HYDERABAD: Violent clashes between proTelangana supporters and the state police have erupted a day after the Centre indefinitely postponed its decision on grating statehood to Telangana, saying it needed more time for consultations. The Telangana region continues to boil as hundreds of protestors on Monday took to streets demanding the creation of a separate state at the earliest. For the second consecutive day, the Osmania University here remained tense with police not allowing students to take out a rally. Status quo on land near Ayodhya site should not be disturbed: SC


NEW DELHI, JAN 28: The Supreme Court on Monday made it clear that status quo ordered on 67 acre land adjacent to the disputed site in Ayodhya should not be disturbed while carrying out excavation activity in the vicinity. The remarks were made by the bench during the hearing of issues relating to a permission seeking to change the tarpaulin and ropes at Lord Rama's make-shift temple at the disputed site and to relieve two judicial officers appointed at the direction of the Allahabad High Court since 2003 to visit the place fortnightly for keeping it updated about the situation in Ayodhya. While posting the matter for hearing on February 18, the bench said it may allow the prayers made in the applications but will not allow any more impleadment in the case. The apex court had admitted several petitions challenging the Allahabad High Court verdict of three-way division of the disputed Ram Janmabhoomi-Babri Masjid site in Ayodhya. It had stayed the operation of the September 30, 2010 verdict of the high court. While ordering status quo at the site, which means that prayers at Ram Lalla's makeshift temple at the disputed site in Ayodhya would be going on as usual, the Court had restrained any kind of religious activity on the adjacent 67 acre land, which had been taken over by the Centre. All the parties to the suit had expressed satisfaction over the Supreme Court's May 9 order.

SC directs Karnataka to file report on water sharing with Tamil Nadu


NEW DELHI: The Supreme Court today directed Karnataka to furnish all the information on amount of Cauvery river water shared by it to Tamil Nadu since 1992 and said that out of box thinking is required on the part of warring states to sort out the dispute. A bench of justices R M Lodha and J Chelameswar asked Karnataka to submit its report tomorrow when it will hear the plea on passing interim direction on sharing of water by the two states. The bench also observed that requirement of drinking water for Karnataka should be given priority over water needed by Tamil Nadu for irrigation purpose and some out of box thinking is required to balance the demand of two states. "Some equitable sharing has to be done. Some out of box thinking is required. There has to be some interim solution," the bench said while pulling Karnataka for not adhering to the formula of water sharing. launched by the Central Government to enable the youth of J&K to pursue higher studies and various professional courses outside the State and the other skill upgradation schemes which are also available, adding that a maximum possible number of them should benefit from these opportunities. The Governor said that the spurt of development and economic activity, particularly during the past two years, has clearly demonstrated that progress can be achieved only when normalcy prevails. BJP seeks PM's....


Talking to reporters in Nagpur, Bharatiya Janata Party (BJP) president Rajnath Singh said his party was in favour of carving out Telangana from Andhra Pradesh, and blamed Congress-led central government for delaying it. "Congress gave an assurance that they will form Telangana. The BJP has been saying that there should be a separate state of Telangana, and we have been raising the issue in and out of parliament, but government has been delaying the decision," Rajnath Singh told reporters. "Now they are saying they need some more time. We and the people of Telangana want to know how much time is needed for formation of the state. The prime minister should make a statement on this," he said. Congress spokesperson Rashid Alvi said in New Delhi: "It is a very sensitive issue. Sentiments of people of Andhra Pradesh are attached. Ghulam Nabi Azad has already given his statement in this regard. At an appropriate time a decision will be taken." Demand for formation of a separate state of Telangana has been longstanding and Home Minister Sushilkumar Shinde had fixed the Jan 28 deadline for the decision. Shinde, however, Sunday issued a statement saying the "consultation process" on formation of Telangana will take "some more time". For the second consecutive day Monday, the Osmania University in Hyderabad remained tense with police barricading students from taking out a rally. The government had earlier promised to announce a decision on Telangana issue on January 28 but on Sunday it said that it still needed time to discuss and decide over the matter. Defending his party-led UPA government's decision, Congress spokesperson Rashid Alvi said that Telangana was a sensitive issue and the party did not want to take a hasty decision. "Telangana is an issue of emotions and sentiments. We can't take a hasty decision. When we will take a decision, we will inform people," he said. Meanwhile, a group of pro-Telangana students allegedly entererd the chamber of Vice-Chancellor of Kakatiya University in Warangal and threatened to set themselves on fire if police did not intervene. The Vice-Chancellor was not in the chamber, police said. A demonstration was also staged outside the Nizam College hostel in Hyderabad. The 36-hour 'Samara Deeksha' protest by the pro-Telangana activists at Indira Park in Hyderabad continued for the second day on Monday. Osmania University Joint Action Committee had planned to take out a protest march today from Indira Park to Gun Park in support of the 'Samara Deeksha' agitation of Telangana Joint Action Committee but police foiled the plan. Students of OUJAC and other organisations removed the barricades near the protest venue and tried to march towards Gun Park after arguing with the police. But security forces, deployed in large numbers, pushed them back. Some protesters were also taken into custody. 'Samara Deeksha' protest started on Sunday afternoon under the aegis of the TJAC at Indira Park, in a bid to step up the pressure on the Centre to announce separate Telangana state. Hitting out at the ruling Congress for not accepting the separate statehood demand so far, TJAC Chairman M Kodandaram said the future plan of action would aim to increase the pressure on the Congress leaders.

"I hope that the prize will encourage more research that is beneficial to the world and humankind, promote Chinese culture and make the world a better place," he said in a statement released by the prize foundation. The prize is named after China's Tang Dynasty (618-907), which is much admired by Yin, the foundation said. The dynasty has inspired generation after generation with admiration for its vibrant characteristics of self-confidence and cosmopolitan inclusiveness, which are the qualities that the Tang Prize seeks to promote, it said. Beginning in 2014 prizes will be awarded every two years in four different categories - sustainable development, biopharmaceutical science, sinology and the 'rule of law' - to individuals, regardless of nationality. The winner in each category will receive Tw$50 million ($1.7 million), compared to the eight million Swedish kronor ($1.2 million) that comes with a Nobel Prize. The Tang Prize will help raise Taiwan's profile in the international scientific community, the statement said. Nobel Prizes are awarded in the fields of physics, chemistry, physiology or medicine, literature and peace.

