is the solution. Recent economic policies may give stock market investors reason to cheer, but many Indian households are in pain and it is about to get worse. The 'there-is-no-choice' discourse propagated by analysts and business leaders is that the price rise of cooking gas, telecom, diesel and train fares is good for aam aadmi because it will make industry more profitable, reduce the fiscal deficit, cut interest rates, inspire more confidence for investment and individuals to borrow to spend, and lead to a higher GDP growth rate number. As a result, many Indians will have opportunities to earn more, spend more and live better. India will become a more attractive FDI destination and that will, in turn, lead to more benefit for aam aadmi. The only trouble is that the time between the

With a fridge, she can be more efficient, but she cannot get a formal loan. She and her kids have cut back on many things they had taken for granted, and it will take quite a while before her quality of life gets back on track. Parallel to demanding labour laws to enable hire and fire in the organised sector, we need to set liberal minimum wages for all unorganised occupations and outsourced or contract workers. Does that make us a highcost economy? Yes, but it preserves the striving, enterprising, aspiring society, without which a consumption-driven economy will not grow. Everyone needs to take a haircut, when the government is urged to bite the bullet: profit margins, India's top 20%, unorganised employers, banks and NBFCs. It's time to start to share the pain if not the gain.
How the year will go for the region and the planet ?
ollowing the same rules I set for myself in the last column, two sets of predictions, for the region and the planet, each set slotted into three tiers: nightmare, normal nightmare (all stays more or less the same), least apocalyptic (as in closest possible to optimism). The Sub-continent: Pralaygeddon: This could be bad. Predicting disasters for our little neighbourhood that stretches, arguably, from Rangoon to Rawalpindi and from Mazar-e-Sharif to Matara is as easy and as dangerous as playing Russian roulette with four of six chambers loaded - you're bound to get something right. All it would take to make this a really bad year would be one event, either natural or part or fully man-made, say a tsunami or a sudden rise in sea levels, say a huge drought, say a war or a wave of genocide. If we were to become victims of a combination of any two disasters we've really had it. Put any of these two together and you'll see what I mean. From column A choose one: a tsunami that hits Sri Lanka and Tamil Nadu, swiping somewhat at coastal Odisha, Po-Bang and Bangladesh; an earthquake in Azadi occupied Kashmir or Kutch, or one that destroys the Tehri-Garhwal dam; a missing monsoon that causes a massive drought in Madhya Pradesh, Chhattisgarh and Gujarat; a rogue monsoon that causes massive flooding in Bihar and south Pakistan. Now pick one favourite (okay, since you're a masochist, pick two) from column B and add to your first choice: ethnic violence
s Malian troops assisted by their French counterparts now advance into the Islamist rebel-stronghold in the northern part of their country after securing the south, it is clear that the international community has a lesson to learn from the French intervention. And the lesson is that assertive action must be taken, even if military, when the situation demands. On January 11, the French Government led by President Francois Hollande launched a military intervention in its former West African colony of Mali to contain Islamist rebels who were threatening to overrun that country. Called Operation Serval, it immediately faced criticism as experts from around the world worried if Mali would be 'France's Afghanistan'. Three weeks later, much of those questions have been laid to rest. French troops fighting alongside Malian soldiers, who have also been joined by forces from neighbouring Burkina Faso, have been able to secure the capital of Bamako. They are all now on their way to routing the Islamist rebels from the country as a whole. The central town of Douentza was re-taken last Monday, thanks to a series of French air strikes against militant targets. If the troops are able to maintain this pace and rate of success - they were closing in on the rebel stronghold town of Gao by the end of the week - they are quite possibly only days away from defeating the rebels, as enthusiastic Malian Government officials have themselves said. Of course, this does not mean that all fighting will be over. The rebels are sure to continue with hit-and-run guerrilla warfare even if they can no longer take on the soldiers in a more conventional conflict. But that does not in any way diminish the importance of what seems to be a hugely successful effort to push back the Islamists and destroy their latest terror haven. Led by groups such as the Al Qaeda in the Islamic Maghreb and the Ansar Dine, Islamists rebels had back in March 2012 taken over large swathes of Mali's lawless north - essentially, the Sahel area which juts into the Sahara and is about three million square kilometres of mostly uninhabited desert and grassland. For long a popular smuggling route for cannabis and tobacco, this Mali-Niger-Mauritania corridor is now one of the busiest supply routes for cocaine and arms being snuck into Europe - a veritable security threat to that continent. Even Mali's fabled cultural centre Timbuktoo had fallen into the hands of the Islamists, who by early April last year had declared 'independence' from the rest of Mali, established the so-called Government of Azawad and of course imposed harsh Shari'ah law in the region. But even as the Islamists gained ground and guns in northern Mali, the international community continued to ignore fears of the rise of yet another rogue terror state. Inevitably then the emboldened terrorists moved from their northern stronghold towards the centre and were on their way to the southern capital city of Bamako. Had France not responded to Bamako's appeals for help and sent in its troops and fighter pilots in the nick of time, Mali, protected only in name by a National Army - small, illequipped and poorly trained - would surely have fallen to the Islamists. That would have been bad for not just Africa but also the world in the immediate and long term.

