THE CONSTITUTION OF POLIS Article I: NAME 1.1 The official name of the organization is POLIS.

Article II: BASIC PRINCIPLES AND NATURE OF THE ORGANIZATION 2.1. POLIS is a student organization rooted in academic discipline of Political Economy. It aims to promote the significance and interdependence of Political Science, Economics, History, Sociology and Philosophy in the analysis of social problems and issues to the members of the UA&P community, in particular and to the rest of the society in general. 2.2. POLIS believes that the students could and should be responsible individuals who actively concern themselves with public affairs. 2.3. POLIS is committed to serve as an agent for social change in the pursuit of the common good. Article III: MEMBERSHIP 3.1. The membership to POLIS is open to all students of the University of Asia and the Pacific A. All the students who are in the Bachelor/Master of Arts (BA/MA) in Political Economy program automatically become regular members. Only regular members have the right to vote, be elected in to office, and be appointed as committee heads. Each regular member is required to be part of at least one committee and may only head one committee. All regular members are required to pay the membership fee. B. Non-BA/MA Political Economy students may become associate members. Associate members may take part in any of the activities of the organization. Associate members may also be part of at least one committee and may be appointed as a committee head. The membership of an associate member shall take in to effect only up on successful completion of the application process as stipulated by the Executive Body. 3. 2. Reasonable membership fees shall be determined and reviewed annually by the Executive Body. Article IV: ORGANIZATIONAL STRUCTURE 4.1. POLIS shall be governed by an Executive Body consisting of a President (Pres.) an Internal Vice President (IVP), an External Vice President (EVP), a Secretary General (Sec-Gen), and a Finance Officer (FO). A. President (Pres.): The President shall preside over all regular meetings of the organization. He/She manages and supervises the affairs of the organization, in coordination with the members of the Executive Body. He/She shall serve as primary liaison between POLIS and other organizations or units of the University as well as the POLIS Moderator. Upon the recommendation of the Executive Body, the President shall appoint the committee heads and project heads. The president shall also be on the signatories for release of money from the POLIS funds.

B. Internal Vice President (IVP): The IVP shall handle all the responsibilities pertaining to the affairs of the organization that directly involve the students of the University. The IVP shall coordinate with all authorities concerned for the approval and the implementation of projects. He/She shall assume the powers of the President in the event of his/her absence. C. External Vice President (EVP): The EVP shall handle all the responsibilities pertaining to the affairs of the organization that deal with other individuals and/or organizations outside of the University. The EVP shall spearhead the promotion of the organization and its activities outside of the University. a. The EVP coordinates all outreach activities of the organization.

D. Secretary General (Sec-Gen): The Sec-Gen shall serve as the liaison between and among the Executive Body and members of the organization. He/She shall handle all the documents and records of the organization. He/She shall also be tasked with the promotion of the organization and its activities within the University. a. The Sec-Gen coordinates all the activities of the Official Publication of Political Economy students, i.e. PERSPECTIVES, and shall oversee the activities of the editing board.

E. Finance Officer (FO): The FO shall handle all the finances of the organization. He/She shall keep track of all the transactions and expenses made and incurred by the organization and shall be solely accountable for the organizations funds. The FO coordinates all fundraising activities of the organization. F. Batch Representative/s (Batch Rep): The Batch Rep shall assist the other members of the Executive Body in coordinating the organizations activities with their respective year levels. He/She shall also communicate the opinions and suggestions of his/her batchmates especially in terms of official, constitutional or structural matters. 4.2. Each member of the Executive Body may be assisted by ad hoc committees in order to facilitate the implementation of the projects of the organization. Each member of the Executive Body may appoint the heads of each ad hoc committee under their office upon the approval of the executive body. 4.3. A moderator who is a faculty member of the Institute of Political Economy of the University of Asia and the Pacific shall assist the organization. Article V: MEETINGS 5.1. The organization shall meet for a General Assembly at least twice in a semester. 5.2. The Executive Body shall meet at least twice a month or as the need arises. 5.3. Committee meetings shall be held as the need arises. Article VI: ELECTIONS

6.1. Elections for the offices in the Executive Body are to be held annually, to take place at the end of the calendar year (December). This shall be presided over by the Commission on Elections. 6.2. The manner of elections shall be determined by the Commission on Elections. 6.3. Qualifications for eligibility into office: The candidate must have been an active regular member of POLIS for one semester. B. The candidate must be a bona fide student enrolled in the Bachelor/Master of Arts in the Political Economy program. C. Candidates running for the position of President and Internal Vice President must come from the 3rd year only. D. Candidates running for the position of External Vice President, Secretary-General and Finance Officer may belong to the 3rd year and 2nd year, depending on other qualifications instituted in this Constitution. 6.4. For the elections to be valid, the voting body present must be at least a majority of all eligible voting members. 6.5. A candidate is considered elected upon meeting the following conditions: A. The candidate garners the most number of votes. B. If he/she is the only candidate running for a particular office, he/she is voted by two thirds present and voting. A.

Article VII: TERM OF OFFICE, IMPEACHMENT AND SUCCESSION 7.1. Each member of the Executive Body shall serve one (1) calendar year as their term of office, beginning from the first day of January to the last day of December. 7. 2. Any member of the Executive Body can be impeached within his/her term of office by any regular member once the former has been found guilty of not performing his/her duties properly and responsibly and abuse of power and misconduct while in office. 7.3. A formal letter identifying the member(s) of the Executive Body being impeached and detailing the grounds for his/her impeachment shall be submitted by the complainant(s) to the moderator. If the moderator finds the grounds for impeachment valid, he/she shall convene and preside over an emergency General Assembly composed of at least majority of the organizations membership. 7.4. In the emergency General Assembly, the complainant(s) shall present his/her case to the organization. The officer(s) being impeached has the right to be heard and reply to the complaint filed against him/her. The Moderator shall then call for a vote of no-confidence. A two-thirds vote of no-confidence is required for the impeachment of any office of the Executive Body. 7.5. In the event of a vacancy in any office of the Executive Body, the Executive Body shall appoint, through a majority vote, the member to occupy the seat. Article VIII: ACCEPTANCE OF THE CONSTITUTION Every member of the organization shall accept and comply with the Constitution and shall be absolved from its observance on the plea that he/she has not been properly informed and oriented on its provisions.

Article IX: AMENDMENTS 9.1. Any regular member may propose the amendment or revision of this Constitution, upon consultation with the moderator, during a General Assembly. The Constitution shall be amended or revised, via two-thirds vote of those present in the assembly. The Executive Body shall then schedule a special meeting of the organization to deliberate on the amendments proposed. 9.2. All amendments to, or revision of, this Constitution shall be adopted by the organization via a majority vote of those present in the special meeting and shall take effect immediately. 9.3 Amendments: Amendment 1 Ratified 15 November 2012 Re-elections are open for those who are 2nd and 3rd year students at the time of the filing of candidacy.