Nizam College in the heart of the city when they tried to take out a rally to Telangana Martyrs' Memorial at Gun Park. Tension also prevailed at Indira Park, where Telangana Joint Action Committee (JAC) members continued their protest for the second day. Students trying to take out a rally from Indira Park clashed with police when they were stopped. Some protestors removed barricades but were stopped by police officials, who did not allow them to proceed on the ground that no prior permission was taken for the rally. Students were also stopped from joining the protest at Indira Park as the police had Sunday granted permission for demonstrations there on the condition that no more than 2,000 people would participate in it. Communist Party of India (CPI) state secretary K. Narayana and other party leaders and activists reached Indira Park in a rally. The numbers at Indira Park swelled since morning as students and leaders of various parties also joined the protest. There were also protests at the Kakatiya University in Warangal town. Some pro-Telangana students with petrol bottles in their hands climbed on a building, threatening to commit suicide if other students arrested by the police were not released. The arrests were made when students were trying to take out a rally.

The 12 are among the 13 legislators who last Wednesday went to Bopaiah to submit their resignation from the assembly. But since Bopaiah was not present, they met Governor H.R. ODHISA, JANUARY 28: The J&K Minister for Finance & Ladakh Affairs today enjoined upon the Empowered Committee of State Finance Ministers on proposed GST that before finalization of it's recommendation on the constitutional (115th Amendment) Bill 2011, it should be ensured that the constitutionally guaranteed special status of the Jammu & Kashmir is not ignored adding that the issues that have remained Irritants between various States and Union of India also need to be addressed earnestly. Speaking at the crucial meeting of the Empowered Committee (EC) of Finance Ministers convened in Odhisa, Bhubneshwer today to finalize the roadmap for Implementation of Goods and Services Tax (GST) regime all over the Country, Mr. Rather sought incorporation of suitable provisions in the proposed Article 279-A, and Article 279 B to provide safeguards to the State's constitutional position adding that , it was glad to note that the committee on GST Design has recognized the constitutional position of Jammu and Kashmir on this count and have recommended that in clause 4 of Article 279-A, a special scheme for Northern Eastern State and the Jammu and Kashmir should be allowed. "As a matter of fact, the division of powers between the Union of India and the State of Jammu and Kashmir is not at the same footing as it is in respect of other States of the Union", Mr. Rather said adding that the State of Jammu and Kashmir enjoys a special status under the Constitution of India and its Constitutional relationship with the Union of India is governed by Article 370 of the Constitution of India as amended vide Constitution (Application to Jammu and Kashmir) Orders, promulgated from to time by the President of India. Moreover, with the implementation of GST regime the position of Jammu and Kashmir State would be entirely different as compared to the other States of the Union. All other States would be surrendering the exclusive authority to tax goods and, in turn, get the additional authority to tax the hither to out of bound "service sector". On the contrary, the State of Jammu and Kashmir, being already competent to tax goods as well as services, unlike other States, would not get any additional authority except a share from the Central divisible pool, Mr. Rather maintained. The EC of the State Finance Ministers was chaired by its Chairman, Mr. Sushil Kumar Modi, who is also Deputy Chief Minister and Finance Minister of Bihar and attended by the Finance Ministers of different states of the Country. Mr. Rather hoped that before moving forward to firm up the Model GST Act and IGST Act, today's meeting of the EC of State Finance Minister's on GST will, besides, recommending implementation of the twoCommittees, will also bridge all gaps which they have not been able to fill at their level including proposed Dual Integrated Model of GST and the CST compensation which has remained Irritant between the States and Union of India adding that this will be a step forward to remove mutual trust deficit and will facilitate introduction of GST. Mr. Rather said that though the Committee on GST Design has made an attempt to arrive at consensus on fundamental issues such as features which essentially need to be common across the country, definitions under GST, Schedule for GST Rates and common exemptions, invoicing and book keeping, assessment, audit review etc. However there are still certain issues of vital importance, which have remained unresolved e.g. 'Dual Control', Appeals, Offences and Penalties. 'Dual Control' both by States and Centre is perceived as an impediment in the implementation of Goods and Services Tax. The States strongly feel that "Dual Control" is not dealer friendly and that its workability may also suffer due to conflicting and diverse rulings, orders and clarification on the same subject, same dealer or same transaction. It may also not be an administratively an efficient tool of recovering the taxes. "I hope and trust that today's meeting will address this issue and such other issues and move forward to firm up the Model GST Act and IGST Act", Mr. Rather added.

Chief Secretary releases 'Secretariat Induction Manual'


JAMMU, JANUARY 28: To bring about functional and organizational improvement in Administrative Departments and ensure more efficiency in their working, Chief Secretary, Madhav Lal released the 'Secretariat Induction Manual' here today. Describing the Secretariat Induction Manual as an important Document, Chief Secretary said that over the years mandate of the departments has undergone major changes and it has become important that every department is suitably supported with institutional structure, capacities and competencies to perform policy formulation and programme implementation functions with due regards to the emerging concepts of devolution and delegation. Madhav Lal said that after six months of detailed reviewing of the entire organizational structure of Administrative Departments, several key areas requiring urgent and sustained attention were identified and addressed through the 'Secretariat Induction Manual'. He said that a lot of effort has gone into preparing the manual and highlighted the significance of continuous updating of the document to make it dynamic and useful for future course of action as well. "The Services and Establishment Division of GAD is required to regularly update the Website version of the manual as a part of it's success indicator under the Results Framework Document(RFD)" he added. The Manual categorizes working in the Civil Secretariat into 'Division' headed by Special or Additional Secretary, 'Branches' headed by Deputy or Under Secretary and 'Sections' headed by Section Officers. Each department is to further rationalize the allocation of work between the levels including delegation of authority. The Manual will be useful for the personnel likely to be transferred from field offices to Secretariat. It will also form the basis for a more rational allocation of individuals in the departments and to achieve to the extent possible, a better match between the qualification and experience of the individuals and works allocated to them. On the occasion, Chief Secretary directed for hosting the Manual on the General Administration Department (GAD) Website for easy access to all the officials. He also asked the Commissioner Secretary GAD to issue a circular in this regard. Commissioner Secretary GAD Sheikh Mushtaq Ahmad, Special Secretary GAD G. S. CPI(M) concerned over poor power situation in J&K