erupts again in the Arakan area, sending droves of Muslim refugees flooding into Bangladesh, something which disrupts our neighbour's hard-won social balance and allows the Islamists to stage a comeback; PoBang, in the meantime, is caught up in a three-way civil war between the Trinamul Congress, the Communist Party of India (Marxist) and the Maoists, a conflict that's called 'low-level' by the media of the outside world only because they have bigger headlines to fry; an undeclared, bloody, ruinously expensive, attritional silent war on the Indo-Pak border; a loudly proclaimed civil war inside Pakistan, again a three-way cluster-ruck between the Pakistan Peoples Party factions, the jihadis and a self-devouring army; a new explosion of anger in the Kashmir Valley; an escalation of the fighting in central India with the air force joining in full time, fighters, swadeshi drones and all; an Indian economy in a tailspin; a chain effect of violent protests by young people in the major Indian cities, the violence multiplied by a cretinous response by a weak government and a terrified police. Noermal-sa Sityushun: The Burmese generals control their ethnic strife, the Bangladeshi generals still back the government and it stays in power in spite of hanging a few low-ranking razakars, the Sri Lankan generals stay in their pens, the Indian generals refuse to enter any other war than the one they are engaged in to save their public reputations, the Pakistani generals continue to spread their toxicity but stop short of grabbing back
the broken steering wheel in Islamabad. The economy of Burma improves in leaps and bounds, the Bangladeshi economy stays stable, that of India continues its slow slide but doesn't quite implode. At the end of the year, most of us, several million of us Sub-continentals, heave a collective sigh: nothing very much has improved, true, but things could have been much, much worse. Afeem Khaao, Taali Bajaao: The Indian Sub-continent shows signs of both countrywise as well as collective out-of-the-box thinking and begins to lead the world out of darkness. Starting west and going east this time, the situation in Pakistan eases like a boil that's burst, and with its pus drained away. Whatever their base considerations, the Indian government refuses to play the provocation game and pulls back from escalating the conflict with Pakistan. Pressure from the United States of America and internal imperatives reach the point where the majority of the Pak military establishment actually concentrates on ridding the country of its jihadi networks. All over India, the penny drops that doing things like banning visits by the very Pakistani authors who are taking on their military and feudal establishments is both foolish and counter-productive for our security. Increasing normalization of Indo-Pak relations leads to increased trade and, by the end of the year, the businessmen who call the shots in China and India are joined by the Pakistani businessmen in uniform: these profit-parasites come to an agreement that war and sim-
mering tensions are counter to proper dhanda and should be avoided in future. Simultaneously, other things improve inside India in spite of the best efforts of various evil people in power (see 'Ecstacy-addicted' section of previous column). Trade and borders with Bangladesh become more and more normal, with a huge beneficial effect on the Indian states around Bangladesh; suddenly there is a realization that we are a sub- region within the larger region of the Sub-continent, an area still united by deep cultural affinities, and this is where the first real steps are taken towards a Sub-continental federation with open borders a la the European Union. One or two minor natural disasters do take place, as they are bound to, but the unified cross-border response by the Sub-Con group of countries brings relief and some kind of believable peace. The rest of the world looks on, cynical, some powers a bit dismayed perhaps, but no one can deny that the region turned a corner in the crucial year of 2013. The Planet: The End of the Whirld (Take 2): Take the combinations mentioned above and multiply by ten. By December 2013, there is an intertwined band of war and violent ecological disaster that runs across the middle latitudes of the globe, from Morocco to Macau. Instead of quietening towards peace, northern Africa explodes, dragging Nato deeper into conflicts it can't handle. Israel launches a disastrous attack on Iran, one that backfires very badly and pours petrol over the burning 'Middle' East. This in turn
knocks into Baluchistan and into the already gaping wound that is the Sub-continent. In the meantime, the US breaks out into its own civil war as NRA types open up on the state police and National Guard elements attempting to confiscate the light machineguns and rocket-launchers the gun-lovers are toting to supermarkets and high school sports days. British cities explode against the government's rich-saving austerity measures, in what is dubbed 'Austerage!' by the tabloids. George Osborne is the first top minister to flee the country, fearing for his life, the London Metropolitan Police having refused to protect any Tory cabinet members. This last isn't exactly a tragedy as such, but the part the collapse of British law and order plays in the larger tragedy of the Europe-wide unrest is very bad news indeed. By the end of this year, with Europe in a stalemate between mobs and police, with the aforementioned 'middle band' burning and the US in upheaval, the world suddenly looks like an extremely compartmentalized and dangerous place. The Ball spins on (normally): a repeat of 2013 with small variations except, ecologically, we slide ever closer to the point of no return. You call it U-Topia, I call it You toh Bahut Piya!: Yes, normally one has to have drunk a lot of some very strong brew to even think of any optimism, but a scribe with predictive predilections must do it, and that too without any liquid help. So here is one, single broad projection, wishful thinking, fantasy (that is, don't look for logic in what follows), call it what