SRINAGAR: Expressing concern over the precarious power situation in rural areas of Jammu and Kashmir, state unit of CPI(M) on Monday said the administration is "hellbent" upon keeping the people in darkness. "People living in rural and far flung areas are without electricity and the recent snowfall has aggravated the crisis. Even areas receiving erratic power supply are for the most of the time facing numerous problems on account of low voltage and the people are compelled to arrange alternative sources of illumination during the hours, they receive electricity," party state secretary MY Tarigami said in a statement here. He said Power Development Department (PDD) has failed to create a buffer stock of electricity transformers at divisional level to address the situation surfaced due to damaged transformers. The step-down transformers, installed in every neighbourhood develop technical snags and the consumers are left helpless in darkness and freezing cold till the process of lifting, repairing and reinstalling a faulty transformer is completed in weeks together, Tarigami claimed. "Even the people in many parts of Kashmir Valley have complained that they are compelled to collect money for repair of their damaged transformers as the department concerned fails to repair and install their transformers in time," the CPI(M) leader said. He blamed the faulty polices of PDD for the damages of electricity transformers. Referring to media reports, the CPI(M) leader said there are more than 400 damaged electric transformers lying in various workshops for repairs in Kashmir Valley. According to these reports, Tarigami said throughout the Valley, more than 150 villages are without power since the recent snowfall on January 17.

Sham asks teachers to promote Guru-Shishya traditions


AKHNOOR, JANUARY 28: Minister for PHE, Irrigation and Flood Control Mr. Sham Lal Sharma has stressed upon the teachers to promote age old GuruShishya traditions in the schools to preserve country's age old values and principles. LC panel reviews functioning of Estates deptt


JAMMU, JANUARY 28: The Department Related Standing Committee-III (DRSC) of Jammu and Kashmir Legislative Council reviewed the functioning of Estates department here today under the Chairmanship of MLC, Murtaza Ahmed Khan. Legislators, Mohammad Amin Bhat, Master Noor Hussain and Ghulam Nabi Monga attended the meeting. The Committee reviewed the progress on the upcoming buildings of the department and stressed the need to keep provision for parking, shopping complex, security, play ground, and other facilities. The Committee sought details of expenditure incurred on construction, renovation and repairs by the Estates department for the scrutiny of the members. Threadbare discussion was held on construction of accommodation for Legislators at Gandhi Nagar. The members also called for constructing buildings at the identified sites at Sidhra. The Committee directed the officers to gear up field functionaries and identify the illegal occupants and evict them immediately. The Panel asked the department to allot these quarters to the deserving persons. The Committee also sought other details including the replacement of furniture and other furnishings in the rented out accommodations. The Principal Secretary, Mr. B. B. Vyas briefed the Committee about project proposals of the department and funding details of last three years .

Women are subjugated in free India India needs some more socialism

espite extensive talk about India's growth and development, a significant percentage of its population suffers atrocities and lives in constant fear of being abducted, sexually assaulted, beaten and murdered, writes Sumati Rajput As per historic records, India became an independent or rather a 'free' country on August 15, 1947. As per World Bank's 2011 estimate, 48.37 per cent of the Indian population is female. And while India may consider itself to be a 'free country', that significant 48.37 per cent of its population lives in constant fear of being abducted, robbed, molested, sexually assaulted, raped, beaten - and perhaps murdered as a consequence of any of the above. According to the National Crime Records Bureau data, in 2011, some 2,28,650 crimes were reported against women; 24,206 women were reported raped; 99,135 women faced domestic violence and abuse; 42,968 women were molested; 8,570 women were sexually harassed, 8,618 were reported to have fallen prey to dowry deaths. Bear in mind, these are just the reported cases. The true number of such cases will probably be several times more than the ones that get reported. Obviously, there are no such statistics reported for men. The Constitution of

India proudly instates its six Fundamental Rights, which include, 'Right to Equality', 'Right to Freedom', 'Right against Exploitation', 'Right to Freedom of Religion', 'Cultural and Educational Rights', and 'Right to Constitutional Remedies'. The definition of Fundamental Rights is 'claims that are essential for existence and development of individuals'. In the light of the aforementioned statistics, it seems unlikely that any of these fundamental rights hold true for women in this country. Despite extensive talk about India's growth and development in its postIndependence-liberalisation era, this seems sharply restricted to economic aspects only. This is the same country where people believe that the reason why women get raped is because they ask for it by 'staying out late at night' or 'dressing provocatively' and one, which provides no equality, no freedom, no protection or rights to 48.37 per cent of the population. So yes, maybe India is a free country - for the 51.63 per cent of its male population. Given this scenario, what is the biggest issue regarding the crime situation in India? Well for starters, the Indian legal system works at a snail's pace. The average time that it takes to solve a case ranges from five to 15 years depending on the type of

case. From 2000 to 2010, there has been an increase of 38 per cent in the number of pending cases. Pending cases have increased by 148 per cent in the Supreme Court, 53 per cent in the High Courts, and 36 per cent in the Subordinate Courts. Were this trend to continue, by 2020, India would see a backlog of about 4.5 crore cases. With this gigantic pending backlog, what fear does one have to commit crime? If the legal system takes seven years to resolve every murder case, or 15 years to punish a rapist, (if at all these cases are resolved), there is indeed little that will deter such criminal activity. The recent horrific rape incident has jolted the public, which has in turn managed to jolt Parliament and our legal system. Yes, in such a scenario, chances are that this case will be pushed to the top of the pile and the criminals will receive their sentence in a relatively short time span. But what about the 635 other rape cases that took place in Delhi alone this past year? What about the 3.2 crore cases that are still pending across the country? India is a democracy. The definition of democracy, as I was taught in school, defines a country where the Government is run 'for the people, by the people, and of the people'. It emphasises the fact that all citizens in a democracy have equal say in what

affects their lives. A country where political leaders do not address or stand up to support over 10,000 civilians fighting for the cause of women's safety cannot be a democracy. Such a Government is definitely not made of the people, or for the people. Yes, the root of the problem is the Indian milieu's mindset. Yes, the most appropriate solution to prevent such horrendous acts is to provide education to all and create awareness, to generate avenues for growth and liberalisation for the entire country. Hopefully, this is the course of evolution that the Indian society will adopt. But it is a long-term solution which will take years to achieve. Every long-term solution must be accompanied by short term solutions which will have an immediate impact. A necessary shortterm solution is zero tolerance of criminal activity against women. The British abolished Sati and Jauhar, two social evils inflicted on women. If the British could see that these were cruel, unfair practices targeting women, shouldn't our Government and legal system, crafted 'for the people, by the people, and of the people', see that such atrocities on women are no different? Which brings us to the question: Is India really a free country? Do all Indians have the luxury of fundamental rights? Is India really a democracy?

And the extent of pain and which segment of Indians bears how much of it for how long, causing what consequences, isn't being discussed either. What's to be gained discussing it? Maybe we will understand the human consequences of economic reform better and work harder to innovate better policy. Maybe we will understand the likelihood of social unrest and anger over inequality, not so much of income gain but of unequal expenditure pain and about being forced back to a lower level of lifestyle. Whichever way you push the numbers of share of income or expenditure or surplus of income minus expenditure, the top 20% of India does not come under stress due to prices rising faster than incomes. If we assume that the 45 million folios in equity mutual funds come from this segment, then they will see their wealth rising again, and their borrowing power enhanced, because banks like lending to them more than to anyone else. The bottom 20-30% may not realise the gains promised from welfare schemes and cash subsidies immediately, but they can see that it is real; largely rural, and very low in income thus far, they will have the staying power to ride out this "tough times call for tough decisions" phase. But it is the middle, especially the 30th-60th percentile of income, especially urban, which will be hurt the most for avariety of reasons. What happens to Gita, the part-time housemaid in Mumbai, the Indian equivalent of Joe the Plumber. A year ago, she worked part-time in four houses in an upper-income locality, earned Rs 8,000-10,000, lived in a chawl, and sent her kids to municipal school. Her husband earned about the same. She decided to move from the chawl to a faroff but better place to live, requiring her to take a bus, train and autorickshaw to work, taking two hours each way; however, her kids went to a better government school and the neighbourhood was safer. Her husband lost his job, but they were optimistic enough to set up a cooked lunch supplying business, targeting hawkers and shopkeepers near home. This market existed because such people had improved their incomes and wanted to eat better than they used to. She could package nicely, with cheap, easily-available plastic pouches, and she invested in big cooking utensils. She netted Rs 250 a day, worked from home, had more time for her kids, sent the older one for tuitions, bought 'leggings and top' for them. After the gas price hike, and subsidised cylinder limit, her business became unviable. She couldn't pass the price hike to her customers because they too were infla-

his Republic Day, can we consider a commitment to have more honest discourse on matters that affect all Indians, discussing not just the gain but also the pain of policy decisions; and from the standpoints of different segments? "Why complicate matters, let's stop discussion and just execute," is a refrain we hear too often. But we are a complicated country and being simplistic isn't a solution. Stretching the intellect and thinking through how to balance and share the gain and pain equally amongst all Indians is the solution. Recent economic policies may give stock market investors reason to cheer, but many Indian households are in pain and it is about to get worse. The 'there-is-no-choice' discourse propagated by analysts and business leaders is that the price rise of cooking gas, telecom, diesel and train fares is good for aam aadmi because it will make industry more profitable, reduce the fiscal deficit, cut interest rates, inspire more confidence for investment and individuals to borrow to spend, and lead to a higher GDP growth rate number. As a result, many Indians will have opportunities to earn more, spend more and live better. India will become a more attractive FDI destination and that will, in turn, lead to more benefit for aam aadmi. The only trouble is that the time between the

The madams she works with are reluctant to pay her more, unless she works all day, in which case she has to abandon her business. With a fridge, she can be more efficient, but she cannot get a formal loan. She and her kids have cut back on many things they had taken for granted, and it will take quite a while before her quality of life gets back on track. Parallel to demanding labour laws to enable hire and fire in the organised sector, we need to set liberal minimum wages for all unorganised occupations and outsourced or contract workers. Does that make us a highcost economy? Yes, but it preserves the striving, enterprising, aspiring society, without which a consumption-driven economy will not grow. Everyone needs to take a haircut, when the government is urged to bite the bullet: profit margins, India's top 20%, unorganised employers, banks and NBFCs. It's time to start to share the pain if not the gain.

France shows the world the power of assertion

How the year will go for the region and the planet ?
ollowing the same rules I set for myself in the last column, two sets of predictions, for the region and the planet, each set slotted into three tiers: nightmare, normal nightmare (all stays more or less the same), least apocalyptic (as in closest possible to optimism). The Sub-continent: Pralaygeddon: This could be bad. Predicting disasters for our little neighbourhood that stretches, arguably, from Rangoon to Rawalpindi and from Mazar-e-Sharif to Matara is as easy and as dangerous as playing Russian roulette with four of six chambers loaded - you're bound to get something right. All it would take to make this a really bad year would be one event, either natural or part or fully man-made, say a tsunami or a sudden rise in sea levels, say a huge drought, say a war or a wave of genocide. If we were to become victims of a combination of any two disasters we've really had it. Put any of these two together and you'll see what I mean. From column A choose one: a tsunami that hits Sri Lanka and Tamil Nadu, swiping somewhat at coastal Odisha, Po-Bang and Bangladesh; an earthquake in Azadi occupied Kashmir or Kutch, or one that destroys the Tehri-Garhwal dam; a missing monsoon that causes a massive drought in Madhya Pradesh, Chhattisgarh and Gujarat; a rogue monsoon that causes massive flooding in Bihar and south Pakistan. Now pick one favourite (okay, since you're a masochist, pick two) from column B and add to your first choice: ethnic violence