you will. Imagine one of those Hollywood sequences where an out-of-control monster-machine is about to decimate a mega-city, a sequence which ends in an unlikely happy ending when the machine (with a little help from the super-hero) selfdestructs at the last possible moment. Similarly, my hope is that whatever be the chain of events, disasters, bad political decisions and wilful mistakes by the rulers of countries, at the end of the year we will suddenly see that huge, gaping, debilitating holes have been left in the juggernauts that have continually driven us closer and closer to ecological meltdown. Whether it means Obama is so busy dealing with guncontrol and Palestine-Israel that he doesn't get time to okay new oil-drilling in various places, whether the Indian car industry collapses along with the blight of the IPL, whether a combination of a new war in the Middle East and Texas trying to secede from the US cripples the oil industry worldwide, therefore forcing us to do without our private motorcars, whether it's an erupting volcano that grounds all aircraft for several months (with eventual beneficial effects to the atmosphere becoming apparent), I hope the accumulative result at the end of 2013 is that the damage we are causing our planet somehow comes to a screeching, clanging halt. Everything else, all other issues, can be picked up from there on. After a cocktail of serendipitous upheavals, most solutions to the world's pressing problems might suddenly look self-evident in a way they don't currently, at the grim beginning of this year.

Sonia assures Hazare of passing Lokpal Bill in Budget Session Delhi gang-rape: Sixth accused
NEW DELHI: In a significant development, UPA chairperson Sonia Gandhi in a letter to social activist Anna Hazare has assured of passing the Lokpal Bill in the upcoming Budget Session, a report said on Monday. The assurance from the Congress chief came in response to a letter written by Anna Hazare to her on January 23 seeking clarification whether the Central Bureau of Investigation (CBI) will be made free from the government control and will it fall in the ambit of Lokpal. Sonia had referred to the ombudsman bill in her speech at the party's whether the proposed bill had provisions of giving autonomy to Central Vigilance Commission (CVC) and all government employees will be brought in the ambit of Lokpal. The Prime Minister's Office (PMO) had written a letter to Anna Hazare on January 10 saying that the government is taking action based on the recommendations made by the Rajya Sabha select committee last year. The central government is committed to passing a strong Lokpal Bill in Parliament to curb corruption, the PMO told the social activist in a letter. The select committee was formed in 2011 to look into the recommendations of the Rajya Sabha members for the Lokpall Bill. The bill was passed in the Lok Sabha Dec 2011 and has been pending in the Rajya Sabha. Hazare had agreed to break his 12-day long fast in Aug 2011 after Parliament broadly agreed to his three key demands to battle corruption. Anna Hazare wanted the lower bureaucracy to be brought under the purview of the Lokpal, Lokayuktas in the states be brought under the Lokpal, and a citizen's charter for government departments be worked out.
NEW DELHI: Delhi Juvenile Justice Board has ruled that one of the six accused in the Delhi gangrape case is indeed a juvenile and will be tried in the case as a minor. The board has accepted a school certificate furnished by the accused to prove that he is 17 years old. The sixth accused in the horrific December 16 case will now go through a bone test for the verification of his age. According to reports, the sixth accused, who is alleged to have played the most violent role in the whole incident, had submitted his school certificates to prove that he is a juvenile. The authorities investigating the case had also recorded the statement of his school principal. According to him, the date of birth of the sixth accused is June 04, 1995, which makes him 17-year-6
month-11-day-old at the time of the crime. Experts monitoring the case say that if the government constitutes a medical board to determine the age of the accused, it can conduct bone X-ray and dental test on him. Doctors claim that the age determined through medical tests is in a two-year range. And as per the Rule 12 of Delhi Juvenile Justice Rules 2009, in case of an approximate age the board will consider
the age on the lower side of the margin. On January 24, the Board had rejected a plea to try the youngest accused in the case with the other five accused. The petition was moved by Janata Party president Subramanian Swamy, who was seeking the prosecution of the sole juvenile along with the five adult accused. His plea was rejected by the board presided over by Principal Magistrate Geetanjali Goel.