s Malian troops assisted by their French counterparts now advance into the Islamist rebel-stronghold in the northern part of their country after securing the south, it is clear that the international community has a lesson to learn from the French intervention. And the lesson is that assertive action must be taken, even if military, when the situation demands. On January 11, the French Government led by President Francois Hollande launched a military intervention in its former West African colony of Mali to contain Islamist rebels who were threatening to overrun that country. Called Operation Serval, it immediately faced criticism as experts from around the world worried if Mali would be 'France's Afghanistan'. Three weeks later, much of those questions have been laid to rest. French troops fighting alongside Malian soldiers, who have also been joined by forces from neighbouring Burkina Faso, have been able to secure the capital of Bamako. They are all now on their way to routing the Islamist rebels from the country as a whole. The central town of Douentza was re-taken last Monday, thanks to a series of French air strikes against militant targets. If the troops are able to maintain this pace and rate of success - they were closing in on the rebel stronghold town of Gao by the end of the week - they are quite possibly only days away from defeating the rebels, as enthusiastic Malian Government officials have themselves said. Of course, this does not mean that all fighting will be over. The rebels are sure to continue with hit-and-run guerrilla warfare even if they can no longer take on the soldiers in a more conventional conflict. But that does not in any way diminish the importance of what seems to be a hugely successful effort to push back the Islamists and destroy their latest terror haven. Led by groups such as the Al Qaeda in the Islamic Maghreb and the Ansar Dine, Islamists rebels had back in March 2012 taken over large swathes of Mali's lawless north - essentially, the Sahel area which juts into the Sahara and is about three million square kilometres of mostly uninhabited desert and grassland. For long a popular smuggling route for cannabis and tobacco, this Mali-Niger-Mauritania corridor is now one of the busiest supply routes for cocaine and arms being snuck into Europe - a veritable security threat to that continent. Even Mali's fabled cultural centre Timbuktoo had fallen into the hands of the Islamists, who by early April last year had declared 'independence' from the rest of Mali, established the so-called Government of Azawad and of course imposed harsh Shari'ah law in the region. But even as the Islamists gained ground and guns in northern Mali, the international community continued to ignore fears of the rise of yet another rogue terror state. Inevitably then the emboldened terrorists moved from their northern stronghold towards the centre and were on their way to the southern capital city of Bamako. Had France not responded to Bamako's appeals for help and sent in its troops and fighter pilots in the nick of time, Mali, protected only in name by a National Army - small, illequipped and poorly trained - would surely have fallen to the Islamists. That would have been bad for not just Africa but also the world in the immediate and long term.

the broken steering wheel in Islamabad. The economy of Burma improves in leaps and bounds, the Bangladeshi economy stays stable, that of India continues its slow slide but doesn't quite implode. At the end of the year, most of us, several million of us Sub-continentals, heave a collective sigh: nothing very much has improved, true, but things could have been much, much worse. Afeem Khaao, Taali Bajaao: The Indian Sub-continent shows signs of both countrywise as well as collective out-of-the-box thinking and begins to lead the world out of darkness. Starting west and going east this time, the situation in Pakistan eases like a boil that's burst, and with its pus drained away. Whatever their base considerations, the Indian government refuses to play the provocation game and pulls back from escalating the conflict with Pakistan. Pressure from the United States of America and internal imperatives reach the point where the majority of the Pak military establishment actually concentrates on ridding the country of its jihadi networks. All over India, the penny drops that doing things like banning visits by the very Pakistani authors who are taking on their military and feudal establishments is both foolish and counter-productive for our security. Increasing normalization of Indo-Pak relations leads to increased trade and, by the end of the year, the businessmen who call the shots in China and India are joined by the Pakistani businessmen in uniform: these profit-parasites come to an agreement that war and sim-

mering tensions are counter to proper dhanda and should be avoided in future. Simultaneously, other things improve inside India in spite of the best efforts of various evil people in power (see 'Ecstacy-addicted' section of previous column). Trade and borders with Bangladesh become more and more normal, with a huge beneficial effect on the Indian states around Bangladesh; suddenly there is a realization that we are a sub- region within the larger region of the Sub-continent, an area still united by deep cultural affinities, and this is where the first real steps are taken towards a Sub-continental federation with open borders a la the European Union. One or two minor natural disasters do take place, as they are bound to, but the unified cross-border response by the Sub-Con group of countries brings relief and some kind of believable peace. The rest of the world looks on, cynical, some powers a bit dismayed perhaps, but no one can deny that the region turned a corner in the crucial year of 2013. The Planet: The End of the Whirld (Take 2): Take the combinations mentioned above and multiply by ten. By December 2013, there is an intertwined band of war and violent ecological disaster that runs across the middle latitudes of the globe, from Morocco to Macau. Instead of quietening towards peace, northern Africa explodes, dragging Nato deeper into conflicts it can't handle. Israel launches a disastrous attack on Iran, one that backfires very badly and pours petrol over the burning 'Middle' East. This in turn

knocks into Baluchistan and into the already gaping wound that is the Sub-continent. In the meantime, the US breaks out into its own civil war as NRA types open up on the state police and National Guard elements attempting to confiscate the light machineguns and rocket-launchers the gun-lovers are toting to supermarkets and high school sports days. British cities explode against the government's rich-saving austerity measures, in what is dubbed 'Austerage!' by the tabloids. George Osborne is the first top minister to flee the country, fearing for his life, the London Metropolitan Police having refused to protect any Tory cabinet members. This last isn't exactly a tragedy as such, but the part the collapse of British law and order plays in the larger tragedy of the Europe-wide unrest is very bad news indeed. By the end of this year, with Europe in a stalemate between mobs and police, with the aforementioned 'middle band' burning and the US in upheaval, the world suddenly looks like an extremely compartmentalized and dangerous place. The Ball spins on (normally): a repeat of 2013 with small variations except, ecologically, we slide ever closer to the point of no return. You call it U-Topia, I call it You toh Bahut Piya!: Yes, normally one has to have drunk a lot of some very strong brew to even think of any optimism, but a scribe with predictive predilections must do it, and that too without any liquid help. So here is one, single broad projection, wishful thinking, fantasy (that is, don't look for logic in what follows), call it what

you will. Imagine one of those Hollywood sequences where an out-of-control monster-machine is about to decimate a mega-city, a sequence which ends in an unlikely happy ending when the machine (with a little help from the super-hero) selfdestructs at the last possible moment. Similarly, my hope is that whatever be the chain of events, disasters, bad political decisions and wilful mistakes by the rulers of countries, at the end of the year we will suddenly see that huge, gaping, debilitating holes have been left in the juggernauts that have continually driven us closer and closer to ecological meltdown. Whether it means Obama is so busy dealing with guncontrol and Palestine-Israel that he doesn't get time to okay new oil-drilling in various places, whether the Indian car industry collapses along with the blight of the IPL, whether a combination of a new war in the Middle East and Texas trying to secede from the US cripples the oil industry worldwide, therefore forcing us to do without our private motorcars, whether it's an erupting volcano that grounds all aircraft for several months (with eventual beneficial effects to the atmosphere becoming apparent), I hope the accumulative result at the end of 2013 is that the damage we are causing our planet somehow comes to a screeching, clanging halt. Everything else, all other issues, can be picked up from there on. After a cocktail of serendipitous upheavals, most solutions to the world's pressing problems might suddenly look self-evident in a way they don't currently, at the grim beginning of this year.

NEW DELHI: The Supreme Court on Monday sought the response of former UP Chief Minister Mayawati on a plea seeking her prosecution in the Rs 17 crore Taj corridor scam case without the sanction of the Governor. "We will examine the case," a bench comprising justices HL Dattu and Ranjan Gogoi said. The court also issued notice to the Centre, the CBI and the Uttar Pradesh government on a petition challenging a judgement of Allahabad High Court giving relief to the BSP chief. The bench also issued notice to Mayawati's former Cabinet colleague Naseemuddin Siddiqui and sought his response in the case. The bench was hearing a batch of contention has been raised. NEW DELHI: Delhi Juvenile Justice Board has ruled that one of the six accused in the Delhi gangrape case is indeed a juvenile and will be tried in the case as a minor. The board has accepted a school certificate furnished by the accused to prove that he is 17 years old. The sixth accused in the horrific December 16 case will now go through a bone test for the verification of his age. According to reports, the sixth accused, who is alleged to have played the most violent role in the whole incident, had submitted his school certificates to prove that he is a juvenile. The authorities investigating the case had also recorded the statement of his school principal. According to him, the date of birth of the sixth accused is June 04, 1995, which makes him 17-year-6

month-11-day-old at the time of the crime. Experts monitoring the case say that if the government constitutes a medical board to determine the age of the accused, it can conduct bone X-ray and dental test on him. Doctors claim that the age determined through medical tests is in a two-year range. And as per the Rule 12 of Delhi Juvenile Justice Rules 2009, in case of an approximate age the board will consider

the age on the lower side of the margin. On January 24, the Board had rejected a plea to try the youngest accused in the case with the other five accused. The petition was moved by Janata Party president Subramanian Swamy, who was seeking the prosecution of the sole juvenile along with the five adult accused. SRINAGAR: Former IPS officerturned-social activist Kiran Bedi Monday said she fully supported the Justice Verma recommendations for amending the law related to sexual harassment that will end impunity for members of armed forces if involved in cases like rape. "If a man in uniform, be it a policeman or army man, commits rape, he should face trial under civil law and not court martial. I fully support the Justice Verma recommendation on this," Bedi told reporters on the sidelines of a function here. Calling the amendment "need of the hour", Bedi said it will also end impunity for men in uniform for heinous crimes like rape if the safety of the women folk in the country is to be ensured. "Only then, they (men in uniform) will be protectors and not betrayers," she said. Bedi, a member of India Against Corruption, said she also supported the recommendation regarding action against superior officers of belt forces for failing to act in cases where such an offence is committed by a subordinate and is brought to their notice. She said while the recommendations made by Justice Verma commission were "very very good", it was up to the Centre to accept them. The former IPS officer, however, refused to comment on opposition from the Army for revoking Armed Forces Special Powers Act (AFSPA) from the state.

GJM activists protest in Delhi for Gorkhaland


NEW DELHI: Activists of the Gorkha Janmukti Morcha (GJM) Monday held a sit-in demonstration at Delhi's Jantar Mantar to press their demand for carving a separate state of Gorkhaland from West Bengal. Carrying placards and banners and raising slogans, numbering several hundred GJM activists began their demonstration Monday morning. Among those who participated in the demonstration included three GJM legislators in the West Bengal assembly and members from its various wings -- women, student and youth. Terming the demand for Gorkhaland as the oldest demand for statehood, GJM general secretary Roshan Giri said the central government should take up the issue of Gorkhaland along with Telangana. "The Gorkhaland demand was first voiced in 1907, which was 40 years before independence. But the central government is not prepared to consider our demand. It is only considering Telangana. Our demand is that along with Telengana, the demand for Gorkhaland must also be considered," said Giri. "We won't sit idle. We will start a full-scale movement in the hills and terai region of Darjeeling," he added. The long-standing agitation for forming a separate state of the northern West Bengal hills has led to loss of many lives over the past two decades, besides hitting hard the region's economic mainstays of tea, timber and tourism. On July 18 last year, a tripartite agreement was signed between the GJM, and the state and central governments for setting up Gorkhaland Territorial Administration (GTA), an autonomous and elected hill council armed with more powers than its predecessor -- the Darjeeling Gorkha Hill Council formed in the late 1980s. The GJM now runs the GTA after sweeping its maiden elections last July. Giri, however, said the GJM never dropped the Gorkhaland demand while signing the GTA agreement. "The tripartite agreement clearly mentioned -- 'without dropping the demand for Gorkahland' and 'keeping on record the demand for Gorkhaland'," he added. With Chief Minister Mamata Banerjee slated to be in Darjeeling district from Monday afternoon, the GJM leader said: "The chief minister and the Bengal government have their own stated position on the Gorkhaland issue, while we have our own." Jamir, a former state CM, said in a statement that he took the decision after AICC president Sonia Gandhi asked him not to contest the polls and a play more effective role in the party and the state. "Hence, I will be more visible in the electioneering at all important places," he said. Jamir said that he had served the state and the nation for over six decades and that as a disciplined Congressman he would abide by the decision of the Congress high command. "There is no bias towards any state in selecting the awardees. But she had stated she was not interested in receiving the award because south Indians were neglected. It is not so. There is no question of south Indians being neglected," Minister of State in the PMO V Narayanasamy said. An expert committee, which scrutinises the applications for various awards, select the names and send them to the Cabinet Secretary. Then the Prime Minister and the President decide the recipients, he said, adding that Janaki should accept the award. 75-year-old Janaki, who has sung over 20,000 songs in Tamil, Kannada, Malayalam, Telugu and Hindi during her over five decadelong career, yesterday declined to accept the award citing apparent delay and 'neglect' of south Indians. Referring to the Kundankulam Nuclear Power Plant, Narayanasamy said 99.8 per cent of work had been completed and the Atomic Energy Department had implemented all 17 safety aspects stipulated by the Atomic Energy Regulatory Board. Power generation would begin shortly, he said, adding that the authorities had been requested to complete the tests at the earliest. The Indo-Russian project was delayed due to protests by locals on safety concerns. On the controversy over actor Kamal Haasan's film 'Vishwaroopam', which has run into protests by Muslims, he said both sides should talk and sort out the issue. As India was a secular country, people belonging to any religion should not be affected in any way, he said. Denying Chief Minister Jayalalithaa's charge that the Centre had reduced development funds for Tamil Nadu, the minister said Rs 24,000 crore was being allocated as against Rs 20,000 crore during the previous DMK regime. Of this, Rs 16,000 crore had been allocated for centrally sponsored schemes. The Minister defended the hike in diesel price, saying it was done following steep increase in international crude price.