SRINAGAR: Former IPS officerturned-social activist Kiran Bedi Monday said she fully supported the Justice Verma recommendations for amending the law related to sexual harassment that will end impunity for members of armed forces if involved in cases like rape. "If a man in uniform, be it a policeman or army man, commits rape, he should face trial under civil law and not court martial. I fully support the Justice Verma recommendation on this," Bedi told reporters on the sidelines of a function here. Calling the amendment "need of the hour", Bedi said it will also end impunity for men in uniform for heinous crimes like rape if the safety of the women folk in the country is to be ensured. "Only then, they (men in uniform) will be protectors and not betrayers," she said. Bedi, a member of India Against Corruption, said she also supported the recommendation regarding action against superior officers of belt forces for failing to act in cases where such an offence is committed by a subordinate and is brought to their notice. She said while the recommendations made by Justice Verma commission were "very very good", it was up to the Centre to accept them. The former IPS officer, however, refused to comment on opposition from the Army for revoking Armed Forces Special Powers Act (AFSPA) from the state.

JAIPUR: While referring to the recent border row between India and Pakistan, a panel at the Jaipur Literature Festival blamed the media for feeding people with "petty prejudices" instead of playing a positive role. The panelists, while holding discussion in the session 'Neighbours: Walls and Bridges', appealed to work on the "commonalities" present in the two countries. Referring to the differences present between the two countries, Director General Indian Council for Cultural Relations Suresh K Goel said that it should not stop from building bridges. "Walls are a fact of life but these barriers should not stop us from building bridges. There are differences you cannot wish it away," he said. Former Pakistan High Commissioner to India, Shahid Malik, said that there was a lot to learn and share from eachother. "There are innumerable commonalities present in our countries. We need to work on them. We have so much to learn and share from each other," Malik said. However, he refused to comment on Hafiz Saeed saying such topics should not be discussed on a literary platform. "Talk about this on some other event. It is about literature here. We know each other's stand," Malik said. Pakistani poet Fahmida Riaz regretted that media in both the countries has not played a positive role. "Media in both India and Pakistan has been feeding people with petty prejudices instead of playing roles to bridge gaps," Riaz said. Author-diplomat Pavan Varma said that the cultural ties between the both countries are so strong that they can never be eroded, however, there was a need to have a balance.

With series win over England, India reclaims number one rank in ODI
DHARAMSHALA: India on Sunday snatched the number one rank from England in One-dayers, courtesy their impressive 3-2 series-win over the visitors. India lost the fifth ODI on Jan 27 by seven wickets but it was a dead rubber. India, which started the series in third place at 117 ratings points, ended at 119 to re-claim the top spot in the ICC ODI Championship table after a gap of three years. England, which had started on 121 ratings points, slipped to 119 ratings points after the series loss, only to see India finish ahead of it by 0.2 when the ratings are calculated beyond the decimal point. India had become the number-one ranked side after winning the third match of the series on January 19 and then held onto the spot thereafter. England had gained the number-one spot in September 2012, while it is the second time since September 2009 that India has topped the current ranking system since it was introduced in 2002. India's cause was also helped by South Africa, which lost to New Zealand 12. As a result, South Africa lost nine ratings points and dropped from second to fourth position, one ratings point behind third-ranked Australia. New Zealand gained seven ratings points and moved ahead of Bangladesh into eighth position with 79 ratings points. Meanwhile, Australia and Sri Lanka have retained their pre-series ODI ratings after their series ended in a two-all draw. Australia is now third at 113 ratings points while Sri Lanka is three ratings points behind in fifth spot.

NEW ZEALAND: New Zealand batsman Jesse Ryder will miss the Black Caps' home series against England and instead make himself available for the Indian Premier League, his manager said on Monday. Ryder opted to take a self-imposed break from cricket last March after a series of disciplinary lapses and a drop in form that led to him consulting a psychologist. The talented batsman has been in good touch since returning to first-class cricket with Wellington late last year but manager Aaron Klee said it was too early for the 28year-old to resume his international career. "There's nothing to be gained by rushing him back," Klee said. "There's just downside risks, but if we're a bit more patient and wait till everything is in place and Jesse's ready, then there will be more upside risks." Instead of playing in the England tour beginning next month, Klee said Ryder would put himself forward in the player auction for the IPL, which runs from April 3 to May 26. "People are going to speculate about why he's available for the IPL and not New Zealand (but) it's a domestic competition and it's a short-term contract, so it gives us the ability to reassess it." "If you go back to international cricket you can't reassess tour after tour. It fits a bit better into his goals and plans." Ryder's prowess will be sorely missed by the Black Caps, who were badly exposed with the bat in two Test drubbings on their recent tour of South Africa.