NEW DELHI: Sociologist and political psychologist Ashis Nandy defended his statements on Dalits and other backwards classes saying he stood by what he said and that he apologised only to those who were hurt by his statement. Nandy said, "I don't feel hounded. I stand by what I said. If people listen to my full statement carefully, it was actually pro-Dalit. I apologised to those who were hurt by my statement." Nandy also said that corruption was seen in Dalits, OBCs and Adivasis because they say it as an 'equalising force'. "Elite corruption can easily be hidden whereas Dalit corruption makes a splash," he added. He also added that intolerance has grown in the Indian society. "Jaipur Literature Festival is not a public forum, it's not a parliament. One can't criticise a Dalit leader today, this is a price we have to pay for democracy," he said. When asked about National Commission for Scheduled Castes Chairman PL Punia's demand for Nandy's arrest, the sociologist said, "By seeking my arrest they are only indulging in dangerous games." Nandy had kicked up a storm at the Jaipur Literature Festival on Saturday when he claimed Dalits and other backward castes are responsible for corruption in the country. Political parties lashed out against Nandy following his comments, with Bahujan Samaj Party chief Mayawati and Lok Janshakti Party President Ram Vilas Paswan demanding legal action against him. Nandy had apologised later for his comments and also sought to clarify himself claiming he was "misquoted". Nandy had reportedly said, "It is a fact that most of the corrupt come from the OBC and the Scheduled Caste sections, and now the Scheduled Tribes. The maximum amount of corruption these days is by Dalits, the backward and the oppressed classes." Other political parties also condemned Nandy's remarks. Congress leader Rashid Alvi said, "I don't know why he has said it. But no one approves such statements." Bharatiya Janata Party leader Najma Heptullah said, "It is wrong on his part to do so. I don't want to comment about corruption being conducted by the SC, ST or the Dalits. It's very wrong to pass such a comment." Dalit writer Chandrabhan Prasad demanded, "Has there been a survey or a data or any evidence that proves OBC and SC/ST are more corrupt? If there is no such survey or evidence then such statements should not be passed.

Bihar CM orders probe into torture incident


PATNA: Bihar Chief Minister Nitish Kumar Monday ordered an inquiry into allegations of thrashing of a staff of a liquor trader at the residence of Sheikhpura district's police chief and demand for money, an official said. The chief minister has also transferred Superintendent of Police Babu Ram and all the police officials of the Barbigha police station Monday following the incident. "Nitish Kumar has ordered an inquiry into alleged thrashing of Mukesh Kumar alias Chhoti at the SP's residence that caused multiple injuries to him," an official here said. The chief minister met Bihar police chief Abhyanand and state Home Secretary Amir Subhani on the issue. The additional director general of police (headquarters) and inspector general of prisons will inquire into the issue and submit the report Tuesday, an official said. Mukesh Kumar's uncle Dheeraj Kumar lodged a complaint alleging that he was thrashed and demand for money was made by the police. Mukesh, in his early 30s, was arrested Jan 24 in connection with recovery of illicit liquor from a house adjacent to a liquor outlet in which he worked and was thrashed at the SP's residence, Dheeraj Kumar alleged in the complaint. He was admitted to a local hospital with injuries but when his condition deteriorated he was taken to the Patna Medical College and Hospital under critical condition Sunday. Earlier, Abhyanand asked the SP to submit a report in this case. The Sheikhpura SP has rejected allegations levelled against him.

Referring to the differences present between the two countries, Director General Indian Council for Cultural Relations Suresh K Goel said that it should not stop from building bridges. "Walls are a fact of life but these barriers should not stop us from building bridges. There are differences you cannot wish it away," he said. Former Pakistan High Commissioner to India, Shahid Malik, said that there was a lot to learn and share from eachother. "There are innumerable commonalities present in our countries. We need to work on them. We have so much to learn and share from each other," Malik said. However, he refused to comment on Hafiz Saeed saying such topics should not be discussed on a literary platform. "Talk about this on some other event. It is about literature here. We know each other's stand," Malik said. Pakistani poet Fahmida Riaz regretted that media in both the countries has not played a positive role. "Media in both India and Pakistan has been feeding people with petty prejudices instead of playing roles to bridge gaps," Riaz said. NEW DELHI: Emphasising the need for sustained policy reforms from the government, Reserve Bank of India in its report 'Macroeconomic and Monetary Developments: Third Quarter Review 2012-13', said that monetary policy easing was possible only with fiscal consolidation and reforms provide support. The bank raised concerns of a rising current account deficit and also acknowledged that inflation is still above its comfort level. Here is a look at the highlights and takeaways from the central bank's report on the economy: 1) FY13 GDP growth likely to fall: Growth in 2012-13 may fall below the projection of 5.8%. 2) Growth slowdown continues: Growth remains below potential for the fifth successive quarter. Policy initiatives of the government are yet to show up fully or definitively in data. Revival may take some more time. 3) Inflation path may turn sticky:RBI has said that inflation may moderate below projection of 7.5%. However, 'suppressed inflation' will pose a significant risk to the inflation in 2013-14. Average WPI inflation is expected to moderate from 7.5% in 2012-13 to 7.0% in 201314. Going forward, risks remain from suppressed inflation, pressure on food prices and high inflation expectations getting entrenched into the wage price spiral. The inflation path for 2013-14 could face downward rigidity 4) Agriculture outlook: Rabi crop is expected to be normal despite deficient rains, but is unlikely to fully compensate for kharif deficiency. Government is working towards achieving revised fiscal deficit target of 5.3% of GDP by restricting both plan and nonplan expenditure during the last quarter of the year, even as significant shortfall in tax revenue is likely. 8) Widening CAD a concern: Widening current account deficit has emerged as a major constraint in easing monetary policy, RBI acknowledged. The bank feels that the CAD/GDP ratio may exceed 4% of GDP for the second successive year in 2012-13. 9) Contraction in exports: The central bank has blamed weak external demand alongside with structural bottlenecks for contraction in exports. In addition, continuing large imports of oil and gold has resulted in deterioration in India's trade balance. 10) Market sentiment: RBI said that better global liquidity and policy reforms have aided FII inflows. This has led to a turnaround in equity markets and revival of the Initial Public Offering (IPO) market.

Asked whether he would favour dropping the 'Satyam' name from the nomenclature of the merged entity, the Mahindra Satyam CEO said he would favour doing so. Gurnani was here to participate in the World Economic Forum's Annual Meeting, where Mahindra Satyam was one of the strategic partners. The country's biggest ever corporate scam came to fore in January 2009 when the erstwhile Satyam Computer's founder and then Chairman B Ramalinga Raju admitted to years of wrongdoings and overstating of financials at the company. The company was later acquired by Mahindra group through a government-monitored auction and was renamed Mahindra Satyam. Subsequently, a deal was announced for its merger with Mahindra group's another IT arm, Tech Mahindra, and the completion of this amalgamation process is now in its final stages. Gurnani said that both the companies are doing very well and the combined entity would have an even stronger position in the market. "We do realise there is little bit of catch up to be done and we will get there. We are still one of the top companies and the combined entity would have an 80,000-strong workforce and an estimated USD three billion of revenues. "This would be bigger than many large conglomerates in terms of headcount," he said. "As a merged entity, we are very differentiated in the market as we are the only company which is focussed on network communications and connectivity, which is today backbone of individuals and enterprises," Gurnani said.He said the customers are also very enthusiastic about the merger and the two companies are looking forward to its completion.

Toyota wins back world's top auto sales crown from GM


TOKYO: Toyota Motor Corp regained the crown as the world's top selling automaker in 2012, posting record-high sales and beating rivals General Motors and Volkswagen. Toyota said on Monday it sold 9.75 million vehicles group-wide around the world last year, a record for the 75-year-old Japanese automaker and up 22.6 percent from a year ago. The result was in line with the company's December forecast, and put it back in the No. 1 spot, which it lost in 2011 when it was hit by a wave of negative publicity after a recall crisis in the United States, and a disrupted supply chain following an earthquake in Japan and floods in Thailand. Toyota held the global sales crown from 2008 through 2010, but fell to third place in 2011 behind GM and Volkswagen. GM sold 9.28 million vehicles in 2012, up 2.9 percent from a year ago, while Volkswagen sold 9.07 million vehicles, up 11.2 percent. Toyota aims to sell 9.91 million vehicles group-wide globally in 2013, up 1.6 percent from 2012. The Toyota group also includes sales at Daihatsu Motor Co and Hino Motors Ltd. Toyota-only sales hit a recordhigh 8.72 million vehicles, up 22.8 percent on a year ago. NEW DELHI: The income tax rebate on 50 per cent of road safety donations will encourage more people and companies to contribute funds for road safety activities,International Road Federation (IRF) said . In a notification issued recently by the Road Transport and Highways Ministry, the government has allowed income tax exemption on 50 per cent of the amount invested by donors or institutions for carrying out road safety programmes. "...a good beginning has been made. We will be pursuing for 100 per cent exemption. This will motivate more and more people to come forward to contribute for road safety," IRF Chairman K K Kapila said in a statement. Expressing concern over growing road accidents, she said the companies should keep aside funds as part of the corporate social responsibility for saving lives, she said. The government's road accident report puts the total fatalities at over 1.42 lakh in 2011 and the number of injured persons is almost 400 per cent more, she added.

India, which started the series in third place at 117 ratings points, ended at 119 to re-claim the top spot in the ICC ODI Championship table after a gap of three years. England, which had started on 121 ratings points, slipped to 119 ratings points after the series loss, only to see India finish ahead of it by 0.2 when the ratings are calculated beyond the decimal point. India had become the number-one ranked side after winning the third match of the series on January 19 and then held onto the spot thereafter. England had gained the number-one spot in September 2012, while it is the second time since September 2009 that India has topped the current ranking system since it was introduced in 2002. India's cause was also helped by South Africa, which lost to New Zealand 12. As a result, South Africa lost nine ratings points and dropped from second to fourth position, one ratings point behind third-ranked Australia. Heat from cities alter weather thousands of miles away


LONDON: In a new study that shows the extent to which human activities are influencing the atmosphere, scientists have concluded that the heat generated by everyday activities in metropolitan areas alters the character of the jet stream and other major atmospheric systems. This affects temperatures across thousands of miles, significantly warming some areas and cooling others, according to the study. The extra "waste heat" generated from buildings, cars, and other sources in major Northern Hemisphere urban areas causes winter warming across large areas of northern North American and northern Asia. Temperatures in some remote areas increase by as much as 1 degree Celsius (1.8 degrees Fahrenheit), according to the research by scientists at the Scripps Institution of Oceanography, University of California , San Diego; Florida State University; and the National Center for Atmospheric Research. At the same time, the changes to atmospheric circulation caused by the waste heat cool areas of Europe by as much as 1 degree C with much of the temperature decrease occurring in the fall. The net effect on global mean temperatures is nearly negligible-an average increase worldwide of just 0.01 degrees C (about 0.02 degrees F). This is because the total human-produced waste heat is only about 0.3 percent of the heat transported across higher latitudes by atmospheric and oceanic circulations. However, the noticeable impact on regional temperatures may explain why some regions are experiencing more winter warming than projected by climate computer models, the researchers concluded. They suggested that models be adjusted to take the influence of waste heat into account. "The burning of fossil fuel not only emits greenhouse gases but also directly affects temperatures because of heat that escapes from sources like buildings and cars," said NCAR scientist Aixue Hu, a co-author of the study. "Although much of this waste heat is concentrated in large cities, it can change atmospheric patterns in a way that raises or lowers temperatures across considerable distances," Hu added. The researchers stressed that the effect of waste heat is distinct from the so-called urban heat island effect. Such islands are mainly a function of the heat collected and re-radiated by pavement, buildings, and other urban features, whereas the new study examines the heat produced directly through transportation, heating and cooling units, and other activities. Hu, along with lead author Guang Zhang of Scripps and Ming Cai of Florida State University, analyzed the energy consumption - from heating buildings to powering vehicles - that generates waste heat release. The world's total energy consumption in 2006 was equivalent to a constant-use rate of 16 terawatts (one terawatt, or TW, equals 1 trillion watts). Of that, an average rate of 6.7 TW was consumed in 86 metropolitan areas in the Northern Hemisphere. Using a computer model of the atmosphere, the authors found that the influence of this waste heat can widen the jet stream. "What we found is that energy use from multiple urban areas collectively can warm the atmosphere remotely, thousands of miles away from the energy consumption regions. This is accomplished through atmospheric circulation change," Zhang said.
